Fly-tipping offenders should be forced to fund a new scheme to help clean up the mess, according to a Lib Dem election pledge.
The call comes after a probe revealed the extent of the problem across the country.
Councils recorded 127,625 incidents over two years, with spikes after the pandemic hit the nation and lockdown shut tips. Fly-tipping peaked in Scotland as a whole in July 2020.
Aberdeen, Aberdeenshire and Moray saw sharp increases after lockdown while Highland recorded an increase just before.
Including smaller numbers in Orkney, Shetland and Western Isles, there were 14,112 incidents between November 2018 and October 2020 across the north of Scotland.
