Thank you, mr. Speaker. Mr. Speaker, i rise today to congratulate bucktell Medical Center c. E. O. Timothy reeves for receiving a Community Star from the National Organization of state offices for rural health. Community stars recognize men and women nationwide who work to improve, protect and advance health and wellness for those living in rural america. Timothy reeves is the chief executive office of the bucktail Medical Center which is a Skilled Nursing facility, Community Clinic and b. L. S. Ambulance service in renovo, pennsylvania, in clinton county. Its the only Medical Center for more than 30 miles in any direction. Bucktail Medical Center is believed to be the most remote hospital in pennsylvania. When timothy came to bucktail, the small hospital was on life support. The organization had significant Financial Issues but it had a dedicated, strongwilled staff and supporting board. Through a carefully planned financial restructuring process, timothy has helped bring the facility back to life. It is growing, modernizing and acquiring the equipment, technology and provisions needed to advance health care for the community. Mr. Speaker, thanks to timothy and his team, bucktail is looking forward is looking towards the future and the ommunity is grateful for it. Mr. Speaker, i rise today to congratulate the Center County dermatologist for being named the top physicians under 40 by the pennsylvania medical society. Treats aine rosamilia skin conditions and skin cancers in patients of all ages in state college. In 2018 she will serve as president of the Pennsylvania Academy of dermatology and surgery. She attended medical school and Residency Training at penn state miltonhershey Medical Center. They recently honored her at its annual top Patient Experience clinician awards dinner for ranking in the top 10 in Patient Experience nationally. The doctor currently serves on the editorial and review boards of several medical journals. She is certified by the american board of dermatology. In addition to practicing, she teachts dermatology residence and primary care practitioners and delivers lectures on dermatology locally, nationally and internationally. Mr. Speaker, i wholeheartedly congratulate the doctor on this outstanding achievement. Thank you, mr. Speaker, and i yield back the balance of my time. The speaker pro tempore the gentleman yields. Ms. Kaptur thank you, mr. Speaker. I rise today to honor a Great American, a man named Gus Schumaker, a man whose enduring legacy and indefatigable work ethic in the field of agriculture improved the lives of untold people in our country and those america touches around the world. Yes, farmers from all walks of life, including the smallest producers, not just the biggest. Including people who are hungry. I remember one time gus spoke with me about going through Nursing Homes in western iowa and how america had to do a better job of reaching places that forgotten, places that you would not expect to find hungry people. Gus work touched people across a broad variety of pursuits. He wasnt limited by the false urbanrural divide that our country lives with, and he touched citizens across the income spectrum. It was with deep sadness that we learned of the news that gus, a former undersecretary of the u. S. Department of agricultures for both republican and democratic president s, bill clinton and george bush, and a founding board chair of an organization calledwholesome wave, passed away unexpectedly last month. A few days before his death, he had come to our Office Offering his help to the congress on the new farm bill. He cared so much about people. He cared so much about nutrition. He understood the foundational power of agriculture in our nation, so blessed with the resources to feed ourselves and the world if we put our shoulder to the wheel. Simply, gus loved and lived agriculture. He had experience from the time he was a child that directed im toward farming and all of its array. Farmers markets was in his d. N. A. He was born in massachusetts on a farm in lucksington and bridged the divide between lexington and bridged the divide between city and rural dwellers. This approach was the american way, the American Family way. His grandfather and great grandfather farmed get this in new york city where they grew vegetables in enclosed green houses and sold what they grew at city markets. He knew agriculture from the inside, even inside a place like new york city where now with modern technology we are growing lettuce on walls as high as the ceiling of this chamber in which i speak. When gus was young, he was loaded up his brothers truck and a box of pearce fell off the truck pears fell off the truck and scattered. Two young boys ran up and their mother and they began picking up the pears. The mother explained that she was on food stamps and unable to afford Fresh Produce for her kids. Gus heart broke and his lifes work began and he never stopped. Gus worked tirelessly to support local farming and local agriculture, and i cannot underline local, local, local enough. He became an American Force in the farmtotable movement, encouraging restaurants and stores to buy produce locally. He saw communities shattered across our country when that local production food chain was broken, and he used his last ounce of strength to reconnect it. Most recently in rep ration for the upcoming preparation for the upcoming farm bill, he selflessly helped create provisions in h. R. 3699, the new urban agriculture production act, a bill that really focuses on producing in some of the most forgotten places with innovative farming practices, including in urban food deserts. He never stopped trying. I loved him because he loved farmers markets and i love farmers markets. Nothing creates community more than growing and feeding the local population. As we move to such large institutions that almost seem unapproachable by the average american, gus was always bringing power back to people. He expanded programs to include veterans, including the senior farmers markets nutrition program, as we attempt to pass a new farm bill, making sure that our veterans are included in that extraordinarily popular coupon program. Gus was humble, kind, visionary, passionate, compassionate, generous and dedicated and a man for all seasons. In closing, let me say, Gus Schumaker will always be remembered as a gentle giant who packed a powerful punch. His impact will not be forgotten, and his legacy will live on and carry his dreams forward. And i will tell you, im going to devote every ounce of energy i have in the new farm bill to making his dreams come true. Mr. Speaker, i yield back my remaining time. Mr. Speaker, i rise to recognize steve taza and the veteran Opportunity Partners for their devotion to supporting the veterans of my district, by encourage the growth of veteranowned businesses, it provides an example for us all about the importance of serving our nations heroes. Veteran Opportunity Partners and steve taza began providing services to the residents of my district and Career Opportunities to our veterans in the spring of 2017. They plan to expand their Geographic Reach of their service to our vets while creating hundreds of careers for our veterans in the years to come. The work that mr. Taza and those at veteran Opportunity Partners do for our veterans is not only worthy of our recognition, mr. Speaker, but its also worth eave our support. We are so also worthy of our support. We are so proud all they do for our nations heroes. Mr. Speaker, today i rise to recognize first robotics and their Student Mentoring Program for its commitment to inspiring Young Leaders in our nation and in my district. First robotics, through their competitions and mentorbased programs, engages young people to help foster an understanding and appreciation for science and technology. First robotics competitions take place across the world from as young as 6 to as old as 18. Students can get involved in technology and robotics challenges like the first robotics competition. The first robotics competition asks High School Students to design, build and test robots over the course of six weeks. Students fundraise the entirety of the money they need for these robots, which can cost thousands of dollars to build, by partnering with local businesses or applying for grants. By taking place in these competitions and working with older mentors, students learn invaluable skills like lek Technological Research to help them develop into wellrounded individuals. I am proud to have 26 first teams in my district, the young people involved in these leagues and competitions, including those that mentor them, show the leadership and inquiz tiff spirit necessary for our future technological innovators. Mr. Speaker, i proudly present the art of the deal. The deal the tax deal before us, we provide permanent tax cuts for individuals who are multimillionaires and billionaires. With this deal, all middleclass families will eventually face a tax increase since tax relief for them expires. After taxes, of course, go up, folks earning as little as 10,000 a year almost immediately. After all, mr. Speaker, somebodys got to pay for the wealthys permanent tax cuts. Now, how do we get buyin from the middle class, you ask . Well, heres the beauty of the deal, mr. Speaker. Well trickle down a few crumbs from the masters table to get through one or two Christmas Shopping seasons. Lets tell them they can do their taxes on a postcard and that theyll just love they wont have to go through all the tedious math work of receiving thousands of dollars in personal exemptions, state income and local tax relief. They wont have to do all that subtracting of medical expenses, student Loan Interest from their tax obligations. Well promise them jobs. Hey, yeah, lets do that. Through dynamic scoring, trickle down and voodoo Economic Growth like we did during the regan and bush years back when we gave trillions of dollars in tax cuts to the wealthy and created the deficits that are now dragging on our economy. Mr. Speaker, people are so desperate that theyll believe us. Of course well have to cut 25 billion out of Social Security immediately to meet budget rules, or maybe we can just cut some veteran benefits from mandatory spending. Were targeting 1. 5 trillion in cuts to medicaid and medicare, but dont worry, mr. Speaker, well just defeign recipients of these benefits as unworthy welfare cheats and the general public will impfor our deal. Mr. Speaker, lets adopt a better deal. Lets pursue commonsensical means of growing this economy like spending these trillions of dollars on infrastructure instead of giveaway to the wealthy, by providing Postsecondary Education development, instead of taxing into debt. Lets Fund Research on medical cures instead of burying the inferm into early graves. Let us reject this abomination of a tax bill, and with that i yield back the balance of my time. I ask unanimous consent to revise and extend my remarks. The speaker pro tempore without objection. Mr. Poe most americans may not be aware of what is taking place by our government. Our government is spying on americans. I think its in violation of the u. S. Constitution. All the talk we have been having the also few weeks, were missing one of the most basic issues that we hold dear the right of privacy. Let me explain how its taking place. Go back to snoweden. We didnt know about all the spying going on in america until snoweden revealed that. Im no fan of his. I think he ought to be prosecuted. But we know information about our government spying on americans. Let me go and talk about specifically the foreign Intelligence Surveillance act. What is that . To allows our government spy on foreign agents which include terrorists. Primarily overseas. And so what happens is government goes to a fisa court. What is that . It is a secret court that operates in secret that issues secret warrants. I personally have an issue with that because reminds me too much of the star chamber in england where they operated in secret and tried people in secret. As a former judge, im very concerned about the loss of our Fourth Amendment right of privacy in the United States based on this law. Foreign intelligence surl vail lens act surveillance act, courts operating in secret, issue warrants to go after bad guys overseas. They seize that information and put it in a database. Heres what happens. While seizing that information of communication, maybe an al qaeda guy talking to another al qaeda guy, they put that information in a database, but also that information, information is seized, on americans. Incidental is what they call that. That may be a communication with an american has nothing to do with terrorism. Its to be something else. So that information is seized on americans. Fisa on this warrant by judge on foreigners. The information is put in a database. Heres what happens. Occasionally government decides to go into that database that was seized without a Fourth Amendment warrant and see how many times a name comes up. They call it a query. That is another quansy name for a search. Fancy name for a search. They search that database to see how many sometimes bobbys name pops up. Then they go to their administrative folks and get a piece of paper that allows them a second search. They search that database to see if bobby is committing crimes in the u. S. , such as nothing do with terrorism. Maybe its bank robbery. Maybe its i. R. S. Fraud. Maybe it violates other laws in the United States. So then they seize that information and we dont know how many times they do that. The Judiciary Committee has asked the justice department, how many times have you done that . They refuse to tell us. Suspicion, isnt it . Ill tell you how many times it is, according to the washington post, 90 of the account holders who communications were targets. Were not the the bad guys overseas. 90 of them. Many of them were americans. Nearly half of the surveillance files contain names, email addresses, and other details that the n. S. A. Marked as belonging to u. S. Citizens or residents. What information are they getting . Emails, communications, text messages. They seize that then they go through that database to see if bobby is a bank robber or whatever. And all of that is done in secret. Remember, secret courts issuing secret warrants and they dont tell anybody about that. Thats a violation of the Fourth Amendment on americans. Let me read the Fourth Amendment of the the right of people to be secure in their persons, places, papers, and effects against unreasonable searches and seizures shall not be violated, no warrant shall issue but upon probable cause, probable cause supported by an oath, affirmation, describing the place to be searched and the persons or things to be seized. So in this situation government seizes the information without a probable cause warrant, then they search the information to see how many times bobby maybe has violated other laws. They do it without a probable cause warrant. That is allowed under 702 of the fisa legislation. Were getting ready to reauthorize fisa. This 702 provision should require a warrant to search that information, a warrant to take that content of that information and make it public. A file on bobby.
