Can and wet should, we must, we must pass this legislation. I was very disappointed to see that my colleagues on the other side of the aisle chose to vote no on even the ability to move forward with debating this legislation tonight. And to my call it the democratic leader who said this is a highly partisan bill, thats just not the case. Lets put the partisanship aside their klutz do whats for the american people. I will tell you that over the past several days, through a bipartisan process, we sat down, democratic and republican,as in four a Different Task forces and would put together the elements of this legislation. As a result, bill before you tonight, the one were talking about, reflects republican priorities and democratic priorities. And then going to take the time to walk through it and to talk about some of those so people understand whats in this legislation. I was pleased to see the democratic leader say at the end he believes we can figure this out over the next several hours. He said 24 hours. I l hope its not 24 hours but e cant wait that long. We needkl to move and move quickly. We see what the markets are doing globally. We know what the markets are going to hear. We have seen what the future tour. More importantly see the impact in our states, among our citizens. Democratic leaders said more money newspeople it against hospitals and states and workers. There is an unprecedented amount of money for all three of those in this legislation, unprecedented. And necessary by the way. Because we are in a crisis. But to say theres nothing here that helps hospitals, oh, my gosh pickup going to talk about this with specificity the 100 billion, 100 billion, start. 75 billion of which goes to say theres nothing for workers, the Unemployment Insurance provisions in here, from the democratic side of the aisle. Its the most generous Unemployment Insurance plusup by far ever in history of our country. It actually adds more money to Unemployment Insurance than the Current System has. By the way, it adds eight times more funding into the unemployment system for the rest of this year than is currently being spent. Think about that. Thats not generous . And by the way, we republicans also agree that those who lose their jobs through no fault of their own should be able to get a generous unappointed check while we work through this coronavirus and get our economy back up ande going to give. Let me walk through some of this. This coronavirus is something that is urgent for us to address. Its close c businesses. Its close schools. Its changed every aspect of our daily life. It left us and certain, for Many Americans its left them isolated, literally, self isolated. Its s put tremendous strain on our Healthcare System and thats why this legislation addresses that. Our amazing first responders, our ems, Police Officers doing their part as well as our physicians, nurses, other medical professionals who are on the front lines combating this disease. God bless them. It is also done great damage to what was a strong and growing economy only a few weeks ago we had unfollowed numbers that were at 50 year low. Were banking statements as of last month of employment increases, and over 3 wage growth every month. But now now we see businesses shuttering. We see thousands and now millions of americans unemployed through no fault of their own. The purpose of this legislation is to allow people to get back on their feet, to allow us to get back to normalcy. Extraordinary times like this require us to unify as a country, and i see them at home state of s ohio and around the country. Everybody has a role to play. Everybody needs to be practicing social distancing as they call it, being safe in washington strictly, using hand sanitizer. Part of the strategy of flattening the curve, when you see dr. Fauci and others make presentations is we need to reduce our overall risk for exposure so we dont overwhelm our nations Public Health system. We can all play a role in this and in the end that would help save lives of our family members, of our neighbors, of our friends, a people we may never meet but we come in contact with and the most vulnerable in our society if we follow the guidelines put up by for the centers of Disease Control, the cdc guidelines, were going to be safe to come save lives. It all depends on us, all of us that. But it also depends on what we do here in the United States congress of in slowing the spread through the legislative efforts ill talk about tonight, but also inan getting this econy back on its feet so people can get back to work and get a paycheck and begin to make ends meet. His name was mark wagner senior from toledo, ohio. He contracted this disease and succumbed to it. Unfortunately were going to sei more cases, more deaths but we are doing the things to begin to contain this, to begin to slow the spread and thus needs to happen at every level including here and thats what this legislation is so important to pass tonight. Two weeks ago congress started this ever bypassing the first major relief effort called face when which was 8. 3 billion to address the Health Care Needs associate with this pandemic called face one. Ohio has a receipt 18. 5 million from that first phase 11th phase one legislation. But, of course, much more needed to be done. By the way, when we find out what needs to be done we can listen to people most affected by it and weve been doing that. I was joined by Infectious Disease expert from university of cincinnati on a Facebook Like town hall last week so we can answer questions from ohioans about this crisis. He told us what the Health Care System needs. Needs. What it we are responding in this legislation. Last week i hosted Conference Calls while i was here in washington with a number of heavily impacted groups including a the hospitals back n ohio and of the people in healthcare, Healthcare Providers with oures food banks, with our Small Business owners, with workers comp with nonprofits from all around the state. The charities who out there on the front lines doing all they can to help. We spoke to employers of all sizes. We have Conference Calls with hotels, restaurants and more hearing directly from those Key Stakeholders help us to understand with what the needse and this legislation reflects what the needs are in our communities. Weve gote to get into listen to people because things are changing and as it is an evolving out there, Congress Needs to be evolving as well. So last week we passed the second major bill called the face to packageds which provides federal funds to individuals exposed to theth virus can get healthy as an example, if you want to get tested for the virus, that is now free. Our hospitals needed more resources to combat the Health Crisis so we provided more care, more funding for healthcare network. Im glad the president signed that bill immediately into law. We also provide Additional Resources to state and medicare programs to show up hospitals concerned about losing revenue with no elective surgery anymore and concern about being overwhelmed by influx of individual suffering from the virus. Phase two provided needed health in terms of more mass come more downs and other protective gear. And more funding for the antiviral therapies that are coming if thats incredibly important. People know if they get this virus they can have Something Like tamiflu for the regular flu, that gives them a lot, a lot of reassurance in comfort and its necessary toas protect the health of our citizens. That phase two legislation also put a moment into getting the vaccine going as quick as possible. Its not good at pearson. It takes a while to get a vaccine going but he will be done at unprecedented speed because of the funding were putting it in. It also provides for expansion emergency Food Assistance including for children who relied on free or reduced lunch from the school cafeteria. I no longer have access to those meals. It also provided paid sick leave and family benefits to some hostility but because the coronavirus now knows they can still payon the bills. Most important is paid leave is provided when had a the federal government dollar for dollar not on the Small Business. Naturally important. Larger businesses tend to have paid leave but now we have a way for everybody under 500 employees to be able to get that paid leave for the federal government reimbursement. Its good we acted on phase one and phase two as i talked about, but its clearly not enough. Things have not done better in the meantime in the last few days. They have g gotten worse. A lot more has to be done to contain this virus to help people weather the storm in the meantime. The crisis is unprecedented. In the e best interest of Public Health we have chosen to pump the brakes on our economy. We decided tot do that as a country because it is in the best interest of our Public Health button for two that means that businesses of all sizes, small, medium, large are having to either shutterer their doorsr slow down their production, letting people go, so many parts of our economy now are feeling the pain of this rapid slowdown. Thats what they get their retirement for the most part. That enables us to be able to ensure that as we ramp up our economy, it can rip up more quickly because people will be there at work. There will be the process of hiring and retraining. One of ours objectives in this legislation is not just to slow the spread of the virus but also keep people at work to the extent possible. And third, recognizing that not every employee would be able to keep employees, even those who have some business going, dont have enough business. We want to be sure were providing the resources to help those individuals. These are the peopleck who have fallen between the cracks. They cant state work because the work the longer has any revenue. We need to assist those people. Again as we talked about ohios unemployment rates have skyrocketed but celeb unemployment claims all around the country. The bottom line is a country would not be able to come back into his slow the spread of this virus. Please is a the phase three package with negotiated by the way accomplishes all three of those objectives, all three. And then its 500 per child. Thats just getting out to people, will give people extra dollars to make the difference of being able to pay bills, pay a car payment, paying rent, being able to put foodon the table. It will give people comfort, to know there is a little help coming directly and quickly. For those out of work, these checks serve as a bridge to getting into the new Unemployment Insurance system i will talk about now because the checks are going to be necessary in that in most cases its going to take a couple weeks, abuse weeks,s in some states several weeks to set up the system. This is the most significant expansion of our Unemployment Insurance system in history by far. Is going to expand the number of individuals eligible to receive benefits, particularly selfemployed. These folks by the way have never been covered by Unemployment Insurance before. Whats more it provides a flat increase of 600 per week per person in the Unemployment Insurancesystem. This means for low and low medium income folks, lets say 40 50,000 per year, it will essentiallyhave wage replacement for Unemployment Insurance. And in all ohio Unemployment Insurance is one third. Now it will be top dollar. So to the point earlier that this is a highly partisan bill , im sorry. This legislation reflects the priorities of democrats and republicans and this is an example of that and we have to acknowledge it. Is the bill . No bill is perfect, certainly not when were trying to respond to a crisis like this and pumping out more of our federal tax dollars and borrow federal treasury dollars than ever in the history of our country through this process when you add up these phase 1, phase 2, phase 3 but this is a bill that represents ideas from bothsides of the aisle. Are there things that might need to be adjusted by the democrats in order to support . I guess so because thats what we heard from the democratic leader but we cannot start over, holds. This legislation does what so anmany democrats have called for and republicans, to be able to help people , to have the Financial Security to pay their bills and stay afloat. We also provide funding to the state employees offices so they can have federal funding deal with their administrative costs as they shift to this new system thats being provided through this legislation. So thats for people directly. Second, the destimulus package will provide relief for Small Businesses trying to stay afloat by ensuring going to have itaccess to credit and liquidity needed to adapt and retool their businesses to weather the storm. Were going to accomplish this in a couple ways, one through a major expansion of the Small Business loan program. This will go through ngbusinesses that are currently providing funding to Small Businesses so its a community bank, its a savings and loan. Its a credit union, its a regional bank, people will be able to getthese loans directly. The second thing were aproviding hundreds of billions of dollars in loans to small and mediumsize businesses they can use for a variety of expenses including payroll. Including paying rent, paying mortgages and if they use it for that alone is for given. It really convert into agrant. If they use it for payroll, again let me repeat, thats one of the objectiveshere, if rtthey use it for rent, if they use it for mortgage payments , the loanis written off. Entirely. It essentially is a grant to those Small Businesses, this is why the Small Business community is excited because they want to keep their employees, and want to keep their doors open but there waiting and there on the edge of their seats seeing what we tdo tonight and tomorrow. I talked to many businesses back home who are saying i can wait until monday i cant wait any longer, im bleeding cash. I have no revenue. I want to eat my people, i want to try to keep the doors open,youve got to get myself. The best way to protect our workers is to enable employers to keep paying their employees. This is a program for small and mediumsized businesses that does just that. For businesses that might not be eligible for these fda loans, phase three stimulus outs provide immediately quiddity a number of different ways, these are businesses over 500 employees. One is through the tax code, this heavily our bill includes provisions that allow businesses to put cash in the hands of companies so they can keep their workers employed and be ready to get back up and running when the crisis is over. By the way, these tax incentives are things like not having to pay that employers side of the payroll tax, 6. 2 percent fica tax. Its important to these businesses, they said give us a break on that this year 2020 and we can keep more people, we can keep our doors open. Thats probably the single biggest one here but guess what, in 2021 and 2022 got to pay that back so thats part of the tax incentive is if a large majority its incentive changes so while there are reductions while they needed, much ofthat reduction will be paid back in coming years. They on the rough estimates weve seen these relations could provide up to 500 billion in immediate cash flow increases with more than half of that payback to the federal government during the budget window.
