After, of course, bringing recordbreaking storm surgeries and flooding felt hurricane across the state of florida, devastating much of that state after making landfall as a category four storm. White house chief of staff, chief strategist, rather, steve bannon making deadlines, doubling down on his agenda the First Television interview since leaving the white house. First, to north korea. As we await that un vote, i want to bring in frank, the president for the center of Security Policy and former assistant secretary of the defense. Frank, a lot of people saying the stock market rally in part because we didnt get the gift of a test from north korea over the weekend. Tell us how important this vote is because the audience should understand, this is a water downed version of what the United States wanted. They wanted much harsher sanctions and actions against north korea. Well, charles, first, let me say welcome back. We missed you. Frankly, on the vote, i think whats happening now is so deeply discounted, so use a wall street term by the North Koreans as to have essentially no effect at all on their behavior as to whether the market is responding to a test or lack of tests. I leave to you that youre a savant in these things. But likely, where this is headed is very bad for not only our economic interest but our National Security interests. The North Koreans are putting in place the capability to inflict immense damage on this country. I think they already have the capacity to do something that kim jongun threatened last week, namely an electromagnetic pulse attack against this country. That could destroy our electric grid. It could really end america as we know it, possibly with a single detonation up in space. This is the sort of thing that i believe were going to have to address in a number of different ways, and were past due in getting to it. Charles okay. So heres the thing. The United States said lets blacklist kim jongun. Lets completely blacklist the american animal, they wont be able to fly anywhere in the world. Cut off all crude oil supplies instead. A completely watered down version of that. Why doesnt russia and china and other parts of the world see what youre saying right now that were some sort of collision course thats going to be ugly for all of mankind. Not just the United States. Im sorry to say that the reason is that the russians and most, especially, the chinese find it expedient to have the North Koreans acting badly against the United States. A country that both of them are, frankly, hostile to. They dont think of this as their problem. They dont think of it as something they need to help us with in solving. And as a result, at the un, among other places, you see them working to undermine this resolution, insisting on changing that will make it far less impactful on the North Koreans. And, again, i think that the hope that the chinese will save our bacon on this, they could, for sure, but theres no evidence that they will. Charles frank, i want to bring you back later because we expect that un vote some time this hour. I want to get your assessment of that and also ask you the hard question, ultimately, will this come down to some sort of military confrontation . Thanks a lot. Well bring you back later on. But for now, i want to switch gears back to Hurricane Irma because the result of the storm is devastating. The mayor of ft. Lauderdale, florida. Mayor, i know youve had a long weekend and a long day. It certainly has been. But i tell you what, breathing a sigh of relief. We took a big hit, but it wasnt as bad as we initially anticipated and expected. What was the difference . Was it just the impact . Or was it preparation or a combination of both . Well, i think it was a combination of both. The preparation was fantastic from our First Responders to our Emergency Operations to our public works staff, utilities, everybody was well prepared. We had plenty of notice, so i think from a preparations standpoint, we certainly heart in the city, if you will say that. But secondly, i think the fact that we didnt have that storm surge that weve been talking about week. That particular storm surge in ft. Lauderdale, you know, could have been six, seven, eight feet. But because of the way the storm turned, we had very minimal storm surge, and we actually feel a little better today. In fact, i watched your wall street review, and i feel like wall street today. We had a big boost here because things were not as bad as they could have been. Charles speaking of which, after a couple of days, the media will probably have their attention diverted. But ft. Lauderdale will still be in the cleanup phase. Talk to us about that. How do you see the cleanup going . How do you see restoring your city back to the growth that it enjoyed . Because often, these storms can derail cities for a long period of time. Well, we started last night. The minute the winds got below 40 miles per hour, we had our First Responders out there. Like i said, our police and firefighters. God bless them. Of all days to be doing this on 9 11, today, we honor them. But they were out there immediately last night the minute the winds got below 45. And then this morning at 5 00 a. M. , we had all of our other crews out there. Utilities, puck works, and our Barrier Island was essentially shut down because of sand, debris, downed power lines, but we really got everything in order. And all day, these guys have been working their tail off and really getting the job done. And we feel like were going to be open by business by the end of the week. Were fairly confident. Were opening city hall tomorrow. That was the total surprise last night. People didnt think we were going to do it. But we announced city hall is open tomorrow and the rest of our city employees, all 2,500 strong are up and running and back at work. Charles lets talk a moment because you just mentioned 9 11 and particularly, new york will, were always remembered how america was galvanized, how we all came together. And i feel like over the last 48 hours for sure, there have been no democrats or republicans or independents and particularly down in florida and louisiana. Is it possible to keep this going . In other words, this sort of feeling that weve got now that, you know, weve got a unified cause, we see we must come together at certain periods of time. Do you think that it wont be a completely new paradigm, but do these things go a long way toward reminding us who we are and who the real america is . Well, thats a absolutely great question, and i hope the answer is yes that we can, in fact, take this and take it to the next level because Hurricane Irma didnt care who the republicans or democrats were. Hurricane irma was coming on the shore in florida, impacting all floridians, impacting all americans, and i think youre absolutely right. We have got to take this momentum out of this storm, put aside partisan politics, recognize it, we come together as americans, and we do one hell of a job. We are amazing when we Work Together, and ive seen our community pull together before, during, and after this storm, and i hope we keep this momentum going. But the real catastrophe, the real fear is about catastrophic storm surge simply did not materialize. That flood of 16 feet did not happen. So theyre definitely uncomfortable here now. 200,000 people without power. That means no electricity, no phone service, but they are alive. Zero deaths from this storm, charles. Charles wow. We learned it doesnt care about the community of decent lawabiding nations. It has violated every United Nations resolution against it. We have learned that the north korean regime doesnt care about its own people. It has denied them the most basic necessities to finance its weapons program. And we have learned that half measures against the regime have not worked. Previous efforts to bring north korea to the negotiating table have failed. They have repeatedly walked back every commitment they have made. Today, the Security Council has acted in a different way. Today, we are attempting to take the future of the north Korean Nuclear program out of the hands of its outlaw regime. We are done trying to ask the regime for doing the right thing. We are now having to stop it from doing the wrong thing. We are doing that by hitting north koreas ability to fuel and fund its weapons program. Oil is the lifeblood of north koreas efforts to build and deliver a nuclear weapon. Todays resolution reduces almost 30 of oil provided to north korea by cutting off over 55 of its gas, diesel, and heavy fuel oil. Further, todays resolution completely bans natural gas and other byproducts that could be used as substitutes for the reduced petroleum. This will cut deep. Further, a large portion of north koreas revenues come from exports. Revenues they use to fund their nuclear program. Last month, we passed a resolution banning its coal and iron exports. Todays resolution bans all textile exports. Thats an almost 800 milliondollar hit to its revenue. When these new stronger sanctions are added to this passed last month, over 90 of north koreas publiclyreported exports are now fully banned. Moreover, this resolution also puts an end to the regimemaking money from the 93,000 north korean citizens it sends overseas to work and heavily taxes. This ban will eventually starve the regime of an additional 500 million or more in annual revenues. Beyond the 1. 3 billion in annual revenues we will cut from north korea, new authorities will help us stop smuggling coal and other hidden materials around the world by ship. Furthermore, this prevents all joint ventures with the regime, resulting in significantly in a significant amount of lost revenue. But more importantly, the regime can no longer obtain criticallyneeded foreign investments, technology, and know how needed for its commercial industries. Finally, this resolution imposes asset freezes on the most central north korean regime entities affecting both the military and the government itself. In short, these are by far the strongest measures ever imposed on north korea. They give us a much better chance to halt the regimes ability to fuel and finance its nuclear and missile programs. But we all know these steps only work if all nations implement them completely and aggressively. Todays resolution would not have happened without the strong relationship that has developed between President Trump and chinese president xi, and we greatly appreciate both teams working with us. We have seen additional signs that other nations have stepped up to the plate. The philippines have cut off all trade with pyongyang. And states much farther away are also doing their part. Mexico recently declared the north Korean Ambassador to its country. Along with strictlyenforcing nations, these are important steps toward complete international unity. They make clear that all nations can act to deny north korea the funds to build its nuclear arsenal. Today is a solemn day in the United States. It is the 16th anniversary of the terrorist attacks that killed nearly 3,000 innocent people. Most of them in this very city. It hurts as much today as it did 16 years ago. We will never forget the victims of september 11th, and we will never forget the lesson that those who have evil intentions must be confronted. That day, the United States saw that mass murder can come from a clear, blue sky on a beautiful tuesday morning. But today, the threat to the United States and the world is not coming out of the blue. The north korean regime has demonstrated that it will not act on its own to end its newar prior to work program. The civilized world must do what the regime refuses to do. We must stop the march to the nuclear opportunity. We must do that by cutting off the fuel and the funding that supports it. We dont take pleasure in further strengthening sanctions today. We are not looking for war. The north korean regime has not yet passed the point of no return. If it agreed to stop its nuclear program, it can resume its future. If it agrees to live in peace, the world will live in peace with it. On the other hand, if north korea continues its dangerous path, we will continue with further pressure. The choice is theirs. Frank, we had Ambassador Nikki Haley running down the checklist of the new sanctions to go along with the prior sanctions that completely ban coal and iron and of course exports, which are major moneymaker, and other fuel sources, of course. How impactful will this be . Well, you know, on paper, it looks as though it would ratchet up the pressure on the north korean regime. I think relative to, as we discussed earlier, what the u. S. Was seeking, theyre relatively modest, but, yes, they do make some additional enhancements to that sanctions regime. But as nikki haley said herself, it depends on whether the other countries that do business with and that in some cases are actively propping up the north korean government, and there by enabling the threatening behavior it engages in. Whether they will enforce these sanctions if they dont, it wont make a damn bit of difference. Charles and lets cut straight to the chase. Were talking china, which is 93 of its trade. I thought it was intriguing that Ambassador Haley singled out xi and said he had a strong relationship with President Trump. We havent heard that recently as the missile tests were coming backtoback and the advancements and the nuclear abilities. Are we back on sort of strong relationship between the two countries, in part because of this unanimous vote . Look, i think that this is something that is perhaps more evidence behind the proverbial screen than it is to the public. You heard donald trump complaining repeatedly about the chinese not living up to their promises. Nikki haley is obviously pleased that the chinese went along with some of these sanctions, even though they prevented other ones. My guess is with all of it said and done, we havent moved the chinese one inch. They remain committed to the survival of the north korean regime. They are enabling its Nuclear Weapons and Ballistic Missile programs. Charles, some of the transporter launchers on the missiles that are being aimed at us are being provided by the chinese, for heavens sake. That is the definition of unhelpful, it seems to me, and the chinese have to be held accountable for it. Charles well, Ambassador Haley said north korea has not gone past the point of return.
