Coming sunday of the grand felt our tragedy, i know the whole house would wish to join me in sending our Heartfelt Sympathies and thoughts to the families and friends of the 72 people who lost their lives and to the survivors. Across government, we remain committed to ensuring such a tragedy can never happen again. Speaker, members from across the house floor, will join me and offering our best wishes to his Royal Highness the duke of edinburgh on his 99th birthday. Im sure the whole house will also want to join me in wishing you, mr. Speaker, a very happy birthday. Meetings with had ministerial colleagues and others in addition to my duties in this house. Thank you. Thank you, mr. Speaker. Im grateful to once again contribute to parliament. Many shielded people have contacted me, worried about government guidance. They want a safe our walk for shielded people similar to that adopted in other countries. When can you do that . They also want more transparency risks published. Will he provide that . Thathe agree to review shielded people are not penalized . I have been told the honorable i can tell the honorable lady we will be doing as much as we can in the near future to ensure shielded people get guidance about how they can come out of their shielded environment safely in a way that is covid secure. Furlough, itabout is a very important one. Newly shielded people may be asking themselves whether they will be and titled to furlough funds. I have been aware made aware of the issue recently and i can assure we will be addressing this forth with. Thank you, sir. There is the latest evidence of chinas overt rejections of the rules of international fairplay. The government expresses derision for the lack of unity are lets prove them wrong. We will consider publishing a consultation paper for the development of a longterm strategy for our national and pannational engagement with china. Mr. Speaker, perhaps it would be helpful in advance if i just set out my own broad position andstress i am a sino file i believe we must continue to work with this great and rising power, but when we have Climate Change or trade or whatever it happens to be, but when we have serious concerns as a country, we must, whether it is over the origins of covid or the protection of Critical National infrastructure or what is happening in hong kong, we must feel absolutely free to raise those issues loud and clear with beijing and that is what we will continue to do. Thank you, mr. Speaker. Can i join the Prime Minister in ll, aomments on grenfe dreadful night, and his comments on the duke of edinburgh. Also on furlough to those newly shielding. Can i welcome that, it has been something we have been concerned, about we will look at the proposal when it the Prime Minister on monday said the feelings of black and minority the groups about this about discrimination are founded in cold reality. I agree with him about that. There have been at least reports seven to racial inequality in the past three years alone but precious little action. For example, most of the recommendations in the criminal Justice System have yet to be implemented after the report was published. Similarly, the long and dampening report with Wendy Williams in the wind rush scandal is yet to be implemented. I had a clear message for the Prime Minister. Can the Prime Minister turbocharge the governments responses and tell us what will when he will implement the report in full. I am grateful to the right honorable gentlemen and i understand the very strong legitimate feelings of the people in this country on the death of george floyd and i agree black lives matter and we are getting on with implementation with the report which this government commissioned and which i thank the honorable member, we are increasing already the number of black and minority and ethnic the Prison Service as recommended. We are increasing the use of body one cameras and we are trying to ensure among other things that people are not immediately prosecuted as a result of the trouble you find yourself in when we try to make sure we give people a chance but i must stress on all these matters, it is absolutely vital at the same time we keep our streets safe and back our police and that is what we are going to do. Time we keep our streets safe and back our police and that is what we are going to do. I welcome what the Prime Minister says about implementing the reports, people notice when recommendations are made and not implemented. It is important in accord with those reports. The latest report is the Public Health england report on the disproportionate impact of covid19 which concluded death rates are it went on to say, this is the important bit. It is already clear relevant guidance and key policies should be adapted to mitigate the risk. If it is already cleared, guidance and policy need to be changed, why is the government not already at it . We are already reacting. What we are doing as a result of the report but we commissions, we are looking at particular exposure of black and minority ethnic groups to coronavirus and they are at the forefront of the struggle against coronavirus, and public transport, 44 of the nhss black and minority ethnic workers, that is why what we are doing first and most directly is to ensure those high contact professions get expanded and targeted testing now. That is what i am talking about with the test and trade, that is the most practical step we can take as a result of the report. I understand the frustration from those most at risk when they see a report, and action is needed. The Prime Minister will indicate whether there is more action. We can make progress together but it is important to be done swiftly for those most at risk. I want to talk about overall numbers of those who died from covid19. Those numbers hunt us. Since the last Prime Ministers questions the total figure for those who died from coronavirus has gone past 2000. The ons figure which records cases where coronavirus is on the death certificate standard just over 50,000 and the number of excess deaths which is an awful phrase stands at 63,000. These are among the highest numbers anywhere in the world. Last week the Prime Minister said he was proud of the governments record but there is no pride in those figures. Is there . Let me just say on the debt figures for this country we mourn everyone and grieve for them and their relatives and friends but i must also tell him he has written a point repeatedly across the dispatch but the best Scientific Evidence and advice, we must wait until the epidemic has been through its whole cycle in order to draw the Relevant International comparisons. I must repeat that point to him. As for what the country did to fight the epidemic i strongly disagree with the way he characterized it. It was an astonishing achievement of the nhs, an astonishing thing this country came together to drive down to social distancing rules in spite of the doubt that was cast on the advice to follow those rules to get the number of deaths down, to get the epidemic under control, the way we have and this government has announced a plan on may 11th to get our country back onto its feet and that is what we are going to do, we have a plan, we are following it and we will stick to it. We cant compare these figures to other countries, everybody can see those figures and the disparity but we need to learn from those countries. What do they do differently to us . We could learn those things and ensure that numbers come down and families lost someone to simply be told this is too early to compare and learn from other countries and consequences as a result. I want to turn to school reopenings. We all want as many children back into school as soon as possible and as soon as it is safe. That required for that to happen was a Robust National plan, consensus among stakeholders and strong leadership from the top. All three are missing. The current arrangements lie in tatters, parents lost confidence in the government approach, millions of children will miss months of schooling and inequality will go up. Several weeks ago i suggested we set up a National Task force so everybody could put their shoulder to the wheel. It is not too late. Will Prime Minister take me up on this . I have been in contact, a way forward to deviate from later on. Last week he was telling the house it was not safe for kids to go to school. He needs to make sure the International Comparisons in the eu aware now Primary School kids, we are being extremely cautious in our approach following the plan set out and people of this country will follow it. 97 of the schools that submitted data we would like to hear from the right honorable gentlemen, a bit of support for that and encouragement to people and even encouragement to get our schools ready. The Prime Minister, never discussed our letter in any phone call, he knows and i know it, the task forces that are the subject of a conversation between him and me one to one or any circumstance in this government so please drop back, plenty of comparable countries are getting their children back to school. There are other examples. The Prime Minister flailing around trying to blame others. We need to get through, i want to hear the answers. The Prime Minister flailing around trying to blame others. A month ago today, he made the announcement about tools without relevant parties, or Scientific Backing for his proposal. Time to take responsibility for his own failures. The childrens commissioner with a deepening disadvantage gap and her words, emerging picture, there is a strategic plan, to scale up their response. It must have occurred to the government that space would be a problem. They built hospitals. Why are they starting on schools now . He still cant work out whether schools are safe or not or whether we are going back more quickly. You cant have it both ways. I understand how the Legal Profession works but what the public wants to have is consistency. What i hope he will agree with is it is a good thing we have 37 coming back, and the message i think Teachers Want to hear across the country is all parliamentarians in the house of commons support the return of kids to school and encouraging kids to come back to school because it is safe. Will he now say that . I want as many children to go back to school as possible as soon as possible as quickly as possible when it is safe. I have been saying that like a broken record for weeks on the end. And one way the government could help those most affected, the Child Poverty numbers, 1. 3 million children in low income, and they still get free meals. The labor government in wales will continue to fund these through the summer. Yesterday the education secretary said that wont be the case, that is just wrong and it will lead to further inequality. I urge the Prime Minister reconsider this point. We dont normally continue Free School Meals over the Summer Holidays but they are aware of a particular that is why we are announcing 53 Million Pounds of local welfare to be used by local authorities at their discretion to help the most vulnerable families. They put his arm around the country in this crisis and done its best to help them. It is not helped by the wobbling organization of the labor party. We are not going fast enough, protected the nhs, provided huge numbers of ventilated beds, we are not getting the disease under control but we will do it in a cautious and contingent way and i will be announcing further measures to open up our society and unlock society but only because of the huge efforts. And will continue to work with or without the assistance of the right honorable gentlemen. I would like britains new advanced Research Project agency, science and technology superpower. To delivering breakthroughs. I think the honorable friend and he is right. And and with revolutionary breakthroughs in this country. From splitting the atom to the they intend to continue. Thank you, mister speaker. And the Prime Minister told the committee, i do not read the scientific paper but it took the uk so long to act on quality measures. They ask for advice on this significant policy. This is a complete shambles, too little too late. We cannot risk ignoring the experts once again. Can the Prime Minister confirm what scientific papers he has read on the social distance rule . I must say i read a huge amount about the disease that affects the entire nation. An interesting point, to understand those measures, the 2 meter rule will need to be under review. As we drive this disease down and get the influence down working together i want to make sure we keep the 2 meter rule under constant review. I would indicate there is all sorts of scientific advice about that matter. Ian blackburn. We know the cabinet discussed reducing the 2 meter social distancing rule but thats not the expert advice right now. Being exposed to the virus for 6 seconds of one meter is the same as being exposed for one minute at two meters. That, mister speaker, is significant increase in risk. The last time the professor penned the daily press briefing, he stressed the 2 meter rule, as long as the pandemic continues. And shambolic rollout of quality measures working to reduce the 2 meter rule. The Prime Minister continue to ignore they read the scientific papers. And and they test and trade. They do an external degree of natural compliance. And the miss making. There are all sorts, he is absolutely correct in the sage advice. Members of stage would would confirm the likelihood, no matter how close or far you are it goes down. Allowing zoos, there is very good news, theres a realistic chance of survival, will the primaries to give consideration of giving beer gardens in the fifteenth of june as feedback which i am receiving. Facing the unpalatable and unwanted prospect of making staff redundant. They reopen hospitality as quickly as we can. We were going to open earlier than july 4th. Guidance is being developed for such hospitality and what we dont want to see is a roiling mass of people that can spread the disease. It is important for people to understand the continuing risks the country faces. In northern ireland, they have published the guidelines for the special Payment Scheme for severely injured victims linked the troubles in northern ireland. They pass legislation which excludes those injured by their own hand but the innocent victims have not been able to benefit from this scheme not least because of the actions that are blocking the next steps of implementation. Will the prime ministry and his government commit to do all they can to move the matter forward so the most vulnerable, innocent victims can receive this. A fair balance in a proportionate way of helping those who suffered most during the troubles and it is important, along with all other parties allow the scheme to go forward as soon as possible. Many peaceful protests have been held across the appalling events in the us including my own constituency. Can i commend the Prime Minister for recognizing the significance of these events. And can they look again using the orders for persistent and systemic racism in all Government Departments from the treatment of the people of the judicial system to how they teach children about these issues in the education system. I agree with the need for all political leaders to promote issues, to recognize how important they are in peoples hearts and to encourage promotion of offices in the metropolitan police and had a system to move them up. I see that activity across the government of this country for the right way forward for the uk. Qc blackman. The response from the us president on george floyd and the black lives Matter Movement has been horrendous. Can the Prime Minister confirm to me if he Still Believes trump has many many good qualities and if so, what are they . Prime minister. Mister speaker. I renew what i said many times. It is important for the house to hear it. Black lives matter and the death of george floyd was absolutely appalling. As for the qualities, among many other things, he is president of the United States, which is our most important ally in the world today. Whatever people may say about it the United States is a bastian of peace and freedom it has been for most of my lifetime. I hope you will allow me to welcome the birthday of the Prime Minister of england, the 2007 yorkshire of the year, laying down after 14 years of service. You can share the joys and pains of this country. And birmingham as well my right honorable friends, there are eight interrogations of bishops every time it moves. The color of ones skin is not the same as the color of ones hair. I join him in paying tribute to the archbishop of york as he laid down, he and i correspond. I take his advice and had no idea today was such a distinguished birthday. Under stop and search power which this government is expanding, a black person is 47 times more likely to be stopped and searched than a white person. 47 times. On too many locations stop and search seems to me being black is enough to be suspected of being a criminal. Will the
