Muhsin Sharif, 26, was shot and critically injured by Eugene Police on Nov. 30. Officers had reason to believe Sharif had violated a restraining order, which means an arrest must be made. Perlow said officers found Sharif running in an alley with a knife and he reportedly yelled, “I will kill you,” repeatedly.
