Administration is taking action to make sure we have the resources to fight the global pandemic. It has been a brutal pandemic for over 150 countries all over the world. Weve had Great Success over the , themonth and as you know millions of pieces of equipment have been delivered successfully and we have made it available to the states and the governors have been very gracious. I have to tell you the governors have been great. The governor of new jersey has grateful. I think they have appreciated what the federal government has done. You look at the hospitals being built all over the country, it is really incredible. Afternoon, i invoke the defense production act to prioritize federal contracts for Business Leaders. The insulators are a big deal and we delivered thousands of them and often times you dont turning out we are that we have to produce large numbers and we will be doing a lot more. Demonstrate that we will not hesitate to use the authority of the federal government to combat this crisis. General motors, i guess they thought otherwise and they did not agree and now they do agree. We let them know the way they felt and they cant be doing that. Important that we get to the bottom line and quickly. We will do what we have to do our right to get things done. This afternoon, i signed an investing Ther Department of health and Human Services and Homeland Security with the full authorities available to respond to the virus,k of the terrible the invisible enemy as they say. What we had to do today with President Trumps order with respect to General Motors some background. We need industrial mobilization to make adequate ventilators particularly in the short run help the people in new york, detroit, new orleans, chicago, denver, and seattle all around the country as a virus bears down. The ventilators are the most important thing for those most seriously ill. They are literally the lifeline for people. I personally have been working with fema and with hhs and over 10 Ventilator Companies making sure we can get what we need as quickly as possible. Virtually every one of those companies has been cooperative, patriotic, moving in trump time which is to say moving as soon as possible. We did have trouble with gm. We had ford and ge moving forward on a similar project. Patriotically moving as fast as possible over the last several days. We ran into roadblocks with gm. We cannot afford to use a single day, particularly over the next 4060 days. The defense production act is a way of enhancing this mobilization. I salute him for doing so. For the most part, weve had tremendous cooperation from the private sector. Today, sir, was the right day to do that. Pres. Trump my administration is marshaling the full power of the American Government and we will do that and that is what we have done. We will continue to do it until the war is won. All of this to vanquish the virus. We are working to sign contracts immediately with the major Ventilator Companies in the country including ge, phillips, hamilton, redmed, and viair. These are all companies that do this. The fda will be reducing and waving unnecessary regulations to get this done. We will be getting rid of certain barriers to speed. We want them to be getting this done quickly. They have been making ventilators for a long time and hopefully General Motors will in the fray. Under normal conditions, 29,000 ventilators are distributed in the u. S. Each year. We have already delivered thousands of them. In the next 100 days, we will either make or get in some form over 100,000 additional units. In the next 100 days we will receive over three times the number of ventilators made during a regular year in the United States and that does not include the thousands and thousands we have given to the various states. We have delivered thousands to new york. They did not know they got them. And then, we also had thousands put in a warehouse. That was also for new york. They just found out they were there. We have to make sure that when we deliver things, they get distributed. Earlier today, i spoke to the ceo of boeing, david calhoun. Boeing will be producing and distributing face shields to our front lines. They will be topoftheline. They will do thousands of these each week. They have already tested the production and theyre ready to begin producing these shields, plastic shields. Boeing is also offering us the use of what they call their cargo plane, the largest plane in the world. This is a picture of it. That can take anything. The biggest in the world. They are letting us use that for the distribution of product all over the country especially the heavy product or large quantities of product. Boeing will dedicate up to three planes to the mission of flying medical supplies anywhere we need it. Each plane can carry 63 pound i also signed an executive order giving the department of defense and Homeland Security the authority to activate the Ready Reserve components of the armed forces. This will allow us to mobilize medical Disaster Response personnel to help wage our battle against the virus by activating thousands of experienced Service Members including retirees. We have great military people that are coming back in. To support the nation in this extraordinary time of need. They dont say how much . How long . They just want to come back in. This afternoon, i also signed into law, 2. 2 trillion in urgently needed relief for our nations families, workers, and businesses. Every race, color, and create. The 2. 2 trillion goes to 6. 2 trillion depending on need. The largest bill signed. We have never signed a bill of that magnitude. Incredibly, it was 960 in the senate and essentially the same thing in congress. They did it very quickly in the house. They did it very, very quickly. The house used a voice vote. Something like that rarely takes place. 960 in the senate for the largest bill in the history of our country. That is pretty good. I want to thank republicans and democrats coming together for the good of our country. These incredible companies will need somehow. A month ago, they were having the best year they had ever had and then we were hit. We will help them out as thousands and millions of jobs i just want to thank everybody for working so hard and that includes the people standing with me right here. The legislation extends a vital lifeline to American Families and American Workers with Job Retention loans for businesses. A big focus of the bill is small business. They are the energy in terms of our nation. People have no idea how big a factor peter can tell you how big our Small Businesses are from a job standpoint. We expand the Unemployment Benefits for our workers. Cash payments going to american citizens. The legislation also provides a mass increase in funding for the hospitals for the Disaster Relief fund and for critical supplies including masks, ventilators. And respirators. Speaking of pharmaceuticals, we are working on vaccines and getting some good response. We are working on therapeutics and cures. This afternoon, apple launched a new tool in partnership with our task force, the cdc, and fema. Any individual concerned they may have the virus can now download the free covid19 app on their apple phone and answer a series of simple questions about their symptoms. They will soon receive hhs recommendations on what to do next including whether they should be tested or not. We only want people to be tested if they think they need it. In a few minutes, secretary devos will discuss new partnerships with the private sector providing meals to millions of students while schools are closed. They have both been incredible in the job they have done. We are grateful for the assistance of the ceo of Panera Bread Company who has been so incredible to the people of our country. And the ceo of denton Global Logistics. I have been awed and inspired throughout this by the American People. Americans of every walk of life have followed the guidelines and shown incredible compassion and sacrificed greatly on behalf of their fellow citizens. I want every american to know that their selfless and hardwick actions are saving lives and i want them to know that i am very proud to be their president. My administration is actively planning the next phase in the all out war against this horrible virus. We are testing nearly 100,000 patients per day. More than anyone in the world. And we have now tested more than any other country in the world. And our capacity continues to grow. Widespread surveillance testing will allow us to monitor the spread of the virus and we are doing that quite accurately. Deborah and tony will speak on that. Coordinating with the states to contain hotspots as they arise with a targeted factbased approach that is all datadriven. This testing will soon allow us to publish updated guidelines for state and local leaders. We want every county and region in the country to have the on the ground evidence they need for mitigation efforts right for them. Each location is very different. Some are day and night. Some are in great shape and some are not. We will have very Accurate Information very shortly. Americans are bravely battling this pandemic. Cutting edge science and medical innovation and rational and deliberate and determined vigilance no effort will be spared in winning the war. We will win the war and hopefully soon with as few lives as possible lost. You see what is going on all over the world. You see italy and spain and all of these countries going through so much and going through such hell. We are all in strong communication. Our professionals we are dealing with them every day. Many of the countries we are dealing very directly and closely. We will be in very good shape in terms of certain equipment that is hard to get an hard to manufacture. Boris johnson was asking for ventilators today. As you know, boris has tested, unfortunately, tested positive. A terrible thing but he will be great. Im sure he will be totally great. They want ventilators. Italy wants ventilators. Spain wants ventilators. Germany wants ventilators. I just want to thank everybody. I want to thank our Great American citizens. A lot of incredible things are happening. Really happening. It is too bad i was saying before when we had the press conference for the signing ceremony when we signed the largest ill and our history. I said think of it, 22 days ago, we had the greatest economy in the world. Everything was going beautifully. The stock market hit a high again for the 150th time during my presidency. The world was looking good but then we got hit by the invisible enemy. You have countries all over the world reeling. We are winning and we will be bigger and better and stronger than we were before. We will also have apparatus in place that works. We will not have broken systems. Should this happen again, hopefully it wont, but should it happen again, we will be able to handle it. Much more easily. With that, i will take a few questions. Reporter what was General Motors reluctant to do . Pres. Trump we dont want to think too much about cost when we are talking about this. I was not happy with General Motors building plants in other locations. I did not go into it with a favorable view. I was not happy with them leaving youngstown, ohio in the middle of an auto boom. I love ohio. What happens . That became the story. You had one plant that was leaving. Frankly, i think that would be a good place to build ventilators. We will see. I was not too thrilled. Peter navarro will handle this and he will do a very good job. We will see if they change their tune. Reporter state quarantines and the search for treatment. Over the last 24 hours, governors in multiple states including florida and rhode island have talked about quarantine orders. They are intercepting people on highways and at airports. Pres. Trump i think i will let tony speak to that later but we are being very strong on quarantine and on people not leaving especially certain states and going to others where they have less of a problem. You hear constantly about people leaving new york and going to florida. New york is a hotspot and that is why we are building the hospitals and medical centers in new york. We will let tony answer that but specifically have to understand, we are not playing games. Reporter this morning, you tweeted about the dpa. And not long after that, to companies and announced a deal to produce up to 10,000 ventilators. Why the need after that to invoke dpa . Pres. Trump it was not after that. It was before. We were not getting there with General Motors. We were getting there with a lot of other companies. We can talk to you later about it. We have to get these people on board. We are not looking to get into a big deal about price. We dont want prices to be doubled or tripled what they should be. Now, General Motors is talking but they were not talking in the right way at the beginning. Reporter you spoke with sean hannity and said you did not think there was a need for the 30,000 or 40,000 ventilators. Pres. Trump i think there is a great chance that we wont need that many but other people well. There are countries all over the world that our friends of ours and we will help. We are in position to help other countries. We can make them because we will be making over 100,000 pretty quickly. If we dont need them, that is ok because we can help italy and u. K. Specifically, when i asked him how he was feeling, the first thing he said to me was we need ventilators. Were not going to keep them. Reporter Governor Cuomo said 30,000 or 40,000 ventilators was what was needed. What are you basing your assessment on to say that he does not need them . Pres. Trump i think their estimates are high. If we do not need them, that would be wonderful and we can help a lot of great people all over the world. I think his estimates will be very high. Dont forget, we sent thousands to new york and they did not know they got them. There is a new york warehouse in edison, new jersey which is interesting. We sent them to edison, to the warehouse and they were ready to go. New york never took them. We have to get people lined up. And im not blaming new york. Look, this is something of a magnitude that no one has ever seen before but i will tell you what the federal government has done a hell of a job. We sent thousands of ventilators to new york that they did not know about while they were complaining. They were going there in large numbers. We want to have so many that we do have more than we need so we can send them to other great countries who have been great friends of ours. Reporter you say the governors are not appreciative of what the federal government has done. What more pres. Trump i think the governor in washington is a failed president ial candidate who is constantly tripping and complaining. We have done a great job for the state of washington. In michigan, she has no idea what is going on and all she says is it is the fault of the federal government. We have taken such great care of michigan. You know the great care we have taken of new jersey. If you asked the governor, how well we have done i think they would say great. I saw the News Conference where Governor Cuomo was thanking the people from fema and the army corps of engineers they build a hospital in like three days. And theyre building medical facilities in different parts of new york and Governor Cuomo has been appreciative. A couple of people have not. Reporter what more specifically do you want the governor of washington to pres. Trump i want them to be appreciative. I dont want them to say things that are not true. I want them to be appreciative. Im not talking about me. Im talking about mike pence, the task force, fema, the army corps of engineers no country in the world could do what the army corps of engineers has done and is doing. They are going into hotels and renovating that should be for governors to do. We have the army corps of engineers so teed up and so stoked up these are workers not taking it easy. I think the army corps of engineers when somebody for political reasons wants to blame, i view that as blaming these incredible people. I dont know if you have been to the javits center. I would love to go there. We have this incredible hospital that was supposed to be ready in three and a half weeks because it is under maintenance. We were able to get it done quickly. We were able to stock it up to the top. And it is leaving virginia tomorrow and will be in new york on monday weeks ahead of schedule. I think the media and governors should a
