'We failed the school twice.' IPS picks new charter manager

School management at a low performing school on the westside of Indianapolis will change again for a third time in six years. The Indianapolis Public Schools board voted Thursday to partner with start-up charter operator Liberty Grove Schools to run Elder Diggs School 42 next fall.
