Labels let prescribers know about important uses for a drug and important Safety Information<\/a>. However over time labels can become outdated as more information becomes known about a drug but a manufacturer may not update the label with thed food and Drug Administration<\/a> to identify new uses for drugs. This is especially likely to happen with some older generic drugs where they may be common there may be commonly accepted offlabel uses but no food and Drug Administration<\/a> approved way to communicate those uses. They may have an updated an due to a loophole in a law. In a brand name drug leaves the market without generic remains, the generic cannot update their label because the generic must maintain the same label as its branded counterpart even if the branded counterpart left the market. This would allow new uses and indications to be listed. This will allow f. D. A. And generic drug manufacturers to ensure that drug labels this most trusted source of drug use information, includes the best Information Available<\/a>. Mr. Speaker, its important to note that both brand and generic manufacturers have the responsibility to work with f. D. A. To update Drug Safety Information<\/a> that becomes known and that does not change under this bill. Amendments adopted through our Committee Process<\/a> ensure that when a manufacturer needs to update a label solely with new Safety Information<\/a>, manufacturers and f. D. A. Must pursue such changes through the current process. Drug safety is paramount and we want patients to have certainty hat they will have updated Safety Information<\/a>. To require modifications be made to outdated labeling for generic drugs. While drug manufacturers are required to update a label when it becomes inaccurate, false or misleading, theres no such requirement when new scientific information indicates there may be a new use for the product. Generic drugs are required to have the same labeling as the brand drug they reference. However once the brand drug is no longer on the market the generic manufacturer is actually prohibited from updating their label to reflect the most accurate, uptodate information. Informing thats often discovered through postmarket use. The inability to update labeling can result in information gaps for providers and patients when discussing treatments. For example, it has been estimated that more than half, mr. Speaker, half, of all uses of cancer drugs are offlabel. Meaning the drug is used for a disease or medical condition its not approved to treat. Many of these uses are widely accepted in the medical community and based on the most uptodate scientific evidence. However theyre not reflected in f. D. A. Approved labeling. So h. R. 5668 would help. It would close this existing information gap, it would give doctors and patients the information they need when making decisions about their treatment options. R. 4712, the fairness in orphan drug exclusivity act, a bill that will close a loophole in the orphan drug program to ensure orphan drugs are not unfairly blocked from entering the market. Since it was passed in 1983, the orphan drug act has been successful in drive regular search and discovery of new therapies to treat and even cure rare diseases. The law creates two pathways for manufacturers to be designated as an orphan drug and to gain certain incentives including seven years Market Exclusivity<\/a>. The first and most commonly used pathway is for developing drugs approved to treat diseases with patient populations of 200,000 or fewer. Theres also the rarely used Cost Recovery<\/a> pathway, where the Drug Research<\/a> and Development Costs<\/a> are in the expected to be recupid by sales of the underlying drug. Under certain circumstances a manufacturer may receive additional rounds of exclusivity for drug their portfolio if tai treat the same conditions and have the same active ingredient even if the second drug doesnt meet the orphan drug qualification. This allowed some manufacturers to circumvent the original intent they have orphan drug act which was to incentivize creation of novel drugs for small population, blocking generic competitors from coming to market. An example of this recently occurred when a formulation of a drug to treat opioid use disorderer was approved in 2017. It was allowed to carry the orphan Drug Designation<\/a> granted to its manufacturers original drug more than 20 earlier in 1994. When the original 1994 orphan Drug Designation<\/a> was granted it was expected that it would not be prescribed frequently. However as the Opioid Crisis<\/a> worsened and our response to it evolved, millioners were eventually prescribed the drug, generating billion sales. Clearly we knew in 2017 it was not an orphan drug. Nevertheless the drug was granted orphan drug status and exclusivity, delaying additional forms of generic competition. While the food and Drug Administration<\/a> eventually recognized this issue with this particular drug and revoked its orphan Drug Designation<\/a>, its exclusivity delayed generic competition that otherwise would have been on the market. We need every tool available to us to combat the Opioid Epidemic<\/a> and loopholes like this one should not be allowed to limit access to treatment, mechanic. H. R. 4712 would stop this from happening again in the future by requiring drug manufacturers to demonstrate in their application to the f. D. A. That each drug application considered under the Cost Recovery<\/a> pathway would fail to recoup Development Costs<\/a>. This bill is narrowly tailored, its a fix for a small but very real loophole in the law. I want to thank representative dean for introducing the legislation. One way to do this is to state that theres no reasonable expectation of the cost of the drug being recovered. Some drug manufacturer an effort to block competitors from entering the market have taken advantage of a loophole in this law. Existing law allows an orphan Drug Designation<\/a> of market and marketing exclusivityity to Carry Forward<\/a> to future versions of the drug while not making the manufacturer prove that it remains unlikely to be profitable. This closes that loophole. This requires proof that its unlikely costs will be recovered versions of the drug. As we have highlighted on the floor today the Opioid Epidemic<\/a> is a Public Health<\/a> emergency we must continue to address. Millions of americans have been impacted by the drug crisis. A 2019 National Survey<\/a> on drug use an health shows that 1. 6 millions have million americans have an opioid use disorder. This is a treatable disease patients can and do recoverer from. While the number of americans with opioid use disorder was declining prior to the pandemic, its still alarming that less than one in five of these americans receive treatment. The easy m. A. T. Addiction act makes it easier for patients to access treatment in the emergency room. Nor patients, whether its those experiencing an overdose or those seeking Substance Use<\/a> Disorder Treatment<\/a>, the emergency room can be the first or only point of care. One of three medications for reating opioid disorder may be prescribed for three days. This is intended to help address acute withdrawal symptoms while a patient awaits arrangements for longer term medication assisted treatment. Unfortunately there are several burdensome restrictions tied to this authority. For example, theres a limitation that not more than one days medication be given to a patient at one time forcing the repeated return to the emergency room. Mr. Speaker, in testimony before the emergency and Commerce Committee<\/a>, an emergency addiction and Medicine Specialist<\/a> cited the burden for a patient having to return to the emergency room after initial visit particularly for patients with Substance Use<\/a> disorder. He stated transportation can be an issue for these patients but also that repeat visits can be a burden for the emergency department. This bill would direct the Drug Enforcement<\/a> administration to update regulations to allow a practitioner to dispense up to three days supply of the drug. This will give patients and families a better opportunity to get connected to adequate treatment on their road to recovery. So i want to commend my colleague, representative ruiz, member of our committee and staff for leading this bill. I also thank Ranking Member<\/a> walden and his staff for working with us to move this bill forward. Clinician who does not have a data 2000 waiver can only provide a oneday supply of markets for medication assisted treatment for an individual at one time up to three days. That means while the patient waits to get into treatment they have to go back to that same clinician on each of those three days to obtain medication. In a rural district such as mine, which by the way is larger than the land mass of any state east of the mississippi, this is not realistic. Especially when theres already a shortage of Health Practitioners<\/a> willing to treatment patients with Substance Use<\/a> disorder. One of my constituents, whom i met in hermiston, oregon, said she had to travel five hours to find a physician to oversee her treatment because no one in her community was available to do that. H. R. 2281 will allow physicians to dispense up to three dice market drugs at one time for purposes of relieving withdrawal symptoms while the individual a waits arrangements for treatment. Mr. Speaker, an estimated 32 million americans, including approximately one in every 13 children, are affected by Food Allergies<\/a>. These allergies pose risks to millions of families and they grow dramatically when inaccurate food labels fail to warn consumers about the presence of some of these allergens. Under current law eight are considered major Food Allergen<\/a>s. They include milk, eggs, fish, shellfish, tree nuts, wheat, peanuts, and soybeans. Due to their status as major Food Allergen<\/a>s, manufacturers must clearly state the presence of any of these ingredients on labels. Notably missing from this list of allergens is sesame. Thats concerning considering it is an al learn r letter again of growing concern and its inclusion in Food Products<\/a> has more than doubled over the last decade n some cases sesame may not be listed at all on ingredients labels being referred to instead through nonspecific terms like flavors. Or words that may not easily be recognized by consumers as containing sesame such as at that eveny. It may seem like a small issue to some, this lack of information could mean life or death to those allergic to sesame. This information should be prominently featured on pack anged food labels. This is an issue we have been working on for quite some time. Several years ago i introduced a bill that would list sesame as a major Food Allergen<\/a>. Although the food and Drug Administration<\/a> opened a docket to solicit feedback about the sesame labeling, in recently released guidance recommending voluntary labeling of sesame, the agency has not been able to require the listing of sesame due to overly long regulatory processes. As we learn more about Food Allergen<\/a>s, our regulations should be able to adopt to align with the latest science, and this process should not take years. Families should have reliable access to this information, and they should have it now. So today we are taking action, mr. Speaker. The appropriately named faster act would quickly move this process along by recognizing sesame as a major Food Allergen<\/a>, requiring its listing on new food labels after a phasein process, importantly the bill would also streamline processes at f. D. A. To allow for additional allergens to be listed as maimingor Food Allergen<\/a>s based on scientific criteria, including the prevalence and severity of the allergens. And for families like mine, checking food labels is as vital to our everyday lives as breathing. Unfortunately, f. D. A. Labeling requirements do not include the ingredient sesame. Leaving more than 1. 6 million americans with a sesame allergy in the dark about what food and products to avoid. Regardless of race, among those who survive a single violent trauma its estimated up to 45 will experience a second violent trauma. This is where h. However, according to the American College<\/a> of surgeons, those who receive violence intervention at the hospital, madam speaker, were significantly less likely to be reinjured and get involved in crime in the future. It works by supporting hospitalbased Violence Intervention Program<\/a>s, this bill would help individuals at risk from becoming entangled in Violent Crime<\/a> and connect them with local resources that address the underlying risk factors for violence. Mr. Ruppersberger i rise to urge my colleagues to support this bipartisan bill that will reduce the scourge of violence in america. The bill is based on a very simple concept. Helping the victims of violence injury before they become repeat victims or even perpetrators themselves. We can do this by expanding hospitalbased Violence Intervention Program<\/a>s around the country. I was inspired to write this bill after learning about the Violence Intervention Program<\/a> at the university of marylands shock Trauma Center<\/a>. It is considered one of the top trauma septemberers in the world and by the way it helped save my life years ago. Shock trauma has a staggering 20 of patients who are the victims violence, usually stabbings and shootings, that have occurred on the streets of baltimore. Many of these patients are repeat customers, caught in a revolving door of violent reinjury. In fact, one of the leading risk factors for violent injury is a prior violent injury. Shock trauma is take advantage of the fact that these patients are captive audience confined to a bed and off the streets if only for a few days. Articipants in their violence Violence Intervention Program<\/a>s, one of 40 that exist across the country, reseve a brief intervention in the emergency room or at the bedside. They get counseling and support that could help with groceries, Substance Abuse<\/a> money, job training or help finding afordable housing. This intervention is then followed by intensive communitybased Case Management<\/a> services in the months following the injury. A shock trauma at shock trauma program, participants ave shown an 83 decrease in rehospitalization due to violent injury and 70 reduction in criminal activity and 82 increase in employment. This bill we have before us today, the bipartisan solution to cyclical violence act, provides 10 million in federal grants to hospitals that want to create or expand violence prevention programs. At the end of the threeyear pilot, each program will report back to the federal government. Awards will range from 250,000 to 500,000. I believe, however this bill will net cost savings to the american taxpayers by reducing Violent Crime<\/a> which costs more than 12 billion from police, courts and jails, to the medical expenses of victims, to the lost wages, both victims and perpetrators. Further, as we engage in a National Conversation<\/a> about reimagining Public Safety<\/a>, i think we need to do what we can to shift social work away from police and First Responders<\/a> and back to the experts in Mental Health<\/a>. Substance abuse, homelessness, unemployment and other areas that often afflict victims of Violent Crime<\/a>. In fact when i first introduced this bill in 2019, it was endorsed by the fraternaled or over police, National Association<\/a> of School Research<\/a> officers, and the National District<\/a> attorneys association. We also received endorsement from naacp, American College<\/a> of surgeons, network of hospital based Violence Intervention Program<\/a>s and league of cities. While it may be difficult to measure at this stable, we know the impact on the Mental Health<\/a> of americans across the country is significant and alarming. In the age of technology and instant gratification, more and more people were already feeling less connected. Once the pandemic struck, the negative effects of isolation and uncertainty for compounded into a sense of homelessness nationwide. If you dont have hope you have very little reason to follow a moral code or to fear the results of your action. Hopelessness and desperation can be a dangerous trigger and it can lead to acts of violence. Unfortunately, victims of violence are often taught in a virks cycle of violence. As one of the main risks risk factors for violent injury is a previous violent injury. My colleague, congressman ruppersberger, and i introduced legislation to try to put a stop to this horrific cycle of cycle of violence, the bipartisan solution to cyclical violence act. Our legislation establishes a gran program at the department of health and Human Services<\/a> to award grants to existing and aspiring violence intersession vams. These programs intervene while a victim is still in the hospital recovering from injuries an provides a wide range of Services Like<\/a> counseling, Substance Abuse<\/a> treatment, job training, or even assistance finding affordable housing. It doesnt stop when the victim walks out of the hospital. The intervention continues for several months and sometimes even up to a year following the initial incident. The successes of these programs have been astounding. At the university of maryland medical system, parties pans showed an 83 decrease in rehospitalization due to intentional violent injury and 75 reduction in criminal activity and 82 increase in employment. These programs really work. By supporting victims with the resources and education to pursue a different path we can stop the vicious cycle of violence and give people hope for a better tomorrow. Its important, its more important than ever that we Work Together<\/a> to help and heal those who are struggling. Between 1999 and 2017, more than 700,000 americans died from a Drug Overdose<\/a>. Many of those americans were caught in the first wave of what we typically describe as three waves of this epidemic. The first wave began in the 1990s with deaths involving prescription opioids. In 2010 we saw dramatic increases from heroin involved deaths and most recently a third wave involving synthetic opioids like ill listly manufactured fentanyl. During the first wave americans across the country became addicted to opioids. Many of those opioids were prescribed to patients to treat pain. However throughout the years we have discovered that many of these opioids were divert through the a system meant to prevent diversion. The Drug Enforcement<\/a> administration requires entities that manufacture or distribute controlled substances to register and report activities. This system is meant to track the manufacture, distribution and dispensing of these substances. In this system, registrants are also expected to disclose suspicious orders of controlled substances such as orders of unusual size, orders deviating from the normal pattern or orders of unusual frequency. As an effort to improve reporting and action on suspicious orders this bill would clarify the responsibilities of drug manufactures and distributors when discovering a suspicious order and require communications around that order to d. E. A. This will help all entities to better identify suspicious activity and root out bad actors. Madam speaker , that is commonsense bill. It will make clear the responsibilities for all entity our supply chain and hopefully help to deter opioid diversion and trafficking. I commend the lead sponsors of this bipartisan bill, representatives dingell and mckinley, and their staff for the work on the legislation. R. 3878 would place additional commonsense obligations on drug manufacturers and distributors who discover a controlled substance suspicious order. In addition to reporting the suspicious order to the d. E. A. , this legislation requires the manufacturer or distributor to exercise Due Diligence<\/a>. Decline to fill the order. And provide information to the Drug Enforcement<\/a> administration on the indicaters that led to the belief that filling the order would violate the controlled substances act. While this is an important tool, the recent department of Justice Office<\/a> of the Inspector General<\/a> report found weaknesses in d. E. A. s registration process in instances where the agency did not fully utilize its regulatory authorities to address noncompliance. Specifically the Inspector General<\/a> found cases where entities have been able to obtain a new license after having one that was revoked. For example, the report outlined a case that included a doctor who was engaged in serious misconduct and had his registration revoked who then moved to another state under the authority of a different d. E. A. Field division. When the doctor reapplied for registration, it was granted. Another example, madam speaker, in the report included a dentist who had voluntarily rush hour centered his medical license and d. E. A. Registration on two separate occasions, and the dentist also had been convicted of a felony which is grounds for suspension or revocation of an individuals registration under the c. S. A. However, according to d. E. A. The dentist was still able to obtain another d. E. A. Registration. These errors by the d. E. A. Are simply unacceptable, madam speaker. Today we are considering h. R. 4806 which would address these errors. The legislation would authorize the debarrlement of any registrant that meets the criteria for temporary or permanent suspension of revocation or has a history of prior suspension or revocations. However a 2016 Government Accountability<\/a> Office Report<\/a> found over 700 registrants and d. E. A. s system may have been ineligible to have controlled substance registrations. G. A. O. Found the registrants were reportedly deceased, did not possess the level of authority, or were incarcerated for offenses related to controlled substances. This bill terminates the controlled substance registration of any registrant if the registrant dies, ceases legal exists, discontinues business, or professional practice or surrenders a registration. The bill also codifies d. E. A. s authority to ensure accuracy of registrations and limit the transfer of such registrations. Those who wish to distribute opioids must earn the ability to do so. An investigation performed by the energy and commerce oversight investigation subcommittee found that the current process of transferring controlled substance dispensation licenses does not create sufficient accountability. In the one instance you heard about before, a distributor and pharmacy customer did not go through the appropriate process of transferring registration to a new pharmacy owner. But the mistake wasnt caught into long afterward. As a result there was a period of time during which the d. E. A. Was unaware that particular pharmacy was distributing controlled substances. In this case its best i understand it there was not a rogue individual, it was a matter of an oversight. But what we are trying to do with this bill today is make sure that in the future we dont have some rogue individual that comes in and buys somebody elses business or their license or their registration and doesnt go back to the d. E. A. To get proper registration. Failing to appropriately contact the d. E. A. And verify whether the Agency Approved<\/a> a transfer creates a serious risk of Drug Diversion<\/a>. This bill amends the controlled substances act to prohibit that transfer of any d. E. A. Registration without written consent from the agency. By requiring written approval from the d. E. A. Before the transfer of registration occurs, we decrease the risk of Drug Diversion<\/a> by keeping controlled substances out of the hands of people that have not been vetted by the appropriate regulatory authorities. Emergency alerts in particular are an effective mechanism for replaying lifesaving information to the American Public<\/a> in innsant. The Emergency Alert<\/a> system, or e. A. S. , is one tool we have to issue such messages. Tip will i an e. A. S. Message is originated by official from local, state, tribal, or federal governments known as alerting authorities. The messages are disseminated to the public by operators of broadcast cable and satellite tv or radio. The wireless Emergency Alert<\/a> system, or on the other hand, allows Emergency Managers<\/a> and other alert originators to distribute geographically targeted emergency messages to wireless customers guyses at a moments notice. Over recent months, madam speaker, local and state officials in california and oregon have used geotargeted Emergency Alert<\/a>s to inform residents about wildfires and evacuation orders. Our Emergency Alert<\/a> systems save lives but theres room for improvement. My colleagues may recall an incident that took place in hawaii in january, 2018, when the Hawaii Emergency Management Agency<\/a> mistakenly issued an Emergency Alert<\/a> through the federal Emergency Management<\/a> agencys public alert and warning system. The alert warned the public of an inbound Ballistic Missile<\/a> threat though there was no such threat. It was intended to be a routine toves the season but the supervising officer who dictated the drill, the language of the drill, mistakenly included the phrase, this is not a drill, causing confusion among shift officers responsible for transmitting the alert to the public. With five words, hawaii was sent into a frenzy which lasted about 38 minutes until a followup notice was sent correcting the error. There are more than 1,000 alerting authoritying across the United States<\/a> that rely on Emergency Alert<\/a>ing systems to notify the public of everything from Law Enforcement<\/a> situations to evacuation and stay at home orders, child abductions and natural disasters. While the hawaii incident was deemed an accident caused by human error its clear there are gaps that must be addressed and thats what this bill does. The readi act will ensure theres better coordination between federal agencies who deal with Emergency Communications<\/a> and their partners at the state and local levels. Specifically the bill calls on the federal Communications Commission<\/a> to work with state Emergency Communications<\/a> committees to develop and update state plans to identify and close any gap protocol or accountability. The readi act also thrires f. C. C. To study and report to congress on the feasibility of expanding participation in the Emergency Alert<\/a> system to include streaming services and internet platforms and whether such an action would increase the reach and reliability of Emergency Alert<\/a>s. I want to commend representative for thery mcnerney for his leadership on this bill, especially as his constituents and neighbors all across california continue to grapple with the fallout from these historic wild fires. This year our nation was hit by horrific and Deadly Wildfires<\/a> that destroyed entire communities my district and many parts of oregon witnessed this situation with catastrophic fires that moved very, very rapidly and caused incredible and historic disruption and will take years for people to recover. Our Emergency Alert<\/a> system is so important during these times and we need to make sure it delivers for americans when they need it most. In some parts of my state it worked clawlessly. In other parts theyre reviewing what worked and what didnt. I daresay im probably the only member of congress that actually is wired in Emergency Alert<\/a> system components because we used to own Radio Station<\/a>s. So ive pushed the buttons, ive done the alerts, all of that. I know how important that coordination is. And how important it is to Work Together<\/a> ahead of time to really understand the plans and who triggers what and how it works going forward. Because when the emergencies do hit there isnt time to come up with a plan. You need to have that in place. So this bill will help establish state Emergency Communications<\/a> committees, develop Emergency Alert<\/a> system plans, and coordinate those plans with the f. C. C. This coordination allows states the independence to tailor their plans through to the their ecific needs and alert specific localities. It allows them to review plans to ensure theyve considered any technical issues, that theres consistency across plans in multistate or National Emergencies<\/a> and it requires coordination with experts on telecommunications but also on experts with Emergency Management<\/a>, fema. The f. C. C. Will consider if theyve considered the necessary technical requirements while fema considers the consistency of such types of alerts. They will ensure the alerts make sense and it will no doubt save lives and property. Thats why im happy to support this forwardlooking bill to improve Emergency Alert<\/a> systems management at all levels. I will conclude with a brief practice in my hometown, it was a fullfledged one, all the resource in the area were to be engage. The theory was one of the main stem Columbia River<\/a> dams had breached and there was flooding so what do yo dow in a mass casualty system . The gentleman who worked saturday mornings at our Radio Station<\/a> had been around the block, he was a retiree who liked working. When they got the call and told him to trigger the Emergency Alert<\/a> system because the dam had been breach. He said i thauns its the practice but im not going to go on the air and say the dam has been breached and because hed been around a little bit he pushed back on the emergency folks that were going by the letter of the plan and decided not to create one of thee events like occurred in hawaii by saying, i dont think we really want to say that even though this is a practice. I think we headed off probably a little bit of a problem there. But this is important. These plans are important. And so i want to thank my colleagues for their work on this legislation. As ewe continue to battle covid19 this years wildfire season has also presented unprecedented challenges for firefighters, Emergency Managers<\/a> and the public particularly when it comes to evacuation. This makes it even more crucial that we have Emergency Alert<\/a>ing system place that are both robust and reliable. This legislation will improve the current wireless Emergency Alert<\/a>ing system and emergency alerlting systems more broadly so that my constituents and americans across the country can count on receiving these alerts when faced with emergencies including wildfires. While these suppliers have done a tremendous job, they face increased pressure from untrusted chinese suppliers who are handpicked and encouraged by the Chinese Communist<\/a> party to significantly undercut the Network Equipment<\/a> marketplace by offering nearly free, nearly free equipment. As a result of this unfair competition, trusted suppliers have increasingly relied upon proprietary soup to nuts official to survive. But under the soup to nuts model, once the Network Providers<\/a> selects a vendor, the provider must use the same vendor for all the hardware and software across its network. This model is simply not sustainable, madam speaker. If we want the United States<\/a> to continue to have access to trusted, affordable Communications Equipment<\/a> that can withstand state sponsored attempts to undermine our security, then we have to act. This model results in an expensive and timely process to upgrade equipment and software for the next generation 5g networks. Furthermore, competing for a small set of contracts in a limited marketplace while simultaneously trying to fight off untrusted state sponsored vendors is also resulted in significant losses to research, development, and ennovation. This scam, which involves fraudsters posing as contact tracers from Public Health<\/a> departments, is exacerbating the Public Health<\/a> crisis, undermining one of the most effective tools we have. Instead of documenting the spread of the virus or alerting those who might have been exposed, these scammers are only interested in duping americans to turning over sensitive personal information or downloading Malicious Software<\/a> on their device. I think i can speak for all of us when i say our intent is to ensure u. S. Manufactured airplane never again crashes due to design issues or regulatory failures. The boeing 737 max has been grounded since the second crash, on march 10, 2019. This has been the longest grounding of a trns port plane in the history of commercial aviation and will likely end his week when the f. A. A. Changes modification. The f. A. A. And boeing spent the last 20 months doing what they should have done before the 737 max entered service. So consideration of this bill is timely. There is a long lit annie of negligence, recklessness, corporate greed at the executive level and errors in the design and certification of the 737 max two crashes d of and this legislation. Im not going to go over the acts and omissions. It prevented f. A. A. From correcting those acts and omissions because it laid bare including those the committee on transportation and infrastructure, who recently concluded the longest and most comprehensive investigation in the committees history with a nearly 250page report on the technical and regulatory failures in this story. The joint Authority Technical<\/a> review, team of u. S. And International Safety<\/a> regulateors who assess the design, the National Transportation<\/a> safety board, a special committee convened by the department of transportation to evaluate the f. A. A. s aircraft certification process, the indonesian International Safety<\/a> committee which investigated the crash and crash. A pilot in 2012 couldnt do that as the Committee Staff<\/a> investigation revealed. Took that pilot more than 10 seconds to respond correctly and found the condition to be quote, catastrophic, meaning the situation would have been unsalvageable and the plane would have crashed. The simulator crashed. And it did not share that information with the f. A. A. Or its max customers. The boeing and the f. A. A. Never assessed the airplane level effects of this failure and triggered aerroneous implications how pilots would respond. Hazardous situations that it would create. Hurricane david passed through our state and causing further devastation. I have had two hurricanes in one season in my district. These storms caused tens of millions of dollars of damage and left significant amounts of debris. This would be difficult on a mall towns budget but paprelated issues and severe storm damage will stretch the limited budgets of many of our communities. A local government in South Alabama<\/a> had made the decision not to purchase a new Police Vehicle<\/a> due to the impacts of covid19 and hurricane sali. I agree they have not done a good job implementing it, but it is important for us to ensure that local and state governments have some concern with the dollars being spent with some skin in the game. Whether its state, local or federal government, you have hree options, reduce spending, increase taxes or reduce debt. We are going to increase the federal debt and the better way to address that would be forcing ma to implement section 1232 the way we intended, therefore achieving a similar objective. Scientists have consistently forcing san diego ratepayers to pay billions of dollars to upgreat the point loma facility to secondary of tment would be a waste money because the enhanced advanced treatment the plant provides, combined with the fourmilelong outfall causes no harm to the environment. The construction of a new facility along the coastline could do more harm than good. Hasthese reasons, san diego been allowed to avoid building a new facility through a federal process and a cost of millions of dollars every five years.
