and instead we're getting less. it's outrageous. >> the white house says it's going to be coming from the stimulus package. are you upset at where it's coming from or upset that it's not coming from the budget? >> no, here's the problem. is that we have a budget year for year, department of homeland security, police officers, law enforcement. that budget is going down year over year. the stimulus money that came, some of it we did well on in new york city, some of it we did very poorly on. i talked to you about the c.o.p.s. program near and dear to my heart since i sponsored it. our application got a total of zero officers approved. i think the fact is that we still are in a mindset, no matter what administration you follow, where monies are not distributed where they're needed most. if you ask anyone from a big city or a small town where it's needed most, they'd say new york city, but they're not acting that way at the administration. >> but you're not answering my question. i asked the stimulus money is coming in, $47 million net increase, one out of every three recovery dollars will be coming to new york. that is the most out of any area
