We are excited to what were able to drive on with ai. We can jump into that a little bit but we have big pillars on and across the agencies and theres a lot of force related issue on International Engagement and the last piece that we put out publicly but should be coming out in the upcoming weeks is ire white house regulatory memo agency. Its the first of its kind document anywhere in the world where we have a document with Legal Backing with their agencies and how they should be thinking about non irregular approaches to ai technology. If youre in the transportation and if youre trying to regulate drones are fda tried to regularly regulate hydraulics there in the implications of Artificial Intelligence and at their overseeing. You will see a lot of the core themes that the general thinks about when talking about Technology Regulation and create environment and intensifies the next innovation to make breakthroughs in the United States. Doing that while also maintaining so its something will put out in the next couple of weeks and i hope that will take some time if we can fix it. A lot of the people in the room have work to the interagency process i know how hard it is to accomplish things quickly. You all accomplished a lot quickly. Can you think of some of the Biggest Challenges that you faced and getting the agency and departments on the same chin music . What is challenging about ai and if you know its something that has touched a wide range of agencies. If youre attempting to put together an inter agency. Group now will come to some consensus on a document and the president United States on himself is going to sign its an eye active order. Think of security equities and all of the Technology Priority we are driving, so if we take a step back and say what is the main tech agenda the white house and this administration. Its to ensure American Leadership and emerging technology. We want to have them working towards crafting International Strategy on everything from ai to 5g and so on. For all of those we see the world as a two sided coin. To promote and protect side of that and in a particular technology. To come to some sort of consensus we have to find some balance between those two things. We had our big event at the white house in march of last year which we brought together statement holders and hold up a conversation on the national ai strategy. We launched that strategy and took us almost a year so you could see that it took some time but at the end of the day we have a pretty comprehensive piece of work there and something were extraordinarily proud of. I know that the protect part of this is the one that is strongly intersects with the commission and what they have done. However, given that security is just one part of the executive order, if you can tell us what you think we got right and what we got wrong on the National Security side of ai . I think as a commission theres them in an extraordinary job of wrapping up the themes and need to drive whatever our National Security parse or is on an Artificial Intelligence. A couple of key ones that come to my tummy is we have shanahan here and to be able to integrate Artificial Intelligence into the way that all of our armed forces do their work and its a really hard task. D. O. D. Is a massive agency and everyone has their own equities and their own interests in their own way of doing things and finding pathways to integrate this technology across all the branches is something that we need a lot of work on and its a great team and were on it. Thats something that were very much aligned on. The other thing that i think is cross cutting between the Security Side and civility side is the talent question. The desire of how we continue to bring in the most talented, scientists and technologists from the private sector and from academia into our federal family here to drive the outcomes that we need. I think the third piece is something that our director talked a lot about. Its the idea of partnerships. This idea that the world of integration as fundamentally changed and there is a couple of very Large Companies that have all the answers with what the d. O. T. Is looking for and we need to find a way to create our pathways and connections with startups and Smaller Companies that can make huge breakthroughs and impact the way we operate and how we deliver on our emissions. Finding ways to bring those steps forward is something that we can agree on a lot. When we get wrong . It sounded so good to me across the board. One place that i think we want to find tune and lumber in a good position is how we can ramp up on research and development. The administration has made a commitment to prioritizing our Artificial Intelligence and away thats never before been done in history of our country. President trump was the first in history to include Artificial Intelligence explicitly in our budget and a budget that was sent up to congress and it was done twice in our priority is that we sprawling it probably good from the white house and machinery for the first time and our free memos under this president. I think were aligned in prioritizing and i think we should Work Together on Going Forward on what is the right number. If you want to start cranking up the amount of Development Spending from the government and what is the right number there. How do we do it in a way that the system can absorb those dollars in the most effective way possible. Were very much aligned on the goal and we should Work Together on specifics and work with congress and our stakeholders to get to a place that works for everyone. Following up on that point. China has a published strategy to achieve global ai leadership and estimates on how much chinese spending and sponsored in a really careful analysis was casting down on some of the ways that this has been made. What do you think though in terms of the financial commitments that the United States should be making . Whats the rough order of magnitude that you would guess is the right level for us . To me, were very interested in this question because i think based on who is in this room. There is clear that journalist kara lot about covering this horse race between us and the way we pursue our intelligence globally. I think there is a lot of misinformation around the way that some other folks around the world are prioritizing Artificial Intelligence. Senior leaders in china have expressed a desire to have china lead the world but the question is, what are they actually doing. Very smart people like your team are trying to dig through this stuff and i think we need a careful evaluation if we look at another 20 years and look at the bubble that happened in china. The expectations that are going on to talk about four years did not match the reality at all which was a huge disconnect to what is being reported. We need the smartest minds out there and do the Important Research so that we can think about how its tax. I think it is very different about the chinese model and are not ones that even if they were true should be compared at all to the way our government spends money. For us, we have a vibrant ecosystem that spends a lot amount a private sector dollars and those are the types of dollars that would not necessarily rolled up and i think we need to make sure that in every conversation its apples apples. To me, if youre thinking about how we can do a progressive roll up and what were doing today is a goal we should try for. We can make a big difference in the ecosystem in one that they could actually absorb. The last panel we heard a lot about the strategic advantages that they enjoy and we have friends. That is not true of some of our competitors. You have helped to lead the work that always see did on ai principles. I think that was being multilateral papers on the ai norms. What do you think is the next step for the United States to lead . I think our office is proud of the work we did at the ocd and our administration is thoughtful about entering into mole more on the multilateral agreements and we take that very seriously. We will take it to get that in may so we are very proud of and its something that speaks to how important it is to come together and share our values. To me, i think what is frightening from any american and people in the west is that the chinese have Twisted Technology to use it in a way that violates what we think about the world. Artificial intelligence is used to the minorities and violate human rights. We cannot stand for and i think that is why as a midwestern to mock receives is that we assert that these are the values we didnt believe in and whats really fundamental about this issue as i talked earlier and we learn a lot of promote and protect and we go around the world and talk about how it is to have secure networks and are making sure our ecosystems are protected. At the same time we talk about the other side of the coin and we make sure that technology is underpinned barr are common values. I think thats whats absolutely critical and its the first step to continue with our allies because we are learning to lead the world and technology. , can you say a little bit about what you saw as the biggest surprises in that process of working with the oecd members and trying to formulate a set of principles . In all honesty, we were surprised by how close the ocd had to reflect with the president and was directed in his executive order. We went into that process very skeptical about the ability to move the direction and the nation and preemptive regulation. A great team that went over there was having a really good conversation about stressing about whatever we do we need to make sure because they have the greatest regulations but that is not is helping to drive the next generation and our adversaries with their discovery. For us, i was will surprised and how we got to the president directly in the executive order and if we can engage smartly and with clear eyes we can move our allies closer to what we think about the world. Oh as tpp is a privilege place to sit because if youre looking to cherry pick from and its often from the government to bring in technical talent as well that might be in adjacent areas and relevant to ai policies on trade analysis and trade strategy and the policy outlaw. Can you describe some of the ways in which you think government is going to have to meet this challenge . We struggled and i think the entire administration thinks about when and i think the last administration was careful about this in when you bring tech talent in and facing Technology Issues and they did oral service where you try to get the resources to bring the talent in and the Fellows Program which was signed into law by obama on the way out which was another great option where we can bring in talent for tours of duty. The program sometimes has its own limitations and we think about ways through the da and how to clear pathways for talented individuals who make a difference and will come here quickly to make a difference and go back to what theyre doing before. We can get the latest and greatest technology to make a 20year commitment to working somewhere in the federal government and shouldnt stop at that but should also try to find other lines of effort to bring people in. Building off that, theres an obvious up for observation that the smartest people work for Something Else and theres an addition you made to the Strategic Plan and adding priority on private partnerships. What are some of the approaches that you see most likely to succeed within government industry and these relationships being more fluid. That cannot be more important at saying that andrew and i talked about at length and it goes back to its core and back to the talent question and we are very familiar with the issues with the very ai talent as faced and it works for private companies and are tied up in this closed while garden and how do you remove people from academia and the private sector to drive innovation and we think there is a port Important Partnership to be able to bring entrepreneurs with academics together along with the government we can make a really big difference and conferences on our side and we track the initiative on december 21st and a National Effort and on the civilian side there agencies driving it and theres part of the legislation that there is a call to create the consortium and we have private institutions working with the federal government to create spaces where folks can do this research and translate into commercialized stuff. A way that we have tried to incorporate that in our of Artificial Intelligence is our first routes that a cold and the National Science foundation and those are great and the dog are you amounts you can add a couple zeroes but to start and build that connective tissue that could be corrected. General shanahan has pointed out that there are so many potential applications of ai and d. O. D. , its the process animation and to those tasks thatll take so much human effort and are really taking advantage of the human skill that is trained officers who have been given. What are some examples of process within the government that you are most excited about whether its logistics or anywhere else . There are all sorts. The contracting stuff is very fascinating and one thing working on is under ai and has used as regulations and his idea that the federal register is absolutely massive any way we can look at it and optimize in a way or tried to find regulations that dont meet the world that we live in today. Whether its talking about facts machines or making an effort under way there. To me, any sort of supply chain related logistics questions is something that can make a really big difference. We hosted an event at the white house a month ago where our larger effort and i i government. The realization of that event is really low and i think its something that the folks that d. O. D. Have found as well you can make a pretty big impact because its a lot of low hanging fruit. As we try we do a great job of educating and training to finding ways that you can work with people who want to implement ai that they have done before. One thing or thinking on the civilian side is launching the center of excellence for Artificial Intelligence and this is a model we use for others in modernization efforts with multiple agencies that need to move from the cloud and to the cloud for a mail services. They made the work in that transition and whether youre at a hug or spca. Those no reason to reinvent the wheel every time. You create a hub like that at tsa where you have the most common prophesys and its a great way to bringing these things into the agencies. Michael, i know you have multiple talks like this a day. This is a rare instance that youve got most of the military and civilian leadership relevant in ai in the room. What are the key messages that have come up or in the questions in the panel during the day. This is come up but i want to reiterate, when we as the white house think about what is the National Technology policy of the white house, the number one issue we are attempting to tackle is to ensure leadership and to intelligence that for two years that our strategy was signed out by the president and self. We look back at other Technology Strategies and rarely were signed with effort and it took longer than we wanted but i think were extraordinarily excited to draw that agenda and we can work with folks that do a great job on. Whats fantastic about this effort as we have strong ties to congress because this is not something that d. O. D. Can do alone or congress can do alone and i think an excited where we can bring all of these pieces together and Bring Congress they can do incredible work that the level can bring it all together. For the last three years i admired your expression but also youre precision on the executive order. In one word, what ai enabled and what are you most enthusiastic about . laughs it sounds a, i think health care and ill give a personal anecdote. My father has parkinson is and when i think about the ways that we can use this Incredible Technology to help americans and people all around the world who are suffering from these diseases and make an incredible huge impact and its so inspiring to see our labs working with amazing resource years and doctors across the country and the spca infrastructure and medical breakthroughs. They will make that policy that it will commit to personally and i think its something th
