So i think you all for being here. Andrew wheeler and i are so pleased to announce a step forward in the plan to make sure they have access more more affordable safer and clean new cars that meets the familys needs. Two and half years ago President Trump spoke with autoworkers in michigan and said that we would review and revise the last administrations unattainable fuel economy regulations. Those were making cars more if expensive and impeding safety because consumers were being priced out of newer safer vehicles. Our team of experts have jointly been working together conducting a long thoughtful and detailed actions here. The one National Program that we are announcing today will ensure that there is one and only one set of National Fuel economy standards as Congress Mandated and intended. No state has the authority to opt out of the nations rules and no state has the right to impose its own policies on everyone else in the country. To do otherwise harms consumers. And damages the american economy. It should be noted, that this rule only applies to fuel economy. It will not affect californias ability to refocus its efforts on fighting the worst air pollution in the country and comply with existing regulations. In the coming weeks we will also be publishing the second part of the safe vehicles rule which will set new National Standards, and fuel economy standards and while the second part is not yet finalized i can say that the updated standards will be reasonable. For the sake of the American Workers the entire workforce, american car buyers and the economy, the rule will not force automakers to spend billions of dollars developing cars that consumers do not want to buy. The new standards, will help make new vehicles more affordable. And they will ensure that the American Consumer still has a variety of choices when selecting vehicles that best suit their own familys needs. The new standards will save our country billions of dollars and they will strengthen our domestic Manufacturing Base by adding millions of new car sales and of course supporting good paying american jobs. And most importantly, because newer cars are safer the standards will save thousands of lives and prevents tens of thousands of serious injuries so with todays one National Program rule, the administration is standing up for all americans. Their needs and their right to choose. We will not let political agendas in a single state be forced upon the other 49. And we will always put safety first. Thank you so much. Thank you to administered wheelers leadership the epa is delivering on President Trumps agenda to grow the economy and improve lives while at the same time protecting the environment and human health. Todays action is the latest in a long line of important regulatory reforms at the epa. And i know we will continue to keep us busy. Please join me in welcoming the administrator here. Thank you and. I want to thank your whole team. Thank you secretary sean i want to thank your team in particular with our teams together we worked long and hard over the last few months to get this proposal where it is. And i want to thank you for the professionals of your staff as well in everything that we have done together. President trump promised the American Public that his administration would address and fix the current fuel economy and Greenhouse Gas emission standards. Today, we are delivering on a critical element of the president s commitment. The epa and d. O. T. Are looking at a final action that will have one set of the National Fuel economy standards. The goal from the beginning was a 50 state solution. And that was three times taking a leap at the epa but despite our best efforts we cannot reach a solution. We embrace federalism and the rule of the states. What that does not mean that one states can dictate the standards for the entire country. Tomorrow for Louisiana Attorney general jeff landry, cafe does not say california assumes federal empowerment. So we are moving forward with one National Fuel economy standard. We believe that the law is clear. No state has the authority to opt out of National Standards. And no state has the authority to set its own fuel economy standards that impact human safety, the environment and commerce the rest of the country. One National Standard that provides muchneeded certainty to the automotive industry. And it sets the stage for President Trumps ultimate objective which is a final safe rule that will save lives and strengthen the economy by reducing the price of new vehicles and helping more americans purchase a newer, cleaner and safer car or truck. This is good for Public Safety, the economy and the environment. Heres how todays action works. Under the Energy Policy conservation act, d. O. T. Sets cafe standards. They expressly provided the federal government regulates fuel economy. Not the states. Since there is a direct a scientific link between a cars Greenhouse Gas emissions and the fuel economy, d. O. T. Is determining the active permit preempts the state ghd n0 Mission Vehicle programs. That is one basis on which the epa tends to withdraw the waiver for californias state ghd program. Separate and apart from that, the epa is withdrawing the waiver based on our interpretation of the application of one of the criteria for denying a waiver. Does the state need it standards to meet the compelling and extraordinary conditions . Understood in its origin and context the California Waiver Authority exists because california yet has uniquely bad problems with smog forming pollutants. There is a direct link between california cars and the criteria of pollutants to the local concentrations of those emissions and the impact that they have on california due to the states extraordinary perfect storm that features like population, traffic, temperature, wind, ocean currents and typography. For Greenhouse Gases, the delight direct link is not there. California cars have no closer link to california climate impacts the new cars on the road in japan or anywhere else in the world. Californias climate impacts are not extraordinarily distinct from those in other states in the same way that the smog impacts are felt here. It makes sense that Waiver Authority was carved out to address the unique local problems. But it does not make sense to use that authority to try to address national and global issues like Greenhouse Gas emissions. Is time to put californias waiver back in its box. The box that the congress always expected it to stay in. The unique extraordinary criteria air pollutant issues, todays action does not impact the number of other programs in california including the low Emission Fuel Program designed to address harmful ozone and other forms of air pollution. This will allow the states to focus on addressing the air quality problems and finally achieving compliance with epas national ambit the ambience standards. California has the worst air quality in the united states. It has 82 nonattainment areas and 34 Million People living in areas that do not meet that maximum standards. That is more than twice as many people as any other state in the country. We hope that the state will focus on these issues rather than trying to set fuel economy standards for the entire country. Todays action also clears the way for final safe rule, the proposed safe rule reflects what we believe is the right approach to the National Fuel economy standards. Right for Public Safety and the environment. First, revising the standards for this will reduce the price of new vehicles. The average Sticker Price of a new vehicle reached 39,500 in the first half of this year. Is simply out of reach for Many American families. The current trajectory of the standards is one factor driving the costs higher. In order to comply with obama standards automakers have to sell more electric vehicles. But some counts they will need to produce lineups that are 50 electric or more over the next seven years. However electric vehicles cost 12,000 more to make than the average vehicle. According to mckinsey analysis. Those costs are passed on to the consumers just one reason why electric vehicles are still, despite the use of dollars of subsidies less than 2 of new vehicle sales. One way for automakers to meet the standards however is to lower the price of the electric vehicle and raise the price of other more popular vehicles. Such as suvs and trucks. In other words American Families are paying more for suvs and trucks. Vehicles through tax incentives. Another thing to use emission standards to prop up a product that has minimal impact on the environment and only the wealthy can afford. Of the roughly 57,000 households that received the easy tax credit, nearly 80 made over 100,000. If these people want one, they can afford one without asking low and middle income americans to help pay for it. Compared to keeping the standards in place, the preferred option in proposal would reduce the price of new vehicles by thousands of dollars. That leads to my second point. Revising standards and reducing the price of new vehicles will save lives. Research shows, passengers are more likely to be killed in older vehicles compared to newer ones. According to a study, a driver of a vehicle 811 years old, the vehicle not the driver, is 20 more likely to be fatally injured than the driver of the vehicle that was three years old or less. The driver of a vehicle that is 1214 years old is 32 more likely to die in an accident. A driver of a vehicle 5017 years old is 50 more likely to be fatally injured. By revising the standards and reducing the price of new vehicles, we will help americans purchase newer and safer cars and trucks. We estimate that our proposed revised standards to the rule could save thousands of lives. Third, we are revising the standards in a manner that will have a negligible impact on the environment, compared to current standards. There are two important facts to know. First, even the most stringent vehicle standards imaginable will have only a minimal impact on Global Temperatures. According to the Obama Administration 2012 analysis, even a more stringent burgeon of their rule than the one they finalized would have only lowered Global Temperatures by two 100 of a degree celsius by 2100. It is important to put things in context. We are talking about changes in the 100th of a degree celsius by 2100. Is the second fact, most automakers cannot comply with the trajectory of the current standards. For model year 2016, domestic passenger Vehicle Manufacturers paid more than 77 million for noncompliance. And model year 2017, only three large manufacturers confide, based on Technology Levels of vehicles alone. Most large manufacturers used bank credits, along with Technology Improvements to maintain compliance. The most recent data on credits and shortfall between the fleet and cafi compliance suggests that this figure may rise dramatically due to the increasing stringency of the obama standards. The total shortfall for model year 2018 is the equivalent of almost 1. 3 billion. More than 10 times higher than the equivalent shortfall for model year 2011 which was just over 100 million. This begs the question, why keep the standards that automakers can only comply with three credits and paying fees. We believe changes are needed and the proposal set forth our view of what changes our approach. Because it removes certain credits and peace, the standards would have a negligible impact on the environment, compared to current standards. Finally come revising the standards will help more americans purchase newer, cleaner and safer cars. The average age of vehicles on the road today is a record high of 12 years. In 1990, the average age was eight years. Either consumers cannot afford the price of new vehicles or they are not interested in purchasing certain types of vehicles. The lack of fleet turnover creates a host of problems. By providing the standards we will reduce price of vehicles. As prices fall, President Trumps vision becomes reality. More americans will be able to purchase newer, cleaner and safer vehicles. Vehicles they actually want to buy. The president knows that accelerating fleet turnover is good for the Auto Industry, good for consumers, good for Public Safety and it is good for the environment. I am delighted to be here today for the subject matter, especially. I am very in touch with constituents on what the automotive needs are. We are talking about the bottom line, auto choice. People in this country still like to have choices. When i saw this mandate coming down the line, i thought how realistic is it by the year 2025, all automobiles would have to average 55 miles per gallon. I cant even think of what that would look like, especially what that means for the average buyer. That a mom needing to get to school and offer other chores or people that may want to have a vehicle with some room because they have guys my size. This administration, we want to be thankful. Congratulations on listening to the people. The California Air Resources Board for my constituents, they plead with me and my state legislative colleagues to say can we have relief from the latest dream they have each month or six months on a new mandate. C making the example less costly to buy fullsize trucks. Everything you have has been brought by a truck. We want to update trucks and have them be leaner and better. There is a punitive tax and the federal excise tax. 12 15,000. For buying a new truck. We want to incentivized to give people what they need. The same with automobiles. They hit it out of the park. It comes down to subsidizing other people into electric vehicles. The electricity comes from somewhere. A lot of the power lines running from my district from hydroelectric lands and other plants, many miles through my rice feels to go to the urban areas so people can feel good about themselves. Reality is, the better we can make the vehicles more efficient and the tailpipe is still clean on all these cars, no matter what their size or mpg. We are chasing co2 numbers. The reality, manufacturers are making better cars than ever. Cars that you like to drive. Im an enthusiast myself. Im not very happy with cutting a deal with california, going behind the backs of the administration who is looking out for Consumer Choice in this country. At this point, i hope we keep going straight ahead. I support the efforts of administrative wheeler and the epa. Also secretary tell. In my own district, we are putting out of 54,000 acre forest fire. If you want to talk about air quality, hundreds of thousands of acres of forest in the west. That is a different building down the street. Also the migratory omissions that come from other areas that affect the state. Is not going to change the situation. Going toward the rest of the 50 states. My people plead for relief. Lets put reasonable regulations in place. Does not give up at all. That is all california seizes vivus and congress. Everyday they think up a new lawsuit. Just trying to make jobs happen in this country. All these things need to be manufactured somewhere else to make these cars go. Why are we not miming the materials in this country that need for batteries for this hightech apparatus. We expect other countries to supply it to us and the raw materials. We are on the right track.
