Libyas transition to a stable civil democracy has been difficult. Even tumultuous and violent. Today, we hope you will give us a glimpse of what is happening behind the scenes, deepening our understanding of both libya and the general challenges of transition during ongoing conflict. Your u. N. Backed government represents too many the best hope to many the best hope of recovery. You are well suited to building not only libyas physical infrastructure, but also its governing institutions. Additionally, we affirm the importance of a National Reconciliation and we propose a High Commission for reconciliation as an outcome of a law ofm, to bring transitional justice, and to hold war criminals accountable. In addition, we are going to make a mechanism for transitional procedures to establish a new modern state. Parallel, we work to fix a number of issues including the security situation. Government started coordinating with the United Nations to put together a new system for a National Police and Security Force on professional standards, and we also put together a proposal to elect arms and store them. And a program to merge fighters into the security apparatus. We have succeeded, including a number of these organizations, and we put together a Rehabilitation Program for those who wish to work in the civilian apparatus. Only the state has monopoly over weapons and only one authorized to use force. These arrangements, in our opinion, are to build an organization, a Security Organization, unified Security Organization in the country. Ladies and gentlemen, in parallel with the secretary arrangements, we also launched economic reform programs that aim to fix and remedy the fiscal and monetary structure. The citizens have felt the results of this program with an Exchange Rate and decrease in the price of basic supplies.
