The United States has consistently been the largest contributor to the w. H. O. In the world, topping the charts in 2020 at over 116 million dollars, nearly twice as much as china who contributed about 12 of the organizations total that same year. This is the same w. H. O. Who refused to act on or publicize warnings from taiwan that the new respiratory infection now known as covid19 was a threat to humans. They instead chose to echo the lies coming out of china there was no evidence of humantohuman transmission. Mr. Chairman, my constituents sent me to washington, d. C. With the mandate to stop sending taxpayer dollars to the w. H. O. , an entity which covers for the c. C. P. , helped cover up the covid outbreak and routinely attempts infringe on the sovereignty of americans in furtherance of its globalist agenda. I say this to repeat that the American People rightly know the w. H. O. Is a corrupt organization which bends to the Chinese Communist party and does not deserve a cent of the american tax dollars no matter through which account this money is distributed and i reserve. Cutting funds for the World Health Organization will affect efforts on other diseases and illnesses including polio or the flu. Efforts to disengage with the w. H. O. Through our bill are misguided and do nothing to address any concerns about accountability, transparency, or efficiency. In fact, i supported president trumps efforts to remove the United States from the w. H. O. , our tax dollars are precious. Tax dollars should only be spent on necessary programs and necessary programs only. We should be prioritizing our limited resources within organizations that have a track record of delivering for the American People. Frankly, based on the w. H. O. s own record, i struggle to say the w. H. O. Fits into that category. Weve had to make a lot of tough decisions about what to spend taxpayer dollars on, about what to cut and whatnot to cut. An International Organization with a dangerous record of protecting the world from the spread of diseases just does not meet the simple threshold. Our american taxpayers getting what theyre paying for . It offers 2,000 offices around the country and the mission is to serve all farmers and ag partners through the delivery of efficient agricultural programs such as commodity support programs, farm ownership and operating emergency loans, Disaster Assistance and other adhoc Disaster Assistance programs. One of the f. S. A. s greatest strengths is the grassroots Delivery System of farm programs to the agencys customerses meaning f. S. A. s customers are delivered through a Extensive Network of local f. S. A. Employees. County committees comprised of farmers in the local area are in charge of delivering services to the farming community. This local oversight of farm programs enables f. S. A. To obtain close relationship with farmers and address their needs in a timely manner and improve the integrity of farm programs and provide agriculture with the tools they need to produce the worlds best ag products. Unfortunately f. S. A. County Office Footprint have been impacted by requirements and unable to attract talent and the f. S. A. Staff is one of the main reason for delays. Sadly the covid19 pandemic made a bad situation worse at f. S. A. But the pandemic is over and we must continue bringing our federal, state and local work forces back in the office and and refill positions lost during the pandemic and also means putting an effective end to any offices that may still be operating on a closed or hybrid schedule related to covid19. We cannot afford to have f. S. A. Understaffed or teleworking and expected to provide the service needed on the farm and is a disservice to farmers everywhere and long pastime we had a conversation why we cant get farmers and ranchers the basic help we need and i hear from farmers and ranchers how they have problems contacting their local f. It is of the clear proviso lines 810 of the bill being considered where it says provided further that none of the Funds Available to the Farm Service Agency shall be used to close Farm Service Agency county offices. Therefore, this amendment is unnecessary because it would create a restriction that the legislation already contains. Mrs. Cammack i rise in support of my amendment which would restrict taxpayer funds to finalized any rule or regulation that will result an effect on the economy of 100 million at the department ofagriculture. The president added more than 300 billion in new regulatory costs. The new rules in his first two years required 193 million hours of compliance to comply with new regular you layings. This proposal would restrict any regulatory actions from usda without going into effect. Our farmers and ranchers have enough to deal with market disasters, trade issues, the list goes on. The ranchers and producers shouldnt have to worry about the environment. These costly regular you layings harm consumers who pay higher prices. These major rules and regulations are a ways to circumvent congress on policy decisions to implement the political will. We must reassert our constitutional role. It doesnt matter if it is a democrat or republican in the white house, the American People shouldnt be burdened by and forced to pay by the oversummer burdensome regulations. And we certainly can cut spending. But until we change the way we do business and this amendment does this, we will not change a thing. I urge passage.
