back to geoff bennett at the white house for analysis on the rest of what the president was talking about. geoff? >> reporter: ali, you're so right about that. the way the president talks about this wall is actually confusing the negotiating process. so when he talks about this new wall, ha he's really describing is existing repairs to existing fencing. >> correct. >> reporter: and ongoing existing levee projects. he says that's my wall. well, democrats have already said enhanced fencing is acceptable to them in a deal. but when they present that to the white house, when they present that to president trump, he says, oh, no, that's not good enough. i need my concrete wall. so, on the one hand he's signaling fencing is okay, but on the other he's saying it's not. when it comes to this national emergency, what we know, we reported the white house counsel's office is drafting paperwork in the event that the president does declare a national emergency. they're working on that as a contingency. when the president says he's standing on firm legal ground, that's not true. it is not backed up by white house officials. this is still a source of debate in the white house.
