Cuts for working fam families who seem to always be forgotten isnt too hard to do either. So, will gop leaders cave into r ubios demand in exchange for his vote and if not how will this impact the bill lets go to our panel, a Washington Examiner commentary writer, mark lauder, former press secretary to Vice President pence and beverly halb erg, contributor to the hill mark ive got to start with you. You understand how these last second washington d. C. Events like this go down and this one is a true nail biter. Do you think rubio has drawn a solid line in the sand and if so how do tax writers get around it i think he will still get there. Senator rubio has been a champion for increasing the child tax yesterday the and the house passed it originally 1600 the senate did 2000 and the final bill has it at 2000 which is where senator rubio wanted it charles with all due respect he said it was 1100. Well theyre talking about how much could be refunded if you dont pay taxes in the first place, so the credit is still going up to 2000, its the refundable amount where theres a negotiation right now and i think senator rubio will get there at the end of the day. Hes been a big champion on tax cutting growing the economy and theres still time to get these things worked out this is where senators typically allow themselves to stand on the fence while they continue to negotiate the bottom deal. Charles and emily it goes back to the cornhusker kickback, we know special arrangements have to be made but by the same token every time you go to one demand like this it means a price tag of the bill goes up and youve got to find money somewhere else. Exactly, you know a lot of other senators right now feel like what marco rubio is saying theyre more empowered to make their demands but were seeing really smart messaging from marco rubio that tweet he put out encapsulates it but its not just messaging for him and this is leadership in the senate should be a wear he feels deeply on so i dont think hes bluffing but i think he will get there and get something were hearing rumblings that people in Senate Leadership are trying to figure out a way to give marco rubio something even if it isnt the refundability. Charles youre an expert on marketing or messaging that is. To sort of hint that rich people got a break here at the last minute, corporations got a break at the last minute almost sounds like democratic talking points and certainly this might set rub iox up in the future although i dont know thats doing his party any favors. I didnt see the name on the tweet id actually wonder if it was a tweet straight from Bernie Sanders. Its one thing if marco rubio wants to talk about what the Child Tax Credit should be and by the way it is doubling so we are already seeing an increase but for him to make the statement this is about well if working class americans dont get this, this is because its a tax break for the wealthy. I mean thats just ridiculous. Most republicans realize that corporations are Small Businesses. Many Small Businesses have families. Im just surprised hes taking this angle but i would agree with everyone else he will get there. Charles so everyone agrees but how do we get there . Give us some examples. We know earlier in the week, 22 was floated youve got a 1 percentage point there, is that ultimately where we see this happen . Its possible i dont think they will go higher than 21 right now. The president wanted 15 he proposed 20 and now hes accepting 21. Be very hard to get there. This is such a finite portion of the bill where youre talking about the amount that can be refunded and the scales in which they are refundable, so i think theres probably some wiggle room there. I think he will get there. Youre going to have to give him something just a question of how do they keep it within the 1. 5 trillion of the senate rules. Charles emily there is something to be said though for this bill because virtually no one likes it, and i guess when everyone had their idea what the ideal bill should be but we learned that youve got some complicated issues there. Youve got a lot of people who are protecting their own home tu rf, and whats important in california is not always important in texas and also things like the benefits for the Hedge Fund Managers and things like that universally disliked and yet i was told today that wall street brutalized everyone there was no way to move and sort of discussing here but its the obvious truth that the smaller folks out there, the Small Businesses bev talked about they really dont have a true voice in washington d. C. No, yeah thats absolutely true and i think its exactly right. Were seeing cop peteing interest within the Republican Party made this a lot more difficult than it probably sound ed at first blush because theres all these different interests in the Republican Party compounded by the fact the Mainstream Media does them no favors when trying to do something they believe is good for the American People and a lot of them will be good for many people so its not easy i think it was probably predicted to be easier than it would be and when you look at someone like senator marco rubio he put so much effort into the Child Tax Credit youll see thats why this is so important to him. Charles but lets be honest guys, this is not a traditional republican issue to begin with right . This is something proposed by ivanka, embraced immediately by her father as part of the bill thats a great thing and perhaps its a smart move for the republicans to move to the center or Something Like this with more and more working families beverly, but you know, the republicans did put themselves in a hole because theyre embracing things they never embrace before and of course no one talked about cutting spending. Yeah, when you look at the deficit there are a lot of deficit hawks republicans are and i understand where theyre coming from thats why there are even discussions about the alternative minimum tax portions of that staying in but i think youre missing the point when you say look, when you cut taxes , especially when you cut taxes on corporations, you stimulate the economy so much, so yeah, there are scare tactics that especially democrats are putting out there, the narrative theyre saying first of all why are democrats all of a sudden concerned about a deficit thats always surprising they are, that theyre saying that. Charles that they are, wink wink. All of a sudden they care about the deficit but this will stimulate the economy so when it cops to the Corporate Tax rate thats extremely important to keep it low. Charles well, mark, you know how these things work behind closed doors, as President Trump working the phones right now twisting arms, is he making is he listening to concerns and perhaps making promises . Well right now what youre probably, youre getting a lot of that with the house and the senate right now because obviously any changes that the senate might want to make or senator rubio moot want to make the house will have to agree to. The broad framework is in place right now. The president s definitely going to work the phones and see what he can do to help push this across the finish line. I mean the average American Family of four making 75,000 a year will save 2000 in higher paychecks lower taxes beginning in february of next year, if this thing goes through so were so close to the finish line. They will do everything they can and i think we will get there. Its just, you know, its a lot of sausage making right now here at the last second. Charles emily is it too much to is it too much of a conspiracy to suggest what these senators that this could be not necessarily the beginning but you know you have a lot of senators who have never seen eye to eye with President Trump and after whats happened in alabama this week maybe saying to the president listen, we are going to have a certain type of independence here that doesnt necessarily work with his agenda i certainly think that when you saw and i believe this was a couple weeks ago but when you saw bob corker and jeff flake suddenly come out and say were concerned about what this tax bill is going to do, i do think they error flexing their muscles saying listen we arent in anyway beholding to the president both not seeking re election so absolutely theres some of that at play and well see more of that next year as the president pushes more of his augend a. Charles ive got to tell you its a tough one. A lot of promises were made over eight years on the campaign trail and america gave republicans the senate, the house and the white house, and i think they expected a lot more by now. Guys thank you all very much appreciate it. Thank you. Charles President Trump however fulfilling another Campaign Promise by rolling back regulations and now, forget about the twotoone ratio wait until i tell you how much hes going to roll those numbers back now. We ordered that for every one new regulation, two old regulations must be eliminated as a result the never ending growth of red tape in america has come to a sudden screeching and beautiful halt. Charles President Trump touting his administrations efforts towards massively cutting government regulations which he says is helping drive the stock market and the economic momentum were enjoying i say regulatory rollbacks have been huge for the economy but lets ask our experts weve got jillian melter with us, along with Kevin Paul Scott cofounder of addo, and let me start with you. Twotoone ratio is what President Trump came in with, estimates are 8 billion to maybe double that have been saved and now were seeing it reflected in the economy. Have they helped you at all . Yeah, they absolutely have helped. I think that thing they announced was 67 was rolled back to only three new regulations so theyre averaging 22 rollbacks to every one new regulation and thats good for americans and good for the economy. Lets take the atlanta where i am. There was a bridge that collapsed earlier they thought would take months to repair. By rolling back some regulations taking detours they were able to get it done much quicker. This is stuff that affects everybody in real life every day this isnt something that just big businesses have to deal with , but regulation, it slows things down, it makes things cost more money, so pulling back regulations helps everybody and helps the economy grow. Charles jillian, President Trump did take care to mention listen some regulations are good we understand we want clean water and clean air but theres no doubt the Prior Administration used regulations also as sort of a thumb, you know, picking winners and losers and hurting industries that they didnt like and environmentalist s are driving this more than Economic Policy in some cases. If you look at what the eps did i believe that was the most activist agency and i think one thing to look at was this. Its not just regulation. The Obama Administration got had around congress with executive orders but youre also supposed to follow the administrative procedure act for coming up with regulations. You saw the Obama Administration not doing that putting out Dear Colleague letters and guidances and memorandum that totally circumvented that and part of what were seeing is in addition to the regulatory rollback a commitment to doing things the right way making sure theres a chance for Public Comment about what these economic consequences are going to be. Charles its interesting because the goal is obviously pretty loft it, pre1960 the regulatory book 20,000 pages now its 18 5,000 pages. You mentioned they are already achieving a 22 1 ratio. Thats the new goal the official goal. Youre confident kevin they can hit it . I dont know if they will hit 1960. It was funny even later today they began to walk that back a little bit but i think jillian has a good point not that every regulation is bad. A lot of times regulations are issued to protect consumers, to protect people, to make things safe but overregulation is bad for business an or and bad for the economy so the Trump Administration is doing a great job finding where they can rollback and they have three new regulations, so its just most of the regulations. Charles and so the ball is rolling here. At what point do they need congressional help because obviously you can create these through executives and also remove them that way as well. Thats right and i do think congress has been pretty proactive on this. If you look at the cra, when Congress Gets to review a regulation can yank it, 14 times in the last year alone theyve repealed obamaera regulations so you do see the checks and balances operating in a better way and then you saw under the Obama Administration it was just jam this through. Charles the power of the pen back in the old days guys thank you both very very much. Speaking of which the fcc voted on party lines today to undue those sweeping obamaera Net Neutrality rules that guarantee equal access to the internet so some were worried but the internet did pretty good before those rules and our guests say at least a couple of them that it will continue to do pretty good. Well be right back. Charles breaking news on tax reform, Senate Congressional aids tell fox that the updated version of tax reform leaves in place the deduction for interest on Student Loans to bill also would no longer start taxing graduate students tuition waiver s. Now, want to switch gears the federal Communications Commission voting to rollback far reaching regulations, govern ing the way the Internet ServiceService Providers treat different types of content data, the dismantling of obamaera rules is expected to change the delivery content to consumers but Internet Service providers such as comcast or verizon are now free to begin offering new packages with pricing schemes that deliver some contents of some folks and some to others. Here to discuss somewhat complicated certainly contentious topic, the cyber guy , tech editor and jillian melter. Pete, what are your thoughts on this this is a seriously politicized situation voted 32 along party lines today when president obama was in office 3 2 along party lines so certainly a partisan issue as well. Yeah, well i think on paper it is sort of going back to what , you know, what was the norm a few years ago. It sort of seems to encourage competition without these rules among Internet Service providers so like if say one provider started throttling netflix and you had a worse netflix experience you could just take another one but the reality is a lot of americans dont really have a lot of choice in terms of their broadband provider today. Something upwards of like 30 in some recent statistics only have one broadband provider in the area so it feels a little premature to me to presume theres just a lot of competition. Charles of course the idea here curt is that 1 would be at the mercy i mean the 30 would be at the mercy of either slow or terrible pricing, they couldnt afford to play with the big boys but what is ironic is when president obama was in office the google and amazon and netflix of the world were against this whole thing and now they actually find it favorable some are saying thats because theyve taken all of the key spots on the information super highway and dont want to share. I have to differ with that. Netflix came out with a comment saying they would have never been able to grow their business had there been no Net Neutrality at the time so its a very important doctrine of fairness, so if you just want to say because im very hands off with the government. I dont want to be regulated i think weve got too much of it but this is a little different. This is more about just saying that lets put some fairness out there, so that the little guy can become the big guy, as this ruling comes down by commissioner pii, ive got to tell you this is something well look back with pie in his face and the reason is this is going to do nothing
