I would like to recognize one final desperate 11 days ago, we saw our worst fears realizeden since we are attacked and injured by rabbi ruttenberg, would still in critical condition. He also saw the strength to fight back. Would a man steps forward and put his own live at risk to save others, and took on exhorted the machete attack her. As we gather here today, to assess our situation as we enter this new year in 2020, our state and the stronger than our has been a decade that the ocean we navigate is is tempest tossed as we have seen. Waves of anxiety injustice and frustration having a windows of anger and division creating a political and social super storm. Everyday are people of the seas by crises of people and unrest. School shootings, tug massacres. Term grabbed turmoil on university campuses. Homophobia, the increase in hate crimes, these are the ago signs of her times. In the forecast is that it will get worse before it gets better. They are head will the worse. Rather increase turbulence. Impeachment proceedings and divisive campaigns, increasing global conflict will only aggravate the conditions. The administration in washington has seen the tensions but instead of addressing the causes and the anxiety and resolving them, and is seized upon them for political purposes. Spending them up and icing them and exploiting them. Move a divided nation and a polarized federal government. Everyone is pointing fingers. But no one is pointing forward and no one is pointing up. These are the times my friends, would new york state is comicon. To set a course for a troubled nation in search of its way through the confusion. New york at her best, is the progressive capital of the nation. We must fulfill the destiny again thist year. We must begin the journey by identifying their destination. What is our progressive goals. What is the word progressive event mean today. In this world of political hype early and hashtags. Would new yorkers demonstrated progressive philosophy forte generations. Burst in the early 19th century new york demonstrated a true progressive movement. What is the main. It is the advancement of social racial and Economic Justice. In an effective manner to bring about meaningful improvement in the lives of the great people and to further the collective interest. That is our definition of what it means to be a progressive. Historically that meant let the slavery, welcoming refugees will thev woman, and civil rights. Breaking monopolies in building the labor movement. Me understand the current dynamics of in a downward spiral. People across the country have real problems. And they see no progress being made for them. And if there is no progress, there is no hope. And if there is no hope, the vacuum that is left is easily filled by voices of despair, anger and blame and division. And that is where we are today. On the other hand, progressive government sees the problems facing society and causing the anxiety and rather than blaming her rather than a scapegoating, and trumps a problem honestly in accomplishing the progress. We do make progress, build hope. Nd builds confidence. And then it shows people a positive way forward. Progressive government creates an uplifting social spiral. Positive energy get begets positive energy. Just as the current negative in energy because negative energy. It is whether you are listening or bringing us down. Its competent and defective. It is about results. Not rhetoric. Not merely the articulation of aspirations but rather the actual animation of those aspirations. My weather god bless us all, he was up for aggressive. Would i was younger i didnt understand what this words meant. Now i do. Progressive government but definition must be functional. Thats what progressive government is all about. Its not raise hopes and dreams only to leave them from the rocks of reality. Progressive government does not make promises it why not fulfill. Its not advocate for proposals, then has brought sure and work. And it does not want to mention and it fails to complete. But if so, what actually be regressive government. Feeling the senate and dishearten the believers and family those in need. President obama recently said, we can and we should push the envelope. And be bold in our vision. But they have to be rooted in reality. That is where progressive lives. And that is been true for time. Governor Teddy Roosevelt said that a great democracy hass brought to be progressive. Or else it will tune cease to be in a great or to margaret good. Are new york state progressive Government Works because it works. It delivers real results for real people in real time and mayday difference in the lives. [applause]. That is why it works. [applause]. As governor used to say, lets look at the records because we have achieved the best progressive government in the United States of america. We have accomplished what the only dream of accomplishing. The National Progressive dream of a Free College Tuition is he new york reality. All of the governments debate the initial, we have best gun safety law with bipartisan support, and vincente hook massacre, but before orlando and parkland, las vegas, dayton, pittsburgh, and countless other massacres. [applause]. You why not count the number of lives weve saved new york. But you couldve been able do you get the number of lives we wouldve lost it would it passed the safe act. And thank god we did. [applause]. Will lead the nation forward with a quality. We enacted the best womens rights in the United States of america. We had to find a womans right to choose and roam the wave. Its one of the federal government does, will going to protect the womans right to choose. [applause]. Where instituting the most aggressive time Climate Change program in the nation. By setting rhetorical goals, noh by great aspiration, but with concrete action. We enacted the votes minimum wage law and that the, 380,000 new yorkers out of poverty. [applause]. We passed the strongest paid Family Leave Program in the country and we defended labor strikes organized against it decision. [applause]. We built and developed more roads and bringing airports and then a state in the United States and more than the state built in generations. Compact but we did the organon with Union Brothers and sisters. [applause]. And we did it with the nations most aggressive minority and Women Owned Business participation goals in the United States of america. [applause]. My friends we are still driving fdr news 1932 packard forward. Faster and farther than ever before. And we did all offa this, active government, functional government, and we silenced the skeptics. It was no Big Government bogeyman. We didnt raise taxes. In effect, we have cut stacked rates for every new yorker. We reduce middleclass taxes to the lowestr loophole since 1947. The lowest corporate stacked rates since 1968 and we managed the government to 2 percent19 growth rate. Lower than past or Public Administration but running a smarter and more efficient will more effective government only right new yorks state the strongest economy in its history. , remember, the only person range taxes in new york state, this past decade, was done trump when he literally put soul the wind he created and raised taxes by any the historic deductible of state and local taxes. [applause]. In his book, runabout dreamers and idealists. And he said, if you have built castles in the sky, your word you work need not be lost. That is where they should be. Now for the foundation of the them. That is new york. We are idealists, we are realist. Redeemers, and we are doers. Weve accomplished moree togethr and we couldve imagined. Anul aerial, and circumstances o do even more. Our current challenges daunting. But nothing new york cant handle on best. In littered song, democracy, he writes sale on. Ceylon, mighty ship of state treated to the shores of need, past the reefs of greed. Through the squalls of heat. The ship of new york, will sell on. And we will do together this year. Our year begins by addressing the issues causing anxiety and frustration. Showing people we can make progress. Building confidence would we make progress. And thus showing them the positive way forward. And this year we will set a new nationally response to the transcendent threat of our times which is Climate Change. Because no economic strategy, no social judges performance no education policy will be where the dam if we dont have a plan. It to live on it. We dont have a planet to live on. [applause]. It is the most pressing generational challenge. For winter children will hold us accountable. In fact there already are. Three months ago thousands of new york schoolchildren walked out of classrooms to make the mic clear. Among them was 14 yearold activists alexandria does not predict new yorks own founder of earth uprising. Shes here with us today. Lets recognize her and all of the student leaders. [applause]. We know firsthand the climate challenge. We lived it down state at this as andy and lake ontario rising levels, flash flood let plus funding. Over 60 percent of our counties have been significantly flooded twice did in the past ten years. I have been in five socalled 100 year floats. In the numbers just to add up anymore. First, we must be ready to handle these increasing lifethreatening emergency situations. It is a new and growing challenges for our state operations. We never had to do this Emergency Management functions before. I will propose a plan to update our Emergency Response capacity. Some are brave men and women have the right equipment to do the jobs and do them well. Our mentors cease Response Team is the best in the nation. In her First Responders deserve all of the credit. I have been there, with him time and time again. Seeing their heroism and dangerous conditions in the dark of night. I was with them in november would the streets, became rivers. And infants work handed through in the First Responders and boats, to be brought to safety. They put their own lives at risk to save others. In the do it skillfully and selflessly. We have our emergency director, michael b who is with us. General patrick morford, Major General ratios in the state water rescue team, amass them to stand and lets recognize them for their good work. [applause]. [applause]. [background sounds] at the same time, we must stop handling episodic emergencies. And realize that the entire planet is in a state of an emergency. As we speak here today, australia is burning. And globally, act locally. We must excelerator transition to Renewable Energy. Because the clock is ticking. And it neck it will provide additional incentives do you get more renewable projects built they would build them faster. Focusing on tendencies of state there complementing our world being offshore wind program. They will then build new transmission lines do you get the power from upstate consumers who need it in downstate new york. It is good economics. And it is good for the environment. Its good forhe upstate, and is good for downstate. Lets do it together. [applause]. Last year we banned plastice bags. And this year we must send thousands of tons of styrofoam that are creating toxic can ten contaminates and littering our waterways. Lets get it done this decade. We must also not begin with this story restoring the National Mall is that we disrupted in the first place. The earth is out of balance. Our loot used to talk about it would i work with him in washington. T was right. We caused the imbalance. How brilliant was Mother Nature. Listen to this. The original clam and oyster population of new york harbor, is capable of filtering the water of the entire harbor in about three days. Just a nudge in that. Amazing. Until we destroyed it. Mother nature had a plan. She had resiliency building. We are the ones who destroyed it. Strategically creeks would handle storm surges until we bought them. Wetlands, filtered pollutants until we eliminated them. I am proposing this year and ambitious 3 billion bond act to restore Mother Nature bond act, to be on the ballot this november to Fund National restorations and resiliency programs all across the state. [applause]. Must develop the solution that are harmful. It before they destroy our water source. We must restore fisheries and streams and wetlands we must conserve more forest areas. We must replant more trees and we must filter more drinking water. We must stop the nitrogen runoffs. And that is what the resort Mother Nature bond act will do in those investments and more. It is ourm responsibility to leave our planet cleaner and greener and more sustainable for future generations. We must and we can and we will. And will start this year. We [applause]. People see you have to choose between the a Strong Economy and a healthy planet. It will only. Nothing could be further from the truth pretty economy of tomorrow is the green economy. Sure, thats a big with an ambitious expansion of electric vehicles and attractive growing industry it is a winwin for our environment and for a conemaugh. To lead the nation, we need a national leader. And i will ask stanley whittingham, professor recently named nobel lori, to give us the most aggressive roadmap to the eat vehicle the future. Lets recognize him he is here today. [background sounds] are successful economic agenda is the engine the polls the train. We have had 36 consecutive quarters of job growth and that is the longest period of growth in a. D. Years and congratulations. [applause]. Unemployment interstate construct by more thanpl half. From 8. 4 percent to 4 percent. Wages are up in millennials are returning
