Make sure its accessible to all americans across the landscape. I cant imagine as a member of congress how we would have functioned in this pandemic without the ability to use a variety of conferencing and communications technologies, not just the traditional phone calls we use for our
Republican House
conferences but zoom and webex and a whole variety of platforms to move information back and forth. Thats not just in politics. Not just in the legislative process. Listening to my friends and industry its been a necessity because many have spent a minimal amount of time in the office in the last 90 days just as i sped a minimal amount of time in my office in the last 90 days. Host so whats the role of congress in advancing that or is there a a role . Guest we are a facilitator. This is something that going all the way back to the telecommunication act of the 1930s, things that essentially everyone in the country is going to have the best technology and if its going to be widely available to everyone, congress helps facilitate that. There are a number of universal funds that help initially proposed support the telephone lines but now help with broadband of variety of other sources. Some would argue fairly that had congress and first the military, not so focused and
Space Program
we would have never had that
Telecommunications Satellites
we have now. Some would argue we might still be in some form of transistor world as as a posted computer s we operate in now. We are there through text policy, through research funding, through a variety of sources to in a in a positive y encourage industry to move forward and science, community in general. Host if theres a infrastructure bill in congress would you support broadband and technology being part of that infrastructure bill . Guest absolutely, absolutely. Broadband is one of the great equalizers of our society. Whether you live in an affluent
Community Come
in an urban area where you have access to the greatest amount of bandwidth, best technology move that forward or you live in
Rural America
where perhaps instead of customers per mile the providers of these technologies have miles between customers, or in challenging area economically challenged areas around the country where maybe because of the lack of financial ability people dont have access to that technology. Its important that we help encourage equalization of that. Everyone needs a chance to advance. Agoa needs a chance to prosper, and broadband, the internet, auto communications, it is to us. What the tablet was to my great grandparents 100 years ago. Host lets bring our guest reporter, gopal ratnam, from cq roll call into our conversation. Thank you for having me, peter, and congressman lucas, answer taking this time to speak. I want to ask you about the proposal you have you put out in january asking for an increase in spending on federal r d but among the things you call for as a boost in spending on
Artificial Intelligence
, biotech and quantum computing. Given the pandemic we are in the midst now, 100,000 plus of daikon is anything you would change in terms of areas of focus, areas of research were such a federal thing spending could be applied . Guest i think what was seen in recent months demonstrates not just me but the magnitude of the resources that are necessary. When legislation is being put together my focus was how do we stay ahead of our international competitors, how do we make sure we are on the front edge in all of these technologies . Now with pandemic problems we face theres [inaudible] its been devastating to many of the
Research Universities
and private
Research Foundations
and enterprises this little shutdown for two or three months that we have gone through. How do we restart that . I along with members of the committee have had conversation with various entities out there in public and private universities across landscape, what percent of your graduate students, where are the dictatorial students in the program . How may people would be available we do restart and how do we define restart . How much of the
Research Done
would be lost . Other deadlines on grants and programs that these highly skilled and technical people, bright individuals, are the limits that prevent them from stepping back and . Trying to work through all that. I dont know that we will truly appreciate the damage perhaps months or maybe years to come, and that is all subject to addressing the fundamental issue of the pandemic. On
Science Committee
we are very focused on the
National Site
foundation, all those entities that develop the skills, the research, create the vaccines. Until we have way to address the root problem. Im a
Little Farmer
by tree. I vaccinate my cattle for doesnt have things and a very sensitive about usda and state
Department Working
to keep viruses out of this country. But until we can develop an effective vaccine program, when does this the end . Is just like polio in the 40s and 50s in the
United States
. Thats before my birth but ive listen to my parents and grandparents talk about the fear every latesummer in the 40s to the 50s about the latest outbreak. That was addressed by a vaccine. We ultimately have to have vaccine or effective antibody treatment to covid19 but even then i suspect this is like of the flu. It will be with us every year for the rest of human existence. Which explains why the enthusiasm from pharmaceutical
Companies Develop
a respective response. Joe manchin as a from the number of vaccines you have for your animals. In that context i would ask you a little bit about the overall science and scientific culture in the country. Because you talk about how china is racing ahead of the
United States
or at least trying to keep up and try to get ahead of us and a variety of areas and to increase their r d spending in the last decade or so here it seems as if in the
United States
theres a sliding back. Theres growing
Antivaccine Movement
and the
Republican Party
has gone back to the mid1990s was advocating, got rid of the office of
Technology Assessment
which was part of congress. Im wondering how do you place the scientific culture in the country . Is there an antiscience sort of mentality that could potentially be contributing to this slowing of federal expenditure, r d and other areas . Guest the focus in congress in my time has been more from away from science and defense, more away from brickandmortar towards
Immediate Gratification
and social programs. And thats been driven not just by republicans but by democrats, things that create an
Immediate Response
back home amongst the constituency. Thats part of the problem. I would suggest part of the problem is the unintended consequences of the wonderful concept of the internet and this constant freeflowing information and discussion. Not all the freeflowing information and discussion is factually accurate. In many ways the internet is more like a gossip chamber that a thoughtful philosophical debate laboratory. Im not sure how we overcome that. In my town meetings, and i did 30 july 10 meetings a year before the pandemic, and when this is our voice and it is safe to want to go back to life town
Hall Meetings
again. You would be surprised the amount of times in recent years i would spend discussing something that would come off the internet. Sometimes reasonable, sometimes so outlandish that you would have to think about it for a moment before you could answer in a logical fashion. But all these things together are producing we will know when an effective covid19 vaccine is developed and available in mass distribution, who really is willing to take a chance. If you are comfortable enough that by not vaccinating yourself or your loved ones that every else in the neighborhood is going to do that and you will be safe, thats beyond selfish. But that the underlying mentality. Where the safest
Health Standards
in the world, the most regulated pharmaceutical programs in the world. We have an army of trial lawyers waiting to address any flaws. Im confident in where we are. I just want to make sure that the scientific community, whether its a
Public Research
or private research has the ability, resources and the individuals to do that. They brought us to where we are. Things like the
National Science
foundation, just an amazing accomplishment postworld war ii. Even areas like darpa in the department of defense, they are research programs, an amazing thing also. Sometimes you have to look down betrayal as we say in the
Third District
of oklahoma, a month or year or a decade or century or so in order to make these investments. This
Immediate Gratification
, the internet, prioritizing for shortterm spending, its all made it harder. Thats why when i had the opportunity to become ranking member, my primary focus has been to rebuild the bipartisan nature of the committee. The culture i came from from the agriculture community. The culture i would like to him of the committee, financial service. We need to get back to where it is a team effort for the common good. Right now in congress it doesnt matter who the majority is or who the minority is, thats hard to accomplish. Everyone wants to go to the corner and screen. Well, that guarantees you so much time on television each night with a new said, talking it from the right or the left, but it doesnt develop a thoughtful policy for the longterm future. Host how would you describe your relationship with the chair of the
Science Committee
,
Eddie Bernice
johnson . Guest i have wonderful relationship with ebg as i factually call her. She is old school, calm, focused, rational come willing to work across the lines. Now, we had some excitable democrats and republicans on the committee. Thats just the nature of every committee. But the chairwoman and i have very
Good Relationship
and the comfortable in saying if the roles are reversed someday and we have free elections every two years, entire houses on the the ballot, anything can happen, i think i would have just a stronger relationship with her if she were my ranking member. Host gopal ratnam. Well, one of the things you talk about in your proposal is how china is focus on
Artificial Intelligence
and has promised to become a
Global Leader
on that particular front, and by the end of this decade. What would it take in the
United States
to keep pace or stay ahead . Is it just more money . Is that attracting more talented people from around the world . Is it improving the scientific culture and the basic k12, what would it take . Guest i think its a combination of all of those things. As a percentage of gdp the money we spend on signs is not what it once was. That needs to be addressed, and thats for the appropriations process, entities like the
National Science
foundation. You are correct about stem. Creating that pipeline up with those young engineers, those young mathematicians, those young individuals who come from, and making sure in stem programs that we are focused on the brightest of the greatest possible potential. No matter what part of the country you come from, no matter what kind of background you have, if you have the ability, encourage and develop those skills, thats an important part of the process. Also many of my colleagues are focus on how do you protect those assets once they are achieved. This much discussion in addition to the
Science Committee
that are part of this, a a number of our competitors efforts around the world is not just in developing their own skills, but acquiring as
Much Technology
as can possibly be acquired through whatever means are available from the rest of us. Property rights matter. Intellectual
Property Rights
matter. How do we balance all those things out . Its a comprehensive package. Fortunately for most of my time we have been successful in this country that the citizens and congress and typically the leadership of many administrations have taken it for granted. Its not the case anymore. The chinese with their 2025 program, their mate in 2025 program i guess the way they reference it. Theyre bound and determined to jump ahead of us economically and in every other way to seize the scientific frontier. If you dont have to create site from scratch, then it is damn sure
Cost Effective
i suppose. But those are all issues we have to deal with. And right now covid19 and the pandemic have the country looking to the scientific enterprise for help for for a response, editing where to use this opportunity. Because they will address the pandemic, use the opportunity to move us forward. One of the things i was going to ask one of the strengths of american scientific enterprise over the last i would say easily three decades has been the capacity, the middle east to attract and retain some of the best talent from around the world. Given today some of the top
Artificial Intelligence
experts say at stanford are literally firstgeneration immigrants, now is the current immigration approach somehow running counter to this idea that the
United States
should continue to be a scientific leader . Because it seems as if the signals the
United States
is sending out is basically saying dont come here. Is that running counter to goals like the one that you have of increasing more spending on r d and attracting talent . Guest the attitudes towards immigrants right now across the spectrum makes a variety of thinks more challenging. I represent 16 native american tribes in my district. There are 39 different
American Indian
tribes in a clomid. I remind my constituents when we have a discussion about immigration that unless you are an
American Indian
you are descendents. Thats all the rest of us. We need to be respectful of that. Whether it was the indentured english assortments for the first farmhands on the east coast or my german ancestors who helped dig those canals with the chinese and the irish bearcats be respectful and openminded to work there. I understand the importance of maintaining the integrity of the country, the physical and health security, but you have to draw upon the pool that is a fable for us of the best and brightest possible people. The melting pot concept to me is still valid, and
Enterprises Like
science, for that matter any form of business, it got us to where we are today. Where would we have been had it not been for all the scientists who fled to europe in the 1930s . This would be a different world and it would not be a good world. Would you say may be the
United States
needs to keep the door open for some of the brightest to come from around the world to american universitys and
Research Labs
. Guest absolutely, but we have to have an orderly process governed by the rule of law. Most of my constituents are excited not so much about people might come in the scientific skills or potential ability to add to the
United States
the base of knowledge, but they are more concerned about unlimited immigration on the borders on all directions. Again the rule of law. Theres got to be an orderly structure to keep it just through the gates open i dont know we would put the extra billion or 2 billion people. I wouldnt blame them for coming. After all, again, i am not a native american so im a descendent of people came over in some fashion. Host congressman lucas, you talked about investment. We are talking to you and you are in rural oklahoma today. What kind of telecommunications availability do you have where you are, and when would you foresee 5g being in your home . Guest first off, i am source by an independent phone company and they do a really good job considering how far out in the countryside i am. But when i do a little speech on my equipment, my access is approximately half the speed of my
District Office
in yukon oklahoma and as a percentage of whats available to me when im in the
Nations Capital
in d. C. I adjusted to it. I accommodate it, but clearly its not equitable across the countryside and thats with the goal of these various bills are, use things like universal mobile van fund in addition to traditional landline phone lines. I cant give you an optimistic date. I just know that we all have to have access to this information and it will be difficult the farther and farther we would get. Right now on
Broadband Development
many of the entities who want to access the money for rural areas, you could take careful notice, they can do want to deployed on the very fringes of the suburbs. The thinkers of the rural areas, again, customers per month versus miles per customer. I understand that. Thats why an infrastructure built or a comprehensive package we have to continue to push out in the countryside. And i promise you the younger generation, that matter, anybody i suppose under 40, they are not going to live in an area where they dont have access to the modern communication, if they dont have access to broadband with a modern ability. And that will continue the brain drain in
Republican House conferences but zoom and webex and a whole variety of platforms to move information back and forth. Thats not just in politics. Not just in the legislative process. And that will continue the brain drain in
Rural America. Host you think that huawei should be part of the development of
Rural Broadband in 5g in the
United States . Guest from the briefing papers i have read and things that i am familiar with from committees that i serve on in my colleagues who serve on a variety of other sensitive committees, i am still a bit suspicious about huawei. I depend on my colleagues on other committees have greater access, that particularly goes after that point. Host gopal ratnam. Speaking of huawei, one of the things that some of the smaller
Telecom Companies both here in the
United States and elsewhere have said is the bondage is using the one we equipment is it is not less expensive and huawei equipment. Two, theyre providing 5g on a certain bandwidth that is most ideal and again go for longer distances. For example, and rural part of a club it is probably more
Cost Effective to set up huawei equipment than some of the more pricier ones. Are we doing this right thing here . Are rebalancing of those needs or do you think the danger of working with, like you said, the communist party led company too dangerous to consider . Guest if i thought that there was going to be dramatic changes in chinese political model, i would probably have a more accommodating attitude. Im old enough to watch the video clips from tiananmen square. I have a sufficient understanding of the different political models to know that i dont see them adopting our western cultural standards. I believe that if you simply go with price, ultimately you may have the greatest enjoyment for a short period of time of what happens when you type in the industry more to pay for all those things are importing . Thats the point i make in my panel meetings. Cheapest goods, wonderful way, you dont care how they made over the come from, if you dont come with the net effect will be on your economy, but at what point do you no longer have anything left in the country to buy those goods and services with . Its a balance. Understand, im also from the
Agricultural Energy area. We sell agricultural commodities, raw commodities d we sell
Energy Products around the world in asia in a big way. So i understand the need for a flow of commerce. But im not a onesided individual. But theres just certain things where you cannot let an entity like the
Chinese Government as it now functions to be in total control of critical elements of your society and your future. One of the things that is really for my reporting is propelling the chinese advances in
Artificial Intelligence is a fact that they have access to huge amounts of data. We have basically asked people in the context of the pandemic taken force people to download apps and use them and track them. Now, that a lot of experts believe is one of the reasons why they are able to make the advances there making now in
Artificial Intelligence. But given the privacy concerns of the laws of the
