Thank you very much. Good morning. Thanks to all of you for joining us and to all our colleagues for participating this morning. As you are well aware that every part we are in the midst of a Public Health and economic catastrophe. The coronavirus pandemic has resulted in the loss of more than 150,000 american lives, more than 4. 8 million infections in the sharpest economic downturn since the great depression. The latest projection from the cdc anticipates an average of nearly 1000 deaths per day through august 22. That is 18000 americans who will die over just two and half weeks. Since march my colleagues and i have conducted oversight over the Trump Administrations response to this crisis to ensure it is efficient, effective and equitable. Our goal is clear, to save americans lives and livelihoods. Our message to the administration is simple, it is urgent that we put policies and politics aside and Work Together on behalf of the American People. At this time of National Crisis i sincerely hope that the Trump Administration will recognize the value of being transparent with congress and the public and will incorporate with oversight efforts. The simple finding of our oversight is this, six months after the virus plagued its First American life the federal government has still not developed or implemented a National Strategy to protect the American People. This has prolonged the crisis, resulted in tens of thousands of preventable deaths and worsened economic devastation. Last week i chaired a hearing on the urgent need for National Plan to combat this virus. Doctor county testified at that hearing that the government failed response had the worst outbreak then europe. And last week doctor redfield acknowledged that the initial federal government response to the virus was too slow but rather than listen to the experts the president appears to be in deep denial. He said in an interview released this week right now i think it is under control and we have done a great job. Yesterday in explaining why he believes schools should reopen in person the president said and i quote, this thing is going away. It will go away like things go away. These statements are not just wrong but are dangerous. If we are to prevent the loss of hundreds of thousands of more american lives and stop the recession from turning into a depression we have to acknowledge the great finality of our Current Situation and move forward based on science, not politics or ego. It is long past time for the white house to correct its failures and finally provide the federal leadership in a clear, comprehensive, National Strategy we need to fight this pandemic. The American People deserve it at a response to this pandemic then and i quote here, it is what it is. In the midterm the selected subcommittee will continue to conduct oversight of the response and shore up fraud, waste and abuse. With our colleagues on the phone we have successfully pushed for a more transparency in the Paycheck Protection Program and we have identified shortages in ppe and testing and we have investigated questionable contracts and loans issued by the administration. Since yesterday we secured the return of 109 million in relief funds that the Trump Administration sent to a private nursing home plan that did not meet all requests for money, they just [inaudible]. With that i am pleased to yield to my distinguished colleague, frank of new jersey. Thank you chairman clyburn. I just want to thank you and all my colleagues and the tears that are on this call and the fact of the matter is that jim clybourn that you are talking about reality and the president is completely on another planet and doesnt look at the facts or the science and i know that you mr. Clybourn and the rest of this issued the support of failure to lead this oversight report and when i finally saw it i said to myself you know what the problem is, trump is not part of the solution but part of the problem and he really is part of the problem and i watch that interview the other day and i heard what he said yesterday about this thing is going away and he creates even a worse problem for us because he gives the impression that the virus is not real and that it is not spreading and he says repeatedly that we dont need to do more testing and it is unbelievable. I just want to thank you for bringing everyone back to reality, mr. Clyburn because we have a president that is completely ignoring this. When he says this thing is going away well sure, it will go away in two or three years and 50 of the people have a test positive and hundreds of thousands of people died but what we are trying to do and i primarily will talk about testing and Contact Tracing we are trying to prevent that and trying to say look, if we test people and if we have a Widespread National testing plan which the president refuses to put together and if we had a National Supply chain then we could do what has happened in europe and japan and canada which is cut back on the number of infections and have this virus go away without the loss of life and without having so many people suffer. It may go away but i dont wanted to go go away leaving in its tracks hundreds of thousands of more deaths in so many more people who suffered an economic collapse. I just want to state what we have been trying to do as democrats from the very beginning is half a National Estate plan and in other words we are clear parameters and benchmarks about how many tests we have, where the regions are and a National Czar that would be in charge of the supply chain to get not only the ppe but the testing out and to Work Together and instead the president has resisted that in the last bill they did that he signed the interim bill and the cares bill was the last one that we tried to be prescriptive and put that National Testing strategy in but the president ignored it and still says it is up to the state to do this and there is no more real effort on the part of the National Government to supply the tests and to supply the reagents and so as this virus continues to spread states are on their own, hospitals are on their own and they compete with each other and prices keep going up and reagent doesnt get out there and in many cases now the test take more than a week and they are not even useful and you can never reopen and be successful in fighting this virus if we dont have a National Plan. Now, right now we are averaging 810 test the date, expert state we should be doing 4 million if we are going to contain the virus. That is totally inadequate and when we did that last cares package, the interim bill we had 25 billion in that for testing and the president put out 11 billion and 8 billion still sitting there and has already been appropriate by congress for testing and it still is sitting there and that is outrageous and we put together the heroes act and the heroes act and heroes act was passed by the house two months ago and would provide 25 billion more for testing and in the heels act, whatever that is, or i should say 35 billion were to support Contact Tracing in the heroes act that senate revolt against have 60 million so we are trying to do more and we also in the heroes act have very prescriptive statements saying the house and the National Sociality and there has to be benchmarks and timelines for what tests are going out in what capacity is a number of tests and the levels in the reagents and it all so has a National Supply chain so the states can get what they need to do the testing but so far the republicans have resisted all that so all i am saying is once again, we as democrats are trying very hard that would provide more testing in the senate will not do it in the administration [inaudible] at the same time continues to the states are on their own and this is not our job as a federal government but totally unacceptable and a failure to lead which is what your report says and we are just going to continue to press and press until we have this National Strategy that we believe strongly needs to take place but thank you again and with that i would like to yield my friend and colleague that share the waves and Means Committee. Thank you very much, frank. I hope everyone is staying safe during this difficult times. Joe clyburn noted in his comments that a new report shows this has been a great failure of leadership from the executive branch throughout the covid19 crisis and due to a lack of National Strategy cases of deaths continue to rise and more than 1 million new people are filing for on Employment Benefits each week and when confronted with this ongoing horrific loss of life due to the virus president said quote, it is what it is. That attitude is unacceptable and this Administration Must do more including Convincing Senate republicans to get moving on the heroes act. Two and half months ago they passed the heroes act and legislation not only report steps to report Public Health emergency but included critical provisions to help American Workers and families through the recession. As part of heroes act they extended it through january the on appointment benefits of the ways and Means Committee established more than 26 million workers rely on these benefits in this very difficult time to keep a roof over their head and put food on the table and indeed to pay rent and mortgage obligations but Senate Republicans have failed to pass the legislation and that is why the assistance has lapsed and use assistance have abruptly lost almost two thirds of their weekly on appointment benefits because of the inaction of Senate Republicans in the Top Administration has abandoned American Workers and its difficult to imagine conditions worsening in our nation but without this unemployment lifeline more people will lose their homes and more families will go hungry and our economy will continue to falter in the midst of the recession. Instead of listening to the outcry of struggling americans in continuing the 600dollar emergency aid as we suggested in the heroes act but the gop is putting forward benefit cuts and installing action and someone to continue the Emergency Assistance but at a reduced amount. Others require complex benefits calculations and the deferment of labor said, this would be extremely difficult but not impossible overwhelmed the state on a Plumbing Office to implement. It would add substantial backlogs of people still waiting for on appointment claims to be processed and paid. The ways and Means Committee has failed to track existing state backlogs of on appointment claims to let alone develop plans to reduce them. They know from our constituents that they are waiting for payments. Without detailed back log information we need and we cant get a clear picture of just how many more will be harmed by these, gated changes to emergency on appointment benefits. And the department of labor has weekend pay the production passed by Congress Giving workers even fewer options if they need to stay home after contracting the virus or need to care for a Family Member which was a traffic achievement in the cares act. American workers need help to survive this ongoing crisis in the Top Administration is failing them miserably. Our Democratic Coalition will not stop fighting to ensure workers and their families receive the support they need throughout this crisis and we will continue to remain vigilant and her oversight and will not stop calling for the president to put forward a National Strategy to fight the virus, save lives and support workers and families. And now me turn to another distinguished committee chairperson, Carolyn Maloney. Yes, good morning. I want to thank chairman clyburn for gathering us here today. And for his strong leadership on the select committee and i also want to commend the other Committee Chairs for their work on behalf of the markham people and towards holding this administration accountable. Like my colleagues on the Oversight Committee has conducted robust [inaudible] the Trump Administration failed to implement a testing strategy during the early months of the crisis. We held a pivotal hearing on march 11 with doctor anthony pouncey who said that our countrys system protesting and i quote, not really geared to what we need right now. He also said it was quote, a feeling. It is now almost six months later and we still do not have an adequate testing strategy. Oversight Committee Also opposed the Trump Administration failure to lead and providing personal protective equipment and other critical medical supplies. Six large medical Equipment Companies told the committee that until late march the administration provided no guidance in how to procure or distribute this equipment. As a result of this failure of leadership the administration and local government and others to scramble and compete against these other and this is unacceptable. Clearly our oversight is critically important and im wishing to ensure the markham people have what they need to fight this virus. Unfortunately the administration has brought witnesses from testifying in five key officials for oversight and sales to provide Key Information in our investigation. Today i am calling on the Trump Administration to cooperate with our Ongoing Investigation to ensure the resources appropriated by congress are used effectively and efficiently to help the American People. In closing, we are now at a crossroads and with more than 158,000 lives lost in more than 4. 8 million infected with the virus the United States must correct course. I urge President Trump to develop and implement a comprehensive and coordinated National Strategy to contain this virus and save lives. The American People deserve nothing better. With that i would like to turn it over to my good friend and distinguished colleague bobby scott, chairman of the committee on transportation and labor. Thank you very much, chairwoman maloney for your good work and the work of the distinguished chairs. Thank you for your leadership in responding to the covid19 pandemic and as the cochairs of said the administration has failed to provide a coherent science based plan to confront the pandemic and protect the lives and livelihoods of the people across the country. As the chair Committee Reports nowhere is this failure but more important than our workplaces and in our schools. Simply put, the administration has no plan to protect workers and to protect workers or safely reopen the schools. Since this pandemic started more than 120,000 healthcare workers have contracted the virus and other workers in grocery stores, prisons, meatpacking plants, and many other workplaces have also suffered preventable infections while on the job. The untold numbers of these workers and untold numbers of these workers have also lost their lives. Yet, the federal Agency Charged with protecting the workers and Occupational Safety and Health Administration or osha has been missing in action, despite repeated instances of workplace outbreaks, osha has issued for coronavirus related safety citations. Three of those were given to one Nursing Home Company and the fourth was a recordkeeping violation. Somehow the agency is still refusing to use its authority to issue an enforceable Workplace Safety standards that protects workers against airborne Infectious Diseases like covid19 and instead it continues to rely on unenforceable voluntary guidance. Administration is giving the same measures to students, parents and educators. We all want our children back in the classroom for in Person Instruction and it is critical for both the students success and for reopening the economy. Students who do better academically when there are historically in person but they get better education when
