As policy leaders and consumers push for a more green future, hydropower should be part of that solution, as a lot of the needed infrastructure already exists. As well, nuclear power. So why are we seeing dams that supplied lowcost, Renewable Energy that already exists and in some cases were there for a century, being decommissioned . Because heres the trick. You make it where its almost impossible to the maintenance and to do the maintenance and upgrades to that infrastructure so over time it becomes too expensive now to continue to have those dams and theyre old and relics that need to be taken out. Madam speaker, over the past month, House Republicans have plunged this chamber into chaos, whether its the extremists whory fuse to honor the bipartisan budget deal negotiated with the white house and approved voted into law by bipartisan majorities in both houses of congress and then sought to shut down the government with their outrageous demands or whether house leadership who seem unable to prevent this destructive behavior or perhaps to lead this chamber at all. As i and my democratic colleagues push back against the cruel, extreme and unworkable agenda, members on the other side of the aisle have been consumed with infighting and trying to distract from the fact that their refusal to work in a bipartisan manner either with the Senate Democrats or even within their own party has resulted in their failing to perform congress most basic job of funding the federal government. Just this past weekend they brought us within hours of a devastating government shutdown. And as the funding deadline approached, my office was fielding calls from terrified constituents people fearing come the end of the month paychecks would no longer arrive and critical Government Services would be interrupted. Parents wondered if they would be able to make ends meet and pay the child care bills that allow them to go to work and keep food on the table for themselves and children. Seniors worried about heat assistance as temperatures dope. Thats why democrats stepped in to keep the government up and running without the outrageous rightwing demands coming from the extreme fringes of the Republican House majority. We have six weeks before another funding deadline and we have a lot of work to do. American people dont deserve this continued uncertainty. After the majoritys reckless approach failed, time and time again on the house floor, we only have four of the 12 Appropriations Bills pass through the house, two havent even been marked up. Another one has failed and more may go down this week. You think they would be willing to change tactics because the definition of insanity is doing the same thing over and over again and expecting a different result. You think they would come to the table honor the agreements pass the spending bills that the American People should expect and certainly deserve but apparently not. Instead, we see them doubling down on the strategy of jamming through unrealistic proposals that would devastate seniors, children, veterans all across this country and two hyper partisan bills they have brought to the house floor, bills that continue to break the Funding Agreement that Congress Approved last spring and that both parties in the senate have been willing to honor. These bills slash Vital Services and include rightwing culture wars provisions, bills so extreme that the House Republicans may not be able to pass them here and the senate wont agree to and the president certainly wont sign. The first of these is h. R. 4394, energy and Water Development funding bill. We should be ensuring that the u. S. Is able to meet the challenges of todays and tomorrows world. Unfortunately, the bill in front of us doesnt do that, there are repeals and funding cuts and attempts to impede the progress we have made by increasing Americas Energy costs, jeopardizing our Energy Security and hurting u. S. Global competitiveness and claws back important funding that supports programs to combat flooding, improve Wildlife Habitat and reduce pollution in our Drinking Water and includes millions in funding of u. S. Army corps of engineers. I want to talk about the important work that the army corps does in my district, responsible for maintenance of two rivers, the schuylkill and the delaware. That maintenance includes task like dredging and maintaining river embankment. This is critical to our regions environmental, and public and Economic Health because you can use waterways without intervention and trade at the port of philadelphia. The broader budget cuts undermine the importance and viability of all of these programs. It means that additional measures to improve the health of our communities both in my district and others will go undone. Critically, this bill fails to meaningfully confront of the climate crisis. In southeastern pennsylvania we have felt more and frequent and intense storms have resulted in devastating flooding. The eastwill being neighborhood which sits adjacent to a flood plain wash has experienced floods. Tropical storm isaiah damaged more than 300 homes in this lowlying area. We have seen tornadoes and flooding in norristown and elsewhere. It is important for everyone here to realize that none of our districts are immune. Flooding, hurricanes, rising sea levels and other climate disasters, wildfires, they affect us all. Republican colleagues denial of this fact would leave us extremely unprepared and would prevent us to proactively address these threats. Ultimately, its our constituents and future generations of americans who will suffer the consequences of these policy failures. Just as families have started taking care of provisions that reduce home energy costs, this bill would increase energy bills for hardworking americans. It is clear democrats are the only ones here willing to take action to keep costs down for American Families. The majority is trying to undo the work we did. They want to slash funding to help people weatherize their homes, purchase efficient appliances and have the ability to heat their homes, the money to do it. These programs have the potential to save americans thousands of dollars a year. For the past several months, i have been Holding Meetings to talk to constituents about these measures and help them access to improve their lives and their budget and now republicans want to take this away. This bill blocks funding for initiatives that direct investments to underserved communities most overburdened by pollution. My region has struggled with dangerous air quality and negative Health Impacts leading to high rates of cancer and some of the highest rates of childhood asthma. Federal investments are needed to ensure kids in my district and across the country can grow up healthy. But in knee capping this important work, my colleagues on the other side are more concerned with catering to polluters than the health of our children and i find that incredibly disappointing. We are hrg h. R. 3464. Unfortunately this legislation undermines the important work of this institution and threatens congress ability to move into the future and serve its constituents and America Today rather than in the 19th century. I served on the Bipartisan Select Committee on the modernization of congress for two careers and since then i followed up similar work to produce recommendations to have Congress Work better for the american femme. That committee passed over 200 bipartisan recommendations including recommendations relating to diversity and inclusion on our staff. Leading businesses around the globe have embraced diversity and inclusion because they know a diverse work force is more effective. It seems my republican colleagues here in the house want to go backwards. They want to eliminate the office of inclusion and diversity here on capitol hill. A well ory democracy is our democracy is strongest when members of our congress and their staff look like the america were here to represent. We should all want to serve our constituents in the best way we possibly can and we can only do that if we give our institution the tools and staff to achieve progress with the times and truly represent our modern nation. Unfortunately this bill would undermine that goal. Even after flirting with a disastrous shutdown, my republican colleagues are still trying to force through spending bills theyve written in back rooms with no bipartisan agreement, riddled with cultural poison pills and devastating cuts. They do so knowing that these bills are so extreme that their passage is imperilled here in the house and its a fiction if they think its going through the senate or that it will be signed into law by the president. And this continued dysfunction only hurts america and throws our country into chaos. The bottom line is, the house needs to do better than this, the American People deserve better than this. Charging station for the secretarys motorcade. So what did she do . Well, they had the department of energy, their advanced team, who were traveling in gaspowered vehicles, i might add, they had that advanced team go in and reserve a spot while others waited in long lines, battling the summer heat. Rightfully, a family that was traveling with a baby actually called the police on the secretary and her advanced team. Earlier this year, gran jholm state granholm stated, we can all learn from what china is doing regarding policies. Lets talk about what china is doing because thats as laughable of a story as her failed propaganda trip. China emits 30 of the worlds global emissions. They emit more than the developed world combined. They emit more than the United States, the e. U. And japan combined. By far the largest polluter in the world. My friends across the eye, theyll say nothing to criticize aisle, theyll say nothing to criticize china, by the way. Chinas coalfired power plants generate more than 23 of all forms of u. S. Energy combined. And they are allowed to increase their emissions through 2030 under the laughable paris climate accords. This would all be we could all laugh at this if it wasnt for the devastating effects of that democrats Climate Policy on the working class in america and for our Competitive Edge on our number one adversary on the world stage and that is china. But i feel compelled to Say Something because i see a pattern developing that i think needs to be called out. And it needs to be called out plain and simple. They are taking their awful appropriation bills on agriculture and Foreign Policy and now energy and water and legislative branch and as the gentlelady from pennsylvania pointed out, they all have these deep cuts. And then they are loading them up with maga culture war crap. I think people ought to understand in plain terms what they are doing. So lets focus on some specifics. They say its about woke democrats this and woke democrats that. I mean, give me a break. They want to get rid of an office here on capitol hill which promotes staff diversity and inclusion. Like, who wants less diversity . If you want everyone here to look the same, just say so. They want to make it illegal to put a pride flag up next to a u. S. Flag by the way at an embassy during pride month. Thats woke . I mean, like, whats wrong with them . In one of these bills they want to make it so you can use taxpayer money to fire people for being gay. I mean, really . I mean, with all the problems in the world, this is what they focus on . This is what keeps them awake at night . This is nuts. This isnt about religious freedom. This is about giving People Freedom to discriminate. And if they want to be bigoted, so be it. But dont use the United States government and taxpayer dollars to reinforce and spread your backward views. And the reason i wanted to come down here is that this isnt just about politics. Hate crimes against the Lgbtq Community are going up. And my colleagues come to the floor not only failing to denounce that, but advancing ideas which signal to people that its ok to discriminate, that its ok to hate. Its sick. I get it. This is popular in the extreme maga world. But i thought there were some moderate voices on the other side that might find this as offensive as i do. But i guess im wrong. Because republicans continue to blindly come down here and support these hateful policies and vote for them time after time after time. And i just hope that the next speaker, whoever that may be, and maybe well find out today, i hope whoever that may be will do a better job of preventing this garbage from coming to the floor. Bills were passed that cut 800 million from women, infants and childrens program, dealing with feeding babies. Feeding babies. And then one of the most talked about issues across america, we just saw something where habitat for humanity is building 39 homes under the name of the great president jimmy carter and his wife. And here we are cutting 1 billion to 500 million from the Home Investment Partnerships Program that directly deals with the funding that is necessary. Can you believe cuts in medicare, can you absolutely believe that that is whats happening and the bills are being passed by the republican majority in the bills that are being passed by the republican majority . I served on this committee since 9 11 but Border Management funding has been severely cut. Shelter and services programs, the very programs that are needed by those who come seeking asylum or even those who come whose asylum will be rejected, but the burden is on those local cities. And the uscis, transportation security administration, all receiving cuts. And then of course were dealing with this particular legis legislation, leg and energy and commerce. It is important to note that funding dealing with water, dealing with climate, dealing with renewables are all being cut. I offered amendments, in particular the deal with water, that was not accepted. I offered amendments to ensure that daca residents could be hired, which we have done before, those are individuals that did not spend any time in their foreign land, brought here as children, and are now doctors, paramedics, lawyers, teachers, because of the daca program, and we cannot hire them. How incensetive is that. The regulatory agenda being carried out at the pieden department of energy is cuts that will leave americans worried comb how they will be able to afford to heat their homes, from gas stoves to furnacees and air conditioners, the administration is forcing them away from technologies that work and pushing them towards more expensive and less available options. Time and again the left tells us that this hardship is the price we must pay for a socalled greener and cleaner future. We told america how republicans are slashing programs in their extreme Appropriations Bills. We voted down the republican plan that keep our babies, children and mothers from going hungry. Cut educational funding and cut support for small businesses. Thats what they wanted to do. But the American People heard our warnings and their voices rank through congress and finally we had a clean continuing resolution without those cuts on the house floor with support from the American People democrats led the way in keeping our government open. It is a continuation of our work from last congress where democrats pass laws to make investments in our future Energy Independence and in our vision for World Development that has been lacking for decades. The lord says my plan is not for you to suffer, but for you to prosper, have hope and a future. Democrats show that we are ready and willing to make that prosperity plan a reality for americans and especially for Rural America. For too long in Rural America and rural new mexico, our families have been leaving the farms and ranches that give us our identity, that give us the food we eat. I am looking for an enchanted Innovation Hub in new mexico. Now that republicans are in charge, they want to gut those bills making rural families pay more and get less. The Republican Energy bill wants to gut rural projects in corona, new mexico which installed the largest wind farm. I call it route 66 of Renewable Energy. These wind farms are Generating Energy for local ranchers. Many ranchers in the country dont make a profit. Ranchers did generate enough profit to cover their own link expenses and debt obligations for nine out of 10 years. The democrat prosperity plan changes that equation and allows ranchers to earn revenue from clean energy and from food production. Whats more, a wind farm in a rural county will provide 1. 3 billion in taxes in 30 years. Lincoln county has never seen such revenue and can invest in behavioral health. Rather than build on the transformational investments that democrats made to support our Rural Communities, what are the republicans doing . Gutting our progress. They want to look backwards. Indeed all the appropriation bills that the republicans are putting forth hurt american competitiveness and hurt rural areas and they hurt families who need to save money. Rather than incentivizing the programs that our children will need to save this planet and outcompete china, republicans are taking us backwards. What did this do . This drained our emergency supplies since the 1980s, lowest levels since i was born. Who benefited the most . It wasnt the American Worker but china. Chinas state Refining Company bought two Million Barrels in 2022. Instead of powering chinas economy, House Republicans are passing legislation that Lowers Energy costs and ends Green New Deal programs and restores our Energy Independence. I reserve. This is the wrong path to go down. I am proud to support the underlying legislation which restores the Strategic Petroleum reserves. It also helps our National Security mission, increases funding for ports and inland waterways and invests in our nations security. After the previous majority spent 3 trillion outside the appropriations process, this legislation brings in billion of dollars to bring our out of control national debt. We are lowering costs, reformed our permitting process and allowed Mountain Valley pipeline to finish construction. This legislation keeps up that commitment to the American People.
