Special to The Forum FARGO — A massive new downtown Fargo water tower that would replace three smaller ones had its bids rejected earlier this week by the Fargo City Commission after coming in higher than expected. The estimate for the 130-foot, 2.5-million-gallon tower at the corner of Seventh Avenue North and 11th Street on the northwest side of downtown was about $7 million, but bids were about 30%, or $1.5 million to $2 million, over what was expected.
