Intelligence and National Security conference hosted by cia and George Washington university. This is just over one hour. [inaudible conversations] good morning. Welcome to the of conference presented by the cia and George Washington in university. And director for cyber and homelands security and serving as emcee for the day. I am excited gw will partner with caa to host this most important to vent. Please silence your mobile devices and telephone. This is open to the press and being web cast live and recorded. The of commons of the speakers and panelists and moderators are on the record. As seen as achieving strategic a vintage we will attempt to provide insight how america can achieve strategic advantage to address future and global challenges the opening keynote speaker daily look sad and addresses a part of a National Security talent challenge director pompeo manages intelligence covert actions, and collection and critical three liaison relationships. He was sworn in as director on january 23rd, 2017 before he served four terms as a member of congress and came to this position with a solid understanding of the role cia plays as a member of the House Select Committee on intelligence and it is my great privilege to introduce the keynote speaker, director of the cia, director pompeo. [applause] thankyou and good morning. I know you are looking forward to the Panel Discussion that will be under way so i will be brief but i want to say a few words about the subject of the profession of intelligence. Em what it means to practice that a world of speed and adaptability and constant change but imagine the way they are traveling on foot right now the three foreign capital well on a critical mission. Tracking the adversary at lightening speed and as an opportunity presents itself. And through that success to the hot style target. Been in a few hours halfway across the world and then with that actual Security Mission with United States of america. Working than hard places. And with great frequency and i consider one of my knee chief responsibility of the director of the cia to make sure i have the power to seize that moment with the tools to take action. Speed and agility have been the odd part of good intelligence the they have never been as critical as they are today. This is every facet of the Mission Weather operations or analysis or support, a science or technology and the digital realm. The rate of change matters and we must keep up with it. Many adversaries today are nimble and how they will attack america. Those institutions that are charged with that complexity with the need to coordinate efforts to operate in a democracy to make a hard to move as quickly as we would like. I was attending a meeting a couple months back and i was asked if our adversary to the particular action or how we would respond and i said there wont have a meeting like this. Not everyone laughs but i meant it. They dont spend a lot of time on process and that gives them a bigger vantage but not insurmountable soever we could do to shorten that kind of response that they are able to put into action caa has the most important ways to do this to have faith and our workers to have more than enough talents but they need the freedom to ruth carry it out that prevent them from taking swift and aggressive action. Not exceeds their authorities but indeed quite the contrary but their rigorous review of the actions we cannot tolerate if were achieving our Mission Every step and every person should have value to the process as a large Government Organization one of my predecessors noted this during his tenure under gen urged the bush george w. Bush order was struck by how much bureaucracy had grown up he likened that to in this prairie grass but in less it was beaten back for what we need to voodoo for many of maya predecessors did admirable work and to continue their efforts to recognize the needs to i unleashed the awesome talent it is in our blood negative culture going back to world war ii cia director William Casey said we did not wait six months for a Feasibility Study that the idea could work you gamble that it might and you did it. Only 15 days after the towers fell the First American and boots on the ground after acting orders from president bush. Only 15 days. They did not gather a panel for proposals or recommendations just a thing at a the helicopter in northeastern afghanistan with a suitcase full of cash and weapons to take the flight the fight to the taliban. Into the ingrained in to who we are we look for in the young people that we recruit dissident a question of creating that culture that restrains them. And enable that culture to flourish. Those challenges of today require nothing less that is a defining trait of contemporary life. In every discipline i can think of the neck holds true for university and iran and Aerospace Company before congress after those attacks all things aerospace plummeted we were devastated. What saved us was to act quickly and aggressively by cutting costs to overhaul the Business Plan and we survived in defeated our competitors. Crisis taught me that a . Decision making matter a lot with those jobs and families were dependent on our success. And you would know right away in the customer stop buying your product the board of directors is asking a you can fix it. And then those what crop up in this and that people try to come up with red tape and it just happens. In government often serving the best of intentions with an extra layer of review to add value to reduce the chance of error. In the idea is to reduce risk but there is a cost to everyone if each process and adds its own former press. If mechanisms were placed to reduce the bureaucracy make sure we do not create a second at the california. The risk of agility and speed is not one that we can afford to pay. With each passing year it accelerates as they depend more and more with insight. And options. Bin the needs of President Trump and the National Security team with speed and agility we must retain in our power to be more flexible and quicker to be sure we move that the speed we demand to get a chance to hear from those fine officers and i know every one of them has heard me say this over and over. And if you are in a process then get out of the way. And more specifically impressing to the lowest bubble that has a Value Proposition when it comes to ruth operations you want to call the shots to the maximum extent possible. Said to consult here at headquarters to coordinate about the most of issues and no one doesnt need to be involved in the process. I have confidence in them with that good judgment to understand the of commanders attempt in the rule of law and how to prosecute efforts against adversaries. They have to make sure those decisions are made after all the almost always have the of a grasp on the details their the ones leading though way this is true of all endeavors including to the most difficult missions. We have endeavored to streamline that Decision Making and that all organizational framework to reduce the number of people to do signoff but the question is are they speeding been set to add value or deadweight . The results is to be faster and more rigorous both at the same time. The ability to collect intelligence far outstrips the ability to process the volume of information is too great an overwhelming by the human brain and of course, to come up with brilliant insights to zero in on the good stuff. Finally we years sending more of the team to the field this is where they are preparing to take america down. This is where they are fighting for more prosperous world and where the of mission this and the closer we can get to the center to deploy a hour people and resources the more we will engage and to keep america safe. And crush our adversaries. If we do these well and officers will hit it out of the park to have the fighting spirit of the predecessors and to safeguard our nation. In the Conference Agenda but before we do that also things to Gw University and i especially want to think the new president for hosting us on his campus. Frank is keenly aware of the challenges of these cia. There will be some things you dont hear to day discussing the world of intelligence is tricky but 1,000 times easier with partners like frank so i deeply appreciate the work he has done. The theme is to achieve strategic advantage and could not be more fitting. And then to stun the public. And that soviet planning because those that guide the nations response. With a declassified article along with hundreds of pages of related documents so historians can tell this story to find it on the public web site of caa did the van nationalsecurity students and leaders will have a great retreat today. Those that have done only those issues inside out there know how to talk about them. Into expect with clarity and sophistication. And to limit those discussions to those bright shiny objects. And to be at the heart of those left issues and then to discuss those challenges of espionage to of the interconnected world to do so under the rule of law. In mid featuring john brennan my immediate predecessor and even webster. It should be a memorable day full of discussions and lively debate. I am headed to the white house shortly and i have a long list of work to do with my team to keep us safe. The president is an avid consumer of our product as is our cabinet he is grateful for these professionals that are here today so thanks for your service and for all the work you have done to protect our country per but thank you so much i hope you enjoy a the conference. Have a great day. [applause] thankyou director pompeo for your Incredible Service and to insure your providing the leadership to the men and women thank you for that the director just spoke to the need for speed and agility and constant change when it comes to the profession of intelligence. I never saw a james bond ever once the lot of form and those dont follow those same principles with speed and constant change and the benefits or the consequences before we kick off the first panel things to my gratitude and staff to the cia office of Public Affairs they often dont go into the same sentence they are phenomenal the most professional group i have worked with over the years for girl faulty effort that goes into planning and we have a few ground rules. You are allowed to take photos of speakers but request not of the fellow audience members. Food and drink are not permitted inside the auditorium you are welcome to bring in bottled water. Each panel has a discussion of key when a portion please line up at the microphone and in consideration of tiny beads of precise and asked questions directly relative to the topic if i have to be a topic a tyrant will. China moves with the South China Sea critical Economic Issues to provide strategic advantage to policy makers had been seen u. S. Interest in the region. With an Amazing Group of experts in the asianpacific region and then to moderate the panel and the Deputy Assistant director and the board of managers has done yeomans work please welcome them to the stage. [applause] thanks for being here it is an ideal opportunity to live in sure i will enjoy this as much as you do. So i wonder that there is latta of rhetoric of military options and a lot of analysis but in your view what about military conflict over north korea . Right now is the most immediate National Security threats to and at the same time the most longterm strategic challenge we have to do think about the National Security problem and hope to address the. North korea is trying to establish itself as a Nuclear State as kim jung un is focusing as the wrestling with a northeasnortheas t asia and what kind of relationship china once with the United States. With those concerns about instability to establish a stable relationship and to impress upon not just any immediate National Security threat. End that is essential Going Forward even for the audience comfort what is the level of concern or nervousness the backandforth could escalate on military change . And those said higher calling them to manage that behavior. At the of that arms state of that increase seen escalation for those to press back in the a field that will continue. But kim jung un is a crazy man and irrational actor is the . Or is he rational from the perspective of north korea . I think he is a very rational actor. The last person who wants conflict is kim jung un he wants to rule for a long time and died peacefully in his own bed. And we have the tendency that runs through these totalitarian regimes. There was no interest going toe to toe. That is not conducive. And then to say they have to show credibility. So beyond at as a rational actor is very clear. Is then that policy of the United States. So north korea is like a prizefighter. Maybe not all the way back to the lord days. And then just to get back in play. And then from the perspective. Acetamide the on the minds so with that risk at the moment to marry a miniaturized Nuclear Warhead would day fire that at the west or is that a last resort with a military conflict . Out of the of blue attack with kim jung un as the rational actor. Strategically though weapons and freedom of action. And i think that threaten the u. S. Why would he do that . Because he wants to keep up out of the sandbox. Yes progress special representative with the george w. Bush presidency were involved with the negotiations speaking to mr. Clapper he was a voice of whats on the table has to be a pledge for no nukes on the peninsula of you have talked to them before and you are well aware of the negotiations. How do you factor that history with the prospects for the Current Crisis . We have agreements with north korea. With that framework of 1994 in the fact of the matter is with that plutonium program we have that process of 1989 and the also visiting with president clinton so that was progress to the nuclear programs. In with those Nuclear Weapons. The only way they will stop is if they say we know you have concerns we will address those but to stop launch missiles i dont know how you dont get there if you dont talk to them. What we offer them a what we wanted return . And then they have to stop bin the nuclear test. Literally travel of a piece of paper from that a line albright as secretary of state they won a Security Services and a peace treaty. And with the Economic Development assistance. To pursue Nuclear Weapons for a number of years. Inez they were promised so there were a number of deliverable available but the main one is security. Pharmacist ended the korean war. To scale back. I will put you on the spot is north korea more or less likely to negotiate if u. S. Pulls out of the agreement . Personally my view is it did say message that day sign into agreements but my personal view that having insurance but if we complimented the agreement and talk about missiles and things like that we could enhance the agreement. Understood. Talk about how china is the key to put pressure on china they are doing more but not enough but frankly they have different priorities. So is in the simplest terms can do more to use squeezed north korea . On the flip side they dont want to knock the of regime down. 01 to increase pressure. Was a defect that will have china still accounts for north korean trade but it is noteworthy by Public Record by their statement theyre also very sensitive only agreeing to limits on trade to maintain influence probably worried about undercutting that. But publicly their policy is to support the denuclearization but to put a priority on stability but the challenge to look back and reflect to what extent they continue to provide north korea that at the end of the day north korea and the region and what they are forced to do do to recognize the support group with more threats to stability but my hope is that they wrestle with this equation in china. End where we could find a way and somewhere in there they can do more but that general way of china. And then just to go through a couple more topics but that general state of mind one of those issues that is relatively sanguine orchil then the public discussion. I. C. E. Cds headlines is no more e alarmist that for instance they have no interest in n committing suicide in putting this to looby ambassador how called this would play out in the coming weeks and months . Is north korea is in crisis . But with our allies. Said to use as the imminent threat. Can we shoot that down . And those capabilities are pretty impressive. And a fed is the imminent threat we would take it down. But the law not only permits that but the country expects that of our leadership we would protect them from the imminent threat and in this case for three a they have missiles and nuclear. Whether us or the allies the take at logic or to be misconstrued. That is very great. Oh what has to be done. Santry we are concerned in that could exist at any time. And every day with that situation that could escalate at any moment. But there is a clarity of purpose. And in fact, i told balaams staff my staff that columbus day was day holiday. [inaudible] as an instrument of National Power . So it is that understanding of their motivation. And at that point number three is a political organism. Talk about the need for dialogue. And then to come to a good place. Sudden
