And we are going to hear from all of our members who want to speak and then will be taking your questions. Our country is facing two major battles, the fight to make sure every american is protected from the virus and the fight to get the economy back on track. So Many Americans have a lot of anxiety right now and this back to work checklist is meant to provide so many who are going through i think what many are , im a business, when can i reopen . We have put together a checklist. These fights are on two different battlefields, health and economic. They must be fought simultaneously so that is why we are announcing these benchmarks to reopen the American Economy. We need a Regional Industry by industry multifaceted data driven approach. It will not be a onesizefitsall approach. Combine to be dynamic, Public Health, economic rescue, and plans for the future. All members of the caucus have worked so hard on this and i am grateful to everyone. Dealing with the coronavirus impacting our communities in different ways. In new jersey, more than 22,000 positive cases, more than 1100 deaths affecting families and nursing homes. Health carerontline workers and First Responders who sacrificed so much everyday to keep us healthy, i want to thank our families and businesses for doing the same. We have seen firsthand this virus knows no bounds, which is why this checklist Prioritizes Public Health while helping local businesses, healthcare workers and frontline workers. Why i have worked very close with our governor and local and state officials here. Solvingroblem, caucus shows, working together is the way to beat the virus and its effects, that is why this back to work checklist was thought of and working together, and we are very grateful to live where we live in the greatest country in the world. If we continue to work as one, we will beat this virus. I turn it over to the cochair of the Problem Solvers Caucus, john reid. Thank you to everyone using this technology and most importantly, thank you to our members of the Problem Solvers Caucus who have worked over the last three to four weeks on this plan, got the consensus and as we have rolled out this pact work plan, i hope everyone in the press watching today recognizes in order for us to endorse this proposal officially, it takes at least 75 of us to agree as a body to support it. Surpassed that in regards to when we put this out for a final vote over the weekend and so what you have , as josh indicated, a two front plan, taking on the virus, taking on the Health Care Needs of the country Going Forward so we can open up america safely, and do it in a manner that is safe enough for us to get back to work. At the same time, this is not a linear checklist per se, this is a multidimensional approach. Focusing on the health and the virus, but also focusing on the economy in regards to stabilizing the economy. Providing for recovery assistance where appropriate, and also recognizing that is going to take some stimulative policy in order to reignite the economy given the tailspin that it was put in when the virus obviously shut down the 22 trillion American Economy overnight. The velocity of money went from 1000 an hour to zero. This plan is a collaborative approach. The Problem Solvers Caucus has been meeting actually multiple times, there has been seven meetings, five working group meetings, weve had four bicameral meetings with our Senate Partners that are working with us on a regular basis, and it was from all that dialogue, all that time together talking and discussing, and having experts from across the country also weigh in. I will just tell you, the work that is put here is subsidence, ubstantive, it is well thought out in my humble opinion. By no means is it our way is the highway, it is meant to be a framework, and an action item that is going to take not just legislative proposals, it is going to take regulatory. Working with the white house is critical for the success of this plan. It will also take things like the central bank and the cheerleader for what they are doing on their front. It is a multi pronged, multidimensional, multifront plan here that is before the nation to at least give some indication that if you are sincere, and you want to put partisanship politics aside, you can roll up your sleeves and you can get to a consensus position that will aid republican and democrat support in order to take care of the country, open it up safely, and get america back to work Going Forward. I am humbled to be a part of this group, and i will just tell you i really respect each and every one of my colleagues that have stuck their next out in regards to be part of the Problem Solvers Caucus. And the leadership they have demonstrated is something that is inspired people like myself. Every member will be given an opportunity to say a few words. So josh, i think the first one i have on my side is to start with brian fitzpatrick. Then we have a list that i believe each member has been given and we will go through the list. If each member will take a moment to express some commentary. Then we will get to question and answers at that point in time. Thanks, tom. Hope everyone is doing well and staying safe. This document is an excellent one and was a product of everybodys input, just like every other proposal that we make. I think everybodys goal here is how we advance to separate prongs to this recovery. How do we preserve health and public safety, keep everybody safe. At the same time, and a very responsible way, get our economy back up and running. As we have seen, any time you put a massive package, the care package, the largest bill we ever voted on ever, youre going to have major problems. You see major problems on both fronts. On the health side, we see problems with ppe, on the economic side you see problems with ppp. One of the things i am hoping one of the things im hoping that our caucus will take a lead on, and i know we will, is fixing some of the inequities in the paycheck protection program. We obviously know it ran out of money. We have a slight we obviously know we have to replenish that, but theres problems with the programs itself that needs to be fixed. There has got to be a distinguishing between momandpop pizza shops, the farmers, and the hedge funds and Brokerage Firms. Because the problem with the ppp was that the worksheet the people had to fill out made no distinction on the amount of revenue loss. You could have a Brokerage Firm that lost 10 of revenue for a month, and you could have an owner operated daycare who is literally financially insolvent and a shutdown of economic activity. The program, as it was interpreted by the treasury department, made no distinguish meant. Ast being said, our caucus, we always do in a bipartisan manner is we bring everybody together. We go from the center out and find a pragmatic regionalized approach to make sure we keep everybody healthy and safe. And then we get the economy open in a responsible matter. I yield back. The problem solvers is 25 democrats and 25 republicans trying to Work Together to find Common Ground for the common good. And we try to do what everybody wishes everyone in politics we do, which is just get the job done. Work together, put aside purity, put aside partisanship, and try to find the answer for problems. Fighting the coronavirus is as complicated as they come. Complicated on the health side, complicated on the economic side. We came together, 25 democrats and 25 republicans, we came up with a six page document. The problem solvers checklist, that has detailed lists of what we need to do in order to reopen the economy. And we need to recognize that the economy and reopening the economy is very different in my home. I represent the north shore of long island in new york city. Than it is from north dakota. Thanifferent in downstate in tom reed and upstate new york. There are different places. And while there are very different places, this checklist needs to apply to each place. We need rapid and ubiquitous testing. Thats probably one of the most important things we have to emphasize. And were not there yet. We need to attest people, not only with symptoms, we need to test people that are asymptomatic. Because they can be opening up the disease. We open up a business, theyre carrying the disease and giving it to other people. Then were back to where we started. Everybody on this call agreed, and everybody in this country should agree, that the worst thing we can do is reopen not have the checklist were talking about in place, and we go down this road again. Then the economy will really be devastated. Then people will really lose confidence in their government. Then people will really have anxiety. They have anxiety now from sickness and death in financial and from financial anxiety. And we all want to reopen the economy. We all want to get to the next phase. I cant say back to normal because we will be different when this is over. But hopefully we will be better, we will be stronger, kinder and more loving. But we have to get going together as a team, and its no time for protester partisanship. Its time for democrats and republicans to Work Together. And as josh pointed out, several members established the Bipartisan Task force. And we have shared our bipartisan checklist as to how to reopen the economy with the white house. And, you know, if we disagree, were going to push back. And one of the things im going to emphasize again, is this testing of asymptomatic people, and the importance of setting up very detailed systems of contract tracing. So when somebody comes back to work or comes back into the economy and gets sick, were going to have to test else they have been in contact with. Thats going to require a whole new structure for taking an existing structure we have in place for a things like measles, but ramping it up to a much more sophisticated and large system to do contact testing. I want to thank my colleagues for doing good work. I want to thank everybody for helping us here in new york. Weve got special problems in new york. Everybody in the country is suffering and going through very tough times. But weve had over 30 of the cases, almost 40 of the debts deaths have taken place in new york. And were hoping that our colleagues will help us, and help our hospitals and help our state and local governments that are getting hit so hard. Package, ig to see a hope it will pass with pretty broad partisan support, utilizing the program. But weve got to work with employers, large and small. Theyre not going to want to go to work, you have to learn things like social distancing. I saw some of the National Stories this week about myferent Grocery Stores phone is ringing in the background rotary stores and others. They are talking about having people go to the curb to actually get deliveries i clerks. We had to impose on ourselves customers at any Retail Establishment we go to. I think the mayor of new york has done, de blasio, no shirt, no shoes, no service. No face masks. We ought to have a facemask until we have a vaccine. One last thing, ive got a dear friend whos severely ill. Hes on a respirator this week. I hope he still here today. I havent checked yet this morning. But he is actually one of the first people in michigan thats using these platelets from a past person that was infected to see if that might save him. This may be the answer if he makes it, and ill keep you all posted. But im glad you thought of this group. Were going to continue to Work Together as we should to continue to Work Together. Im a freshman and i came to washington hoping to Work Together to solve problems. And clearly, this pandemic is unprecedented and the stress and really, devastation that is inflicting upon our economy, especially here in nevada, is unlike anything any of us have ever experienced. And i just want to say that the package and the roadmap that weve got put forward really, to me, was important is that its not just shortterm. Is also longterm, and looking at how are we dealing with the current Public Health crisis . But also, how are we looking longterm and what the impact its going to have on our economy, and how were going to take the necessary step, not just to open the economy, but look at what weve learned from this in terms of our supply chain and making sure were prepared in the future. This is a bipartisan first of all, people always complain congress does not do things in a bipartisan manner, yet we were able to put forth three unprecedented side packages to help the american public. In this caucus had an important part to play in all of those. And im sure as we look to open the economy, well continue to play a role. This is the first step. Theres no doubt about it, were approaching some uncharted territory here with covid19. And its a two headed monster. Its a public headed public crisis on one hand, economic crisis on the other. The finding the balance between lives and livelihoods may not be an easy one, but this bipartisan checklist at least offers as a guide to reopen the checklist while keeping members say from this virus. This checklist is in a onesizefitsall version, but a multifaceted strategy that sets natural bets benchmarks, also acknowledging the retail and economic differences. We need to accept the fact that covid19 will be part of society until we have a vaccine. More importantly, we need to plan for it. The importance of testing for covid19 cannot be understated. We also need to establish supply chains for manufacturing goods, including pharmaceuticals and medical supplies, and financial incentives during overseas manufacturing back to the United States. The supply for personal protective gear to cover workers at all the central sectors, from food service to school to the public sector, that the forklist also makes it easy businesses to compete as our economy reopens, provide historical investment in the infrastructure. And weve been reaching out to all the mayors and folks here who understand how to better help, should be managed to put together that infrastructure package. But no time has this been as clear as now. Youve heard me say this ad nausea him, from some of you, since i got here, its times off this we need to take our red jerseys and blue jerseys and put on our red, white, and blue jerseys.
