the conditions were dangerous and un-san tori f saunsanitary. the i.g. stressed all i.c.e. detainees are held in civil, not criminal custody. they found detainees essentially trapped inside facilities. they were not allowed proper access to outdoor recreation and forced to make do with the recreation yard that had a partial covered roof or mesh cages on glass enclosures. the i.g. found the food handling so bad the kitchen manager was replaced during the inspection. they saw open packages of chicken, slimy, foul smelling lunch meat and moldy bread. the problems could get worse given the record number of migrants in custody. mark morgan said monday there are currently 52,000 single adults in i.c.e. custody, an
