Testing and what governors do offering guidelines. Pres. Trump thank you very much. I would like to begin by saying that we are continuing to negotiate with the democrats to get our great workers and Small Businesses all over the country taking care of. Tohink we are getting close a deal. Could happen, could happen. A lot of good work has been going on. We could have an answer tomorrow. We are going to see what exactly does take place. We are also looking at helping our hospitals and our rural hospitals who have been hurt very badly. The rural hospitals, for a long time, havent been treated properly. We are looking to help them and beyond. We are looking at hospitals as part of the package. We will see how that all comes out. But a lot of good things are happening, very good negotiations. I just got off the phone with the secretary of the treasury, and we have very good negotiations going on right now. I think you could have a nice answer tomorrow, but we will see. America continues to make steady progress in our war against the virus. As of today, we have tested 4. 1 8 million americans, that is a record anywhere in the world. The United States has conducted more total tests than all of the following nations combined. France, the united kingdom, south korea, japan, singapore, india, austria, australia, sweden, and canada. Our testing is expanding very rapidly by millions and millions of people. So we have done more testing than all of these countries combined, france, united kingdom, south korea, japan, singapore, india, austria, australia, sweden and canada. That is something, right . We are doing a great job. Team,eam is an incredible and that includes army corps of engineers, a lot of our military people, our admirals, our generals, one of our great admirals here has done a great job. You have it havent slept much in the last two months. Look at him. Somebody said to me, president , you look tired. I said to him i should be tired. We should all be tired but we have to win, right yet out tomorrow, the president and vice fromdent will lead a call fema headquarters with the nations governors to review what more they can do and do together to develop locally tailored testing strategies, working very hard with governors now on testing. We will help them out. Before the call, we will send them a full list of all of the Large Laboratory machines in the states. They have a lot of machinery in the states, some of they are really highquality machines, by the way. They have the potential capacity , if they are fully utilized, a couple of them didnt know they could be utilized in a different manner. Theyare only up to 10 and can go 90 more. Many governors are relying on their state laboratories rather than the full and much larger capacity that is available to them as an example, commercial laboratories like quest and labcorp, these are massive laboratories that can handle a lot more than they are being said. A few days ago they were at 30 , only 30 capacity. I dont know, they are probably the same. They have a lot of capacity. Academic laboratories, big research labs, there is tremendous capacity up there. Some of them want the fast, the machine, which just came about due to the research during this short period of time. These labs can do them quickly also, and they are massive. They can handle much more than the small machines. We continue to procure millions of swabs, test collectors, i have something here, just happen to have a swab. Looks innocent, not very complicated. Anybody like to see what it looks like . Ventilators are hard. Ventilators are a big deal and we are now the king of ventilators. We have so many ventilators. I said, nobody that needed a ventilator has been turned down. It is pretty amazing. Nobody. Working with the worldclass team at Oak Ridge National laboratory to use its Injection Molding capacity to potentially produce over 10 million election tubes per week. That is tremendous numbers. In the meantime, the supply chain and Logistics Task force , andnues to surge testing needed supplies all throughout america. Mikes team and the task force, they just met. They have been meeting virtually every day. It is a great team. It is a great team. They have been doing a great job. Mike, you have been doing a great job. Many governors are doing this incredible work, and they are working with us very closely on testing and it should be a local thing because it is all these points within a state. But we are helping them a lot, and we want to help them a lot. We will help them more than a lot, actually. Think of it. We have done more than all those countries combined. We are encouraging them to share their successful strategies with other governors. Some of the governors are doing a better job than others. The robust capacity that we have brought online will empower governors to deploy sophisticated strategies so they can safely reopen their states. Some people believe in testing very strongly and other people believe in it less strongly but still, it is a very good thing to have. I think we can say that. Some people believe in it like they cant exist without testing and other people dont believe in it nearly as much. They can see how they are doing and they feel how they are doing and they have been pretty vocal about that. You know pretty much who i am talking about that. If they wanted we should give it to them and get it for them and work with them. You must remember, the governors wanted to have total control over the opening of their states, but now, they want to have us, the federal government, do the testing. Again, testing is local. You cant have it both ways. Testing is a local thing. It is very important. It is great but it is a local thing. Done to ang to get it level in a very short time, because all of these swabs are coming in, all of the necessary materials, a lot of them are already there but a lot of people dont know that yet. Testing a level already we are doing testing a little a level nobody has ever done but we will be doing testing at a level, the biggest tester in the world will be very happy very soon. It is very much like ventilators. You dont hear the word mentioned, and that is much tougher. Much tougher, when you have to build these machines. We have built thousands of machines. We will more than help the governors and we will make sure everything goes well like it did with ventilators. Frankly, like it did with face masks on a much easier subject. Everything is easier than a ventilator. Ventilators are tough. I spoke yesterday with the president of mexico and with various other countries. We will be helping them with ventilators. We have tremendous numbers of ventilators. In fact, i understand Governor Cuomo is going to be sending up to massachusetts some of the excess ventilators that we were able to get, and that is great. That is a great thing. The number of new ispitalizations has also also significantly down. When you look at these numbers, it is a good thing to see. Other then the fact that we also know how people have been ravaged by this curse, by this horrible scourge, the plague. It has many different names. In many of the hotspots, including a 50 decline over a nine day timeframe in new york city, that is a fantastic decline. That is a beautiful thing to see after going through the opposite. We continue to see improvement with declining trajectory of cases in seattle, detroit, new orleans, indianapolis, and houston metro areas. More evidence that our aggressive strategy is working, and i thank the American People for their selfless devotion. The American People have done a. Ell of a job we are saving countless lives. Again, i will say it i always wanted to say, can you leave it open you can nobody ever heard anything like this, not just not since 1917 has anything like this happened. In those days they had no real communication so you couldnt say go inside. People just died. A most 100 million people, it is reported. It is tough. What the American People have done is incredible. And they have learned a lot. You see people picketing a little bit, and they want to get out. They want to get out and get back with their lives, and that is good but they have learned a lot. They have learned about distancing, even now, until this thing totally goes away. They have learned about washing their hands and all of the Different Things we have been talking about ad nauseam for so long. They get it, they get it. In some places the governors are ready to go. In other places they cant go yet and they wont go. They have to have it safe. I want them to be safe. It has to be safe. I have to say this, i cant emphasize it strongly enough, im probably going to show you charts of some of the countries that are really having trouble, one in particular is having a massive problem where they said, lets go. We are going to keep going. Are famous for, some are flat and some are up. This is like a rocket ship, this country, and they decided, lets go and lets wing it. They thought it was ok. But it is a problem, a big problem. It is another couple, their is one in particular, the people are staying in. The head of a country doesnt have to stay say stay in. These are smart people, they see what is going on. They can say they are not doing that but the people are staying inside. They are not a lot of people outside sitting at cafes, despite what the motive a country is. If you look at europe, most countries did this. Italy tried not to, spain tried not to. They went that way. France tried not to. Nobody wants to do this. It is a brutal step. We are going to close down your country. Whoever heard of a thing like this . We would have had millions of people die if we didnt do this. Millions of people. I believe that. In looking at what we have been looking at over the past couple days, i think and really over the last couple weeks, from the time we did it, i said we made the right decision in closing down. Made the right decision on people comingng in from china, banning ultimately people coming in from europe. We would have had millions of deaths instead of, it looks like we will be at about the 60,000 marks, which is 40,000 less than the number the lowest number thought of. This is not a case where people would say we would have had that number, it is similar to the flu. It is not the same at all. If we would not have done anything, you would have had the flu would have 35, it goes from 27 to 35, 40, 50 sometimes. This is over a long time, much different. A much different death, to be honest. A much different death. This is violent. Cms is finalizing new guidelines for doctors and patients to resume elective surgeries. Lots of hospitals were closed and couldnt do any elective surgeries. They will be able to start doing that. Procedures and medical care that needs to be done in person, as long as the rate of infections remains low, we want patients to be able to go to their doctor, and haveally tested worked on, surgeries. Receive treatment for chronic conditions and resume presented preventative care. We will be allowing that to happen soon. We have no capacity in the hospitals with what happened with the plague. They had no capacity to do it. If your doctor believes you need a treatment in person, you can get a treatment now. You can and should get a treatment now. We are asking that Health Care Facilities have plans in place to keep patients safe during their visit. Some places like new york and new jersey where they got hit hard, it will be a little tougher. They have done a great job, but they really were a center. They were a center. I was watching that, it was incredible. Now they are leveling off and i think they will be coming down very soon. Continues toation supply our hospitals with equipment they need, and beds if necessary but it looks like we are totally covered on beds. We have plenty of beds. It is highly unlikely, that would be bad news if we needed more beds but it looks like it is going the opposite direction. , want to thank Governor Cuomo the relationship there for this whole thing, we are building hospitals. It was very good. We built a little bit more than we needed, and that is good, as opposed to building a little less, that is not good. He has worked very well with us. The governor of louisiana has been great on that whole situation with the beds. Frankly, the governor of michigan was very good with us on beds. It is a complex subject. You need buildings or you have to do tents or a lot of Different Things. The army corps of engineers was fantastic. They were fantastic. Florida, likewise. Governor desantis, and i could name probably six other locations. I will tell you, california was fantastic. He was really good. He was really good. I appreciate the fact that he said what he wanted to say and he wasnt letting the press force him into saying something he didnt want to say, so i appreciate it very much, governor of california. E really worked very hard we worked together. He worked very hard. The federal government is currently procuring more than one hundred thousand ventilators through new production or purchases come a with thousands already delivered. We have delivered thousands of new ventilators all throughout the country. New york what i guess be the biggest user. They are now taking some of their excess ventilators, which is great, and they are sending them to massachusetts. I dig it is 400. Is 400. Nk it our total supply of ventilators continues to exceed by a lot the total expected them and Governor Cuomo said today, no one who aeded a ventilator was denied ventilator. That is a beautiful statement and i appreciate it. All governors are in the same position. We do have a clip i thought would be appropriate to put up today. The president brought in the army corps of engineers, they. Uilt 2500 beds at javits it was a phenomenal accomplishment. Close to 1000 people have gone through javits. Luckily, we didnt need the 2500 beds, but all the projections said we didnt need it and more, by the way. Effortsre extraordinary and acts of mobilization, and the federal government stepped up and was a great partner. I am the first one to say it. We needed help and they were there. State and local governments were fantastic. The Hospital System was fantastic. New yorkers were fantastic, and that is an undeniable fact.
