We now but the question to the Prime Minister that they will first called the Prime Minister to answer the engagement question and i will en call on the [inaudible] thank you, mr. Speaker. I know you been updated by my terms on theda lead investigatin that you refer to on the second ofn november and i think its a matter extremely [inaudible] this morning i had Virtual Meetings with cleagues and others in addion to my [inaudible] this pandemic has shown how interconnected and vulnerable we are to global charges and grappling with covid climate emergencies, growing so why is this government recorded to be breaking its own manifesto commitment at cutting the age budget whh saves lives and build so will the Prime Minister stop this retreat to from the stage and take this opportunity to rule that out here and now . Prime minister. Thank you, mr. Speer. I believe everyone can be completely proud about the c maive commitment weve made and more continue to make the factories and they can be even prouder of the commitmt that we are now making in lding the world to tackle the teats of Climate Change and the investment we are making through other means in tackling that problem across the world in the uk that is leading the world in one of the greatest problems of this space. Andrew. Pressed the button, andrew. Writes. Sorry. Thank you, mr. Speaker. The Prime Minister will know that my constituents put up with the dangerous junction and flyover at gallows caller which is meant to be only a temporary structure that is been there for ou50 years in the Prime Minister has been there with me when he was mayor of london. Part of this government planned to peel back in with the privates commit today to stepping in where [inaudible] has failed bankrupting [inaudible] and guaranteed the necessary funding to replace and reshape this junction, especially as it will fall a jor route to and from the new lower crossing. Per minister. My honorable friend is ablutely right and the mayor of london who left it in remarkably good conditions evenn before the deal was struck and i can assure my honorable friend that tsl we are working with tsl to see what we can d to resolve the probl and we will of course update him in due course. The leader of the opposition. Thank you, mr. Speaker. Let me put my wishes to the prime or doing the right thing by following the rules and self isolating. Mr. Speaker, scotland, Northern Ireland [inaudible] until now whatever our disagreements theres been a very broad consensus about devolution. Why did the Prime Minister tell his mps this week the scottish devolution is in his words, a disaster. Prime minister. Thank you, mr. Speaker. What is unquestionably been a disaster is the way in which the Scottish Nationalist have taken devolution as the means not to improve the lives but not to improve education in scotland and i know this is shared by the right honorablgentlemen in the opposition but constantly telling me to campaign because it bres up over our country and otherwise myself personay [inaudible] it is a Scottish National party not the nationast party d the phones will be bringing [inaudib] the same guest bagel threat in the future of the 90 kingdom is a Prime Minister every time he opens his mouth almost but the Prime Minister said he wants to take back no one thought he ant from the scottish people but the Prime Ministers quote is very clear. He said devolution has been a disaster north of the bder but this is an isolated incident whether its the internal or the way they were sidelined over the covidesponse in the Prime Minister is seriously undermining the unid kingdom and instead of tking down does he agree that we need far greater dissolution across the United Kingdom . Prime minister. Mr. Speaker, it is tony blair himself who conceded he did not separatist Party Collapse of scottish labor and the quite [inaudible] to do things which i passionately believe like improving [inaudible] Scottish National party, mr. Speaker, named in the Scottish National party is not engaging in that basic but instead campaigning to break up the union and i hope that the leader of the opposition will repudiate and opposes the breakup. Of cour i dont want the brkup of the United Kingdom but if anhing its purely that breakup but the Prime Minister turning now to the Prime Ministers handling of the pandemic and hes doing the right thing by self isolating bike track and trace but could he have done so like so many other people crosscountry all he had to rely on for the next 14 days was sick pate which is 95 pounds a week and thats 13 pounds a day or a oneoff payment of 500 pounds which works out to 35 pounds a day. It could finally be something [inaudible] i believe [inaudible] [inaudible] many, many loans and grants to businesses of all kinds and support for people who [inaudible] in addition to all the other benefits and support we give. I think its reasonable package and i made it tough for people that self highlight and am glad that it seems not to be coming around and supporting it. Will not take lectures on supporting the lockdown measures were passed the other week with itbor votes. Thirtytwo of the own mps broke a three line with and i hear 50 of them and he should be thanking us for our sport not criticizing and as he well knows only one in eight workers qualify and we always talk about the number ofso people hes helping but ignores the huge numbers falling through the gap. Members here may be able to afford to self isolate but thats not the case for many people crosscountry who are here. Estimated only 11 of people self isolate when theyre asked to do so, 11 and that is because they dont want to but because many dont feel they can afford to so for a selfemployed plumber or a construction worker or photographer and you dont qualify for Social Security benefits or run a Small Business and cant work from home, your life will have significant cut to yourne income if you have to self isolate. Um this affects many families across country and does the per minister that if we want to increase the number of people who isolate we need to make it easier and affordable for people to do so. Mr. Spear, again, i do think its extraordinary that he is now coming out in favor and coinuously in the numbers he gives of the self isolation according to [inaudible] is way too low but we continue to encourage people to do the right thing and if he does break the change in transmission and after the groups he mentions we will give [inaudible] and universal and what he wants to do iset the virus under control which is the purpose and encourage people to self isolate and stopping the diseas by spreading so the businesses he talks about can get back to their close to noality as soon as possible but in the meantime we will give every possible support. Mr. Speaker, theim prime is surplus understand is huge gap in the system because if you cant afford to self isolate and once the per minister and chancellor wont easily isolate properly we learned this week that they can 21 Million Pounds of taxpayer money to pay a gobetween between contracts of the department of health, 21 Million Pounds and i remind the Prime Minister that a few weeks ago he couldnt find that amount of money for preschool kids [inaudible] does a Prime Minister think that 21 pounds or 21 Million Pounds for the middleman was an acceptable use of taxpayer money . Per minister. Mr. Speaker, when this crisis began we are being urged by the right honorable gentlemen to remove the blockages in our and we wererocess facing, as you will remember, the situation where across the world there were not adequate supplies andnt nobody had enough and im proud of what has been achieved. [inaudible] this is entirely typical i may say of captain hindsight that he now attacks our efforts t procure ppe and now we went too far. If you talk aut hindsight i call for a circuit breaker. The Prime Minister cald for votes and said he would not do it and then did that a few weeks later. And did that a view weeks later. It was hard to lockdown because of his delays. The Prime Minister couldnt explain how his government paid 150 Million Pounds on contracts that didnt deliver a single piece of usable ppes affecting 21 Million Pounds on a contract with no oversight. National audit office, the government approach was the public transparency they reported more than half of all contracts relating to the pandemic, 10. 5 billion pounds were handed out without a contender, the suppliers with political connections were ten times more lely of the contract, we are eht months into thi csis, the government is making the same mistakes, can the prime ministe give assurance tha from now on all government contrts to be subject to proper process with full transparency and accountability. All government contract can be published and already been published. But its extraordinary the attacks of the government and i want to thank again all the people who were involved in the effort and thousands who stood up at ppe against any further crisis, he talks about transparency. The government attacking to approach including a football agent who was a Manufacturing Company that made hundreds of these gowns per week, 16th century, again speaker and attacking too far, the ppe during a pandemic. Prime minister w are now going to call the company. Thank you, speaker i am aware of recent successes of the Football Club that the citizens have enjoyed,y unfortunately it hit hard especially those, and the cabinet colleagues to review at all levels as i have requested in previous respondent, its been a while since he visited lincoln and where we can return in person for the beautiful game. Prime minister with business of the pandemic and they wont happen with the students in taking a common watch, the side will do whatever i can to oblige wi communication in mind. Welcome to the leader of the smp, mr. Speaker can i wish the Prime Minister isolating well, pr. Speaker over the past 20 years westminster has imposed an extreme rags that, a war in iraq, a scandal, the rate clause, a bedroom the intervention which pushed millions into an poverty, free personal care, free bus travel, the scottish world leading climate t all over scotland on more equal place to live but t Prime Minister understand why the peopl in scoand think of him in his parliament are the real disaster. Prime minister. Mr. Speaker i refer to the leader of the opposition, i do think that his policies to break up the union, i wish he and his party would focus on the real priorities of the people of scotland on health and packing crime and the issues that matter to all of our people, that involved all government should do another very proud of the administration of thats what we focused on, we did not go beyond constitution change in the breakup of the uk. Im not sure the Prime Minister was listening because i just charted some of the achievements of the Scottish Government on behalf of the scotland, mr. Speaker no apology and no regrets of this Prime Ministers attack on a revolution. It wasrir, a slip of the 40 maca problem between westminster and the scottish people have never been bigger and with the paragraph bill, the fact is scotland has been completely ignored by westminster, we dont see an extreme brexit, paragraph and another round meeting towards there will by governments, isnt that the case mr. Speaker, the real disaster facing the people of scotland and then another 20 years of westminster government, isnt it cleaner than ever that the only way to protect scotland and our place in europe is for scotland to become an independent country. Prime minister. I could not disagree what the uk does as a whole is far bigger and better and more important than what we can do as individual nations and i think when you look at the way that th uk pulled together during this pandemic the way that the Armed Services have worked to get testing overul the uk in the scheme to the uk, billions and biions to help people across the uk businesses in scotland, i think the uk is showing the value and will continue to show the value, a wanting to take scotland backnto the European Union which obviously is what he was saying just now, what he should understand and the people of scotland should understand that as a massive surrender of power are the people of scotland straight back to brussels just as the people of scotland have taken aback again, the power is not just over many aspects of their life, the physical power to control scottish fisheries as well and all of that will be lost under this program and i do not believe it will commit itself to the british default, it was rejected with i believe it is something they would reject again mr. Speaker buts he said thank you, mr. Saker, tens of thousands of jobs have ready been lost in mitigation and hundreds of thousand of more hang inhe balance, by making sure that the Government Task force report in time for testing regime to replace the arrangements as we come out of this lockdown in december. Prime minister. Mr. Speaker they dont work very fast to see if we can replace the quarantine, i dont know but i will keep them informed. Thank you mr. Speaker in the people today will see the nefits of the union with 165 million tim invested in rural across northern islan iren the agreement with the government during the last parliament. Mr. Speaker following on from the currentopulation Testing Initiative in liverpool, with the Prime Minister agreed that Northern Ireland 1. 8 mlion population spread across the loving local government districts would prove idealor the next fears of the governments Ongoing Program on largescale covid testing . I thank you for the excellent proposal and hes right that is alvery possible with covid and e will certainly be talking tohe minority executive on how to proceed. Mr. Speaker ive been contacted by many constituents who feel flat on the measures and site and it has not replace that for t s1 form, some of these are desrate to move but they cantecause they dont havehat form, can they have more and wh the chief counsel toeveloping urgent prioritization to the constituents to move on with their lives. Prime minister. Mr. Speaker i have deep sympathy for people who face this problem and it is not right or fair, if you dont need a ew x1 form in the lenders would understand that but we will make sure that all in question and remove whatever is necessary and assurance security wherever that is too. Thank you, mr. Speaker. They plan to scrap the union learningund around 1200 workers, 200,000 a year many lowpaid will miss out on training opportunities, will t climate today fulfill his commitment for the skills guaranteed to hel people train and retrain any stage in their lives. On this decision to ensure working people can access education, training and skills in the future. Prime minister. Mr. Speaker thats exactly what we announced only a few weeks ago with the lifetime skill guarantee, dozens of lifetime skills guarantee to make sure if youre over 23 that you can be eligible for support from the government and getting a new skill or new qualification we will not pay you for that skill, we willl support you particular in the context of the spin demo, we want to help train and retrain people so they canle adjust to our changing economy. David. Thank you, mr. Speak in order to truly level up constuencies like mine and literature we will need t mobilize billions of private capitalo help this pay for new infrastructure investmen, will the Prime Minister consir launching a newne institution sh as a National Development to inhelp achieve this. I can tell there is 185 million in the great deals to get building funds and we will be bringing forth measures to boost investments in the uk infrastructure and do core. Se james murray, james murray. Mr. Speaker in march the governor scientific officer said keeping covid deaths below 20000 would be a good outcome but still an enormous number of death, we have now passed 50000 deaths in any of the country with gdp topping 10 in the last year why doesnt the Prime Minister think the uk is under the deepest recession in the highest number of covid deaths in europe . Minister. A Global Pandemic and one in which the uk has been badly affected and every life is being lost and we are supporting businesses and individuals of the uk but i have absolutely no doubt that we will get through is strongly by next spring as the advisors he said, we have the toolso do it in the scientific weaponry and thats why we are engaged in the current institution to get this done with the virus now and try to get the economy moving in away that im sure he would li like. Thank you, mr. Speaker, most of o fabulous independent retailers that are crently closed due to covid restrictions and while they appreciate the welcome of suppo by the government, their concerns that the supermarke in multiple retailers continue to sell the same products as them, with clothingthis is substantial prits whi
