During a hearing of the Senate Committee on Constitutional Amendments and Revision of Laws, Monsod said Resolution of Both Houses No. 2 was motivated by thirst for power and money. "RBH 2 is dangerous and devious because it is a wholesale transfer of power from the Constitution to the Congress in determining the limitations of foreign ownership of land, natural resources, public utility, media, advertising, education and institutions," said Monsod, who is also a former Comelec chairperson.
