I wanted to talk about the transition or possible transition that afsoc is in right now. As you look at the past two decades since 9 11, afsoc has certainly been involved in wartime missions. There have been questions about whether other requirements have slipped, understandably, such as training rigor, standards, highrisk activities, socalled some have called this a culture of complacency. It is a question across the military, not just to the special operations community. How do you view this goal or the challenge of rebalancing the force in a time where it is not clear we are going to have the same type of high operational tempo we have faced in the last two decades . How do you think about Human Capital in that environment . Lt. Gen. Slife you put your finger precisely on the central issue identified in last years socom comprehensive review. As you may know, general clark commissioned a comprehensive review to evaluate where we are in the command in the aftermath of nearly 20 years of high tempo operation. The central finding of the socom comprehensive review is that we have systematically overvalued operational activity at the detriment of deliberate Leader Development and force generation activity. What does that look like . What that looks like is focusing spending more time focusing getting out the door for the next appointment then it does returning from the previous deployment and rebaselining our risk norms. And having leaders involved in daytoday, highrisk training activities. We are certainly guilty of that in afsoc. When we look across our own formation, the training mishap earlier this year and last year, that is what we found. We have created an environment where our units were so busy getting ready for the next thing that they were not paying attention to the basics. That is not a unit problem. That is a headquarters problem. We created that environment. The single thing that will probably have more Lasting Impact on our ability to correct that deviance that we created was the transition to a deliberate unit based force Generation Model whereby unit commanders, rather than sending individuals out the door on a continual basis, unit commanders have the ability to bring their entire unit through a train up, deployment, and reconstitution cycle before doing it over again. This is common in some parts of the military. It is not common inside of afsoc. This has been our primary organizational adjustment, the transition to a unit based force Generation Model, which will afford commanders the opportunity to be more invested in the Human Capital under their charge.
