I have been in leadership positions my entire life. We have accomplished so much including energy but tonight we have a bigger question to answer which is where we step up to fight the covid pandemic or will we be little that or ignore it or surrender . I feel very strongly we have to beat the virus into the ground and do smart things including a mask and social distancing because we know these things work and following science in washington, good things happen we can use our science and her head to be the virus and the reason is to reopen our economy and im looking forward to that. The federal government and 29 patient per day for extra staff, extra equipment, and this governor said nobody will not send them 29 per day in the Nursing Homes only five dollars a day. You are from the east side of the state what would you do to keep those jobs in western washington . As far as being from the eastern side of the state i live most of my life on the western side. J is liaison the east side you keep trying to pigeonhole me like it is a negative file of the entire state. But the problem right now is the governor has lost touch with reality. Hes been working in government for decades hes never built a business from the ground up. I have i started with one single employee and an old truck i bought for my grandma on payments thats how i started my Construction Business over 20 years with multiple trucks all around puget sound the governor has no clue what its like in the real world. Is not a business friendly state and it hasnt been for a long time he has exacerbated that by his mandates by regulations and higher taxes this governor promised eight years ago he would not raise taxes and he has lied to us 33 times the state budget has almost doubled under his tenure and im governor this will be a business friendly state. Boeing will want to come here and stay here. Host you publicly threatened boeing taking a hard look at those tax breaks are you playing with fire . Inslee its common sense the citizens of the state should be treated fairly that means if boeings future improves, which are well, we want them to be inspired and incentivize to put things here. This is one way to do it. To give them the incentive they may think twice about the jobs. This is interesting. We have the highest rate of gdp growth a year or two ago the state has been named the best place to do business and its named the best place to live and thats are moving here like crazy this is such a terrible business place why do they keep coming here and growing this is a growth oriented state and will grow again. Host you said you do not believe there is systemic racism how do you explain those disparities of white families make to have times more than black families or hispanics are four times the rate . In our policies would you implement . The federal government and the State Government have lost in both constitutions that everyone will be treated equally regardless of race , sex, gender orientation and i firmly believe thats the way it is and should be. Yes there are racist among us we need to them out when they commit hate crimes. That is a felony in the state and it needs to be enforced the biggest way to bring racial inequality is to enforce the laws evenly and we have a governor who has misdemeanors and no one is held responsible spirit to talk about racial inequality talk about Human Trafficking going on and the state and in a big way usually men and young boys are the victims of that. What is this governor doing about that . Look at the unsolved murders of native American People whats going on with that . Thats real racial inequality. The system is racist who has been in charge of the system in Washington State for the last 35 years . The democrats. Do you believe in systemic racism and what beyond that task force or committee would you implement . The Racial Disparities that all of us should want to do something about is found white families have ten times as much wealth as black families and Racial Disparities in education, healthcare and then to expand the flames of division and we have to act in many ways. Our action is not limited to the Civil Justice issues yes we will do things to ensure independent evaluations and prosecutorial decisions but its a window to do much more to have kids of color that are ready for kindergarten by the way that world of donald trump and that she is that we were not held have healthcare we have healthcare 300,000 people right now and that it will not be protected one projected he became governor. And an opportunity and as you do can you talk about the policies you think government should implement to close these gaps beyond criminal justice . Host governor turning the question to Police Reform and reforming Police Departments since the killing of george floyd weve had many discussions and with those independent investigations but with those other reforms do you want to see the end of qualified immunity that protects abusive Police Officers civil lawsuits and do you support the writings police Union Contracts to allow cities to restructure departments . Inslee im open to discussions with the community rather than about all these myself i would listen to the citizens. We have a task force i think listening is pretty powerful to those were now who have suffered and as we are doing. So for an independent investigation in one way or another they have to bring more justice its not inconsistent with good policing also look at ways to provide those of Mental Health problems and we have to find a way to do with those Mental Health challenges for this will debate comes from a broad scale conversation of racial inequity and willing to do that. Host thank you governor chief, you have worked in Law Enforcement for a decade i would like to hear your views on qualified immunity and that protects abusive Police Officers and civil lawsuits and it should be written so cities have different place reforms to restructure their department . Culp i like the way you qualified the question immunity does not protect officers their prosecutor all the time for committing crimes. The governor talks about Mental Health in the state. It was narcotics detective with peers dealing with people Mental Health and addiction and Mental Health and the state is a joke he has had eight years to do something about it but he lost certification to the Western State hospital and with that went hundreds of thousands and millions of dollars in the federal government from our Mental Health system in the state and in a Mental Health crisis this happens every single day every night across the state ive had this happened almost every time. And someone tries to take their life there in a Mental Health crisis they are taken to the hospital by a Police Officer and talk to first level Mental Health counselor and call around the state to try to find them a bed and nine times out of ten there isnt one and they are turned out back on the street. We are moving on to our major reform we have improved significantly but it is an ancient facility thats why we start the program to get Mental Health closer to people but if people dont have insurance they cannot pay for this and the fundamental problem is that his party and president want to take away Health Insurance and Mental Health insurance for me hundred thousand people and then whenever we talk about paying for this they want to cut the budget to cut the budget you cut people who are in pain. Host chief want to give you a moment to respond to that but also you said Police Officers arrested them in jail but we do see they are rehired after being fired. Can you address that . Culp which circumstance or which officer . Host in seattle that happened with arbitration they were filed with appeals to the arbitrator and then they are reinstated when a man punched a handcuffed woman in the face and pulled out her eye socket while she was handcuffed and then fired and then reinstated when appealed to the arbitrators. How do you address anything like that . Culp that sounds like it is the chief best department are you telling me she is racist in some way . Im not sure. Host i am not sure i did not say that. Culp they should be held accountable i am all for that. Host thank you for your response. Looking at civil unrest please try to answer the question. Governor nearly two days after demonstrators took over an area calling at the autonomous a new claim not to know about it despite nonstop local and National News coverage so what should voters make of this apparently pervious to the police abandoning in the city . Inslee if you look at the facts of that situation i could not have been oblivious to it because i deployed the Washington State National Guard. Host why did you say you did not know about it . Inslee i cannot comment on the quotation right now but we did is to respond those that are responsible with the national security. We asked to send the National Guard we responded promptly and with the Washington State patrol that was ready and we clear this decision when it was made to bring back Police Forces in the area. So its clear we did provide support is a frustrating situation with tens of thousands of peaceful one people peacefully protesting and marching without breaking windows or starting fires and in the midst they come into cause violence. Its very frustrating to those who believe it is a righteous cause this violence is unacceptable for all of us and it should stop. You said this is news to me i have a good about it from any credible source. Inslee i knew about it thats what we had state troopers ready to respond at the citys requests are made of a statement i made a statement the clearly i did thats why we sent troops this is something we did respond to seattles request. Host we will follow back up on that so now chief on top of the civil unrest talking about the nightly protest seattle dealt with those riots over the summer and washington leaders including the governor s back at the idea of federal intervention elected under what specific condition conditions, specific would you support in response to civil unrest . We currently have a governor that soft on crime thats obvious he doesnt know crimes are happening in parts of seattle and i saw that in the Live Conference clearly he had no clue what was going on or he was lying and yes he did send in the National Guard we all have ray to peacefully assemble and speak our mind when it turns violent they light buildings on fire and throw rocks at police is no longer First Amendment right thats a crime thats called rioting although the governor did send in troops, the National Guard because the commanderinchief he sent them in their at the request of local Law Enforcement he disarmed them before he sent them and i will never send young men and women in uniform to a violent situation without the means to protect themselves and other people that is what they are going and therefore and when people commit crimes the National Guard will assist local enforcement to put them in jail where they belong. The rest of the people involved were betrothed to disperse because it is a riot and if they dont they will be arrested as well. Thats how you deal with crime and to shut down a riot. Host talk about federal intervention in your rebuttal time was that your decision not to arm the National Guard was at the mayors decision also do support the federal prosecution of those who burned down buildings . I do support prosecution of anyone in violent used to prosecute so i do support that in with the democratically elected official we sensed a patrol to spokane so we have helped numerous and difficult times general dog rudy who is a fantastic general has helped me and many situations has told me he did not want firearms. He did not believe more firearms was the answer to magnify to give potential violence to the situation. Fortunately nobody was hurt i respect these people they do fantastic work. We want to continue to follow the law. Its a little curious to me we have a Police Officer consciously violating the law, refusing to enforce gun safety and then say the answer is more gunfire. Host you respond to what the governor said right there with a gun control measures and the mandates the courts have upheld and law and order everybody else but not you . Culp Police Officers have the discretion to enforce or not enforce if you ever get pulled over not give the ticket . Play centers have discretion whether departments will enforce and what they will focus on drug crimes or sex trafficking or speeding. Thats up to the discretion of chief Law Enforcement of that agency for me to make that decision is based on the Washington State constitution which you took an oath to took an oath to uphold and defend the right of the individual citizen to bear arms shall not be impaired. Going to the budget, there was some good news from the States Economic and Revenue Forecast Council that said the projected budget shortfall is not as bad as first thought still significant well over a billion dollars i know you use the word pigeonholing those are bigger numbers than anything you had to deal with. We have no new programs or pay raises or equipment and then to do problematic cuts from the bottom up and then the hardware. In the Business World which i spent 20 years then you are cutting the sales force and advertising budget and the lazy way of doing things to go through the budget line item and i would start specifically with anything that has the word study and that they will study things to death stead they will spend and waste study after study but as a way for crony capitalism and give money to their friends. There will be spending these but also shortfalls despite the good news the state transportation revenues are short 701 million coming up in the next budget cycle and the need for fixing a bridge there but the port of seattle the Washington State ferry system and given the revenue shortfalls right now. And then looking at the transportation budget we have huge progress passing the largest and the most environmentally friendly budget so i willing to pay for transportation so we can actually put people to work we need to look at rational cuts over half a Million Dollars myself of executive action the last two months and already made those cuts and those were what times those were necessary and i have been vindicated in my decision because i do four. Five and a half part one four. 5 million from chief and the Republican Party in the middle of the pandemic we should not take away healthcare we should take away from people in the middle of a pandemic or Mental Health or womens right to choice and to finance that it is very much at risk right now. How many businesses did he out of business . How many small mom and pop shops couldnt help but so much unemployment was sent overseas . Deflecting nothing is his fault is somebody elses fault i dont deny the Climate Changes in the seventies it was all over the news we were with Global Cooling and though Global Warming and now Climate Change but these are not climate fires they are the result of our management on the state level will clean up the carbon on the forest floor and shutting down the road access as well as access for those citizens so we need to manage our force thats why they burned so hot and so fast. Host we have more than 2 million acres of the course management preventing them from being devastating what are your plans to eliminate this backlog . I checked on this today we improved management dramatically is gone up seven or eight times there is 22 million acres in our state and it takes a lot of money to do that so we are increasing sending when i wrote letters to donald trump asking him to do more sending in the federal forest he the budget for it. Yes what makes a difference is doing something to save yourself this is a health issue and we should fight for respiratory distress for children shot how to breathe the smoke and i dont know whats worse to deny climate or admitting and refusing to do anything about it the chief as per go zero policies we deserve a little more time to talk about this how we grow jobs in solar or solar panels we are going jobs all over the state is a perfect Economic Growth opportunity and im confident we can exploit those to understand Climate Change and job creation. There have been several highprofile instances of mixed management agencies and you watch including the decertification of hospitals in the loss of federal funds it also includes more recently the massive unemployment fraud we have seen with the start of the Coronavirus Crisis given the slaps why should voters have faith in your ability to manage the state for the next four years . I want to do everything humanly possible to help it and frustration with those difficulties to be profound and sincere as people who are suffering. Natural disasters can destroy the buildings or the capability in a timely fashion the number of claims went up by a factor of ten overnight that like 700,000 people showing up we have been moving heaven and earth to get the checks to them. These are thousands of washington citizens that come out to my rallies those that come from all over the state to spokane on one spokane to all counties i am hearing from them by the thousands every single day and they dont like whats going on in the state they want a government that stays within the confines of the constitution. Host gp talk about how we have a Mental Health problem and the drug will not a homelessness but that you cannot raise the state budget or increase spending or address these problems. How do invest in Mental Health and drug treatment if you promise to cut the state budget . Inslee and say we didnt have a housing budget is not a Mental Health and addiction problem we are spending and wasting millions of dollars across the state on Mental Health and drug addiction programs that are not working. Going from singledigit accessory to 76 percent success rate by taking late one less state funding. Host i like to hear what that program is because ive not been able to get an answer. Inslee we have to look at the economic circumstances that we have in december we can do that now but we will propose a balance budget at that moment i will Touch Healthcare and those who are most needy and women who have a choice right now that republicans want to take away.
