People are already losing their daca coverage on a daily basis. So when reporters and collisions say that congress has until march to enact the dream act, they are flat wrong. We cannot wait until march. The dream act and protections of the daca program are not light switches which we can can turn on and off. Every day we delay the passage of the dream act, another 122 Daca Recipients lose their status. They go from being documented to being undocumented. And the worlds are turned upsidedown. Its not just their lives but the lives of american citizens who love them, employ them, and rely on them. Young dreamers came forward and reported the department of Homeland Security and paid their own money for a criminal background check by the f. B. I. In fact, many of them have successfully completed their paperwork and biometrics three times. They paid all of this processing, paperwork, background checks, fingerprints with their own money. By definition, they arrived in the United States as children. By definition they arrived at least 10 years ago. A year and a half before obama even got sworn in as president. There are 800,000 of them, 800,000, Young Americans who have been playing by the rules doing everything their government has asked them to do and who have been living Productive Lives in communities, in every state of the union. As of today, more than 12,000 have lost their daca status and protection. Let me tell you about a few of them. Myron owns three business, he lives in washington state, and has lived in the u. S. Since he as 11. His daca expires on december 22. The day after the act is his set to exsmire antiday were all supposed to go home, return to our families for Christmas Holiday and new years. He submitted his daca renewal well before the application deadline that was arbitrarily set for last october. He made a mistake. His check was for 465. Not the 495. So he will be deportable as of december 22. His entire life in the United States and yet if republicans and the president have their way, he will be sent back to honduras and his three businesses and those who work there, who knows what happens to them . Another daca resipent from california and thanks to the security and stability provided by daca, he has pursued a career in education i was a teacher and know the monetary rewards are few but the rewards for your soul are many and the rewards to our society of having dedicated teachers is just as priceless. But, without daca and without the dream act, he has no future in teaching. And we may squander the passion he would bring to a classroom. His baca expires on december 29. His daca expires on december 29. And this is anything but a Merry Christmas for him as we drag our feet here in the congress of the United States. Finally, there is brittany in new york, shes a Childcare Provider who works with infant severe ne who has a health condition. Her employers are scrambling because brittanys daca expired last thursday and she has no clear legal path forward. The family said were devastated the thought she may not be able to work in this country. We know we wont find another caregiver who is as reliable nurturing, and unshakable as brit nifment most americans dont understand brittany. Most americans dont understand why taking away legal status from a Childcare Provider who is employed and cherished and loved by her employers will somehow create law and order. How does creating more undocumented immigrants help . It doesnt make america great. It doesnt even strengthen security or our economy. Dont even think it benefits the Republican Party politically to send Young American women like her away. But, its up to republicans and democrats to stand up for brittany and others. Democrats must be clear that we value the contributions of these young people and will not allow their stories to be ignored. And republicans, even the brave ones who have said that they are for solving the plight of the daca kids, must do more than write a letter or whisper quietly in the halls that they hope something happens. The chair recognizes the gentleman from alabama, mr. Rooks, for five minutes. Mr. Brooks mr. Speaker, this is a very difficult speech for me to give. God works in mysterious ways. When you are an elected official, missed votes require an explanation. That is why disclosed otherwise very personal, very private, and very humbling matter. On halloween night after votes as i stood on the Capitol Steps my doctor called and said congressman brooks, bad news. You have high risk prostate a cancer. I felt an adrenaline rush as a chill went up and down my spine. By way of background, Prostate Cancer kills almost 27,000 american men each year and is the third leading cause of cancer deaths behind only lung and colorectal cancers. 71 of Prostate Cancer patients die in less than five years if the Prostate Cancer has spread beyond the abdominal calfity n stark contrast, almost cavity. In stark coninterests almost all Prostate Cancer survivors live if its discovered early and killed before it spreads. For example, my father discovered his Prostate Cancer early. He lived four decades after his prostate was removed. My grandfather discovered his too late. He died not long thereafter. After my doctors diagnosis, i called my wife. Ville back home in hunts news. Ared the bad that night, was one of the loneliest nights apart in our 41year marriage. I kept thinking about my wonderful family. What do do i next . And how do i beat this cancer . Overnight i formed a plan and began implementing it. An emotional meeting i informed my washington staff of my cancer, i was immediately flying to huntsville, and after medical reasons i would be in alabama the rest of the week. Based on advice from friends and doctors i chose dr. Scott tully as my treating physician. He is widely respected and has performed more than 3,000 prostate ectomies. On thursday we drove to birmingham to obtain insight about Treatment Options and risk. He advised the removal of the prostate. At his direction, i undertook a heart stress test and nuclear bone scan. Timely, i got some good news. My c. T. Scan and nuclear bone scan revealed no cancer beyond the prostate. My heart stress test confirmed i was Strong Enough to undergo the two to threehour surgery. Prostate cancer mortality is compelling. Speed is critical in the fight against Prostate Cancer. In combines complinse with the 2017 house calendar compliance with the 2017 house calendar that set year of end votes on december 14 and at some risk to myself, we delayed my surgery until december 15, this friday, and set a post surgery medical procedure for december 20. My plan was to recuperate at home during the holidays with my family and return to washington for a full workload when Congress Reconvenes on january 3. Unfortunately, last week the House Speaker abruptly changed the house voting calendar that i relied on to set my surgery. As a result, next week i will miss house floor votes unless i am unexpectedly medically cleared to travel. There are three insights from my experience i wish to share with the public. First, dont ever, ever take your health or family for granted. During the holidays enjoy your because no one, no one is promised tomorrow. Second, i encourage age appropriate men to have because p. S. A. Tests. While p. S. A. Tests do not diagnose cancer, my p. S. A. Spike persuaded me to have the prostate by opsy. That by opsy biopsy that revealed my cancer early enough to enjoy a very good cure prognosis. I ran for the senate in 2017. I finished third out of nine candidates in the republican pry marery. Had i won i would not have had time for my physical and p. S. A. Test. I would not have had a prostate biopsy. I would not now know about my highrisk Prostate Cancer that requires immediate surgery. Speaker, i rise today in hopor of the 381st birthday of the National Guard. Component of the United States army, the National Guard is primarily composed of citizen soldiers who hold down fulltime civilian jobs or attend school. At the same time, National Available to re provide support and protection for their states or to be called for military operations for the country. They serve their community and their country. Each once, district of columbia, commonwealth of puerto rico, territories of guam, u. S. Virgin islands maintain both an army National Guard and air National Guard. The massachusetts General Court issued an order on december 13, 1636, requiring all ablebodied men between the ages of 16 and 60 to create a Standing Army for protection. With that order what we now know as the americas National Guard was born. The idea was simple. Establish an army of citizen soldiers who could be called upon to fight when needed. The National Guard is second only to the United States army in terms of number of members. Mr. Speaker, i commend all those who join the ranks of the esteemed National Guard. To honor the se Outstanding Service and heroism of one of californias finest, Riverside County sheriffs deputy david solis, who serves in cochella, california. In may, 2017, deputy solis engaged in a chase with a respect in a vehicle which suspect in a vehicle which led to a foot pursuit. The suspect drew a firearm and shot deputy solis six times at close range. Though he was critically injured, deputy solis continued to feed his team information, ensuring other officers could secure the area which led to the eventual capture of the suspect. Incredibly, deputy solis was back to work after just four months of recovery. His bravery, strength and professionalism exemplifies the very best in Law Enforcement which is why his department selected him to get the Public Safety medal of honor for exhibiting extraordinary valor above and beyond the call of duty. It is the highest decoration for Public Safety officers. Deputy solis, you truly embody these values, your courage has made our entire valley a safer place. You and all Law Enforcement officers put yourselves in harms way each day to keep us safe. On behalf of my wife monica and the entire 36th Congressional District, i want to thank you, martha, and your children, caleb, jonah, grace, penny, for your bravery and sacrifice. Mr. Speaker, the tax plan being considered in conference right now will be devastating for the people i represent. In particular seniors, homeowners, students and taxpaying middle class californians. According to nearly every nonpartisan estimate out there, this tax plan will blow a giant hole in our deficit. A trillion hole, in fact 1 trillion hole, in fact. So my first question is, whos going to pay for it . Well, next year it will be our seniors to the tune of 25 billion in cuts to medicare, and 10 years from now, well be looking at cuts to programs that invest in our children and our future like pell grants for our students. My next question is, who will actually benefit . Well, it wont be California Homeowners who on average will see their taxes go up by 800 a year, and it wont be hardworking families in Southern California who will be double taxed on their income. It will be corporations who will get free rein to ship jobs overseas because any income earned abroad will be completely taxfree, and it will be the wealthiest 1 who get more than 50 of the tax cuts in this plan while sticking our children with the bill. I want to simplify, i want to modernize our tax code to give middleclass families the purchasing power they need to improve their lives and spark the economy. Well, this plan, unfortunately, will further burden the middle class for the benefit of millionaires. So lets start over. Lets come back to the table to make real bipartisan tax reform a reality, to give real tax cuts to all the people we serve. I yield back my time.
