If Gael Mackenzie, who owns the Corn Exchange – or Locarno – doesn’t submit a planning application by June, then the local authority will look at what other options it has to bring the building back into use. And according to the resolution agreed by councillors, a report will have been prepared setting out the options before that June deadline – although some think they may be limited.
