We have seen a lot of ups and downs in the Latino Community. None more stark than the last 3. 5 years. Donald trump his administration have pursued an allout assault on latino communities, from the moment he came down that golden escalator saying he was going to take on the mexican rapists. It started the moment he announced his presidency. Feeding the flames of fears and racism against latinos. It is baked into every aspect of how he has governed. This week was an especially poignant reminder of the terrible consequences of allowing that kind of hate to grow unchecked. Butought we could defeat a, it only hides under the rocks. When a president breathes oxygen in, it comes roaring out. On monday, we marked the oneyear anniversary of the tragic mass shooting in el paso where a gunman explicitly sought to target latinos and 23 beautiful lives were stolen from us and their families. I know what it is like to lose a child. It is awful. The stakes of trumps irresponsible policies, of division and hate that he promotes israel. Is real. These are lifeanddeath decisions. Whether it is repeated attacks on dreamers or immigrant communities. Whether it is his neglect of people after Hurricane Maria and puerto rico for his repeated failure to make sure essential workers have the personal protective equipment they need, donald trump has failed the Latino Community time and time again. So, the question you asked, arturo, how are we going to make real a better life for latinos . That is the key question. The future of our country literally defends on how we answer it. That is how important it is. Here is the gods honest truth. The future success of the country is going to depend on our ability to make sure latinos have the ability and tools to succeed. Latinos are the Fastest Growing population in the United States. Already one quarter of our schoolchildren, one quarter are latino. Can we have aame strong and thriving republic if we dont fully deal latinos into every aspect of american life. These kids are not someone elses kids. The kite strings that lift our national ambition. That is why earlier this week i released my latino agenda. Things have been working on all along and you know about, but i put them all in one place. It is a comprehensive plan for not just how we are going to undo all the harm that the Trump Administration has inflicted, but how we are going to make sure latinos are included in our plans to build that means investing in latino economic mobility, because that is the basis of it all, economic mobility. Everything making sure Latino Small Business owners can Access Capital to making it easier for latino families to buy a home, to build intergenerational wealth. How did every other middleclass person do it . They were able to buy a home and build equity in a home and pass it on from generation to generation. One of the four planks of my bill back better plan is about addressing racial inequities. It is about breaking the cycle we are in good times latino communities still lag behind an nt times in a recovery, they take the to whereo bounce back they work, which was not a good place to begin with. We will use every tool at our disposal to take on inequities. It also works on ending racebased health disparities. Tinos are among the Affordable Care act, with millions getting insurance for the first time. Now the insurance rate dropped from 32 to 19 . That was a significant win for the Latino Community. , with midst of a pandemic almost 160,000 dead, those families lost, part of their soul, part of their heart. Now trump is trying to strip people of their Health Care Coverage in court in the middle of a pandemic. Latinos are burying some of the heaviest burdens. Infectionh rates of because latinos disproportionately serve in caregiving roles and increase the risk of exposure and save other people. It is unconscionable. I am going to protect obama care and build on it with a public option so every Single Person can have access to highquality affordable cal health care. When it comes to fighting this pandemic, we have to be crystal clear. Everyone gets free access to testing and treatment. When it is available, a vaccine. Everyone gets it. We have to fight this virus without regard to immigrant status. That is the only way we will beat this thing. It is the only humane thing to do. We will also expand access to highquality education and take on the racial inequities in our education system. To make surearly highquality prek is available to every child three and four years old. Studies show that it increases ofonentially the prospects success for the entire 12 years. It goes through making Post High School affordable Post High School is affordable for students. Public colleges and universities are tuition free for making less than 10025,000 reward. Doubling pell grants, increasing funding for hispanic serving institutions. I started today by speaking about the tragedy in el paso one year ago. Latinos suffer every day from hate crimes and good violence. It does not always make national headlines. Under the biden administration, we will get weapons of war and highcapacity magazines out of our communities. I will take the fight directly to the nra and hold them accountable for the damage they and hold gun manufacturers accountable for the damage they cause to latino families. Trump fails to understand the basic truth of immigrants, that they are an incredible source of our nations strength and they always have been, all the way ancestors60s when my jumped onto the sea, not knowing where they were going, not knowing whether they would make it a short, all the way today way to today. We are able to share the best of every culture. It takes courage to lead a country of every kind, of every background. That is why we are who we are. Unlike the president , we will immediately and trumps assault on the dignity of america trumps assault on the dignity of american communities. Our country is a safe place for asylumseekers, those fleeing persecution. We have never made asylumseekers seek outside of the United States of america. We will stop the union made practice ofinhumane separating families from their children. And did best Case Management programs to help ensure migrants get the support they need while they are navigating the asylum process. It will cost a lot of money, but it is a hell of a lot cheaper than building a wall. We will restore sensible enforcement priorities and stop terrorizing latino communities. The idea you wait outside at 10 00 mass to grab someone from a church, the anxiety from children. The anxiety is overwhelming. It will have a profound impact upon the generation. We will protect dreamers and their families. And every single agreement that the Trump Administration signed 2 law immigration officials. Willration for reform focus on keeping families together. Including providing a clear for 11 million for citizenship for 11 million undocumented immigrants. I know that is a pretty big agenda. This is the moment to get it done. Lifted blinders off so many people in this country on who is really essential to our economic strategy. It is not wall street bankers or ceos, it is the middle class, hardworking Union Members committed to the rights of all workers, folks and latino communities who are busting their necks every day to keep the country running. And i really do believe we are at to close the risk the respect cap, the opportunity gap. Some of those latino workers have been suffering for so long. My dad used to have an expression, when he lost a job up in scranton. My dad never went to college. Is about ay, a job lot more than a paycheck. It is about dignity, respect, honor. It is about being able to look a kid in the eye and say it is going to be ok. That is what we are going to do. Dignity, honor, treating people with dignity. We can build a new administration that respects the full diversity of our nation and the full diversity of latino communities. When i mean full diversity, unlike africanamerican ,ommunities and the communities but from ever. From europe to south america all the way to our border with mexico and the caribbean. Backgrounds, different ethnicities, but all latinos. We will get a chance to do that when we win in november. The reason we need everyone to get out and about, i cannot do this without your help. Victory in november is contingent upon latino voters, particularly in battleground states. I am committed to speaking directly to the Latino Community. I have a significant step. We are trying to advertise on latino stations, spanishspeaking stations. We need every single voter to sign up, get engaged in our campaign. We need you to get out and vote with your family and friends. Make sure that people know how to register and how to vote safely during the pandemic. We need to provide voters with more options, not fewer and to expand options. No excuse for absentee ballots. You can get an absentee ballot if you need one or want one. Have enough for workers that can sanitize machines and make sure we can socially distance and while not taking away meaningful opportunities to vote on election day. Our campaign is putting together the largest Voter Protection program in history because we know we have to. We have already seen the impact the pandemic has had on Voting Rights and voting during the primaries. Suppression was alive and well in america before the Public Health crisis. Make no mistake about it. The census is part of this too. Everyone needs to be counted. Four former Census Bureau directors who have worked under nine president s have called on the senate and administration to work to extend the deadline so we get an accurate count. You mentioned the Voting Rights act. Date, it happens to be the 55th anniversary of its enactment. I work like hell to extend that act when i was chairman of the Foreign Relations committee. Throughout my career going back to 1975. The supremen 2013 court came along and stripped the teeth out of the act. They said it was no longer necessary. Just last year, 29 states introduced or carried over bills to try to make it harder for people to vote, period. This is blatantly unamerican. Our democracy, one person, one vote, that is the heart of who we are. And at the senate, republican senate, Mitch Mcconnell and donald trump do not take up the bill newly renamed in honor of my friend john lotus to restore the act to its full power, i will do that on my first day as president. Whirlpools 109 of manufacturing excellence, today i want to lay out my vision to bring millions and millions more jobs and thousands more factories back to american shores where they belong. We have been doing it long and hard. One of the reasons you are successful today happens to be a meeting i had probably four years ago with a very good representative of your company saying what they were doing to you and how badly you are being treated by other countries. You know what i did, and here we are today about the most , and we have done this in a lot of places. The duty of a president is to put this patients own citizens first. That is white by administration swears by two simple but crucial rules. Buy american and higher american. No one knows better the workers of whirlpool the high cost of past administrations economic blunder and surrender. On the question of Foreign Trade, previous leaders were guided by a shameful policy of capitulation, submission, and retreat. For decades, you watch as politicians let foreign nations steer our jobs, pollute our the crownand ponder jewels of the u. S. Economy. Ashington stood idly by other countries engaged in asair trade practices, such massive subsidies, currency manipulation, and in the case of your industry and company, the wholesale dumping of foreignmade products sold at low cost for the sole purpose of driving you out of business so they could give us product at double, triple, and quadruple the price. The last administration tied america up in one globalist debacle after another. Wassuffering of our workers met with nothing but cruel betrayal and callous indifference. Internationalnice u. S. International trade Commission Found competitors from korea and others of dumping washers into the u. S. Market and ordered them to pay antidumping duties as high as 79 , but rather than pay these very high samsung lg and relocated production to another. Your foreign competitors move their factories to prevent a level Playing Field and to avoid liability, shifting production to thailand and to vietnam. Placesd and vietnam, two that i like their leaders very much. Take advantage of the United States, but not so much anymore. This time there was one big difference. Instead of an administration that sold out American Workers and sold your company out and could not have cared less for you, you finally had a president who stood up for the American Worker. On january 23, 2018 at my desk in the oval office, i probably my oath proudly signed to support a tariff on all foreign made washing machines. [applause] nineresult, whirlpools factories across the United States were soon driving like never before, investing in new products, new infrastructure and hundreds of new american jobs. I just took a tour, and i actually wanted a couple of machines for myself, but i did not know it was going to be appropriate to ask. They are beautiful. That includes thousands of new jobs across the ohio supply ,hain from right here in clyde autolock, greenville, and marion. [applause] all over. Your Company Became a shining example from a company that was down and out. Example of shining what tough trade policies and smart tariffs can bring to jobs and prosperity, to committees like this one all over ohio, michigan, wisconsin, pennsylvania, and plenty of other states. They are all doing well. They were doing great. Then the plague came in. They are doing great again. We are opening, and it looks like i was right about the v. You are seeing the numbers coming in, and they are coming and strong. Should have never happened. China should have never let it happen. Here atding your jobs whirlpool, i was doing exactly ast i promised in june 2016 a candidate for president. I stood before an audience of hardworking patriots attic metal processing facility outside of pittsburgh, pennsylvania to outline my plan for a new America First rate policy. Madeears, we have extraordinary progress in reversing the dangerous tied of globalism. Over a. Period offour to years no light when you do these steps, you have to go through statutory procedure. It is not like, i am just going to sign it. Days ofo go out for 90 review and 120 days to review and we didnt as quickly as we can. We are doing it right now to the fda. It would take years and years, it we are doing it in months. We are doing it very well. Under my administration, we are fighting for main street, not wall street. Rejectedrected globalism and embraced patriotism. In my speech in pittsburgh, i made seven big promises to American Workers. Many politicians before me from his change on the campaign trail, only to back down in the face of corporate and international pressure. Like jerusalem, they all promised jerusalem. For years and years. I did it. They did not do it. I did it. Move the embassy to jerusalem, making jerusalem the capital of israel. They all talk about it. They talked and talked and talked and then they got into office and did not do it. The pressure was enormous. On me too. I just did not take the phone calls. Leaders would call up from other countries. I said i know what theyre are calling about. I will call the back in a few days. I signed all of the papers, got it done and called her back. They said i was calling about israel and jerusalem, but you have already done it. I said, that is right. And they said, oh, ok. I said, i wish you got me a little bit earlier. I did not back down for my promises. I kept every single one. First i promised we would grow the administration from the last administrations from the disastrous assault on u. S. Kers, the trend pacific the transpacific partnership. It wouldve been a disaster. Especially for the automobile industry. It would have put it out of business. My first week in august, i kept that promise and canceled that job killing catastrophe. I pledge to appoint the toughest and smartest trade negotiators to defend american jobs and i did. I said i would use every legal tool at my disposal to fight back against unfair trade, and i did. And i found some nobody even knew about. Some of them were very old, and had a lot of dust on them. It had not been used for decades and decades. But i found them. Things you could never get past today. Apromised to label china currency manipulator, and i did. Bring tradeuld cases against china to crack down on its economic aggression. Onommitted to impose tariffs goods to protect american jobs and stop china and many other countries abuses under section 232 of the trade expansion act 301 of the section trade act of 1974. As your president , i have kept every single one of these pledges to the American People and to the American Worker without exception. Everyone has been done. [applause] biggest promises and that speech was to replace the disaster known as nafta, one of the worst trade deals made by any country, let alone hours. Ohio lost almost 40 of its manufacturing jobs after nafta was signed, and a half of all of the auto making jobs across the state were wiped out. Earlier this year, i finally ended the nafta nightmare and mcaed a brandnew u. S. Agreement. That is the United States, mexico, and canada. And all of those bad things you had to suffer with, you were not suffering anymore. People and companies have an incentive to stay. They will not be leaving so fast. [applause] that was the biggest point i made. I want to make sure these companies are not leaving. The managers walk up and say, i am sorry. Our company is leaving, going to mexico. Primarily but going to mexico. Candida takes advantage of us. Unbelievable advantage, but not anymore. Mexico took a lot of jobs. I said i do not Want Companies moving. If they do move, when they make the product, they got to pay a big price to sell it back into our country. They have no more incentive to move. The u. S. Mca contains powerful new protections for american manufacturers, automakers, dairy producers, and workers all across ohio and all of our state. Made were key promises i to American Workers in 2016. I kept every single one of them. The Fake News Media back there, they hate to report this. [applause] why do they hate it . Because theyre fake. To define our path forward, i am making our incredible workers six more promises i will keep over the next four years, and i am very project to make them at your plant and in the state of ohio. First and foremost, we will defeat the china virus. E are working very hard we call it the china virus, the , many different names. It is bad, and we have made tremendous strides. We are attacking the virus at every angle. We will win the war, and it will happen sooner than people think. We are developing a bounty of remdesivir,uch as antibody treatments. Antibody treatments are working out well. Many more that have allowed us to reduce mortality by 85 since april. , two operation warp speed vaccines are in the final stage of Clinical Trial and will have a vaccine very soon, i hope long before the end of the year. We have dramatically increased our Domestic Production of personal protection equipment, such as n95 respirators, gowns, gloves. We have factories all over the United States making these products, and we have developed the most advanced testing system to develop the most and this is what we have to do. We have two produce not only kindness and perfection in every way, but we have to protect our most vulnerable citizens against this horrible virus. The is generally speaking, elderly, especially with the problems of the heart, problems with the heart, and diabetes in particular. Those two are a basic disaster. Our strategy shelters those at highest risk while allowing those at lower risk to get safely back to work and school, instead of a never ending blanket lockdown causing severe longterm Public Health consequences. We have targeted and looked at datadriven approaches, and that is what we are doing. When you close down, and we had to do it initially because it and and hit us big, hard, nobody knew what it was. We saved millions of lives. Today, you just pinpoint it. We know what to do and we know who to protect. As an example, very Young Children are incredibly powerful. They are much stronger to all of us when it comes to the immune system. It is an incredible thing to see. We know who to protect, and we know what to do. Let me tell you, lockdowns have big consequences. In terms of drugs, family, depression, and suicide. In terms of so many other problems that are caused and not good for the kids, and they do not learn the same at a computer as they do when they are in a classroom. There are big problems with lockdowns. [applause] virus cannot defeat the by fighting against each other. We just cannot. There are a lot of different theories and a lot of different ways. If you look at some of the results, you will see some of these dates states that are open and run very smart are doing well and better then strong lockdown states. Now is the time to come together as americans and to unite against the plague inflicted upon us by china. Together, we will prevail. My second promise to you is this. We will rise from the current adversity of this horrible, visible enemy and we will be more prosperous and resilient than ever before. We have done things that we never thought we could do. We are building factories, plants, you will see what will be happening with job numbers very soon. We had two of the best months in the history of our country, and we are going to have many very successful years, unless somebody comes along and destroys it by doubling, tripling, and quadrupling your taxes and quadrupling Something Else called regulations. It will be ended. It will be depression time. One of the key lessons we have learned in this battle against the china virus is the Mighty American economy has a fantastic ability to adapt and repurpose its factories. Using the defense production act, which we have used often. Use the defense production act. We have used it a lot. More than some companies would like to know. We are engaged in the most rapid industrial globalization mobilization by far since world war ii. We have witnessed what manufacturing miracle after another. We have seen General Motors repurpose an auto parts facility in kokomo, indiana. Red state. Up. Thereby, stand we had a ventilator factory in a matter of days and we are now producing thousands and thousands of ventilators a week. General motors has now built and delivered more than 20,000 ventilators. Will be equipped to deploy more than one hundred thousand ventilators. They are very expensive to build. About ventilators. We had very few. Not one person who needed a ventilator did not get it. Every person who needed a ventilator got it. When you first heard about this whole horrible situation with the china virus, ventilators were not around, and now we make them by the thousands. Arking with gm and almost dozen other companies, Great Companies, my administration is turned america into the ventilator king of the world. The ventilator king. [applause] we make them great. They are very good. I is quality. We are now exporting ventilators to friends and allies. They are really thankful. They are calling. Can i have ventilators for country, sir . Need . Can youu send 1000 . Withe doing more good will the. Other things you can make, gowns and swabs you can make. Ventilators are tough. Ventilators are just one part of our historical manufacturing rampup. Within seven days of new york city officials asking for assistance last spring, we help shipped one million yards of fabric from North Carolina to new york city for masks and gowns. We are making them all over the place. A Great Company, honeywell, as opened up and 95 respirator factories in record time and they are turning out tens of millions of masks for our Strategic National stockpile. These include manufacturing achievements, and these are incredible. They will be the foundation of an even Brighter Future for american industry. What we have been able to do in a short period of time is incredible. I am talking about the people out there. What they have done is incredible, including the military and some of the generals and admirals. My third promise is to build on these gains, to turn america medical premier manufacturer, pharmacy, and drugstore of the world. [applause] as we have seen in this pandemic , the United States must produce essential equipment supplies and pharmaceuticals for ourselves. We cannot rely on china and other nations across the globe. They could one day deny as products in a time of need. We cannot do it. We have to be smart. Pharmaceuticals, we have instituted moves, rebates, favored nations and other things, buying from other nations where they have the product. Identical, made in the same factory for just a small fraction of the cost. I was called a socialist for the first time in my entire life. What i am doing is i am using socialist companies were buying who are buying our product for far less than we are allowed to. If you will start to this country, we will get that same price. I have been called everything in the book, and i say, i said the other day. A drug companye advertising that donald trump is a bad guy, remember, your drug prices must be coming down very big. [applause] please remember that. Remember that, because i do not want to get all of those negative votes, and then biden wins. In the first month he will say i drop the price is 70 and he will not even know what the hell she is saying. He is saying. I do not want to be watching that from some beautiful resort. I had such a good life before i did this. We are doing a great job. Peoples me happy to see properly represented for a change. During the course of the next four years, we will bring our pharmaceutical and medical supply chains home where they belong and we will end reliance on china, just like we did with the washers and dryers, just like we did with many other things. We will be making our products here, safely, beautifully, and inexpensively. Americanasserting economic independence, and i have been doing that from the first day i came into office. A short time ago, i signed a new executive order to ensure that when it comes to essential medicines, we buy american. [applause] requireutive order will the u. S. Government agencies purchase all essential medicines that we need from american sources. The executive order will also sweep away unnecessary regulatory barriers to domestic pharmaceutical production and to advanced Manufacturing Processes that will keep our drug prices low and allow American Companies to compete on the world stage. We will be able to compete on the world stage. We will have the lowest prices as opposed to by far the highest prices. I have people i know they go to candidate. Drugs, to canada to buy to buy prescription drugs, because the price is so much lower than the United States. And yet it is made by the same company. Plant. N the same it is a disgrace, and politicians allow this to happen for many decades. You have people called middlemen. I do not know who the middlemen are. They never say middle women, so there clinically not correct. I have heard the term middlemen for so long. They are so wealthy. Nobody has any idea what they are, what they do. They make more money than the Drug Companies. At least Drug Companies have to produce a product. The middlemen. The rebate i am doing cuts out the middleman and reduces cost and the money goes back to people producing drugs. I have a lot of enemies out there. This may be the last time you see me for a while. They are not happy with what im doing. We have one chance to do it and no other president will do what i am doing. No other president would you have favored nations. Abide from other countries at less cost. There are a lot of unhappy people. They are very rich people, and they are very unhappy. Here is my fourth promise to American Workers. Beyond our medical supply chains over the next four years, we will ensure millions of manufacturing jobs across critical sectors vital to our National Security and prosperity from electronics to Machine Tools to shipping orders and to iron and to steal, and we will never forget, your washers and your dryers. I was with somebody and they said, for a dishwasher, we do not have enough water, sir. A lot of the people in the audience would understand what im saying. They do not have enough water because they put strictures on. Ofmost states outside desiderius, we have so much water we do not know what to do with it. Your state does well with water, right . I passed a regulation they gave the dishwaters dishwashers much more water. That includes your washers. Who do not need to much water in your dryers. It includes your washers. I was just saying to your brilliant people doing such a good job running our company. I said how much impact does that have . They said, unbelievable. I had people saying they washed the dishes in the press the button five times. They are wasting more water if theyd just do it once. We now have the water that you need on still where you have much less water than you need and you just keep going over and over again. People say they press the button five times. They do not have enough water. The same thing with sinks, toilets, and showers. You go into a new home, you turn on the faucet, no water comes out. If you turn on the shower, if youre like me, you cannot wash your beautiful hair properly. You wait 20 minutes longer. The water, it drips. They put restrictors on it. I got rid of that. I signed it out. That is common sense. When you go into a new home, you turn on the faucet and water comes out. That is a regulation put up by a lot of people who do not understand life. He went up using the same amount of water. You just let it run three times longer. Remember the old lightbulb . The old lightbulb was so great, and they put it out of business. It was much cheaper and had much better light. All goodlooking people, but you look better under the old lightbulb in the new lightbulb. It cost you a fraction. I reinstituted and opened it up so they can sell the new one if you wanted and they can sell the old one. The old one is doing amazing business. The new one is considered hazardous waste. When you lose it, you are supposed to take it down to a dog. How many people are going to do that with a lightbulb . Lets travel 28 miles out of the city to get rid of it. Its hazardous waste. I put the old ball back in. You can use anything. I guess it is competition. I particularly like it because i do not look so orange. It is very nice. I do not like that look. Never liked it. It is a tremendous thing and it is having tremendous success. They will scoff and say, who cares about that. These are big things. A lot of people have come up. Thank you sir. They had showers that did not give water. The whole thing. It has been a great thing. It is been very popular. We might as well tell you about it because people do not talk about it but these are things know whether president would be doing, no other president would be thinking about. During eight years of the last administration, america lost 10,000 factories and nearly 200,000 manufacturing jobs. In contrast, my administration added over 500,000 manufacturing jobs. It was up to 701,000 jobs before the play came in. If you remember, president obama , you need a magic wand. No, you do not. You need manufacturing jobs. She was wrong about that also. T was wrong about that also. My plan is to bring back american jobs in factories using every tool, including tariffs. I love properly put on tariffs, because they bring unfair competitors from Foreign Countries to do whatever you want them to do. On thede deals based principle of fairness and reciprocity, and i will be signing something very important. I think you will be very proud of your president. I will be signing something very important over the next probably week, and it will have a tremendous impact on fairness in trade. As part of this commitment, i signed a proclamation that defends american industry by reimposing aluminum tariffs on canada. Candidate was taking advantage canada was taking advantage of us as usual. The aluminum business was being decimated by canada, theory unfair to our jobs and our great aluminum workers. Seven months ago, my administration agreed to lift those tariffs in return for a promise from the canadian government that its a limited industry would not flood our country with exports and kill all of our aluminum jobs, which is what they did. Producers haveum broken their commitment and the u. S. Trade representative has to step threet impose tariffs is necessary to develop to defend our aluminum industry. To be a strong nation, america must be a manufacturing nation and not be led by a bunch of fools. That means protecting our National Industrial base. We have Great Companies and great workers. My sixth and final promise today is to forever uphold the commitment i made from the beginning. I will always put American Workers first. Always. [applause] i dont know if you are union or nonunion. Doesnt matter to me. I did a good job for the unions. All the union heads are against me. All the workers are for me. Very big utility run by a man that gets 8 million a year. Thats not too smart. The Tennessee Valley authority pays 8 million a year to the head.
