Senator sanders i believe and the people on our side believe that the budget being brought forth is one of the most unfair and destructive budgets ever proposed in modern history of this country. Bottom line is, it provides incredible tax breaks to the wealthiest people in this country while it makes trillions of dollars in cuts to the needs of working people in terms of health care, medicaid and medicare, in terms of education, in terms of Environmental Protection and in terms of programs that many, many millions of people desperately depend on. This is a budget based on the robin hood principle in reverse and takes from people no need it the most and gives it to millionaires and billionaires. We have excellent amendments that would address problems of the republican budget. I call up the sanders amendment number one. Senator sanders at a time of massive wealth and income equality. The last thing we should be providing is hundreds of billions of dollars in tax breaks to billionaires who certainly dont need it. Mr. Chairman, the United States has more income and wealth inequality since any time since the late 19 20s. The top 1 of the top 1 , 1 10 owns as much wealth as the bottom 90 puerto rico. 20 individuals own as much wealth as the bottom half of our people. The top 1 now own 39 of the nations wealth while the bottom 60 own just 3 . And since the wall street crash a decade ago, 52 of new income has gone to the top 1 . Mr. President , this amendment is Pretty Simple and says at a time when the very, very rich are getting richer while so many people are struggling, at a time when we have a 20 trillion national debt, the last thing in the world we should be doing is giving trial yops of dollars in tax breaks to the 1 . So, mr. Chairman, i hope very ch that we can pass this amendment. The walton family, the koch rothers, the trump family, multibillionaire family do not need tax breaks. We need to help working families and working class people in this country and not the top people in this country. Senator i oppose this amendment. The top 1 that are so often villified at these committee meetings, they earn about 20 of all the income thats earned in america and pay 40 of all the income taxes that are paid in america. Now lets think about this, the effect of this amendment would be to ensure the tax reform must sure a proper biloxi prohibition. Thats the wrong goal. Heres what the real goals are. Senator toomey lower the tax burden on middleincome families. And number two is to further elevate the standard of living of all americans by making our tax code as competitive as possible and that will include things like addressing the and normally high business tax rates that our democratic colleagues have advocated for. If you do this properly, it is entirely possible somebody who is paying in that 40 of all income taxes paid might some benefit but i dont think the American People are so resentful that they wore forego a hire standard of living and pay raise for themselves if they found that someone who is wealthier than they are who has a savings. I dont think the American People are that resentful. The goal should be maximize economic growth, lower the burden on middleclass families and not establish that 40 of all the income taxes this have to be off the table because then we would never be able to accomplish. Senator enzi consideration will resume and if requested taken at the agreed upon time. Next amendment will be offered by senator kennedy. Senataor kennedy thank you, mr. Chairman. My amendment, mr. Chairman, would establish a deficitneutral reserve fund to implement work requirements in all means tested federal Welfare Programs. It would not include Social Security, medicare, Unemployment Insurance or workers comp. Let me explain why everyone should support this amendment. The American People are the most generous people in the world. We spend over well over a trillion dollars a year in state and local programs helping those americans who are less fortunate than we are. In our country, if you are hungry, we feed you. If you are homeless, we house you. If you are too pooh poor to be sick, well pay for our doctor. Im proud of that principle. It separates us from a lot of other countries in our universe. But we all know, mr. Chairman, that in order to maintain these programs to help those less fortunate than us, they have to maintain fiscal integrity. And the best way to maintain fiscal integrity is to help people who need that help get in the position where they dont need that help, because after all, these social programs are meant to be bridges, not parking lots. Its been my experience, mr. Chairman, that the best social program is a job. Im not talking about throwing people out in the cold. Im just saying the Free Enterprise system in my experience has done more to lift people out of poverty than any social program that government has ever imposed. Im also not talking about requiring work from people who cant work. What i have in mind is saying to our fellow americans, if you are tween the ages of 18 and 55, if you dont have any children and if youre not disabled, then in order to continue to receive your benefits, we would ask you, require you to work 20 hours a week and well help you get a job or go back to school for 20 hours a week or do Community Service for 20 hours a week. Im not talking about a mother with a sick child in her arms. Im not talking about asking granddad to leave the nursing home. Im talking about helping folks get back on their feet. And i think for that reason, mr. Chairman, its something we can all agree upon and that is every american should have the opportunity to know the dignity of work and the dignity of being selfsufficient. And thats what my amendment, with respect, mr. Chairman, would do. Senator enzi in opposition, senator king. Senator king im going to offer a sidebyside on this. I agree with much of what senator kennedy said. The idea is to get people to work and thats the goal. The 25 years ago or so i was governor of maine and did a government Welfare Program and during that period subsequent to what we did, we reduced our rolls by almost half. The way we did it is not by arbitrary requirements but providing the supports necessary to get a job so it wasnt a cliff, but a ramp. And what we talked about and offered was better training, education, work force training, child care and some support on health care and thats what helped people to get back into the work force. I proposed an amendment that said let look at work requirements, child care, health coverage, that will make real the impulse behind your amendment. I dont think its necessarily inconsistent. Its just saying, lets look at both of these approaches. I say make work a real option for people and thats the purpose of my king amendment number 4. Is there any more time left . Senator enzi if he is offering his amendment, he has another amendment. Heres a senator that doesnt need the extra minute. Thank you, mr. Chairman. Senator stabenow i wanted to offer information and agree with. Enator king and illustration in our last farm bill, we put in opportunities for people to work in terms of the snap Program Understanding that the majority of food assistance, 80 goes to children, seniors and people with disabilities. So 80 is helping those who are not in a position to do this. But because of the support that senator king is talking about, we have seen innovative work being done in states that has been successful and i think what senator king is talking about, we have even a proven record of providing opportunities for people. Mr. Chairman. Mr. King under the rules, will to him. Ime to contend contend i remember when you were governor, you were a fine governor. Let me explain gently why i think my way is better. What im proposing in this amendment was proposed by president clinton with respect to tanf, and it has worked. It has worked in every single state. And its worked because president clinton he didnt approach it being hard hearted or the purpose wasnt to throw anybody out in the cold. The purpose was to help people understand the dignity of being selfsufficient. Now some people respond well to reason. When they see the light. Others need to feel the heat. My son is in the latter category. What im proposing is a rule that just says, if you want to access these programs and youre healthy and dont have children and you are relatively young, then you have to work 20 hours a week, well help you get a job. Look at the Labor Participation rate. There are jobs available. If you dont want to work, thats cool, you have to go back to school. If you dont do that, you have to do Community Service. It worked. President clintons idea worked and we ought to extend it to all federal programs. Senator enzi 21 seconds remaining on this side. Well proceed to the next amendment which would be sanders amendment number 2. Senator sanders i call up sanders amendment number 2. This amendment is simple, straightforward. It simply creates a budget point medicare, medicaid or Social Security. As i think we all know, the republican budget provides 80 according to various studies about 80 of the tax breaks will go to the top 1 , thats 1. 9 trillion in tax breaks over a 10year period going to the top 1 . But this republican budget also makes massive cuts to medicaid, a trillion dollars, throwing some 15 Million People off of the Health Insurance they have. And massive cuts to medicare over 473 billion. The president interestingly enough, mr. Chairman, i think everybody here remembers that when donald trump ran for president , one of the tenets of his campaign is that he was a different type of republican and was not going to cut Social Security, medicare and medicaid. On april 18, 2015, trump said, every republican wants to do a big number on Social Security and medicare and medicaid and we cant do that and its not fair to the people who have been paying in for years. And now all of a sudden, they want to be cut, unquote. You have a man running for the american presidency that he wasnt going to cut Social Security, medicare and medicaid and we have a budget that provides 1 trillion cut in med cade. Mr. Chairman, the American People in poll after poll are very clear that they do not want to see these Important Health care programs. 86 of republicans want to maintain or increase funding for Social Security with 95 from democrats wanting to preserve or grow that program. 60 of americans are against slashing Social Security. They do not want to see Social Security, medicare or medicaid cuts and thats why trump got as many votes as he did. I would hope my republican colleagues will respect the wishes of their president and make it clear that we will not support cuts to Social Security, medicare and medicaid. Thank you, mr. Chairman.
