In most races securing the ranks of ninth place wont get you anywhere near pudding. But with more than 20 democrats of the president ial nomination, breaking to the top ten is pretty good and worthy of a spot here. At the national prescott. Our guest today, senator Amy Klobuchar has served in her state on capitol hill since 2006. She is considered one of the more moderate voices in this county democratic race. That means she has a plan to address Climate Change, a trillion dollar infrastructure plan, 100 millionn plan to address substance abuse, but she is not promising every buddy free college or medicare for all. Today we need a new 100 day plan for america. This time it is not only about longterm economics and how so many people are h not sharing in our economy prosperity. Because when parents do not want to show their kids what the president is saying on television because it is too embarrassing or not appropriate we lose confidence. The president has used the power of the presidency to advance a meanspirited agenda, sometimes to invigorate his space at the cost of policy. I can tell you what has made our head spin and that is when the price of over 2500 drugs have increased by double digits in just his first 14 months in office. He has done nothing. The solution, lets be more aggressive, first of all coming and this i, andthis is the big t how we enforce our antitrust law and i have many bills we can get done in the long term, but in the first 100 days, i can update the standards for reviewing both horizontal and vertical mergers. But guess what, a president can do it herself, and that will keep guns out of the hands of abusive partners and we go from there up close too introduce a bill. One just passed the house of representatives, for the bigger raems including background checks. Lets reduce incarceration rates. Weve got to start with the first bill but there is more we can do. In my first 100 days i will create a clemency Advisory Board<\/a> on actually day number one to begin reviewing requests for clemency. Lets take mentalhealth and addiction a priority and address workforce shortages like psychiatrists and other Mental Health<\/a> professionals especially in rural areas. Lets tackle disparities in maternal and infant mortality by developing a National Model<\/a> for care. We can target funding on Alzheimers Research<\/a> and put us on track to develop a cure, treatment and better prevention by 2025, something i was just talking about at aarp. It is longterm care and alzheimers which will hurt 15 million americans by 2050, the doubling of our senior population is like the elephant in the room that no one is dealing with were talking about, but we have over 40 Million People<\/a> right now who are seniors. When it comes to our democracy, we can stop the insidious discrimination at the ballot box by restoring the Voting Rights<\/a> act. We can immediately nominate judges n to fill the judicial vacancies. Judges will follow the law and respect the president. We can make it clear that the president and Vice President<\/a> have tthe Vice President<\/a> have tof interest laws and required the president to make tax returns publicly available. We can publicly post executive aibranch ethics waivers and rept reports senior officials conflict of interest in rulemaking. All this can be done by the president and we can fully fund freedom of information act offices and post requests online. Was to shedde a light to discloe all political spending over 10,000 to shareholders. Finally, lets stand up for net cneutrality. I will use federal contracting requirements for encourage broadband providers to honor Net Neutrality<\/a> principles, and we can immediately put in place a plan to connect every household to the internet by 2042. When they voted last year to turn the house of representatives back into the peoples house because they didnt like what the president was doing when it came to health care, when they didnt feel like they were part of this economy, they were demanding results. And when they vote on novembe november 32020, the American People<\/a> will once again be demanding results. And when i take the oath of office on january 20, 2021, that is what i will deliver. Vigorous action. The American People<\/a> are hungry for this change should and believe it or not, some of our elected representatives, many of them are hungry for it to. Too. If they plan to return to the optimistic policies of one of my mentors who always said politics is about one simple thing, improving peoples lives. Longterm care from alzheimers, all the things ive mentioned today, infrastructure, affording college, bringing down healthcare premiums. Sono. Instead its more chaos. It passed the senate with significant report and the house stays democratic. We know that agreement is tsomething that the chamber of commerce supported as well. Im talking about the 2013 bill. That was in agreement with the path to citizenship supported by the migrant groups and the farm bureau and farmers union. It was a widespread agreement that was very detailed. So, thats why i know that there are people out there that want to get this done even more urgently. Look at the dreamers appea deale understood the needs of their stay for the workers and what we had back last time for even mo more, workers and industries and the homes. Im just telling you you want details of donald trump, youve got to step back because how useful this is not only with more chaos but with longterm solutions for th to the americae to listen to. I think immediately you can start allowing asylum in the countries themselves. That is a partial policy that the Obama Administration<\/a> had the Trump Administration<\/a> reversed. I think that would be helpful. I think you can work to stabilize the situations in those countries by working with our allies. Allies. The comprehensive Immigration Reform<\/a> is helpful in aen big way because about the deficit down and this is the 2013 though the cbo score by 158 billion. That is why Grover Norquist<\/a> aide at one of his top priority is. 158 billion even though a small amount of the money would be useful for upgrading some of the securities of the border and putting the money where we actually needed and also for helping those countries in the northern triangle. I think my policies would stop that and set a date for the cutoff date when it comes to a path for citizenship. Then you improve the conditions and allow people to seek asylum boston correspondent with the star tribune. You talk about the chaos that the president likes to create. He created a lot of chaos yesterday on the south lawn and we did write about it, but you put your self as a moderate candidate and the president s statements seemed to be pushing democrats towards having to embrace people who are very farreaching in the party and im specifically going to ask from private or state are you worried that your need or feeling its going to shower you with some of the moderate people you are going to need to get the nomination and especially to be elected in the general election. What he said was racist and youve got to call it out when people do that. By the way it was and just democrats, there were a bunch of conservatives and commentators who called about as racist. You can just let it go when he does these things but your point is he does these things to dominate the discussion. As president first of all, im not going to be doing that, but when he does these things now, you have to make your views known and continuous dressing as i get don have done today with e American People<\/a> really what they want to hear from us about what they really want us to get done. Thats what i think this was about and i was very interested in what he set out today because it got to a different topic where he said if you are not happy in this country, you should leave. That gets us to a different level of who has to leave and i actually said this morning that means hed have to be deported on day number one of the administration. H a happy warrior, he is not and in fact our Founding Fathers<\/a> envisioned that this is a place we would work for a more Perfect Union<\/a> happily or unhappily to advocate for change we would always be continually expanding on this great americans experiment in democracy. So again, hes going for this discussion lands there. It is the right thing to do to say thatay you cant tell people to go back to the country when they are american citizen, no, you cant do that. And hes doing it for racist and divisive reasons and i think the third thing is we have to continue calling him on what het hasnt done, all these broken promises time and time again. How do you evaluate the policy and what is the appropriate policy that you cant suggest . I think we all know the issues with china, the way they manipulated the currency and the way that they have stolen intellectual property and the way theyve subsidized industries. It is in thees right for the ret of the country and for our global economy. Those things are very wrong and theyve put us at a disadvanta disadvantage. So of course it was time to push to china. I know in my own state i can use that as an example because when it was running rampant, i actually brought in chief of staff of two northern minnesota, met with the workers and people up there on the Iron Ore Mining<\/a> and we had a major discussion and the administration thought it took too long ago they changebut theychanged course and enforcing the law. It turned things around and china was a major part of that. My answer here continued to turn around because the wall continued to be enforced. My answer is you use the negotiation and stand with our allies because we are stronger when we, do that and make sure whatever you use if you are using whatever tools that its targeted. To me it doesnt feel like hes done that. It feels like a meat cleaver so you have people that are hurt by his policies that would have to be hurt. So, i think that so much of this if we are going to achieve a better place for the country with china we have to keep pushing and doing it with our allies if we have to be targeted. I guess the results are g in an earth. Has become dred 91, is that what it is . The billion dollar trade deficit. It is that the worst that has ever been. In theac back and a blue shi. He talked about integrating his space and that is what he was doing about the congresswoman. Your state has a lot of supporters of the president. Do you believe that they are fueled by racial animus . A lot of the people that voted for donald trump were hardcore republican. I dont know what their views are on race. S im sure there are those that are racist but im not sure the people that voted for him but also vote for me and the people that have tended to be voters but sometimes the democratic candidate for president obama it felt like they didnt see the share of prosperity that it was still hard for them to send their kids to college where they see the price of insulin go up from 18 to 1,200 a month to the point i brought to the state of the union a woman named nicole smith whose son was a restaurant manager in the twin cities and he aged out of his parents with care and couldnt ldford the insulin. He was diabetic and he started rationing it and then he died. T . When you are someone that has experience q. And you think that you need help, this happened after donald trump was in by the way, and there are plenty ofpl people that feel like that before the 2,016th election, you vote for change. So that is why in the debate i was surprised more of my colleagues didnt do this, but e think that its important to those voters and some of them are watching these democratic debates for those independents, moderate republicans who are not in a trump core base i think its important to make the case out only for an optimistic economic agenda which ive been avdoing and have done today but also for these unmet promises and things he has said, the untruth that hes told the American People<\/a>, so i think you have to do both things. That is my answer to you. No, i dont think that they are all racist by any means. Weve seen the president engaged with the progressive congresswoman and the language he is now using has devolved into accusing them of stealing vital hateful disgusting rhetoric of antiisrael usa if you are the nominee, what is going to be your approach dealing with perhaps some of the language that will be coming at you in light of such a nasty political environment . Ive made it clear i do not agree with some of the statements that some of the members have made. I think a president has an obligation to be the face of the American People<\/a>, to be the face of the country abroad and to be the face of the country for little kids. My mom was a teacher. She talked kindergarten and she loved that job. She always thought of the job in her classroom with 30 kids. She was their role model. She was the role model when it comes to how you learn and the importance of school. But she was also a role model for values. I used the example of how she talked this monarch butterflies that it was her favorite thing every year and she would dress as a Monarch Butterfly<\/a> when she released a butterfly with all of these adoring second graders at her and she would would have typhon and a tunic and a sign that said to mexico or bust. But i didnt find out about the story until after, i knew she would go Grocery Shopping<\/a> in that outfit as she thought wasas funny afterwards. But i never knew why. She did it because on the visitation of his mother comes s up to me sobbing with severely disabled son, adult fun standing next to her and she says to me this is my son and he had your yourn second grade and let mom. A she was so great and loved learning about the butterflies. Every year after he graduated he hgot a job bagging groceries at the Grocery Store<\/a>. Every year your mom in that outfit would come to the Grocery Store<\/a> and stand in line and give him a big hug. That is more than being a teacher. That is showing values. Thats what we need in a country. We need a president that is willing to show American Values<\/a> and goodwill. We spent a lot of time on these debates, but you also do it by how you speak and what you say to the American People<\/a>, how you treat your colleagues which i have a strong history of working in a decent way with democrats and republicans to try to get things done. I know that isnt to say this election season, but i think it is part of what we need in a president. And we need someone who is going to speak todo people in a way tt doesnt divide them, that brings them together. Senator, you had a strong relationship with the h medical device industry. Youve been a big proponent of repealing the medical device tax. Didnt mention anything about that in your first 100 days. Has your relationship with the industry changed and you started running for president , and what would you do if anything in the first hundred days about the mental device tax . Theres always issues come to the safety issues and regulations that have to be put in place, and they made that very clear in supporting measures that will allow for the approval of m medical device to keep safety provisions in place. It did not include any kind of checks on them when it came to negotiations under medicare or doing something about bringing in more generics. A we started going into the taxi and started realizing they are not the only number of people that have voiced problems with this because it is essentially an attack on manufacturing. Senator warren was supposed to this tax in one of the issues that she faced when she was running for the u. S. Senate in her first race and was opposed to the tax. Simply because it is an attack on manufacturing. So i dont think that i would take any kind of action in the first 100 days i continue to believe that it could be suspended and i think it can be done even before i become president. And it is currently suspended. Your plan will be paid for by an increase in the Corporate Tax<\/a> with the loopholesop and other thingsse they are still trying o fix it and i think everyone knew the tax rate went way lower than anyone thought and the plan for years with republicans at least the ones i know in the senate is when the taxre reform came that would be an opportunity to get infrastructure done and the numbers at the beginning even with the Business Community<\/a> to bring the tax rate down but nowhere near to where it went for the numbers around 25 or 26 nd they probablymu didnt like that one as much as 24 . And instead it went all the way down the Corporate Tax<\/a> rate to 21 . If you even bring it up to 25 , bubut its 100 billion for evey point over ten years. So that would get you 400 billion right there. I dont think you can get this infrastructure package done in the10 first 100 days. There are many members because of the globa google infrastructe needs with water in th and thens are not always glamorous but a big need with water and sewer and roads and issues that we have been having with the electric grid and levees bursting in places like iowa, theres just a lot of body and want to move forward with infrastructure. So, what you do this tidy and pressured her package and with the tax bill and you move to get it done. I think it is a smart way to do that and i would add to the other papers i have in there is a 150 million that you get back by giving back to the International Pass<\/a> rate the way that it was instead of the average rate which is something i can do on my own. One is 300 billion for infrastructurenf financing is a blonde bill and the other is by america bonds which is the proposal put forward by senator hoeven and senator wyden. I am trying to put a realistic package together with a number the president used himself but then all of a sudden he said 2 trillion then took up the meeting and walked away and they never got anything done. I think those numbers have been out there for quite a while and are achievable. If we want to move on infrastructure in a big way. We have time for one or two more questions if they are quick. I wonder if you can talk about any plans for longterm care and or concerns about Getting Health Care<\/a> for the speculation. One of the issues is because the president hass literally ben relitigate in the Affordable Care<\/a> act not just in rhetoric but the case in the focus on this overtime and sabotaging the exchanges, we have really gotten away from what is the elephant in the room, not the Republican Party<\/a> but the longterm care. On the expanding on the Affordable Care<\/a> act with the public option and bring premiums down and using reinsurance as well as taking on the companies with the ideas that ive been waiting for years for longterm care has to be addressed. We have Something Like<\/a> 43 millionee seniors and we are going to see a doubling of the population in the decades. I used to call that the silver tsunami and then they told me that it was negative, so i called it a sulfur search. We are going to have more and more people are living longer. We are going to have more and more women that are living longer. So, that comes with it some benefits it also costs. Lets go to the benefits. Retraining seniors. Theres a lot that wan wont wof we dont have enough people working so its actually something that aarp has been up front on. Its an interesting concept. I personally am a big believer in multigenerational workforce as i learned this in my state office when i first got in the senate and i got a call from the former head of the National Farmers<\/a> union who had retired and he told me he wanted to be my outreach person in minnesota. I thought you were going to have to put up chairs. He was a delight in the workplace and not only because he was so good on those issues, but because of all of the people, the millennial se set always go and consult with them on theirhe career paths. He ended up becoming the commissioner of agriculture to the state of minnesota and had three retirement parties, another story. Making sure workers we have our retraining workers that is theav benefit of having a lot of seniors and theres all these benefits for o the country. What do we have to do in terms of thers longterm care . Iwe have to be flexible. People want to stay in their homes its not lik like where everyone went to a nursing home, they want to stay in their homes we have to set up the funding infrastructure in a way that accommodates that as well as the work force structure. We have to find a way we have medicaid which we will keep hyrong an and we know where the families is that other longterm care. But then why not have tax credits . And i paid for this right away with a tax on trust funds over 500,000 mark for charity but for family members. I think that is kind of just as people are aging base of the suns with their kids and all the money they make on it doesnt get taxed. That brings in 100 billion that you could use to help pay for longterm care and one way is to directly pay for some of it with a tax credit to help people read second is an incentive to beg longterm Care Insurance<\/a>. In my own, my dad purchased Care Insurance<\/a> when it was easier. He is now 91 and assisted living i know the exact dates when his assets run out and he may have to change to the different facility. E dont think that when he istan now takes medicaid. I know where hes got to go and i have a plan. I think a lot of families struggle with that. Work force, that is another come and ivehave gone through the reasons we want Immigration Reform<\/a> as we have all these occupations where we dont have enough people in them and it can a big problem, talking to the people in iowa at the Community Center<\/a> in the morning theres, workforce issues. You can fill those workforce issues with senior training ideas. There is also coping, helping people pay back Student Loans<\/a> loan forgiveness but extending it to in demand occupation like those in the Health Sector<\/a> would be a good idea, one that i would put forth into the thir and thes of course Immigration Reform<\/a> that people can legally work there. Those things would be helpful. And i just think when you look at everything we need to do here, it actually feels hard when you are the family member, buter there are solutions we can all agree on in our country. Its actually a problem brings people together more than the things President Donald Trump<\/a> likes to talk about every single day. The last thing i would mention on this, 40 Million People<\/a> are forecast to have alzheimers by 2050. You can prevent this from happening or lessen its effects and also treatment, then of course the third thing which is finding a cure. Those would be huge priority for me. Having lived at this, ive seen the people that are here working in those units it is not an easy job. The people here are the husbands and wives and brothers and sisters and daughters and sons doing the work taking care of people who while their hearts are still there, their minds get further and further away every single month. I would stress again the president came in with a gift of a stable economy which was on the backs of workers and businessesss that got us through the downturn. The result is that they showed. And when you are leaving in a moment and a time like that, your challenge is to look to the next challenge, not to just divide people to get reelected or to look for the lowest common denominator or what you can talk about. Go to the highest one and that is the challenges we have now with longterm care, taking on these days. They are opportunities as well as challenges. Taking on Climate Change<\/a>, training workers to compete in a global economy. Doing something about Immigration Reform<\/a>, making sure everyone is sharing this economy so that it makes it stronger going forward.
