CSPAN2 Condoleezza Rice COVID-19 And National Security July 13, 2024

Thank you for being a big part of town hall. See you again soon. Spent thinking to the hoover virtual policy briefing series. Hoover institution has been correctly just collecting knowledge to prove the human condition. And with the Public Policy initiatives and around the world. And then to see the top scholars with those pressing issues during special times. And then to confront the challenges of a worldwide pandemic its never been more important. I encourage you to submit yours and at the bottom of your screen. The next condoleezza rice. And then serving a 66 secretary of state of the United States, the second woman in first africanamerican woman. President george w. Bush National Security advisor. Welcome and thank you for being with us today. So how do you think that international is responding. Welcome to everyone here the real story is the International System. And to that triumph of poverty and when theres something thats unusual that people go back to what they know best and with those democracies that they can hold accountable we see it and spaces like travel bands and the individual countries that the rate they tell people to shelter in place it is a National Healthcare person are those experts and so that International System really hasnt been on point so that cuts against the grain the way he thought about globalization and where they have tried for decades with a borderless territory in europe where people can move easily from country to country and now when it starts in italy going quickly in europe. Talk about how International Institutions respond in a comment how the un is playing we have a question should nato do more . And those that believe in the Global Community is that blx a real expectation. Thats okay. Right now the response to make sure we get all of our citizens back home first to take care of our own. They are responding with the travel ban. But i do think the time should come relatively soon with International Institutions particularly the g 20 with the economies of the world to help to coordinate the economic response in the way they did after the financial crisis of 2008, 2009. And then with that pandemic. And then to leverage the work over the last couple of decades to improve the health care outcomes. And then to have a huge network built up and then starting with president bush helping developing countries to distribute those files in the countryside. And then this is the opposite response and that was a borderless threat. And then you have to show that intelligence information, law enforcement, and then and then hopefully once we are through the frightening part countries will start to band together. The timing is important. It is totally understandable that the prime ministers of president s will concentrate at home. So talk about the us response and then do more to respond to the Global Pandemic what you think of the United States response . Right now it is worried about whats going on in the ministration made 100 million available for the covid19 response for developing countries. And places like that trying to help with their response. The eighth emerged the network and the developing world so the United States will take a bigger leadership role in the fact to call together of the conference it just will not be helpful. But it would be helpful and also to try to help wetland better. With those virtual policy briefing. You with the National Security a dur a narrative to be blessed by the communist party of china is what was a real problem with this population which was angered by the lack of information. And then for that. I will push you on that. What sanctions and how should china be held to account . What is the proper measure of response and with those hundreds of thousands of dollars . The one part of this over the next months is just to let it be known that china responded in the way that it did or didnt. To have a counter narrative. Would to get on top of it like how quickly and how quickly that they recovered and also the rest of the world by sending ppe and health and aid they will try to shape the narrative to their initial responsibility to be got on top of it dont let it happen. The honest assessment of where it started and when the communist party new and that is the public part. And that you cant keep doing this. You are not just some little developing country and doesnt have an impact. Your people work in other countries. A lot of Chinese Workers and italy at the time. But to get a handle on how this thing moves the fact that china is such a big player is a big part of the story. But also private conversations with the chinese. Than the natural question that arises is that enough to have a more correct attitude . And then to have an impact on the rest of the world couple distinctions i would try the persuasion route first. So if you focus on how this started in china come if you let them shift that narrative only with ppe that my goal for Us Security Council and anything that comes out of it but i say we will share to being the europeans along and share information and how this started. But outside of that campaign the us economy and everybody is trying to recover. And then shock the system with more trade wars and the like and trying to recover so lets just call it calling names and sending a message. Here is an interesting question about deterrence and how adversaries use the circumstance. As a government student at the university of texas austin how did the us handle this kind of crisis . The pandemic is going to have a lot of longrun impacts. Tell us what you think will be the impact on globalization, Global Supply chains, the movement of people around the world and the trust necessary to sustain. It is to circulate again and that may take some time before people want to travel outside of their own countries and we are all learning we can do an awful lot through virtual means. All of the conferences we are used to going to doesnt take place for a while. But i certainly hope that in time what we have built over decades and decades people do travel and study together a in the universities that they are not going to see the cutting off of walls because of this particular experience. That may be an initial response but here is where leadership by the United States and the other economies could start to send signals that despite what we have had to do in this initial phase where weve had to step down for very good reasons we want to see the opening up of people doing business and commerce and we do want to see students studying not indifferent countries but if we keep continuing to get to know each other better. Its not just if you go to the arts colleges in the midwest and big state universities, there are a lot of foreign students and we have to send out a message that we want them to come back even if theyve gone home but we want them to come back and i think this is the place the messages were going to be extremely important. They are already in congress with several bills about china. Its going to be about how dependent we are on china and the pharmaceutical even the fact that a lot of generics are based because of the cheaper conditions or how dependent even the Major Pharmaceutical Companies are on Assembly Manufacturing in china and of those that need to bring back to the United States because its been shown to be strategic now in a matter of National Security that we control our own supplychain on the pharmaceutical and medical side. Its difficult to do but i think there will be a lot of pressure. A broad supply chains that has been going on for some time because of the extended trade war. I do think they will see some major reordering. To take advantage of the crisis its realistic and absolve the. To send out a table to every post in the world functioning that is a message to your friends and foes, dont try anything and its a different situation they may not be on the high stages of alert but vigilance. We try to make sure no bad actors. The biggest impact has been its very integrated into the International System. It may well be that its the lack of testing but there are some other theories is affecting older people more than it does very young people. The one thing we should be focused on is it that weve continued and weve really helped a lot of developing countries build up and theyve built up a pretty good Distribution System even for places that are quite far away from the cities to deliver their antiretrovirals. We ought to be encouraging the countries and we were not the only ones. The globally defined, some of the g. 20 countries and European Union countries. Dramatically has a poignant version in response to the pandemic and i will add with china emerging as a power, economic and political con is this marking the end of . I dont think we have had a hegemony. There is a saying and thereve been a lot of times when we started slowly but pretty soon the great capacity of the country turns out more material that puts women to work where the men have gone to war. The ability of individuals to step up and mobilize and whats left made us able to ultimately defeat. You see some elements of that now. I saw an interesting little piece this morning that people come anybody that has a machine is making the math and spelling them on various sites so we will have more than we could ever want, not mathematical but ordinary people that want to go out for a walk. The ability of the system to respond may be respectively is something that we shouldnt underestimate. And as for china, we have to go back to this matter that they are trying to build. The system should have responded to people that are trying to sound a warning alarm early. Instead, they silenced them and threatened them and arrested them and that is what caused things to spread. Now if we let them turn that into a narrative then it will happen on our standing and figures that there is a backlash to this policy and its coming from people i go back this is the first time we had this problem. We also had it with the bird flu so this is going to be the time there is a reckoning for china as well. We should have responded that were quickly but now that we are responding, we are seeking our decentralized federal system. John asked the following do we have leverage with the isolation of taiwan . This is something we ought to press. We spent a lot of time to be admitted. We dont have to suggest but thats a separate country that wants to be a part of the world. They wouldnt budge and you are seeing the kind of back story to why the organization shut down the young woman questioning taiwan expect china had made it one of its most important efforts to ensure they never get represented anything that might suggest its not a part of china so the World Health Organization was responding to that in the way that they asked this question so yes it is time to have that discussion. I am fully of the view. Its responded particularly well it came initially to the chinese argument that there was no human to human transmission but of course a lot of people thought there wasnt a human transmission. But it hasnt been to my mind a very good response and there are organizations that seem not to get an ounce politicized. One that has been very effective at not being political and therefore being able to operate in all types of. To prepare in 2005 at the institute of health. Guest they read a book in the pandemic and then he Read Everything he could about them and came back and said we have got to be prepared at will, one way or another and my colleague said im dealing with terrorism, please do they really have to deal with pandemics, but he was right. What happened is what often happens. When we have Something Like the pandemic, there is a curve that we mobilize and forget it and it goes back to where we were. In the national trigger for some center which institutionalized that ability to deal with terrorism and we need to look at whether we need some more permanent structure on the pandemic side. I have colleagues who will tell you they are going to continue to experience this and not just this kind of pandemic. If we think the boss may be winning maybe we need a more permanent kind of structure. I will be a little bit sympathetic because you can never quite plan for what you experience a. As may be necessary. We have all read from the newspapers about the answers uncertainty associated. Tomas is a question that is there an inkling at all that this could have been an unfortunate event . It was an intentional in any way or any form of bioterrorism. I dont think that there is any reason to believe that the chinese would have invaded their own population in that way. There are some inkling software that there was a lab engaged in experimentations so it was for good reasons. Some people in the state department that were actually serving in china visited a lab and a set of practices dont look very good here. I dont think we know after, again, this is a conversation to put together the testimony of the people who might have been around and watched the transition and what the market really looks like. This was a place the chinese could really come clean and help a lot, but i dont think it was intentional. Might it have been something other than a wet market. I dont think that it is to assess but if you were currently the secretary of state, what would you recommend as the first step to get the economy going again as it relates to the other economies . The question of when the u. S. Economy is going to be going again, of course is one that the president s are going to have to weigh out the advice that they are getting from their Health Systems and experts against the continued shutdown its starting to have a huge effect on peoples lives. I dont have anything particularly to add to that. Its now being predicted that the signal spends about how we intend to come out of that is an important signal. We are going to engage in more trade war with people, then we signal there are more sanctions coming. These were the elements i would think that actually fasten the sentiment for economic recovery in ways that we do not need at this particular point in time. It is a reason, and i keep mentioning this because it is the largest economy. They actually did get together during the financial crisis of 2008, 2009. They put out some principles about not engaging in protectionist measures. To be fair, some still engaged in protectionist measures that there were the signals about how to come out of this together because we cannot fully recover in isolation given the nature of the globalization and so just sending the signal that we are not going to engage in trade f for. I think that could be an Important Message to the world and if you could start some discussions about what trade policies you might research with the uk or others, that would also be a very good signal. Here is another question that asks you to begin rely on your experience. What do you think the impact will be on Higher Education . We have known for sometime that Online Learning was coming in ever larger numbers. Weve known for a long time that our students are much more proficient and how they have said you can learn online eventually as well as you can in the classroom particularly with larger classes, what could we want the role of Online Learning to be in the context of the broad educational experience. How much do we want to be in huge classrooms where some of the disciplines might be able to do personalized learning where they can learn at their own pace . I know i would have benefited in geometry because i never got it and maybe going back over four or five times online to see what the students are very adept to this world. This is going to change who we are and how we deliver the knowledge. Student of liberty and government at the democracy and there are a couple of things i want to ask you about. Katrina asks do you think that this will have a negative impact on the democratic process to developing countries and i presume she means that there is more tendency for authoritarianism. Guest absolutely there will be authoritarian who will try to take advantage of this and say i am able now to control the circumstances. Yes, there will be that. I really do believe that a lot of them are not good at governing and people will see that. Those of us who care about those people that want the same rights that we have should be preaching that message and shoring up the society. In a lot of these places its the last bastion against complete authoritarianism. Both of the people who in their small groups in the western reform or womens rights or environmental sustainability as a last line of defense so a major effort to shore up the financing. The person that asked the question is right there could be those that try to use all of the tools. Contact tracing in the hands of the democracy is one thing and in the regime it is quite another so its something to definitely watch out for. Host some of the restrictions now remain in place after this threat has diminished with google, facebook, etc. To trace people and find out what they are doing and what the temperature is. The ability for the state and local officials to tell people to just stay at home, ive discovered something about the democracy and the power of governors. Will that continue . Guest it does continue for a while and i think that if you ask the great majority they are willing for the time being to be told what to do. That is only going to go on for so long and we have already seen a little bit of slipping. Even in a crisis like this, it is always the case that we look to the authority and we are more willing than other times to limit our individual rights and liberties for the greater good and that is what we are doing right now that will not last forever. One reason governors are starting to look at what release valve can be used to give people the sense that theyve got
