With this mission to mars, we are inspired not only by the journey, not only by the machinery, not only by the technology and this Marvelous Team<\/a> that got us here, but by the very name of the rover vehicle, perseverance. You see, this mornings launch of this precious pay load, the combined efforts of the thousands of americans over the last 10 years working for nasa, the jet propulsion laboratory, the launch alliance and others, is about to pay off, despite the many technical challenges, as well as the challenges that covid19 produced. Just days after the 51st anniversary of the apollo 11 moon landing, we once again send American Hardware<\/a> beyond the surly bonds of earth toward another land mark mission landmark mission. And while we celebrate this achievement of American Innovation<\/a> and our ability to work through seemingly impossible problems, we must also remain vigilant. While our aim and our mission are admirable, not every country carries that same passion and desire for peaceful exploration. We need to look no further than the Chinese Communist<\/a> government and their willingness to antagonize us while continuing to increase their footprint in the vacuum of space. Madam speaker, they are not a nearpeer threat. They are in fact a peer threat, especially in this domain. And its too great a threat to our National Security<\/a> and the rest of the world to let their efforts go unmatched or uncontested. For the sake of science and the defense of our precious planet, we must persevere. What sets the United States<\/a> of america apart from the rest of the world is our resolve, our ingenuity, and our commitment to progress for noble missions. I spoke earlier of the american spirit. Thats a story of exploration and its a story we havent finished writing. We continue the next chapter so that our children and our chirneds children may know what it means childrens children may know what it means to succeed where others thought we would stumble. To accomplish what others thought was impossible. And as we meet here today, two astronauts continue to orbit overhead, thanks to a successful spacex rocket launch a couple of weeks ago that launched american astronauts from our soil to the International Space<\/a> station. Those astronauts will return in just a few short days and today we continue riding the store writing the story for future generations with yet another mission to mars unparalleled. To not only land on mars, but also fly a helicopter in the martian atmosphere, we should take pride in this. We can hold communist china accountable and limit its dangerous power grab. We can survive covid19 and develop and deliver a vaccine to our entire country, as well as the world. And we can continue to persevere on our quest to become a multiplanetary species. We can do all of the above and we will. History will not forgive us if we fail to do so. First of all, a few weeks ago a young lady, 20yearold, named rebecca went, was campaigning in west texas with another young fellow from Trinity University<\/a>. I represent Trinity University<\/a> in san antonio. I got a call from my staff assistant, jonah went, that his sister had been killed an hour or two before in a car accident in west texas. And i will have more to say about rebecca in the future. But she was a bright star and a great defender of this country, out working hard, volunteering as many of our young folks do on campaigns. She was a member of the Young Conservatives<\/a> of texas, she was majoring in history. And she and another young fella, again, ill talk more about tyler, was with her. They were out trying to make this country better. They were out trying to get someone they believed in elected. They were trying to change this country for the better, by standing up for texas, standing up for this country. And i want to celebrate her life and again i want to do it more in the future. But her brother, jonah, and his twin brother, manfred, are very dear to me and worked hard on my campaign two years ago and are continuing to serve for this serve in this country, as well as searching in support of me serving in support of me. I mention that because i do want to talk more about it another time. But i mentioned that because it got me to thinking about what this is all about. What were doing. Now, for those few people at home watching on cspan, im here alone mostly in the chamber, with the exception of the speaker, my friend from california. And i think about rebecca and i think about all of those Young Americans<\/a> out there working hard every day, trying to get someone electriced or go fight for what they believe elected or go fight for what they believe in. Thats what this is about. This is the peoples house. This is the house of representatives. Its really unbelievable institution when you think about it, what it meant in the history of the world. I was in Independence Hall<\/a> on july 2. I went up there because i wanted to be up there when i was watching so many of our monuments and so many of our statues under attack. And its not the marble, its not the mortar, its not the bricks that matter. It was the ideals represented there. So i went up to yps hall and it was on july 2 Independence Hall<\/a>, and it was on july 2. Which many know is the day we separated from the crown. The actual vote. The folks there were very kind to me. They were closed down because of the virus. They were very kind, though, and allowed me to go into Independence Hall<\/a>. So i had the great blessing of being in Independence Hall<\/a> on july 2, 244 years to the day of the vote. And then i got to go over to the other room which is a different room where the first five congresses of the United States<\/a> met. And that of course we have a history of moving on to different capitols. We moved here. Weve been in this chamber for 100 years or something in this chamber. And this peoples house in my opinion is failing the people of the United States<\/a>. Im going to say that again. The peoples house, the 435 representatives that make up this half of congress, 1 2 of 1 3 of the federal government is failing the American People<\/a>. It is failing the American People<\/a> because we literally never debate. We literally never offer amendments and have any debate here on this floor. We are ruled by a handful of folks who make rooms in back chambers, drop bills on the floor of the house and then demand we come down and vote on them. By the way, that is both democrats and republicans. The peoples house is supposed to be the peoples house. We are supposed to actually debate. Engage. You want to know why things are so broken. Its because if you even dare think about offering an amendment to a bill, you got to go some rules committee to get blessed to be able to even have the ability to offer it. Youll get shot down at the rules committee and then theres never any debate. What kind of a peoples house is that . I would posit that it is not one. We have so many issues right now. That its tearing our country apart. That are tearing our country apart. Why . Because there is no leadership coming from the representatives sent to washington to represent he people. None. If there are leadership, we would have debate and come up with ideas and offer up solutions and then hammer them out. We would sit down at a small table like a family and balance a budget. We would have a debate about the proper policy to deal with the pandemic instead of politicizing the virus. In what universe do you politicize a virus . That is what the leaders of what this leaders have done. What on earth has happened that we are now deciding how we make policy based on polls and reactions what the president and speaker has. It is amazing. The needle moves when president obama said we ought to open up our schools. Why might that be important . Yp. How about the working class america caps are trying to get their children educated. Why are we pointing fingers . But thats what were doing. But it is easy for the la tmp te americans running saying im going to get my drink but somebody serving me and those people serving me, how are think going to get their kids educated. It aint going to be. Can i tell you what they are doing in austin, texas . They say we cant open our schools until late september but dont worry, allow the y mmpcrmp arch to go in and hold a group to watch Virtual Education<\/a> and im seeing teachers saying, we dont want to do the Virtual Education<\/a> either rment. And President Trump<\/a> said we should open our schools and have a 20 swing. And what universe is that statement by the president change what we should be doing in the peoples house in opening our schools . Yet, that is what is happening. We have a current environment where the very rule of law that atracts people to come here is being trampled upon by people by selfidentifying as marksist but people who are ravaging cities and undermining the safety of a community of our cities, our states, our homes. Federal court house being targeted and burned in portland. Now what happens . It becomes poll it sized. And what universe is that political. Go look at anything i have said about respecting states or powers that are making decisions . There is another point the constitution talks about what we are supposed to do as a nation of defending the rule of law. The federal government should defend the courthouse. To say otherwise is patently absurd. What did our democratic colleagues when the attorney germ was here but sit there and lk over him and mock him and relentlessly stand on the of lawless marksist instead of standing up along side our Law Enforcement<\/a> . And what are we doing . Hat are we doing as a country. 6 30 tonight and three votes tomorrow and then head home and be home for our august while our businesses burn while millions of america caps done have jobs. Why are we going to adjourn and 15 out of the last few days. It is an embarrassment what has become of the peoples house. We should be ashamed. We should be ashamed we are not doing the work of the america cab people and we should be ashamed we are not sitting down at the table and working through the issues of the day. Based on the rule of law, based on the constitution and the declaration, based on our job as representatives to represent the people of the United States<\/a>. Our Police Officers<\/a> stand up to defend the rule of law. People come from all off the globe here. Why . Is it for what was enumerated in the bill of rights or what was laid out in the declaration of independence, those unalienable rights . It is all of those things that we should be fighting to strive o reach those ideals that we will never reach because we are flawed men and women, my faith teaches me but the ideals we will constantly strive to reach. When i went to Independence Hall<\/a>, i will never back away defending the United States<\/a> of america. And i did a video. Im not going to back away from defending our history. I went to the Jefferson Memorial<\/a> and linchingon memorial and i took my son and daughter to mount verpon to saw the father of our home, jorming washington where i taught my children about the greatness of our first president. It is important that part, una poll get iically to talk about the father of our country. We are all flawed. We always will be because we are men and women. We are made in the image of god but we are not god. And thank the lord that he sent s son so that i might have eternal life because i am flawed. But we should not look at our country with shame or disregard because we made mistakes. Yet, the other side of the aisle seems hell bept on tearing down this great country, brick by brick, statute by statute, burned by word of our anthem. Ts a mockery of this house. How in earth can you explain to a veteran who is missing limbs and bled in the middle east or bled in normandy or bled in the pacific, how can you explain to a veteran that our country is bad . Our country is not bad. Our country is great. Our country has done more for more men and more women than any other nation in the history of the world. Ill debate that anywhere, any time with anyone who cares to have a debate in this socalled peoples house. Will not sit here and listen to supposed representatives of his country tear her down. Right now, we have people who are hurting because of the virus. People who are hurting because they lost jobs and businesses are out of business and streets that have been turned down because we allowed looting to occur because in the false name of justice. What are we doing for them . Adjourning. Heading them to cam paper so people can score political points. People said i said i shouldnt work with other members on other side of the aisle . Why . Because they dont want to avoid to score political points. I know that has happened on the other side of the aisle. Dean phillips, a very good man and i worked together and dean to his great credit because he is a great gentlemen, because we were working on the political part. So i introduced the bill. It was going to move through this chamber. But it couldnt be in the name of the republican freshman from tech as who is in a district that might be on the hot list for the d crmp cc. Cop insidens. And they took the same language and dropped it into another ball from my friend from minnesota and put it under his name and it passed 4171. Congressman massie, im looking at you with a little bit of love. Why . This is what the American People<\/a> are sick and tired of. They are literally just sick of it. We can disagree and we are going to disagree. Dean and i disagree. The speaker and i disagree. But we also disagree. Was proud to join with dean, three republicans and independents. You can guess who the independent was. Why . To write an op ed in the Washington Post<\/a> that said, maybe we should think it. Now, do i have all the answers what we should do in iraq, syria, and afghanistan . I do not. Its ok to say you dont have all the answers, but just maybe we should take men and women who werent alive when we passed them. Just a couple of weeks ago, we had a 12tour veteran, i think a marine, i think who killed himself. 12 tours, ladies and gentlemen. What are we doing. Why are we having a debate about that . And with respect to my friends on this side of the aisle, endless wars is not an answer. Ither is allowing bad actors allowed to run amuck around the world. So why must it always be when we get to budget time, we are going to do this and spend more money and keep the wars going, whatever doffed wants and the other side of the aisle, and whatever, we dont car about it. Lets get it done and you get what you want and spend another extra trillion dollars. It sounds kind of quaint. It sounds kind of quaint. I dont and know where we are. Does anybody has the first clue what our deficit is going to be this year . We done have a clue, because we are spending money happened over fmp ist . Why . Because we are trying to deal with the pandemic because they are causing the damage that we are trying to bail out. State and local governments taking actions which are tanta mount and they walk away and shake their hands and say the federal government will bail them out. Governors, mayors, sorry bars d sorry, artists you have to shut down. Sorry churches, you cant worship. Madam speaker, im sitting here in this chamber what the house of representatives will actually represent. We dont gomp. Thats not what we do in america. We represent. We each represent whatever we represent, 800,000 people. And we are here to reach at some point of actual responsible leadership and do our job. But i got to but i have to Say Something<\/a> here. The president of the United States<\/a>, he draws a lot of fire. The president of the United States<\/a> ran in 2016 on what . Build the wall. Drain the swamp. What does drain the swamp mean . I would tell you that whatever you think of the president , drain the swamp means everything im just talking about and a thousand other things that are irritating the American People<\/a> every single day about why this government and particularly this congress , why do its job bureaucrats stand in the way of what the people want, why judges make up the law, why congress cant balance the budget. Thats the swamp. The swamp represents the frustration of an american , while extremely willing to be to have people come to this country with open arms, also want their border to be secure. They dont want cartels running the border. They dont want 900,000 people coming to our border and having to deal with it. They dont want cartels to abuse women and children on the journey. Thats the state of our border. And the president of the United States<\/a> is thro say we should have a secure border and what happened . Colleagues on the other side of the aisle went to the border and lied about the state of the border with respect to kids in cages and kids drinking out of toilets. I went there. My chief of staff went down there the week after, claims after claims were made about kids drinking out of toilets. And there were toilets that have water fountains attached to them. But this is the hyperbole that drives Public Opinion<\/a> and gets out in social media and undermines the one thing that almost all americans understand is critically important and thats to have Border Security<\/a> where cartels dont run our border. That is not a controversial statement. But by the way, its not just my colleagues on the other side of the aisle. Theres a whole lot of people on my side of the aisle who live to sit there at the rio grande and have a little sign that says no trespassing, then they wink, wink, nod, nod and over here they have a help wanted sign. How about we have an honest conversation about what a secure border looks like . Why dont we sit down at a table and actually do that. Im sick and tired of republicans who 10 years ago were saying to those of us who thought we should have a secure border, because we knew what was happening and we saw what the cartels were doing and we saw the horrors of Human Trafficking<\/a> and we saw the dead bodies in deserts, and people in our own party were saying, well, fences were 19th century solution to a 20th century problem. Now because its a politically charged things, the president s for it and has become partisan, the, well, yeah, were all for it. When are we going to do our job, republicans and democrats, to do that . Secure the border of the United States<\/a> . Not because we dont want to welcome immigrants. But because its the responsible thing for a government to do . Cartel run let the the border in the rio grande valley, but that is precisely what were doing. Why would we allow fentanyl to pour across the border . Why would we allow addicts in our country to have a constant supply coming through from mexico across our border, through texas, through arizona, through to california . Why would we do that . It defies all rationality. It makes no sense. Yet thats what we do. And the American People<\/a> are sick and tired of it. Giving credit where its due, the president of the United States<\/a> has tried to attack that problem. And hes met resistance from the swamp at every turn. Hes met resistance from my democratic colleagues, met resist frens bureaucrats at d. H. S. , met resistance from bureaucrats throughout the administration. When hes trying to do what the American People<\/a> elected him to o. We stand up saying we should defend the rule of law and stand beside Law Enforcement<\/a>, what happens . The swamp pushes back. Says, no, we cant do that. Heaven for bid we have federal forbid we have federal Law Enforcement<\/a> protecting a federal courthouse. Who would have thought . The swamp pushes back. Right now were facing the struggles that were dealing with with respect to the pandemic. I suspect my friend from arizona is here to talk a little bit about data about that. I could be wrong. I think im right. Theres a lot of stuff that we should be looking at about this virus. Its a virus. Its not something you bottle up into a tupperware container and put on the shelf. Its a virus. Its out. Its among us. Its in all 50 states. Its in every city and town. Its a virus. What are we going to do as a country to work through it . Could youer in fear . Be afraid cower in fear . Be afraid to actually look at the data . Be afraid to actually talk to doctors who might have an opposing or different view than the powers that be at the c. D. C. Or the n. I. H. . Let me be clear. I dont know dr. Fauci, other than having interacted with him in a hearing or a setting like this. I dont know dr. Burks, other than similarly engaging as an dr. Birks, other than similarly birx, other than engaging as an official. But theyre not an elected member of congress or of the senate. Why are we having hearings with alternative, different views from other health professionals, other doctors . There is a large number of doctors, not insignificant, with differing opinions. Someone at stanford university, someone else at stanford, oxford put out recent reports. Yale. Talking about the possible efficacy and success with h. C. Q. H. C. Q. Im not a doctor. I dont know whether h. C. Q. Works. But id like to know. And id like to have the right to try. Why is it in the United States<\/a> of america, a supposedly free country, a doctor cannot prescribe h. C. Q. In certain circumstances . Or why are states preventing that or why are doctors at the c. D. C. Or n. I. H. Preventing that . When theres evidence, studies to the contrary. When its sold off the shelf in other countries around the world because its a malaria medicine . Why would we not have a debate about that . You have doctors going across the street at the Supreme Court<\/a> of the United States<\/a>, doing a press conference. I dont know them. But theyre doctors. M. D. s. And they give a press conference saying how they hink h. C. Q. Works. As a prophylactic. What happens . Its censored by big tech. Shut down as being potentially misleading. Does that not concern my colleagues on the other side of the aisle . Thats a genuine question that i actually would like to know the answer to. But i wont know because the 200someodd colleagues are out doing whatever theyre doing right now, going to dinner, doing their thing, well come in here tomorrow, rush through three votes. We wont actually debate it, will we . We will not actually debate it. Instead everybody will go to twitter, everybody will go do press conferences. People will point, theyll call doctors crazy, theyll say its no good. And well never know. Or we wont know unless we fight through it to try to figure it out ourselves. Not doing the hard work of this body to figure out whether h. R. C. H. C. Q. Is a good prophylactic or not. Again, im not advocating for it. Im advocating for its unbelievable to have to say this im advocating for actually invest investigating it, debating it, finding the truth, and not censoring it. But thats whats happening. Why are we always saying how bad were doing as a country right now . For the longest time, were not testing, he would not testing, were not testing. Weve done over 50 million tests. Are they the right tests . Are we testing the right way . Maybe we should have a good, robust debate about that. But weve had over 50 million tests. Were testing at a rate only surpassed by i think three other countries. I think were fourth, could be wrong. I think thats right. The rate, the testing. Were fourth. We have 50 million tests. More than any other country in the world. Were testing by the thousands in texas. All the eyes have been recently on florida and texas and arizona and, again, im sure my friend from arizona will have some data on this. But these states, which have had, yes, an increase in the last several weeks, tragically were concerned, were watching it, our governors all over it, were paying attention to it. But its become a political football. And the total numbers in all of those states still pale in comparison to new york and new jersey in terms of fatalities. And i have no real interest in sitting here and pointing fingers at the democratic governor of new york or the mayor of new york, talking about how they failed versus how we succeeded or not succeeded or whatever. Why are we doing that . Why arent we just sitting down together and working together to try to figure out what the right policies are . Dare i talk about masks . Am i allowed to talk about masks . Its a genuine question. Am i actually allowed to talk about masks . You have the speaker of the house of representatives said, by the way, putting aside our constitutional duty to represent our constituents and vote on the floor of this house, that somehow that is a breach of decorum. And oh, by the way, im sure all the 12 viewers of this, when they take their viewers, my opponent will say, oh, hes an antimasker. Ive had this mask since april. I have a filter in here. Its a real good mask. Not one of those flimsy little cotton masks which were by the way made fun or said were inadequate by the n. I. H. Five years ago in a study. Yet we go around. As long as you virtue signal youre wearing a cotton mask, everyone says, arent you really important . Arent you just loving your country . Are we doing what were supposed to do . To actually make our country safer . Does anybody here know for certainty . Does anybody know when im sitting on an airplane and the guy two rows over has a cotton mask kind of dangling down, its just sitting there, and oh, the Flight Attendant<\/a> says, good job. Got your mask on. Is that making me safer . How about when you wear an n95 masks with those little valves, have we gotten around to saying, oh, no, we raced to get those, but no, you got valve, its kicking too much air out. Thats going to hurt people. Why am i saying all that . Im not saying dont wear a mask. What im saying is for goodness sake, this isnt the gospel handed down as to what precisely is the right way to do it, when our own doctor fauci was questioning masks a mere month ago. When our own n. I. H. Was questioning it. When there was a report after report about it. When denmark and sweden and finland and all these other countries arent wearing masks. Oh, no, hes talking about masks. When are we going to look at the data and try to do the things that we need to do to lead this country forward . Do we know what were doing to children right now . Do we have any idea . Our own c. D. I would give my life for them at any given moment, but theyre going back to school on august 20. Ecause its good for them. But there are so many children in this country who are not going to be going back to school because we have scared the bejeezus out of the entire country. Were america. We cured polio, we put a man on the moon. We beat nazi germany, we beat japan. And were cowering in the orner about a virus. Lets look at the numbers. Lets protect the elderly. Lets protect the people in Nursing Homes<\/a>. But for goodness sake, lets open our schools. And dont let teachers unions hide behind a virus to pretend they dont want something else. When they do. And we know they do. The president of the United States<\/a> ought to call in some of the folks and other doctors to talk about the science. Lets have a full discussion. Lets show the American People<\/a> they can go back to work and school and we are destroying our economy, the greatest economy in the history of the world. 45 of black businesses have gone out of business out of the last five months of the you want to talk about black lives mattering. They are siting at home and telling another member to vote for them. Our constitution does president provide for that. In 1793, they were fighting for yellow fever. 10 . They found a way to meet. Washington, madison, jefferson, adams and debating how can we do this. Aven forbid we adhere to the constitution. Have a duty to be in this chamber. E have survived wars and pandemics. My dad is a survivor of poll yeoh. He walks with a limp but he is 77 years old and alive because his mom. Mr. Roy nine years eeg, i was in an emergency room in austin, tech as, i had fluid in my lungs and i didnt know what was going on and found out two days later and it turned out to be stage lymphoma. I went down and did a trial droug which is the standard of care and im alive of that and because of the doctors. And i remember when going through that. You dont know what the outcome. And wasnt until october that the cancer was cleared and you your it changes perspective. Now, everybody in this chamber is personally dealt with Something Like<\/a> that. I captain imagine what my friend appedy barr is going through and losing his wife and representative lewis is going through and i captain imagine what representative nadler is going through. We deal with these kinds of things. That was intensely personally, getting cancer diagnosis at age 39. The rope i bring it up here is because, as i think through this a us right now, i mean, its virus. I know its bad. I know its scary and people have lost loved ones but our action to it has not it does not represent the greatness of our country in our pip. I dont mean that we are not testing enough or not getting out announcements about masks but loved ones who are dying alone. They arerfectly clear, not dying alone. No local judge, no local mayor, no local governor, no president , no member of this body is going to stop me from seeing my loved one, but thats because im stubborn but forcing that on a lot of people who dont know how to fight a system. Why we would allow that to happen in america . Why . But thats what were doing. Why what we are doing to children . Out of fear. Again, i promised myself i would lay everything i have to save this republic for my kids and grand kids and my son and daughter who are here with me this week, but i would be doing them a disservice if i held them back from going to school. And i know the arguments, the teachers and take it home to someone else. You can look at the data. Look at who is likely to get hit about this virus. We should be adults. We are leaders. We set the tone. Fear is not the tone we should be seting as a nation. Thats precisely what were doing. We shouldnt let be doing what we are doing to children. I talked about cancer. I was blessed that i got a diagnosis at stage three. What if i had been sick this year . What if it had gotten into my bones with stage four. Thats happening to americans right now. Do we ever talk about that on e floor or talking about 150,000 americans dead because it is the. Why arent we talking the uicide rates and the veteran suicides are increasing. People feeling alone, scarring our children. That is not what a great country does. And we are a great country and we should start act like it act. What we should be doing. Lets secure the border and not allow the swamp. Lets stand up. Dont burn down buildings. Lets stand up in the face of the virus and damn well defeat it. Its who we are as a people. It is in our founding and through all the wars and previous paps. It will just tap into it. This should not be partisan. Ill look at both directions when i say that. It should not be partisan. I cannot believe we are sitting an environment that a virus has become partisan but that is precisely what we have done. Im not going to take up too much time. I suspect, i didnt bring up my charts or bring up numbers ecause i couldnt bring up numbers. The gentleman from arizona will do well. I do know this, we are a great country and doing great things to combat this virus. I know when my physician, when i grew him, a great man, he p in syria, i asked him, doctor, im stage three, i have a four month old and three month old and im 39 and he looked at me. And he said im not go to go give you a percentage. Said its zero percent or 100 . Choose 100 . When are we going to choose 100 . When are we are going to basis r on a nonpartisan choose 100 behind this country and standing along side Law Enforcement<\/a> and 100 that we are go to go have our kids go back to school and lift our economy up and going to prove that the 21st century is the best century and we are facing these things head on. Mr. Schweikert as we get oursed rganized in our new mechanism. Mr. Schweikert we know we are in an Election Year<\/a> and passions are running high. We know we have the environment where our economy is hurting. If you saw the unemployment numbers this morning. Vibrant numbers how it was last quarter, you could have your heart ache. We have mills i dont know, sir of our brothers and sisters outside these walls who are hurting. And there is that frustration of e care, we want something that works. Originally i was going to bring in all this data of what weve learned about who gets sick and whodunit get sick. And those who doesnt get sick and those thing. And i realized things. And i realized, maybe thats not what we should do. I was going to do just a couple data points and talk about pieces of legislation that should be easy for us, that actually would help our brothers and sisters out there in dealing with the coronavirus, in dealing with the economic devastation thats brought to us. And providing sort of some of the basic mechanisms. None of them are panaceas, but its good policy. But can i start with one thing just so we have this, and forgive me, its a little awkward how were having to do this now that we have our proper social distancing mechanism. If we look at our fellow americans that weve lost, since the pandemic, you know, family members, mothers and fathers, grand mass and grand pass who passed away grandmas and grandpas who passed away. 45 of them were actually in a nursing home or hospicetype care that had been their death certificates make it clear that there was covid as part of it. So if you actually had that as a data point, im hoping we can sort of think through who are the most vulnerable in our society, and do we continue to tell, share the message that if youre in some of these vulnerable groups, if youre in he nursing home, its risky . Theres a concentration of where resources should go, what we can do. And this whats an interesting baseline for those who actually have great interest in the numbers, for myself in maricopa county, arizona, our nursing home fatality rate is at 39 . Of the fatalities. Theres other places where its over 50 . Using that actually is a benchmark. F the National Number<\/a> is 45 of the fatalities from covid come from Nursing Homes<\/a> or those types of facilities, if youre above that, you really need to think about how youre treating that population, how youre working with that care delivery network. If youre below it, maybe you have a sense youre going the right direction. But these are the types of things we need to be sharing with people around the country to understand that if youre 25 ars old, the chance of you losing your life and we dont want anyone getting sick, but youre well under 1 . How do you and this is something i do a lot of presentations here on the floor , and i didnt bring all charts because i just didnt want to overwhelm the conversation, is allocation of resources. If your community, when you pull up your zip code map, and in arizona were doing a really good job of this heat map, where you can see where were having outbreaks. How do we actually share because we provided resources, maybe we need to provide more, you know, technology or other things, but if you see in the heat map that this neighborhood, this part of your community is having an outbreak , why dont we have almost outreach into that community . Why dont we have people knocking on the door saying, do you have a mask . Do you understand all the little rules . Do you understand the sunday barbeque in the backyard with everyone in the neighborhood probably isnt a brilliant idea . I really want us to communicate the idea that where the devastation is, but also how do we be proactive . How do we get out there, instead of doing some of the craziness of, well, everythings shut down. Whether youre in communities where we cant find efficacy of transmissions, to where we see some pretty tough numbers. So thats actually one of the things weve been trying to communicate to the professionals in arizona, is sort of how do we reach out to where we see the problems . In arizona recently we had the federal government provide testing in some of the hardest hit areas. And we hope some of those numbers help. These other economic numbers that are really tough, because some is getting on the cusp of being partisan and im going to beg for my brothers and sisters on the left and those of us on the right to back away from it and actually sort of think it through. We actually have built a number of charts and were trying to build more data of whats going to happen if schools arent able to find a safe way to open up. Do you actually know what happens to longterm incomes of females in the country . These are things people dont necessarily think about. But we can show you, and were working on it, because were trying to make sure we are getting our math right, that by not having the daycare facilities and our schools open, it turns out the moms and dads, but particularly the moms that work, that may now have lost several months of being in the workplace, it actually has an effect on their entire future working careers, income potential, if not their Social Security<\/a> and other things. We need to understand the totality of the decisions were making. And this was just a chart i grabbed because i thought the information was interesting. But the compound effects of when were not able to come up with a safe method to open up our schools, you actually start to see that for particularly moms, it looks like the numbers, they lose about half their working time, but we can even we even found another set of numbers that 19 of those who are actually Health Care Workers<\/a> cant be there providing those services. We dont seem to stop and take a step backward saying, on one hand were talking about how desperately we need Health Care Workers<\/a> in facilities and places that are having a tough time, oh, by the way, were not going to come up with a safe way for education, for daycare to open up, you do realize that actually just reduced your Health Care Workers<\/a> by 19 . We havent been taking a step backward and think being this holistically. And thats why im going to walk through a couple of the pieces of legislation weve introduced in the last couple weeks. We think were trying to come up with ways to help. And in the future were going to talk more about this on the effects on the children. I have a little girl thats about to turn 5. She passed her test to get early enrollment into kindergarten. When i go home, you can just see almost how desperate she is to be with other little kid. She loves mommy and daddy. But apparently we dont play he same way as other 4 1 2yearoldyearolded, 5yearolds. What will be the longterm effect in her ability to socialize . What the effect . We came across and we havent been title of the bill vet it yet, so im going to say it but understand we havent vetted the numbers. Of high schoolage that would that would pass away or will pass away from the coronavirus compared to the increase of high schoolage suicides. And the not being able to have services, not be able to have counseling, not be able to have social relationships. And i know these are sometimes really uncomfortable numbers to try to, a, get accurate, but even talk about. We got to find a way to understand decisions were making over here, are we ultimately doing more damage to the people in our country and this is more than the economy, its peoples mental health, their economic future, their future earning powers. And just societal cohesion. So lets actually talk about some things i think that are both optimistic and opportunities. So, one of the things that happened when we started to do some of the emergency legislation on the pandemic. For some of the staff thats here, you know theres a handful of us who have been pounding the doors around here for years about expanding telemedicine. And oddly enough, i know this sounds crazy right now, but telemedicine in the past has been a controversial subject here. Because it disrupts some of the medical Delivery Business<\/a> mod medical Delivery Business<\/a> model. We have lots of lobbists here in washington, d. C. That dont like washington, d. C. , that dont like telemedicine because its another avenue of competition. But we did it. We took a piece of legislation that mr. Thompson and i have had, grabbed some of the language and thats actually the law right now. Except for one catch. When the pandemic is declared over, that expanded authorization of telemedicine goes away. So were getting a living test right now. Whats fascinating is if you and i go back to 2019, only about 11 of health care consumers, you and i, 11 in 2019, used telemedicine. In the last few months, were actually seeing it around 46 of folks that need some type of medical advice or doctor visit. Theyre actually using telemedicine. Weve just proven it works. And theres actually some amazing data coming in that the ability to make it very costeffective. The ability to find out the satisfaction levels. Turns out that people are more satisfied with many of their telemedicine visits than when they go visit the doctors office. And it turns out also that the actual facetime with that medical professional actually is longer in telemedicine than when youve gone to the doctors office. So we need to understand these things because when we get , will we s pandemic understand that telemedicine isnt scary, we need to find a way to extend it, make it permanent, and actually expand what it deaf its definition is . So, look, we have some great data thats coming in that this is working. This is one of the things we did bipartisan, on something that we couldnt get done for years. Its happening right now. And so weve introduced a piece of legislation that will just make it so when the pandemic is declared over, telemedicine nt ended in its new reimbursements, in its efficacy, in its availability. I want to go further. I actually believe the future of telemedicine is more than just picking up your phone and talking to a medical professional or facetime. I also think its the body sensors you can put on that produce data from your body, that the algorithm can be calculating, that it will find out if theres something wrong, the medical professional can call you. So were going to try to see if we can expand that definition to even the technology out there because this is one of our arguments that weve been making here. That as republicans and democrats, weve been having the wrong debate about health care. We keep debating on who should pay, who should get subsidized. And were not having enough of the debate on what technology, what are the things we can do that would actually change the price . Changing the price is what makes health care much more available. Not a constant debate on who should end up being paid paying and who should be subsidizing. So, look, this piece of legislation has been dropped and im very grateful. Thank you for those who are helping us cosponsor it. We want to see more. Another thing. As were having that discussion how do you start to open up society, how do you open up your community, how do you open up the little businesses in your neighborhood, many of them need to be able to put up that plastic shield. Theyre going to need to be able to buy protective equipment or ways to sterilize it, those things. Weve come up with a tax credit idea for those businesses. Its 50 of their costs, particularly for testing. You want to test your employees . But its not the tax credit that at the end of the year, next year you might get some money. Well do it as a tax credit off your payroll. And the benefit of that is certain businesses, every couple weeks, every month, theyre turning in their fica, their payroll tax, they can get the credit right there so the cash flow is available to go pay for testing, pay for things that make their businesses safe. So as they start to invite their teams, their employees back, its a way to make sure theyre staying safe. The other one and this is a big deal. And this one i think actually both republicans and democrats will embrace. Were going to geek out just a tiny bit. When the a. C. A. Passed, most folks know it as obamacare, one of the mechanisms in there was the ability to deduct your medical expenses was going to go up over time to 10 of your adjusted gross income. And for a lot of seniors, that was going to be pretty tough. When we did tax reform, we actually extended the 7. 5 of your adjusted gross income, when you hit that level, the next 1 you could start to deduct off your taxes. For a couple of years. But the fact of the matter is its scheduled to go up to 10 of your adjusted gross income, your medical expenses, before you can start to deduct them. In a time like this, in a time when we all talk about health care and the fiscal, the financial stresses and impacts that puts on our family, lets do this. For the next two years, lets make it 5 . So if you have medical expenses that youre paying for, you hit the 5 , you get you can actually take it and after that ell keep it at the 7. 5 . Last one, madam speaker.
