Williams Apr 27, 2021 An audit of the Defense Department's other transaction agreements awarded via consortiums revealed inconsistent documentation and too little guidance, according to an oversight report released Friday. After analyzing 13 awards totaling nearly $25 billion from 2018 to 2019, DOD's inspector general found that personnel didn't always adhere to laws and regulations guiding use of OTs through consortiums, which consist of at least two individuals or organizations. DOD personnel didn't "properly track" or have an accurate count of the OTs and their respective dollar values "because the Federal Procurement Data System‑Next Generation was not set up to track consortium OTs or individual consortium projects and there was no guidance on how to award the projects to a consortium," the report stated.
