Should the U.S. Copy Denmark's Social Welfare Policies?

Should the U.S. Copy Denmark’s Social Welfare Policies?
August 3, 2021
Erica York
The Biden administration’s proposals to increase transfer payments and expand federal benefits in many ways resemble the social safety net policies of Scandinavian countries. To fully follow the Scandinavian model would require additional taxes that place a higher burden on middle-income earners, but instead, Biden proposes higher taxes on corporations and households making more than $400,000. The resulting combination of tax and spending policies is largely motivated by the desire to reduce inequality.
The authors argue that while an expanded welfare state has led to a more equal distribution of income after taxes and transfers are accounted for, government policies have not eliminated inequality in many important life outcomes across generations or improved social mobility:

Tax Strategy: Helping your clients with CTC advance payments

For years, all taxpayers have had to look forward to from the Internal Revenue Service was their annual tax refund. Then, along came COVID and suddenly 2020 offered Economic Impact Payments, one in 2020 and the next in calendar year 2021 but related to the 2020 tax return. The year 2021 has further expanded the trend, with a third round of EIPs, which might even be divided into two parts, one based on the 2019 tax return and a possible second payment based on the 2020 tax return. The year 2021 has also brought IRS payments for refunds of taxed unemployment compensation for 2020 tax returns filed before the unemployment compensation exclusion was enacted. And now, starting on July 15, 2021, 2021 has also brought monthly advance payments of the Child Tax Credit. Currently the advance payments are for 2021 only; however, the Biden administration has proposed extending them through at least 2025 and some Democrats in Congress hope to make it permanent.

But four million children from low-income families are at risk of not seeing any money from the benefits.
Fresh off disbursing last month’s first payments from the expanded child tax credits, the Internal Revenue Service and the Treasury Department are now gearing up to release the next batch of checks for August.
Do take note that the next payments will arrive on August 13, which is different from the other months that all have pay dates on the fifteenth. This is due to August 15 falling on a Sunday.
“The payments will continue each month,” the IRS recently said.

Millions of eligible children may miss out on expanded Child Tax Credit, study finds

'Wall Street' columnist Bill McGurn tells 'Fox Business Tonight' the tax credit is 'a bad precedent' for families
The IRS is missing the required information for millions of American households that could potentially qualify to receive the expanded Child Tax Credit, a new report shows.
About 4 million or more children in low-income families risk missing out on the monthly payments this year if the IRS does not receive their identification and payment information, according to the Center on Budget and Policy Priorities. Many of these families became eligible for the first time under the terms of the American Rescue Plan.

While some experts from across the political spectrum expect a long life for the new monthly Child Tax Credit payments that began this month, the Heritage Foundation’s Robert Rector isn’t convinced.

Corporate tax increases move closer to reality

The U.S. and other countries are moving forward on increasing tax rates on multinational corporations, with the Biden administration and G-20 leaders agreeing on the need for more revenue.
Earlier this month, G-20 leaders agreed on a plan to impose a minimum tax rate of 15% on corporations and to keep companies from shifting their profits to low-tax countries. New data released Thursday by the Organization for Economic Cooperation and Development indicated that multinational corporations have continued to shift their profits to other countries despite record low tax rates (

FBI warns of new scam targeting people with children
Scammers are looking to trick people that received a stipend from the IRS due to the Child Tax Credit.

TEXAS, USA — The FBI is warning people that are eligible for the Child Tax Credit to watch out for scammers and fraudsters.
Most families that qualify for the tax credit will automatically receive the funds because of previously filed taxes, so there is no need to sign up.
"I really want to stress that this Child Tax Credit program that the administration has set up through the IRS is an automatic enrollment, no one can help you enroll in this program," said Special Agent Jeanette Harper, the Public Affairs Officer for the El Paso Division.
