Deakin University Chair of Epidemiology Professor Catherine Bennett says hopefully "repeated success" has reassured governments that they don't always need to turn to lockdowns amid an outbreak of COVID-19.
Professor Bennett spoke to Sky News about contact tracing, lockdowns and the latest coronavirus cluster to emerge in Victoria.
It comes after Victoria recently recorded four new locally acquired coronavirus cases in the state.
Professor Bennett said it must be remembered lockdowns are put in place "as a safety net".
"And that's the idea that if contact tracing doesn't cover it all, or if there's exposure sites they're not aware of, that they're actually able to pick that up or protect against it with the lockdown".
