CSPAN2 Rep. Greg Walden R-OR Fmr. FCC Commissioner Robert McDowell January 31, 2018

Not only not a Station Wagon but it wagon train in 1845. He served both houses of the state house in oregon and in 1998 was elected to the u. S. House on and im cutting through history very. He married to the very patient and virtuous smiling for the past 35 almost 36 years and they live in hood river with her son anthony. He was chair of the nrcc from 201216 where he racked up more of a larger republican majority in 80 years or Something Like that ever. Hes been chair of the House Energy Commerce which has unlimited jurisdiction i understand. [inaudible conversations] but as a former sec commissioner there are a few numbers and letters which are very important. W7 hq i and thats his amateur Radio License which we all had to know at the fcc. Why dont we jump right into things and theres been a few things in the new cycle in the past 12 hours or 24 hours or so and one of which has to do with apparently unnecessary counsel someone there has may be recommended that for necessary reasons the next generation 5g networks being built here with private risk capital of United States america should be nationalized, owned and operated by the federal government. So i dont know if you want to think about that longer or if you have an opinion or want to make this. Personal, thank you. I want to thank melissa and everyone who works on that in helping young people take an interest in getting involved in this internet ecosystem we all hear about. Thank you for your service on the fcc. When i chaired the subcommittee on televisions with internet and neurotrophic public service. We appreciate your leadership bringing your brainpower. We did a lot of work over the last two years and we expand out and be the center and we increase connectivity over the land. When i learned about this issue this issue yesterday when i broke and sign note did not know but it first thing that came to find we care about the security of her networks and all those issues the country but the first thing that came to mind was the hack that got into the government secure data called opm and the government that can protect the data of its own employees i struggle with the notion that it will run a complete architecture and network that will be taxfree. Nor do i think its in the best interest of the kind of culture and economy that we believe in Capital Investment in private sector and we are not venezuela. We dont need to have the government run everything as the only choice. We need to make sure these networks are safe and secure ana we know there are bad actors out there and in Different Countries trying to get straight so i get that you have to partnership but government taking it over controlling it is probably clearly not the way to go. I just sent a text saying from various sources saying that the white house is now announcing theyre not considering nationalizing by the. Thats good. Nor 3g or 4g. Theyre going for 2g. [laughter] its the next great thing. And i think we have to be will have these discussions. Were having fun with us here and we need to have robust discussions to kick out ideas and i get that and i dont think its elevated itself to where the white house has a position on this by the way and i have every confidence that some of the other important elements of the government and then tia would have waited in the proper time and manner in this. This is an elite document for the news reports. It should also trouble us frankly and this is the other part of me that the National Security council cant keep track of its own powerpoint . [laughter] just saying practice probably all i should say. M my staff says im out of time, gotta go. For this news broke with the state of the union coming up as weve always stated around the time of the union the info structure been a hot topic and the infrastructure initiatives have been bipartisan and i say that im thinking about spectrum in particular but could be a number of Different Things involving the internet and broadband in particular. What would you like to see happen this year . I like to continue to build on our successes from the past. Back to 2012 we were able to free up the process for the spectrum that went to auction and the aws three was 34. 4 billion for those of you keep score of cbo they said it had no value and gave it a zero score when it sold, 44 billion and then the rest of the television took place. Got to fix to make sure its properly funded which will permit to broadcast. That is working its way through the process right now and ive been in regular contact with to have to call in an assistant secretary for those of the eu dont know that hes the chief counsel in some ready for me for six years and now i have to address him as the honorable but not public. My team over here already has the letter written. Thirtyeight questions for everything he says. [laughter] but to continue, we did the 12 and we did spectrum option and were continuing to scrub spectrum because it is finite to find what else is out there that we can bring to market. It is a continuing effort. Second, the fcc undetermined by why want to give great applause to and has been a great leader to work with has identified they should follow the law. This is shocking news from the nations capital. There is a problem in the loss of precludes him from legally putting him the option deposit proceeds into the proper place legally. The last Administration Just went ahead and did it and he will not do that. We literally have to change the law to say you can deposit it here or there or wherever. Legislation to do that. That is high on our list so we can proceed in regular order with more spectrum auction. Second, we have a hearing tomorrow starting at ten and we have 25 pieces of legislation, ideas for republicans, democrats, republicans and democrats, democrats and republicans on info structure. A lot of it has to do with getting the governments processes out of the analog age into the digital age and by that i mean streamlining how you can move forward and getting the government to move at the pace of innovation in hightech sector. I will give you an example and ill refer to my notes because sometimes you get back checked in this business. Crown castle was a Wireless Infrastructure company in 2016 was looking to expand their tower site which is in the parking lot by a 14 by ten area adjacent to its existing tower. They had to prove there was no adverse effect in doing that in a parking. They had two dozen entities to work through and it took them five months to complete and thousandso of dollars just to ad 140 square foot around the tower they already have. My friend and colleague is introduced a bill to make clear to the fcc should be required to perform these reviews in existing rightofway or an existing facility expanded by no more than 13 feet in any direction. It is things like that that stand in the way of the buildout we all want. In our rural areas this is especially important. A district such as mine is so much more important than the 5 of the land in the district i represented is by the way two thirds the last mass of organ and with the exception of michigan because of the lake bue with all the siding requirements it is not that you want to avoid the environmental requirements but you need to be able to expedite the process so i had a tiny little town of less than a probably audited the people spend well 1 over three years trying to get permits to put for power poles on land so they could get three bays tower into this town. For power poles. These are the things he will get to see how do we expedite the process Going Forward that we want to make sure the mapping is done right. When the Obama Administration did the stimulus they push the money out the door for the new where areas for underserved or certain we want to get the mapping right and the limited federal resources does it spend on broadband buildout should be spent in areas where the least economically attractive privatesector and we dont need to over bill and we need to build where there isnt service or where theres minimal service. 39 of rural areas of america to be 3 Million People lack access to modernday highspeed internet. That is where the Public Investment to go. We want to make sure we have of series of bills to look at those issues and more. You come from a uniquely rural area and you just said how large it is and how to use the population is or very few people spread over a large area. What do you think some of the Better Solutions for rural and you talk permitting regular barriers that the state and w federal and local level but what else can be done . You always need the backup. Ge you always get fiber out across these areas and using where itm possible to streamline the siting process where we can but also i think the new Wireless Technology perhaps the new Satellite Technology and the ability to move for data through existing systems makes sense. Lets face it, some of these areas i have some counties for this one person for every 9 miles powerline. Thats probably not going to be economically achievable by connecting each house the cable or fiber but what you can do now from a wireless standpoint and when you get to 5g and get hundred x of the input you get lte double change lives. I think the faster we can get 5g developed here in out and removing ill call them analog impediments and getting the streamlined agencies in the Top Administration issued a couple proclamations to streamline their siding efforts and its not to void any of the environmental laws but to try to speed up the process. We look forward to giving more federal spectrums in your option for district split by the state. By thursday, good to know. [laughter] Net Neutrality. I know youre short on time here but how does the secs recent action affect broadband rollout but also legislative priorities . It affects it and its affected it for years. I remember sitting down in my Capital Office with similar food and then chairman upton and tom wheeler asking tom not to proceed and give congress an opportunity to legislate. We thought we are moving down a good path and then got reversed. He went ahead the title to regulation. The fact that was we had a real difficulty trying to find any bipartisan agreement on anything that became anywhere near the fcc since then because one size says its all Net Neutrality and no we need to modernize the sec and we are marching to that. Look we ought to be able to find Common Ground to prevent bad behaviors that all of us can agree upon throttling and locking are going to have hearing on paid prioritization because that gets into how the internet works today. You know, you have in effect paid prioritization and you have a situation where traffic is prioritized today and 911 calls should be prioritized over watching some crazy cat video on youtube. Right . Voice packets over data package. Things happen today in the management of the internet to make sense and i dont think theyre fully understood by the public or my colleagues or even myself. Thats why we do hearings and ask for the impact. We want to get the policy right but we need to get certainty. Certainty will drive more investment. If we just continue on with litigation versus litigation and administration versus Administration America will move further back and back in innovation. I dont want that to happen. I want broadband investment to go up not flat and i think youre saying that with the tax code change and other things we can do. We can drive more investment in broadband buildout and its done in the private sector. More than the public sector. Tyou think about the huge amout of coverage over the investment in the obama and ministration of 7 million in the private sector every year does about 80, 75, 77, 78 a year. That is where it is that and thats what will buildout. We need to submit that partnership and move forward anf get connectivity everywhere we can at high speed. Id like to see us move forward to bipartisan way on the issues we can find an agreement and i nk the cra is dead on arrival at 1600 pennsylvania avenue. Its great politics for some but it is not even if it passes the house and senate i cant imagine will end up with it on the paperwork. Why dont we come together today as i tried to do for the last five years for the Net Neutrality rules were implemented by the Wheeler Administration and legislate the space. Im asking all parties lets do it. I draft proposals on the table that is probably 2014, 20. Part of what youre saying is the cra effort is not the legislative solution for advertising but it. Its just a bulldozer. It takes you back to where it was and the fcc cant do activity in the space was likely which may not be what people want. Beyond that you are seeing a growing debate out there including where surprising characters that is more than just the Internet Service providers may need to have a discussion about Net Neutrality and it may be that edge providers or the base books and amazons and all that. The more you learn about how they operate in their algorithms work in the trolls and no matter how many followers usually have and how many did you just buyve and yet someone monetizing that by the way. You go back to the museum and the great newspaper business and they have to certify how many readers they have and to publish that because that is what they still advertising rates based on. Think about todays information a world where we get scammed in this market when you buy and who knows. I dont know. We know there are bots out there that tend to be people and there are followers out there that dont exist and all this is getting monetized so i think theres a role for the fcc in congress is a scenario where your committee will be doing further investigation. Absolutely. State of the market to. Absolutely. Heres my view. You got to the consumer first and if you put the Customer First it means you have a market you can trust and that will drive innovationou competition which has lower prices and expansive choices for consumers. If there is bad behavior we will go after it i dont care who it is in the Energy Commerce committee has a pretty good record on doing that going back to going back to public and democrat chairs. Excellent. You mentioned earlier the broadcast process and this is in the wake of a 600 megahertz auction after 2012 which we worked on a little together and you were writing it. Its a complex endeavor with the fcc is about to undertake and you mentioned before there might need to be held help or thought in the commitment that was made to broadcasters when that was being put together is if youre not part of the auction we will do our best to make sure you are not i harmed and harmed in terms of the overall viewership whether you should have to pay some penalty just because your license and youre getting moved around so additionally in the legislation we put forward we had 3 million with the identified figure we thought it would cost billion and now the now we have allocated the proceeds and we have to find money to make this up. We need to bring this up not only to keepto up but to grease the skids of getting the repacks done. Public broadcasters are running this in public stations are running into aru problem because the fcc is laying out 80 of the money at the time and there are questions for you to go and when you commit to an whether you get reimbursed and we donte need that what we need im working hard to figure out the funding stream and make any associative changes we need to make the repack continue on time because youre on a tight timeline here. Your tower issues and limited supply of people and thats an issue weve looked at and we dont need anything that stands in the way of this progress and what stands in the way is building up new networks in the higher speeds through inputs and coverage areas. We need this to stay on track and the investors and spectrum paid for him and they predicated their Business Model on that broadcasters were promised that they would not incur any losses in congress now needs to step up and i think will have an opportunity to do that spirit you think that can be done on a bipartisan basis . I hope so. Ive developed a working relationship with frank and even when we disagree is amicable and i know he has a bill authorizing this and its always easy to offers by the way and hard to appropriate from a standpoint. But weve got to find the money and i worked shoulder to shoulder. Very good. I know are running out of time but the recent false alarm in hawaii brought attention to all of our Emergency Alerts and even a conversation regarding 911 and next generation 911 in what would you like to see happen with that . We will have a commission for the committee next week. As an as i write this track. [inaudible] the very. False alarm. [laughter] im an amateur Radio Operator although im not acted too much but to i guarantee im the only chairman on the committee wired an Emergency Alert system or two or three in Radio Stations because my wife and i own a Radio Station for 20 plus years and i pretend to be an engineer at times. I know a little bit about that and i go back far enough to know when it was the emergency broadcast system and it was in the control room next to the operator and inside was a peak envelope that had authentication codes and it in case of a National Emergency and those goa changed and ill say there was a period of time got a new envelope thated destroyed and im not sure what will happen but its like ripping the thing off the mattress but seriously this was very well thought out and i cannot imagine a scenario where me sitting in an a. M. 13k are those pushed the wrong button we have a nuclear attack. I dont know ho
