Round 2 threat may push rain levels above 50 in houston surpassing a record set in 1954, all american storms ever. Levees have spilled over after reaching capacity three hours ago. Breakages at key dams. In a cruel twist of fate on the 12year anniversary of hurricane katrina. Louisiana is preparing. They are about to get whipped by the storm. You see the pictures of people filling sandbags. Flood warnings already. Some watches in place and katrinaravaged new orleans, braces for impact with. All of that, a diplomatic storm swirling as north korea saberrattling turns to outright jabbing and poking. Kim jonguns regime shooting off a new missile test that sailed over northern japan. Which nation will he target next . By the way, we want to let our viewers know, we are waiting for President Trump to arrive in austin, texas here, was already in Corpus Christi, continuing his tour of the Harvey Disaster relief efforts and then heading to the white house where north korea has to be at the forefront of the white houses mind and certainly for congress as well. Thats where we find blake burman. Aside from the fallout in texas and louisiana, imagine the issue of north korea at the forefront of worries for the administration. Are you hearing anything about the next move by i dare say plan of attack . Reporter this is something the administration has been talking about and dealing with over the last seven months or so, seems as if things have calmed down when north korea and the United States had escalating tensions and talks about what might be the next step, but this all seemingly out of nowhere picked up last night when the north koreans launched a midrange Ballistic Missile and the alarm bells on this one is it flew over japan. Flew some roughly 1700 miles or so, that if it was pointed in another direction could have gotten near the u. S. Territory of guam as well. The white house says the president and the japanese Prime Minister shinzo abe spoke about the ongoing threat about north korea and what to do about it . And the white house this morning, in the middle of the talk and focus, of course, on Hurricane Harvey in the ongoing efforts there, put out a statement from the president about north korea, and heres how it reads in full, it says and i quote here and this statement ends, liz, by saying all options are on the table. That potentially means military options as well. Which we know this white house has not backed down. From liz . Liz blake, thank you very much. Were going to be talking more about that in just a moment. We need to tell you, we are seeing a flash on the newswires from Harris County official, near houston, who says that we starting to see bridges and roads begin to collapse. So texas is still very much a danger situation. Its more than 50 of rain recorded in houston. That breaks texas alltime rainfall record from a hurricane. Water engulfing levees and dams to the breaking point and weve got this tweet out of brazoria south of houston, sounding the alarm to get out of the area right now. So youve got the levee at Columbia Lakes that has been breached. The Brazoria County levee that is breached and threatening residents in surrounding areas, 3,000 homes in houston have been swamped by water. Jeff flock showed you a house in the last hour, im fearful to see where you are. The massive floods are probably heading louisianas way. Tell us what you are seeing now . Reporter i want to continue to tell the story of this one person in the flood as it unfolds. That is brandon, the guy we met last hour who let us take a first live look inside his house. Hes taken some of his stuff there, whoopsy, out of the house, that we showed and you maybe if we i want to show you what the outside of that house looks like. Maybe take a look at the pictures from inside, an extraordinary look. He hasnt been back since he left the house on saturday. You open the door and this is some of what he saw, it is incredible devastation, and this is repeated all over houston, and not only that, liz, if we come back live here, this is one of the reasons why his house flooded. This is the levee but behind his house it separates the bayou from his house. And this broke through this morning, and theres a good flow as maybe can you tell were walking across it. Its really flowing through. This is his house, the exterior of his house, and the reason for this is because they are releasing water from the dam, or the reservoir, the barker reservoir, and they have no choice because if they dont do, that the reservoir potentially could be compromised. So all of these houses are getting water, mainly because of that right now. Thats why this water is continuing to rise. Some of the people are not wanting to leave, they never had water here before, theres a couple two doors down, elderly folks, and i tell you that lady, that tried to get her to leave and she said i am not leaving, ill walk back in if i have to, and shes in that house, not that one but the one to the left, david. You can see where that is. Fortunately it has a second floor and she and her elderly husband are staying up there, and well keep an eye on them, but the water is continuing to rise. We thought today maybe we would at least stop it because the rain is largely stopped, no, no. Water continuing to rise to make up for all of the rain theyve had. Its nothing else they can do. Liz brandons story touched a lot of our viewers, and so glad you gave us the update and we saw him reporter so thankful to him. And thats all he took, he took, you know, you saw the raft, thats all hes taking. He took his animals, i care about the animals about, my girlfriend, beyond that liz Everything Else is exactly, and speaking of, which i want to tell you jeff, spread the word, nothing has come of it, yet. Senate democratic leader Chuck Schumer is pushing congress right now. It needs to extend the National Flood insurance program, and weve seen before that these programs get taxed heavily when it comes to huge storm, well be watching it jeff, interrupt us if youve got something new, we are had hearing that roads and bridges are are beginning to creek apart. When the floods recede, it could be weeks, a whole now disaster will be revealed. Hundreds and hundreds of tons of debris left behind. We want to show you these pictures. A huge debris pile, a couple of weeks, not days, weeks after Superstorm Sandy hit the east coast. That was a huge pile of debris that fox news covered. Liz macdonald was doing live shot after live shot in queens and beginning to start tons and tons of trash. Waste management will be at the helm of houston following Tropical Storm harvey. Joining us ceo jim fish. Mr. Fish, you are there . Im here, yes. Liz thank you for joining us, you are houston based. Get to the heart of the matter, how are the employees and how is everybody for the moment . Well, our employees are at the top of the list in terms of our concerns. Weve been in the process of tracking everybody down through our Management Team and we feel comfortable that with very few extensions, we know the status of our employees, we have 200 employees displaced, so we have a fund set up to help them financially, and from there move to the business in the early stage and the second stage to help with the cleanup you. For the difficult position that often electrical workers and doctors find themselves in, in the wake of huge storms like this. That is that employees also are under complete stress because their families are of their concern, tell us when you are able to begin the Waste Management of all of this debris, and what are you expecting there in that area . Interesting, i was on a call yesterday, operations call, we have one going on every day as you can imagine, and we had trucks running to the extent they could yesterday, unfortunately today we have no trucks running. We have three disposal facilities open today, without trucks running, there is nobody coming in, so we closed those. At the very beginning were trying to assess the condition not only of the facilities but equipment and determines the accessibility of the facility and availability of employees, and as you can imagine, none of your reports are overstated, this is as bad as has been reported. Houston is a collection of small islands that arent accessible by roads and our equipment runs all over the roads. Determining the accessibility of the facilities has been critical. But weve been trying to get to those critical customers like hospitals and shelters. Liz im sure. You just mentioned that you have no trucks running, is that because the roads are impassable . I want to clarify here. Two things, yesterday we had a few rung, but today as was said on the previous report, water, though the rain has stopped for the most part today, water continues to rise, so there are additional roads that are closed. So really its two things, its drivers to operate the trucks, who cant get to them, and once they do get to them, its that they cant get to a customer or disposal facility. Liz we began by showing hurricane and Superstorm Sandy debris in 2012, it was a horrific situation for the rockaways and for queens, lower manhattan, for new jersey. There was a gigantic pile of waste and debris back then that we continue to watch grow higher and higher. Where will you stage the dumping of a city the size of houston and that debris and how does that work for you as people are still trying to put back their lives . Well, unfortunately we have a lot of experience with natural disasters and recovery efforts. Weve worked on name one, weve worked on it, katrina, Superstorm Sandy, baton rouge, even the bp oil spill. We have a lot of experience, we know the process, fema of course will be involved with this. Fema will be handing out the contracts for the cleanup and, of course, local officials, we stay engaged with them. Liz jim, is there a storm which you learned the most, or hurricane, where you, the ceo of a Waste Company said that was our moment we put together a book. Each storm is different whether its katrina orrita or hurricane andrew which i covered in louisiana, category 5. Is there a guideline to deal with this . Its a great question, each storm is different, like a snowflake is different. Each storm is different. We have a Disaster Relief plan we started long before i came to the company in 2001. With each storm and the uniqueness of each storm, we update the plan, there were things about katrina that were different from the florida hurricanes and things about sandy that were different. So weve tried to account for everything, but this is another one where there is a lot of uniqueness to the storm because of the level of rain. But we think we have a as workable Emergency Response plan as we possibly can at this point. Liz sounds like it, doing triage with the hospitals and disposing what can be medical waste that is dangerous. Jim, good luck to you and your team. Thank you very much. Liz james fish. By the way, you often see insurers take a big hit in the way of storms. Human lives are at risk, this is important as a business network, Waste Management stock at this moment hitting a 52week high. I want to get to gasoline first because of Hurricane Harvey, which is now a storm, 1318 of Refining Capacity is offline at the moment, what are you seeing with gasoline . Well, you know, its interesting thing, the story argued is its crude. The refineries coming offline, the problem isnt going to be supply so much as demand, right . So crude oil has not been rallying. Gasoline i have not looked at as closely. Demand for raw crude is off because the refineries are offline, right . Actually crude oil was lower today. Natural gas hasnt had a big move because center of distribution where, it comes from is not off. Liz gasoline is spiking 4. 5 in the aftermarket session, and i want to let our viewers know how important a single penny higher in gasoline affects them. Anywhere from one to ten cents, if its ten cents, thats 10 billion tax on the u. S. Consumer. Yeah, to be honest, gasoline is not my area of expertise. It does trade at a steep discount to what youre paying at the pump. Yeah, its going to affect people and should not last all that long, these refineries take a couple weeks to come back online, that will be an issue, you cant flip a switch and turn it back on. Liz ira, so much breaking news, and some of this breaking news involves the markets as they pertain to perceiving whats happening in north korea. Give us a sense why there was a fear overnight and suddenly not so much. We have green on the screen for our markets. Because you have to treat kim jongun like a child. He wants attention, he fires a missile, were not going to go to allout war with them, theyre not going to go allout war with us. The market gets a jolt, reunites sanctions, its a slow squeeze on them but not going to be an instant war. You get the jolts, the market looks at value and comes right back. Gold sold off on stocks, thats what i think its going on, and north korea doesnt have the Lasting Impact it used to, its a very short impact now. Liz and scott, august Consumer Confidence unbelievably came in at a fivemonth high.
