Could see the president attend. The president will travel to fema for a Conference Call with governors. Live coverage from the white house when that gets underway, from cspan. Theegislation passing in senate 908. This is the reporting of usa today Senate Approves emergency relief. Increased testing for coronavirus was headed to Donald Trumps desk. Nextess is crafting its emergency relief package that would provide direct payments to americans as well as a financial lifeline to businesses socked by the coronavirus that is upending daily life. Senators overwhelmingly supported a house until that expense federal food programs, and provides paid sick leave for those forced to stay home. That past at a vote of 908 in the u. S. Senate. We will talk to Jennifer Shuttt of roll call Jennifer Shutt of roll call. Sent the message hours earlier. What Jennifer Shutt is reporting , she says work on that package, the third package has been ongoing for days, with treasury secretary Steven Mnuchin proposing a trillion dollar package to the senate on tuesday. Emerged as a critical negotiator for the administration and has also continued talking with speaker nancy pelosi. That package could provide direct Cash Payments to americans as well as grants and loans for struggling and shuttered businesses. Nearly a 46 billion dollars supplementals ending were last to increase funding for dozens of federal agencies. Specifics on that out of the treasury department, it is proposal, stage iii the third package of legislation which is like the from an initial discussion this morning or today in the discussion. The Airline Industry would get 50 billion of aid out of this. Other distressed sectors proposing 150 billion. Here is the Economic Impact payments proposed. Authorizesion would and appropriate funds for two rounds of payments to individual taxpayers, two different payments, 250 billion on april 6 and another 250 billion on may 18. That legislation still ahead the u. S. Senate and house. Lets get to year comments and call your comments and calls. Caller happy anniversary, cspan. Host thank you. Caller you are most welcome. We have to think outside the box. Boeing being boeing bang needs money boeing needs money. They build planes with air filtrate or systems. We need ventilators. Maybe they can retool for that. Restaurant industries are laying off people by the hundred. Maybe as part of their unemployment we can take our Community Colleges and train these people to be the people who run the ventilators that we need. The president said this is a war, it is invisible. Yes, it is. We have to think outside the box. We are only stuck if we think we are stuck. Lets be creative. Another thing with these bailouts, if they do like they did before with the Airline Industry, they used profits to buy back stock and it did not go ,o workers in an equitable way and the workers are the taxpayers that theyll them out. Bail them out. This is something the senate and congress and the president have to make sure funds are not used that way. We can turn these companies around. We just have to around weekly. Quickly. We cannot just stand around on lockdown forever. I willa brought up tell everybody else this is our 41st anniversary, 41 years ago today that cspan first came on the air to over 3. 5 million cable subscribers. A tweet from Howard Martin and a picture morton and a of that very first day with al gore, then congressman. Televised, the first speaker al gore. In thethere were tvs house this deadline headline house prepares for tv debut. Glen bernie, maryland is next on our medical professional line, this is debbie. Caller good morning. Didnt realizep, the anniversary, so happy anniversary. Professional, i am a registered nurse and have a little bit of Infection Control background as well as managed care. I look at this from a lot of different perspectives, but on a daily basis it is scary. I am hoping that all the millennials who have not heard the message about social distancing and quarantining themselves in their house just for a little bit of time which a lot of them like to do anyways just got the message from millennials. I am calling about some of my concerns. Course, and im sure it is across the country, a loss of supplies, but we are also seeing supplies disappear that were there five minutes ago. So many supplies, people do not how to use them properly and can cause more damage to their skin. Say some of those supplies are going missing . Caller yeah. I put them out yesterday, a brandnew container of very high and it went, missing, unfortunately. When i say some of these can be harmful to your skin, it is a surgical wipe. And they hard surfaces are across the country in the hospital. The thing is, you have to hold use gloves. If you hold them without gloves, it will work its way through your epithelial layer and cause more damage, making you far more at risk. For any listener out there who knows somebody who may have came upon some things where they live, please reconsider how you use these names. Things. The other thing i wanted to take the opportunity to say is some of the measures that people can use on their own full. Helpful i carry a bottle of listerine when i go out. I make sure when there are iople or places i have been, use it. It is in your nose and your mouth so the more you can rinse it, drink some fluid every 15 minutes, just sip throughout the day, that will help wash the virus down out of that area. It takes hold over the first three to five days but that is the period when people get an annoying kind of clearing their throat irritation. That is the thing to be worried about. Listerine,if not warm saltwater. Drink frequently. Sleep. Make sure you get no less than 7. 5 hours of sleep. Your immune system is the biggest asset you have, even if you are young. If you smoke, once the virus goes past your nasal pharyngeal area, it goes to your cilia. Smokers will have a hard time. Now would be the time to stop or cut back. Host some good advice, and missingppreciate that that the supplies. This is a report in the new york times. Their business section about ventilators at the top of the list. AnUnited States braces for onslaught of coronavirus cases, hospitals and governments are confronting a grim reality. Theyre not nearly enough lifesaving ventilator machines to go around. There is no way to solve the problem before the disease reaches full throttle. Desperate hospital say they cannot find anywhere to buy the devices which can be the difference between life and death for those facing the most dire respiratory effects of the coronavirus. American and european manufacturers say they cannot speed up production enough to meet soaring demand, at least not anytime soon. New york times is where you read more. Benton, bev in pennsylvania. Caller good morning. I woke up thinking my main concern for the United States would be our electric grid. Without it people would have nothing. What is the government planning on doing on that because people are spending every penny they have. How are they going to pay their bills to keep this stuff up and running . That is my question. Host rick in erwin, tennessee is next. Caller how are you doing . For the past 10 or 12 years, 25 or 30 years since Ronald Reagan weve been hearing but no, they had to have a couple more dollars of their paycheck. Thank you. Host rick, we are talking about the legislation heading over to the u. S. Senate. This is the headline in the wall street journal. Debate over stimulus plan over Mitch Mcconnell in the senate talking about what may be ahead in the proposed legislation. While i will support the house built in order to secure emergency relief for some american workers, i will not adjourn the senate until we have passed a far bolder package. It must include significant relief for Small Businesses all across our country. As we speak, chairman rubio, senator collins, and others are assembling a level of assistance for Small Businesses across america. We want to help them survive the destruction, absorb the new mandate in the house, and continue to make payroll and avoid layoffs as much as they can and emerge from the storm in the best shape possible. Injection an historic of liquidity and access to credit. It means washington working directly with lenders who already work with a Small Businesses to minimize the new bureaucracy so the assistants can flow as fast as possible. , butll pass the house bill its imperfections will make her more comprehensive package even more urgent. We are not leaving. We are not leaving until we deliver it. The senate will not leave Small Business behind. This will be just one component of our work. , chairman grassley and others are determining the best pathway to put money directly in the hands of the American People to. Those who are employed, those were laid off, disabled americans, families as quickly as possible. Of course, chairman alexander and a number of our colleagues are working on further steps in our Public Health fight against the virus itself, such as getting more tools in the hands of health care providers, removing barriers to trade, and helping research develop. Are considering the possibility of targeted for those sheltering an outsized burden from the Public Health directive in which our nation will need to be operational on the others of this. Host the u. S. Senate in session today at noon eastern. Live coverage on cspan2 and stream at cspan. Org. Nbcs Richard Engel reports this in a tweet. Welcome. Caller hello. If anybody from john hopkins is listening that is working on the virus, i think you ought to the serum of the host what is your point . Caller you should check the serum from the venom of snakes. That will kill the virus. Host we hear from maureen next. Redwood city, california. Caller good morning. How are you today . I am calling because i believe this is one donald trump wants. He wants the government to look incompetent so people do not look to the government in the future. The state to look incompetent, he wants it to fail. That is what steve bannon told him. Host do you think he is surrounding him with people like ,he Vice President , dr. Fauci dr. Birx and others, do you think he is surrounding with people who want to fail . Caller now that his election is up and arms he is surrounded with people who know. But at the beginning he did not. He sent ice people the Travis Air Force base and they had to check in all of those people that came in from china in Travis Air Force base, and then they let them disperse. What was that . He said those people to california because he knew they were infected and he wanted to target california because he hates us. I believe that. I believe the beginning and i believe donald trump is trying to play catchup because he realizes his reelection is at jeopardy now. Host your thoughts on the federal response to the krona virus on the coronavirus pandemic. Pennsylvania, next. Hello to harriet. Caller good morning. That last lady was a trip. Number two, this just happened. Everybody blames trump. Now if you caught the chinese virus you are racist. Somebody told trump yesterday it was the kung fu virus. The other thing is for two and a half years weve been saying on this channel, trump, trump, lets get rid of him. Fatigued watching this on tv all the time so im watching other things. It is on all of the time. Why dont you have a show on about gillam getting arrested with a gay guy with a bunch of drugs, cuomo agreeing with trump, one of you have a show with positivity instead of this stuff. Host harry in pennsylvania. This is the editorial cartoon this morning in the washington post. A republican elephant saying free money and the response socialism won the republican primary. Rand paul on the floor of the senate arguing for his amendment to the aid package, which would have called for government cuts, budget cuts to pay for the package. Here is what he said. I rise in support of my amendment to pay for this economic stimulus package by removing less important spending from elsewhere in the budget. Ifould ask every american, you were faced with a personal prices in how to spend extra money and you have to spend extra money on food and medicine, money you had to borrow from a relative, wanted you prioritize your resources and stop loaning money to friends overseas for their children to go to space camp . Wanted to stop funding clown colleges in argentina. If you had a true emergency like this pandemic, one you stop wouldnt you stop building roads and gas stations in pakistan . If you had a true emergency, when you stop spending money studying why trump people fall down more than sober people. I asked my colleagues to stop wasting money. Stopping a rubberstamp for wasteful spending. Do your jobs and prioritize our precious resources. It is our job and our responsibility to conserve these resources. Why is this important . Why shouldnt we just print or borrow the money instead of making cuts and things like foreign aid . Next time, it may be nottoodistant future, our children may not be able to borrow their way out of a crisis. Our dollar will be devalued, our economy ruined, all because people have been profligate fools without resources. Host the u. S. Senate back in session today at noon eastern on cspan2. We will hear from devon in philadelphia. Good morning. Caller good morning. I was looking at the new proposal going between the house and senate negotiation. I was looking at different proposals between 700 and 2500 tiererson in maybe two payments. Once you look at the 45 Million People that owe student loans, which will be offset because coming from the treasury, the government will get return back 45 billion immediately. I think the package is not big enough because once you offset the amount that people that owe student loans, if they are given 1000, times 45 Million People, that is 45 billion. Package should be much bigger to address economic needs. Will not give back anything. Out that is a proposal from the treasury secretary, Steven Mnuchin in consultation with the house speaker, the majority leader in the senate, some of the highlights from that in the Airline Industry, a rescue of 50 billion. Other eight 150 billion, in particular the Economic Impact payments. Two separate payments. The first one april 6, the second one may 18. This is just a proposal, a one sheet proposal. That document is out there. We are reading it this morning. I do not have we posted it on our website just yet. I imagine before too long we will. It is a one page document looking at what they call the stage iii proposal from the treasury secretary. That legislation still in the pipeline, still ready to be fully developed as legislation. We will hear more about that in the senate. Next is barbara in ohio. Good morning. Caller i want to say i wish everybody would get off Donald Trumps case. We should be happy he is the president he is and he is the businessman he is and he is able to negotiate all of these bills and all the things we need to do to get through this with everybody. I just wish everybody would get off his case and appreciate the man he is. Host next is dave in richmond, ohio. Caller i want to comment, sitting here watching the show. Happy birthday. I appreciate the way you show both sides and let everybody speak. The lady from california, this is a huge problem in our country. I think she got hit on the head to accuse our president of doing what she is accusing him to do. I think it is ridiculous they expect everything is Donald Trumps fault. Obama ran the country for the last eight years and the cdc was woefully taken care of. How does that become trumps fault. We should rally behind our president regardless of who it is. Host are medical professionals our medical professional lives. On that line is james in newark, new jersey. Right now im a caretaker. Organizationlth has test. Very simple. Test. Do not take the it is a shame. Thank you. Host a couple of comments on test. This is carol, from panama city, florida. She says trump cannot run a bath yet alone a country with a pandemic. Incompetence from day one. Shortage of everything doing to know to put no preparedness from the top. In alabama, testing, testing, testing. Why not try sealing the people. Money will not heal. Tennessee, good luck mr. President on taunting your response to coronavirus. If your administration
