The presiding officer under the previous order, the Senate Stands adjourned until 4 30 p. M. On friday, and that py the pediatric vaccines the us py needs to play more of a role moreof a role in this effort. There are a number of entities including the bill and Melinda Gates foundation and these International Organizations that are doing their best to hold this together. They need support from large vaccine manufacturing nations and currently theyre not getting it from the us, theyre not getting it from china, theyre not getting it from russia and other people in that station that needs to change before we see that result. This is just to the group, clearly one of the main issues for the next pandemic is how do we sort of improve our national and International Disease surveillance for the next time because youve touched on chinas lack of transparency during the early stages of this pandemic and it had devastating consequences of what needs to be put in place for that to happen again . I think tom is probably in the first instance this is been a big for him a big issue. So one lesson that comes out in this pandemic is we cannot be entirely dependent on the transparency and Self Reporting of nations in future outbreaks of dangerous disease. We need other sources of information. So that doesnt mean not supporting the International Health regulations and who in their role. We need other sources of information to what the report recommends is a Central Network base at the Healthcare Facilities that regularly voluntarily incentivize with my partners but reports regularly hospitalization data you can identify unusualtrends. That made a difference in this case where it appears that in those cases where showing up for the better part of a month in china before they were recognized or at least reported a pattern so having that early surveillance, having it tied to Public Health agencies that can assess and act upon it including the World Health Organization is one way to make us better prepared and less reliance on the honesty of World Leaders because they have not exercised it in this particular pandemic. At this time i like to invite members to join in our conversation with their questions. I reminder this meeting is on the record. The operator will remind you how to join the question q and yes. Hello panel, thank you so much for this report. I thought it was wonderful. I appreciated especially the criticizing who that, ed summarize and i applied to the cdc so my question is can we get an independent cdc again. I say this because the sea seemed to sort of not be there in the beginning. Everyone was going to the New York Times get most of its data, not the cdc and not in retrospect understand the White Housewas manipulating them on a level weve never seen before. Ap wire Service Lease on saturday that the cdc was almost universally opposed by cdc scientists was written by the white house. We learned last month that there and nwr morbidity and mortality weekly report, the main mechanism for half a century they have released scientific findings were being edited and not allow them to say forexample that children were transmitting this disease. So im wondering is there a way to get the cdcs independence back which has just been sort of a hallmark of the supreme courts, sort ofindependent, you dont touch them on abortion, on gun control , the white house is put pressure on them and have never given in justin completely New Territory and do you have any thoughts on how to regain edcs independence, sylvia, im going to direct that question to you stuart , if you want to join in on the role of the cdc in this. I think in the report one of the recommendations is an independent review of the cdc and i think at this point, what we do need in order to rebuild confidence is an independent review that looks at the question of what types of influence as you describe occurred at the cdc and o whether other issues and i think that will be an important part of rebuilding confidence in the cdc, an organization i had the opportunity as you describe the work with and depend on in terms of the incredible work and the work around the world area we use south korea as an example. Outbreak that they learn from , that we talked about sort of how they learned was they depended on our cdc experts. That was at a period in time where that was the largest case, those were the largest cases of the middle east respiratory syndrome outside the middle east and they called upon cdc to be partners in developing their response so i think we have to return to the place you have described. Its an important place for us as a nation in terms of how we on scientific, factbased information and the cdc has historicallybeen i think what we haveto do is assess what happened , understand and rebuild confidence. Are next question will come from kathleen hunt. Miss, if you can on you your microphone now . We seem to be having technical difficulties. Our next question will be from mark lake. Mister leica if you could unmute your mic. You all for this. I have a question about how the language of all security is likely to unfold in the political system. We dont need to make prognostications about the results of the election but how do you think Health Security is going to be defined, we see an opportunity to discuss these things but if we think back to how the Us Government responded to 9 11 and how it produced dethe department of Homeland Security and a lot of reliance on contractors whats perils might there be in efforts to sort of fight the last war as our political system tries to take on some of theseissues. What are some of the biggest mistakes we could make that are errors ofcommission rather than errors of omission . Fran, do you want to take that one . I really do think that its the old saying an ounce of prevention is worth a pound of cure lesson in this is the investment whether its cdc in building their capability and resources as part of this independent review sylvia was talking about or investing in the Public Health at the state and local level. When you have that capability and its, the bench is deep enough response capability and adjust to whatever, whether its a pandemic or its a very bad seasonal flu or mers or ebola but what you need is expertise and you need it sufficiently deployed and with a deep enough bench to respond and its the resilience, if the capability to me that i think is the key mark to being prepared not just to fight the next covid but to fight the next pandemic, this was a naturally occurring bio incident you mentioned 911, we were very much in the wake of 9 11 although bio wasnt attacked so regardless of what the cause is, weve got the capability and the gap, you can adjust and respond to whatever thenext is. If i might, go to my friend marks question. I think you did put your finger on an important issue which is the tendency obviously to wrap many Foreign Policy and even domestic concerns in the mantle of National Security does sometimes carry ritz. I did a bunch of work on fascist states in the past and to frame that has security cuts which they can also be often worth of development actors, if youre worried about what the instrumentalities are, what instruments youre going to bear on these things. That being said i think that our transfer has added both ways and assess. We talk about it as a National Security threat but we also talk about particularly when it comes to local populations we think about it as a question of Human Dignity and also a matter of social justice and because to the degree that we for instance dont do well by our most vulnerable citizens, were letting them down from the perspective of justice were also creating vulnerabilities for our self nation so that i guess the way in which i would try to play frame. Finally i was going to quickly say one thing if its okay. I think there are three reasons why its important to keep up our local Health Programs and the first is this pandemic has exposed the fact that it reveals, it reveals preexisting weaknesses both in terms of individuals health as well as help and in the context these programs reduce potential comorbidities. That makes the pandemic worse they also as weve seen where you see immunizations drop in Health Systems affected in these cases, if theres not a robust capacity existing in a pandemic thats going to make that worse. Second, what we seem is a lot of the nations that have been targeted by these programs have done reasonably well in tackling this pandemic and i dont think thats accidental. Third, the important issue here is that historically its been difficult to get low and middle Income Countries to support Health Security because whats in it for them, if this is primarily aboutprotecting high income nations. Having a balance and how we engage with companies will be really important to maintaining their interest and engaging in an agenda which frankly the country that have been hit the hardest in this case for the most part are wealthynations. Our nextquestion will come from catherine hagan. Thank you so much. This has been a fantastic program and an excellent report. Very timely and very good to have. My question is very much oriented to the global focus that i think is very good to have in there because so much it is oriented to whats happening in our own communities rather than thinking broadly. But clearly the american engagement in this has been lacking at one level but not all levels since there have been so many Different Research efforts that have been going across the globe with americans very much involved in them. Certainly the bill and Melinda Gates foundation is one of those but the fact that theres so much going on with Civil Society and groups in the private sector entities, raises the question of how can you more effectively integrate these efforts into the kind of globalcoalition that youre talking about. And secondly, related to that cant there be enough negotiating power in the us or other Manufacturing Companies countries to have some clout to make it in fact a global focus in terms of addressing the treatments and the vaccines and the prevention strategy. Those are my questions. Tom, i think this one is yours. Ill take the second one. I dont mean what you on the spot but sylvia i think might be better on the role of philanthropy and broader actors in the space but ill talk about the vaccine issue. Its important to understand that vaccinemanufacturing is not like small drug manufacturing. This is a fundamentally different prices and what we saw two decades ago aroundhiv. Manufacturing capacity is scarce. If youre talking about the active ingredient ingredient eof vaccines are talking about a dozen, historically a dozen producers worldwide so direct capacity is very limite
