so we're very pleased with the swift passage, very pleased the president was able to sign this bill into law today. and now i'm happy to take your questions. >> reporter: madam secretary? >> thank you. secretary napolitano, when the president spoke about immigration last month, one of the points he made is that our borders are just too vast for us to be able to solve the problem only with border patrols. it won't work, our borders will not be secure as long as our limited resources are devoted to not only stopping gangs and terrorists, but also the hundreds of thousands that cross every year to find work. is the administration conceding that comprehensive immigration is not tenable, that you can fix this problem bill by bill? >> no. no, i would say quite the opposite. i think the administration's position is that this bill adds to significant border security efforts that have been underway for the past 18 months.
