A spokeswoman for City Hall’s Health and Environment Department said the penalty was imposed per the conditions stipulated in the agency’s Registration and Control of Dogs By Law 1963 (Amendment 2008). “One of the homeowner’s canines was found on a housing road here on Tuesday,” she said.
