He added five chapters. The economic crisis, and dealing with the white house. We now invite you to an with our virtual program. With governor larry hogan in the foundation institute. Governor hogan, it is absolutely great to have you this afternoon. This will turn out to be your best book because it was fantastics story. Gov. Larry hogan thank you very much in such an honor to be with you today. Thank you for saying that. It it will probably be my best in my worst. My only one. With thank you so much. Im glad you enjoyed it. I hope other people will as well. When i read their first couple of chapters, the reader is reminded of the fact that shes coming from a political family and why your father, larry hogan in congress in the 70s ran for the senate, and i think was in had another major job in maryland. You just come from a pedigree in maryland that was truly important for your background. Gov. Larry hogan yes and thank you for mentioning my dad. Im very proud of him. He served in congress back in the 70s and gave up a seat in congress to run for governor but i learned a lot about my Public Service and integrity for my dad. I spent most of my career in the private sector. Certainly probably had something to do with my early interest in politics. In the reason why i took an interest in getting involved. Host we are dad is famous for homing at the season. As you know thats one incredible moment of fame. He is the first republican member of the house, the first republican i think in the House Judiciary Committee to support the impeachment of president nixon. It. Gov. Larry hogan i was in high school at the time. My dad was sitting on that house to Judiciary Committee. He was a strong supporter president nixon better get a chance to meet the president and we campaigned together. I think my dad was fond of nixon thought a did a good job in foreign policy. With respect to china. He was one of the folks on the dude Judiciary Committee fighting to make sure the process was fair and pushing back when he thought the democrats were being too partisan. Fun to make sure the president could present his own witnesses and present evidence. He was a former fbi agent and a lawyer who after seeing all of the evidence, it pains him but he really believed that the president had commended been peaceful offenses. He was the first on the Republican Committee just come out its a separated at the time republicans were often mad at him. Friends in congress and folks and voters in the district. But some think that he is probably most remembered for. The thing i most probably because he had the courage to stand up and put aside his own political career and put aside Party Loyalty and personal affection to do what he felt was right for the country. John a courageous act. Speaking of your dad. Had a smile about it. In a run for the senate in 1982. Two years into the reagan presidency. And in research, i found we had a lot of scripts here that president reagan used to support members and senators running during their campaigns during his white house year. As a great script and we have a person speaking about your dad. President reagan said for an advertisement for them. We dont need rubberstamps in the senate. What we need are hardworking people of ability and integrity like larry hogan who are willing to put the hard work to building the american future. That you and i believe in so deeply. It. Gov. Larry hogan i think the first time that i heard that. Dont remember from back then and thats incredible. Thank you for digging that up and sharing it with me. John i will send you a copy of it governor. A lot of people admire Ronald Reagan. You are truly an authentic reagan republican. Thats be the case because you gods mystery to talk about with respect of the president. Gov. Larry hogan my dad first got involved in politics in the late 60s and i became kind of interested. I was involved in teenager and college republicans. But when i was in college, and was in 1976, find out whos in the house with president gerald ford who i get a chance to meet in his family, my dad was tearing campaign for reelection. When dad had a big garden for becoming Vice President and president. Was a great man and later. But i was so enamored with reagan but i and 76, i was at the convention as an alternate delegate. I was just a young kid. And the member of the delegation and maybe the youngest person on the floor but the convention. But i was working around with my reagan sign and marine happy site thought he was such, is positive vision for the future the way it spoke just risch made away and frankly, gerald ford didnt. And my dad got so angry with me. Because hes a friend of fords and tearing campaign. In the essay woody you doing out there. And i said but i truly like him. I was a true believer and 76 when he was unsuccessful. I was a chairman of you for reagan. And it worked as a delegate 1980 and in 1984. Nobody had more of an impact on me in a base philosophy was more interested in than Ronald Reagan. I was comingofage. I was right out of college. When he became president , i served on the inaugural committee. He was the guy that i looked up for two and accorded all of the time and i think about, this the kind of leader that i aspire to be. John this is your first book i believe. Summa finished the first book look back on it and moment as exhilaration and some down the process. When he fitted. Gov. Larry hogan i actually enjoyed it. Its a look at our i guess bring my first well i wanted 2014 of governor of maryland which was nearly an impossible thing to do. When the highest percentage of democratic voters in america. I had very little money. No one expected us to win. I was a second to be elected in 50 years will be pulled off, they said you should write a book about how you did that. I said i cant write a book and i didnt really accomplish anything. After 90 days of being governor and his riots in baltimore where we got credited of doing a good job of handling. They should enter they said you should write about that experience in the battle the lifethreatening cancer after five months and prayed and you have to talk about this and then one, a huge reelection and became the second governor in 242 years of republican of maryland to be reelected they said you have to write about this so eventually got around to it. So february 1st rugby for this coronavirus crisis, took a long time as you know to write a book but i enjoyed the process and i hope people will enjoy reading it. As the publisher to put on hold. The supposed to be out actually two months earlier. They can only delay it until the end of july. They asked me to add and make it more current some of the things that were going on today with my leadership of the National Governors association and what was going on with fighting the Global Pandemic in the economic crisis that we are doing whats i think it makes her more interesting book. It is difficult to get this done and we had planned a big tour around the country never doing it all virtually. Because were still dealing with the crisis. And because it is impossible to have in events these days. But thank you for giving us this opportunity with you for our first event. John and we are happy to. Governor, first congratulations on winning a tough fight on cancer. Unfortunately ive had the same experience diagnosed with stage three of a different kind of cancer. Youve just made magnificent accomplishment, you been able to fight just a few months in a first term is marylands governor. How is it even possible for you to have such insight and you wouldnt the state and same time. Gov. Larry hogan will god bless you and im glad you made it successfully through you your battle. A tape, changed me as a person. Made me realize the things that are incredibly fortunate and i get to meet evil tougher battles in my own. I got to meet families and see what they go through. It is going to beat something ill be involved in forever. Try to fight until we find cures for these diseases. Id only been governor for five months. We adjust but one this big huge overwhelming upset victory. The biggest one of the country. And then i had my first legislative session after putting together an entire government. In an overwhelmingly democratic monopoly state. And we cut taxes the for the first time probably balanced budget. We got the 5. 1 billion deficit all of the 90 days and then battle the riots. And 60 days later i got hit with this newsprint i was on my first trade mission to asia. I was not feeling really that well. I had aches and pains and was a little tired. I didnt think of something serious and i went to the doctor and then he ended up telling my had advanced and aggressive cancer all over my body. For my groin and it ended up being almost 18 months total battle 24 hour a day chemotherapy. I was dealing with all of that wellbeing governor. Brandnew governor in a very tough state a lot of things going on. An talk about this experience of a book. I got to meet so any people. My first worry was how i tell my family. It is fathers day weekend that i got this diagnosis. My first thought is that it got to my and my daughters. My dad was 80 at the time. He was coming over for fathers day dinner at the Governors Mansion he actually took it harder than anybody. It does matter how old you get. Im still his little boy that he couldnt keep out of trouble. So he cried the whole time. Then come out and had to announce it to the full state of maryland. Try to be very transparent and share with me. They just had 6 Million People that they put their trust in me. And i work from the hospital bed continuing to try to run the state. And i came out of it thank god stronger than ever. John aside from finding the best doctors you can, advice governor. For people going through a similar experience as you did. Is there one really important piece of advice that you might give. Gov. Larry hogan im a big believer in the power of prayer and i had an awful lot of people praying for me. I think having a positive attitude is the mental part of this. Beside the physical ravages of these diseases, trying to stay positive and focus on healthy. Have a support network, not just your family but i was lucky enough to have thousands of people across the state to work only for me. Not everybody has that. And have an incredible and try to get the best medical care as you can and listen to your doctors. I was lucky because maryland, we have amazing medical facilities. And at great doctors and nurses who were taking care of me. I think people need to support network in the gotta stay positive. They will get through it. John lets talk about another terrible illness for a few minutes. In a covered this some of the final chapters in your book and obviously that is the coronavirus. Cut here at the reagan library, in california, we are still facing tremendous crisis and a number of cases continue to grow in the desk row etc. But you all seem to of gotten a good or a better handle on it in maryland. In a know its been one heck of a struggle. How have you been able to do that. Gov. Larry hogan well i dont want to get too overconfident because we do have a. Good handle on the numbers right now. But were not being complacent. This virus is by no means behind us. And i believe that for this to continue to get worse we have that potential going into the fall. And we are seeing alarming spikes and increases across the country rated the virus does not recognize state orders. Some people are taking different actions and its affected for the hard and how successful they been in with herbs. But now are metrics that we are following are still trending. Good. Number of cases where weve incd testing dramatically. But we look at positivity rates. We look at hospitalizations. How any people are filling the hospital beds in icu beds. All of which are trending down. We have got to stay vigilant and stay on top of this. We saw mistakes that were relatively in good shape it they are out of control operator got to listen to the advice of the Public Health professionals epidemiologist. In the smart scientists. Weve got to wear masks and social distance and do all of those kinds of things. We have successfully and safely reopen in about 98 percent of our economy. If we preach the peak of the virus about 90 days ago. And we have downward trending numbers but we watch it every single day and if we have to take action to stop it, we are going to not hesitate to make those decisions. When you make very difficult decisions. When difficult times back in the early part of this. As every state in the nation. I never imagined being in this kind of a position of making the kinds of decisions that we had to. But almost every day, we are making decisions that had to be made to keep people safe. John sure. And this is not inexpensive heat meaning i am sure that this virus in all 50 states his cause havoc in the states financial system. I was a going in maryland. Gov. Larry hogan estate Financial Systems are really being impacted but its really impacting the economy on most about what it is doing to all of the Small Businesses out there the unemployment that is skyrocketed. The loss of revenue. There is all of those additional people that we gotta help but because of that, because people are not working and because businesses are suffering and because people are out spending money because they do not feel safe. Revenues and states are down. In any states the revenues are projected to be down as much 825 30 percent greater were not as bad as some of those days but really going to be impacted. To meet very tough fiscal decisions in the state about how we provide more services to more people who are really in need with a lot less revenue. It is going to be tougher governors across america. John the Sticking Point between the white house and the states governor on whether there will be any federal assistance to help manage the impact that the state level. Gov. Larry hogan i dont know people is Sticking Point but we have a differences of opinion sometimes between the governors in the white house. I share that the National Governors association and i work with my colleagues on both sides of the aisle. And have throughout the entire pandemic. And i think weve had 41 or 42 calls with all of the nations governors. Any of them with the president and or Vice President in that cabinet. The communication with the governors and it has been good. The governors have been really good about sharing best practices about what is going on in your state. How have you dealt with this. How is this working. The federal government has stepped up with respect to the cares act in some funding out there. Thats what we needed to help, people who are unemployed and help Small Businesses and help us with certain issues. But were also frustrated that sometimes we are not getting all of the assistance and help that we need. I think we couldve had a National TestingStrategy Early on in this process. It wouldve been helpful. It was like a 50 state scramble with everybody kind of making things up on their own. I dont want to monday morning quarterback because were still in the quote and transmittal of this is going to take a federal state and local government all working together. To continue to fight this battle. But the good news is we are all communicating and trying to work through these differences of opinion. John i know governor, the media often times tends to overplay if there is any disputes between the governors and the president t aspirated when we feel they are falling short or there is real needs of the state has, not been afraid to stand up and tell them had a fairly directly. That is my job as chairman of the governors. John you mentioned National Testing strategy. If they were one single element about the administration. The actions during all of this. Must when we say boy we shouldve thought that through better. That wouldve been of most help for the governors in the state. Gov. Larry hogan i think about this in my book about the early stages of this. Were really writing about this back in march and april timeframe and in early may. In the early stages, had we gotten more aggressive. There were some really smart people in the administration who were aware of what was happening giving advice to the white house. But i think a little bit slow on developing this and saying lets leave that up to the states. I appreciate the states flexibility with there were certain things and only the federal government had the ability to do. I think a massive Testing Program early couldvestop the r stage before we had about a hundred and 40000 deaths in this thing spiraling out of control. I think the messaging while we had great meetings with the task force with the Vice President and all these leaders. Sometimes the president communication was different will you are caring so i think that messaging was one of the big problems that we had. We talked about reagan was such a great communicator. And i think the communication skills fell short on this coronavirus with president. John understood. Fairpoint. Schools. Now here in california, the reagan library. Most of the states, we got the unfortunate news just last week from our governor that from the Public Schools are going to need to operate online rather than in person. Had you made a decision in the state of maryland on the schools will operate. Because of sure theres a lot of parents concerned about that. Gov. Larry hoga
