We agreed to a plan to work out an agreement to protect our nations dreamers from deportation. We insisted that the bipartisan dream act, the one introduced by congresswoman roybalallard would be the basis for the protection and review Border Security measures that do not include building a wall as we go forward. We also urged on another suspect, on another subject the president to make permanent , the cost sharing reduction payments under the Affordable Care act. Earlier in the day, leader hoyer and i and chairs of the caucus along with the chairs of the caucus, that would be the senate asianpacific american caucus, hispanic, we had a very good meeting with the speaker along with the congressional black caucus. We agree to move forward it in order to try to put that dream act on the floor as soon as possible. He too wanted to see some order in initiatives which we said we would look into. We suggested to him and to this white house that the Border Security package that passed the Homeland Security committee. Any solution to the challenges facing the dreamers must include the bipartisan dream act as i said, sponsored by representative roybalallard. As you know, faith community, the Business Community have implored congress to pass the dream act and democrats and republicans and independents support action. 76 of americans support citizenship or permanent status and well over 50 citizenship with 15 backing deportation. 69 of republicans back u. It is pretty exciting that so many people are rallying to the dreamers. Our american values, our faith basic human decency demands that we pass the dream act and prevent the senseless the predation of hundreds of thousands of patriotic young americans. Hopefully congress we are more than hoping, we are working with congress to get this done soon. Later today, house and Senate Democrats unveiled the newest legislation child care for working families. As parts of our better deal. Its a bold solution to close the gap to access an affordable quality child care and for early education. It is a bill to put children on the path to success tomorrow and parents on the path to bigger paychecks today. Children learning, parents earning. That is our mantra. Its a long path. About 15 years, it is an art pass. In other words, in the dream act it is about serving in the military, being employed or being in school for a urine of time. Reporter would this agreement have to include in your view perhaps the legal immigration, something along the lines . Ms. Pelosi this is not about that. This is about daca. It is about protecting them. We would love to engage further in the conversation about comprehensive Immigration Reform, but thats not what this is about. Reporter just to be clear, its your understanding that the president does support a pathway to citizenship and you have no doubt that you and the president are on the same page . Rep. Pelosi , we agreed on our insisting ine are every conversation, with the speaker and the president , with the dreamers, that it would the the dream act sponsored by congresswoman roybalallard which on september 25, 26 goes into a bill by the chairwoman of the hispanic caucus into a discharge petition. Reporter based on what happened last week and what you are saying happened last night, are you have you sense a change do you feel this is a new path forward between the president and democrats or onebyone thing . Rep. Pelosi its a onebyone thing. You establish an understanding one by one of whether in the president s case, understanding of the legislative process and on our part, what some of his priorities might be as we go forward. But theres plenty of work to be done in many areas and talked about this and talked about infrastructure, we talk about a number of issues, trade, et cetera. Finding areas of common ground. This is one of them. And maybe other issues we wont find common ground. Reporter do you trust the president of the United States and should the dreamers question him . Pelosi they one was , talking about this legislation to protect the dreamers, yes, i do trust that the president is sincere in understanding that the public support that overwhelmingly the public supports not sending these young people back. We had a discussion of this thoroughly and as chuck and i leader schumer and i said coming out of the meeting it was interpreted that we had a deal. But that wasnt the case. We had an agreement to move forward. In our view, the dream act as the basis for how to protect the dreamers and for further discussions on what provisions relating to the border might be in an accompanying bill. I trust the president in that regard. Reporter we know from reporting and talking to your office, only woman sitting at dinner. Can you give us a sense what was , the mood like around the table and what was the most interesting moment . How did it unfold . Ms. Pelosi really, the atmosphere at the dinner was very friendly. We made it clear from the start that there were certain concerns we had had about some of the president s statements relating to the muslim ban, charlottesville, daca, those kinds of things and we needed to establish some trust and competence as we go forward. And one path to building that confidence and trust would be the dream act, daca. The president likes to call it daca. I believe we have had enough conversation with the president with enough iteration to protect the dreamers, in fact publicly. You saw his statements that it wouldnt be wise to send these young people back. So, yes, i think we have votes i have no question that if we put the bill on the floor, it would win. And for these and other reasons, i believe that the president , because of conviction, but because of reality is there for the dreamers. Reporter another clarification. Does the word citizenship come up in the meeting . And does the president understand that dreamers include a path to citizenship . Ms. Pelosi im not here to speak about what the president understands, but i do believe theres an understanding that down the road there is an event tall path to citizenship in the an eventual path to citizenship in the dream act. Overwhelmingly the american , people support that. , and thenoday was 50 12 want to send them back and another is summer in the middle. It came up in the context of the suggestion that there might be other bills to be considered. Reporter did the president gave reporter did the president gave an indication he will sign the c. R. s and what does it mean if he does, what do you think that means in terms of the [indiscernible] rep. Pelosi we put the issue of c. S. R. s on the table because it is essential to the wellbeing of the American People that the c. S. R. s be funded. We didnt have any commitment back from the president on that, but we had an opportunity to convey how important it was to do that. Quite frankly i believe its in the president s interest to do it and to fund it and then when we had this discussion, a while back on this subject. And when we do finally, omnibus if we arrive at an agreement, that it would include language that clarifies that congress has a role in doing this, which some of you know that is part of the court case the uncertainty in the courts of clarifying within the law and ta enables the president not to do this every month. But should he come up with his own Health Care Proposal to it would be easier for him to do that. Reporter when you say down the road on the pathway to citizenship, does that mean not in this current daca bill . Ms. Pelosi its in the daca bill. The path to citizenship and even when we talk about come immigrationsive reform, when we are talking about people who are not fully go onnted and for them to the bus to citizenship, they get to the end of the line of people who have been here fully documented. So just in terms of timing, it is a long way down the road. Not down the road in terms of legislation. I have to go. We have votes. Im sorry. We have 14 votes on the floor. Reporter regarding tax reform, the speaker said growth was the most paramount concern of his when he was asked about whether it would be revenue neutrality. Theres revenue neutrality a condition in your mind, for house them aggressive to support . First of all, i would not clarifies anything that the president are doing with this election. I would say same old trickledown economics, tax cuts for the wealthy at the expense of the middle class. Now theyre saying yesterday theyre not going to give any tax breaks to the high end. Well see it when we see it in writing. That was really news to me, because it is basically in their d. N. A. To give tax cuts for the high end and trickledown economics as opposed to what we support which is middleclass economics. Have a job, get a good paycheck, Better Future and middle class has consumer confidence, they consume, injecting demand into the economy and creating jobs. Revenue neutral is a very important standard for us to have. Growth is very i tell anybody who goes put growth in the middle of the table. Growth is what is important. Growth at good paying jobs as well as in our american economy. That growth means that we do so in a way that creates jobs and reduces the deficit. What the republicans had been proposing would increase the debt by 22 trillion at a minimum. We cannot go down that path they say the growth is going to pay. Never has. It created debt. So far, its not about tax reform. What we want to do is engage them in a bipartisan way and simplification, fairness, closing special interest loopholes and having revenues to help the American People and create growth in our economy. Because growth just does not come from tax cuts in the wealthy. Thats what they think. It hasnt, it comes from the education of the American People, investments in social development and we will come we will have our agenda on this as part of the better deal. But yes to your question, revenue neutral is very important to us. So, again, whether what we have coming up are certain deadlines which was part of the discussion we had last night, we have deadlines coming up september 30. Many things expire. We will have to extend them by the 30th or shortly thereafter. We see a lot of activity on health care that senator sanders just introduced his and democrats introduced medicare 50 to 64. All of these to be on the table to be considered. Universal care. That is our goal, we think the Affordable Care act is a path to that. If they have a better idea, lets see what the numbers are. And how we can come together about it. But i dont want anybody to think that the Affordable Care act is not an important path to universal care. And thats why coming back do your question, we want the cost sharing reductions to be made permanent and thats what we asked the president , to make them permanent, or have language in the bill that says congress can act and doesnt have to be just the president , because you have the integrity in the system, the more outreach, the bigger the pool, the healthier the population and lower the costs to everyone bringing us closer to universal care for all americans. Now, we have 14 votes. Reporter the president said we are not looking at citizenship and not looking at amnesty. Ms. Pelosi we arent looking at amnesty. We were never looking at amnesty. Reporter but citizenship you said that is in the bill. You know what . Im not here to respond to tweets. You asked me about the meeting and im telling you about where we are. I think the issue of citizenship is not just about these young people which would be , justification enough. Or other undocumented immigrants in our country that comprehensive Immigration Reform should in my view on a longterm hers and an earned path. This is an earned path to citizenship whether its military service or education. Its not just about them, though. It is important, but it is also about who we are as a country, and not having two different kinds of people live here. It is about having the opportunities to earn the path to citizenship.
