This tragedy is without question historic in its magnitude here and our hearts go out to every family that lost a loved one here and everyone thats fighting for their lives. We will have the latest from the investigation into the citys deadliest fire in decades. Well, no fear of the russia probe, President Trump opens up in a new interview saying that special Counsel Robert Mueller will treat him fairly and will be ultimately vindicated, explanation coming up. Investigating the investigators, House Intelligence Committee chairman devin nunes blasting the department of justice and fbi over the handling of the antitrump dossier. Details on the growing calls from the department to investigate themselves. And coldhard cash from uber, uber selling major stake to Investor Group valuing at 48 billion, why the deal is a win for both sides. Plus, apple apologizing for slowdown scandal over older iphone batteries. How its promising to make it right with customers . The new star wars sequel isnt the highest growing movie of 2017, youre shocked, i know it. What tops the top spot . We have a lot coming up. With me this morning, im so excited to have panel, political analyst amy holmes is with me this morning, rhino tradeing michael block and former nfl mr. Jack brewer, good morning. Great to be here. Cheryl 2017, here it is, we are wrapping it up, how yall feel . I feel really chilly. [laughter] i really enjoyed President Trumps tweet about that that we could use a little Global Warming right now. Cheryl what happened to Global Warming . I dont know, i came in from florida. Cheryl i dont want to hear about florida. Market is thinking about michael is thinking about markets. Mark penn will be here to talk politics along with special assistant to President Trump and former press secretary marc lo lotter. First top story, rush to go prepay property taxes, homeowners in hightaxed states across the country lined up this week attempt to go prepay property taxes ahead of new years day when the new tax bill goes into effect, that will limit state and local deductions and yet thats property taxes but Late Wednesday the irs issued new guidance, stipulating that only people who had property assessed for 2018, meaning, you have to have assessment in hand could prepay, potentially that puts thousands of people who have already paid those taxes in legal limbo now and that leafs local jurisdictions grappling with taxpayers that are searching for answers and knocking on their door. Joining us now to weigh in media adviser board member, dr. Jina. Hey, good morning. Good morning, good to be with you. Cheryl is this the first illeffects of tax reform and lastminute move by tax reform. People are upset about this, jina . Is this a bad thing . It feels bad for people in hightaxed states, i myself just relocated from california to florida for many of those reasons but i like that it shine it is light, frankly, on those states and local governments who are billing people for too much taxes. Many of us werent aware where those areas were and even those who live in the states could cover the whole thing up by playing with the tax system. If you cant do that anymore, it might work to have honest conversation with our state and local governments about taxes. Cheryl gina Governor Andrew Cuomo made it clear that they are looking at legal challenges to this because he feels and no Uncertain Terms that blue states have been targeted, in senators from blue states, no republican senators and this was a move by the administration to target california and new york. He says its an economic problem, that if youre going to hurt the two largest economies in the country youre going to hurt the economy overall, what do you make of that argument from cuomo . No, youre overtaxing your citizens, you know, california is one of those states where its on record as being the hardest place in the entire country to accumulate wealth. The really wealthy people in california, we all know this have residences in other states that are lower taxed and so theyre not even paying taxes in the state and so the burden really does fall on the middle class and poorer people, the working people out there to make up all of those differences and so here you have governors to try to keep overtaxing their people. How about instead of that, just once, some of these states admit to the fact, gosh, maybe we havent governed well, maybe we overtax our people, maybe we need to take another look at how we assess taxes on our citizens. I think thats the really honest approach here not trying to place show game and blame someone else for what they have done. Dr. Gina, michael block here, good morning, Everyone Wants lower taxes, the fact of the matter is blue states there is a lot of need, if you talk about cutting those taxes saying give the taxpayers a break, you maybe looking at bigger deficits, forget about that for a second, lets talk about youre on the president s Media Advisory council, are you concerned there could be some kind of backlash as the gop tries to retain senate and house seats in 2018 and coming years because the blue states feel like, well, gop went and stuck this on us, are you concerned about that taxes are too high and we are kicking into reform, are you concerned about backlash here . I mean, the only backlash that i see forthcoming is people realizing that theyve been overtaxed in the first place and they want to straighten out their state. I think that would be a good thing. This actually might sort of expose some of the governments in ways that they havent been exposed before. As far as the president , i dont really think this is going to have a backlash effect on him. These are already blue states, lets start there, they are under government rule under democrat rule in almost all cases and thats exactly why they are complaining because they havent been treated fairly, so i see the backlash happening against the blue states themselves. Cheryl cuomo calling a double taxation. He says he thinks special Counsel Robert Mueller will be fair in russia investigation, though he say it is inquiry itself make it is country looks bad, this comes after New York Times interview, asked if he would Order Justice Department to open probe to Hillary Clinton emails, quote, he said this, for purposes of hopefully thinking im going to be treated fairly, i stayed uninvolved with this particular matter. Do you agree that mueller will treat the russia investigation and the president fairly . I dont know about that but i appreciate the president s confidence and i appreciate the president letting the system play itself out. We have already seen that most of this investigation has actually led to most of the accusers in the first place, right, and so i can see why the president would feel confidence in this. The thing thats interesting to me here with my background in psychology is, if you watch the president from the very beginning of this investigation, the psychology, if you were looking for gaps, for example, in his emotional reaction or things that might indicate that there was any sort of a guilty conscious here, we just havent seen that. This is the psychology of an innocent person who has all confidence that when the truth is exposed, it is going to work in his favor. Cheryl we will see. Thats what we are seeing now. Cheryl we will see what happens. I want to get to something thats crucial here. President s comments, chair deafen nunes, blasting the Justice Department and fbi for failure to producing documents to antitrump dossier from the British Intelligence officer. Fox news obtained this letter, quote, at this point it seems the doj and the fbi need to be investigating themselves, i wanted to ask you about this gina and amy is onset. Do you agree that the fbi and doj need to look back at internal processes after what happened with the dossier and the fact that they cant get their hands on more details . I think most of america would agree with that statement and im really glad that we are starting to investigate lets call it swampiness, theyve managed to throw road blocks where they can, the investigation has not proceeded the way it should on this and if you hold this up to the investigations that have taken place when it is against the president and his administration, i think that should be very informative for people who are looking for the truth to be found so i absolutely agree. Dr. Gina, amy holmes here. We have found that nearly half of voters believe that there was and illegal effort to deny President Trump the presidency this last year. So from your perspective, do you think voters can have confidence on whatever are results of the investigation particularly what we have learned about the lead attorneys and investigators on muellers teams to have pretty deep biases against the president and as we found through messages for Hillary Clinton . Well, i think that sort of part of this thats most disturbing, we know not only that there were players intimately involved that had bias against the president , he needed to not be president and then went ahead and changed some of the verbiage in comeys report. Gosh, what else did they change . What else is out there that we need to know . Can we have confidence that thats been fully investigated . I dont know, time is going to tell. So far it has been a process where its almost like just them searching for different truths about the president has ended up exposing their own corruptions and hopefully more of this swampy behavior that americans voted against when they voted for President Trump will be exposed and our government can clean itself up and we can begin to you never want to say trust government, right, but we can begin to think that its not corrupt. Cheryl we have the run, but i want our viewers to hear this n a previous statement nunes has said that he has told his own committee, start drawing contempt for rosenstein and fbi director Christopher Wray unless demands are met. He wants documents on his desk and he has a great point about it. Thank you very much for being with us this morning. Thank you, happy new year. Cheryl happy new year. Coming up, soft bank taking a major stake in uber, thousand deal can shake up the transportation industry, thats coming up. Next. And apple says, sorry, apology from tech giant after performance issues with older models, we will explain coming up. No matter how the markets change. At t. Rowe price. Even for a nurse, its complicated. And it puts me at higher risk of stroke. That would be devastating. I had to learn all i could to help protect myself. Once i got the facts, my doctor and i chose xarelto®. Xarelto®. To help keep me protected. Oncedaily xarelto®, a latestgeneration blood thinner. Significantly lowers the risk of stroke in people with afib not caused by a heart valve problem. It has similar effectiveness to warfarin. Xarelto® works differently. Warfarin interferes with at least 6 bloodclotting factors. Xarelto® is selective, targeting just one critical factor interacting with less of your bodys natural bloodclotting function. For afib patients wellmanaged on warfarin, there is limited information on how xarelto® compares in reducing the risk of stroke. Dont stop taking xarelto® without talking to your doctor, as this may increase risk of stroke. While taking, you may bruise more easily, or take longer for bleeding to stop. It may increase your risk of bleeding if you take certain medicines. Xarelto® can cause serious, and in rare cases, fatal bleeding. Get help right away for unexpected bleeding, unusual bruising, or tingling. If youve had spinal anesthesia, watch for back pain or any nerve or musclerelated signs or symptoms. Do not take xarelto® if you have an artificial heart valve or abnormal bleeding. Tell your doctor before all planned medical or dental procedures. And before starting xarelto®about any conditions, such as kidney, liver, or bleeding problems. Its important to learn all you can. To help protect yourself from a stroke. Jack, no, no, dont do it. Youre really angry about this. No doubt, it kills my holiday in a lot of ways, every time i go on my iphone it was either frozen or i couldnt use it. I appreciate the 50 bucks but im selling some of the stock. [laughter] cheryl good profit before the end of the year. Apples whole reasoning for this, people are saying this is bologna is that we we wanted to preserve the components of the phone, we were slowing it down and shutting it down to preserve the components of the phone, do you believe that . I dont buy it at all, they are forcing you to do upgrades which is great and then your phone freezes, they have to do something about that. This is a nightmare for the consumers. I have issue with my ipad, i accepted upgrades and completely messed up the way ipad works, im getting suspicious about that. Cheryl they are good about updating the issues and bug fixes. Microsoft has been issue as well. Not just apple. Cheryl thanks, apple. Love you, apple. Coming up, President Trumps first year in office, we are going to take a look back at maria bartiromos exclusive interviews with the commander in chief in 2017. That is straight ahead. Cheryl are you looking for inspiration for new years eve look at the markets for the year the Dow Jones Rose by 35 . The s p 500 by 26 and the nasdaq leading the pack 34 gain. Look at the numbers michael block, last day of trading. We are wondering what the new year is going to bring, can we just say cheers with the coffee mugs. Yay, capitalism. Everyone on wall street is not working this week, we can argue whether they ever worked is going to come back to work next week and plug in a new tax rate to models and earning estimates will go up so stock market prices will go up. Theres a lot of reasons to be optimistic, data keeps Getting Better. Can data be Getting Better . In certain spots i have skepticism. Overall, next year higher than we are now. I do think theres going to be volatility, i dont sound very bullish right now. At some point next year where i will sound more bullish because we will have a dip. Im going to say, this is where you buy. Cheryl we have never seen a market in my lifetime, as long as ive been investing in the markets for 25 years, ive never seen this, i dont know about you, jack. No. Cheryl who knew what to expect, specially after health care failed, it was like, well, is tax reform dead, then it went through. Its been interesting to invest in a market like this. It really is. Its fun, if you look across the board and the Global Market is over 12 trillion thats been add today Companies Across the world, thats a lot of money. So the values of these companies are screaming, you talk about tax reform and what thats going to do in 2018, i mean, if youre a financial stock right now, youre a bank, i mean, you are salivateing because you will make so much money from lending next year. Im excited to see what the economy does. Cheryl is this about the American Worker . It used to be that ford, ge would dominate the list of the worlds biggest employers. Now you have the journal report coming out this morning, its really interesting, things are completely different. Instead of having, i work for ibm, outsourcing companies, the compass groups, hottest commodity of the year and workers through that are the hottest commodity of the year, the employment picture has changed. The employment picture has changed. Unemployment going down. Optimism is going up. Again, we are finding that we are seeing the highest level of optimism among likely voters since may, more and more people believe that the country is going in the right direction and something you wouldnt know from the continual attacks from President Trump, his approval and disApproval Rating are exact same as president obama. Cheryl thats interesting. Thats the poll that youre finding. People are optimistic, though, he didnt get a lot of credit for some of the things, specially the regulatory stuff. We had quite a week at mornings with maria, in case you missed it, here are some of the weeks top moments from the show. Slashing the un budget. Un cutting budget by 285 million. We need to reject the entire taxation system on which the un budget for most agencies face. We get the pay 22 of it. We should only pay for what we want and expect to get what we pay for. That would be a tsunami through the un system. Cheryl new york, one of the highest property tax states in the country. People like andrew cuomo and state assembly, now its time to reduce tacks, time to look at progrowth economy instead of spending all of your time trying to figure out a way to destroy new york. Bernie sanders admitted the middle class is getting a tax cut. If they want to defend and protect high earners, lets do so. Democrats have not quite figured out how to deal with tax reform thats also a tax reduction. They have just been throiing everything against the wall to see if it would stick, do your own taxes, do your neighbors taxes, you will see significant tax reduction from middleincome americans. Yall talked earlier in the last hour about low rating, well, that was a great gift the democrats have done for us. Part to secret to my success, the biggest part, thats something called low expectations. If you have low expectations, its easy to exceed expectations and the democrats have done that for us. But it is going to make a difference in the economy this year. Cheryl i cant let you go without asking about bitcoin, bitcoin declined as much as 30 on friday. I think this is the wild, wild west. The cme, theyll trade anything. You know, we are not really encouraging our investors to get into this thing. Cheryl are they asking you about it . Yeah. The phone is ringing off the hook. I dont think this is a deep enough market that most people want to get involved with. [laughter] thats right. Cheryl would you as a millennial get paid in crypto currency, would you take that bargain . I would rather much rather my employer burn money. I would rather get paid with avocados. Cheryl we should change the way we drink coffee . Yes, we have seen the new research that has come out 3 to 4 cups of coffee can extend life and promising things, correlation, not a causation. Doesnt mean that i am going to recommend everyone to drink coffee. If we are going to drink it, dont flood it with added sugar. As much as i love the funny commercial from starbucks, you dont need all that sugar to get the benefits from coffee. Cheryl what are we going to do with Pumpkin Spice latte . Still the Strongest Force at the box office. Loved it. Dark vader is his dad. I dont want to ruin it. It really is a great fit m. Those who have seen it, you know [laughter] cheryl we have them both on the plaza. Gorgeous car. When you think kia, practical car, reliable, they decided to be a gamechanger. You want the style, this is a drivers car, heaven driven one. This car is a blast. Chaos out here gale force winds, accumulations up to 8 inches. Dont know if you can hear me, but [monica] whats he doing . [lance] can we get a shot of this cold front, right here. Winter has arrived. Whooo hahaha [vo] progress is an unstoppable force. Brace yourself for the season of audi sales event. Audi will cover your first months lease payment on select models during the season of audi sales event. Cheryl good morning, it is december 29th. Your top story at 6 30 eastern time. Donald trumps first year from pummeling isis to tax reform, mornings with maria was there for it all. The biggest cuts ever in the history of this country and i tremendous appetite, tremendous spirit not only by people we are dealing with congress but people out there that want to see some. Cheryl we will look at key achievements of the administration including the seemingly unstoppable rally on wall street. The dow is up 35 since the election. Looking at markets the last trading day of the year, futures finishing with green numbers. In europe, a mixed bag, the ftse out of london keeping it strong and in asia market mixed, the kospi was closed for the holiday, the nikkei the market in the red, just a fraction. A chaotic crash on the streets of seattle. A van barreled into a gap store with 6 people in the hospital. What led to that accident. The coin regaining its shine, the crypto currency 14,000 taking a big hit, new regulatory action in south korea. We will look at whether the roller coaster will continue in 2018. A stream come true for netflix ceo, reed hastings. The Stock Options as he had been to 2018. From courtship to court, a woman lands behind bars after destroying 300,000 worth of art during her disastrous first date with the houston lawyer. How she took out two original andy warhols and she is smiling in the picture. The last jet i still aforesaid the box office but the biggest of the year it is not. Showed me my place. This is not going to go the way you think. Cheryl what film brought in the most in 2017 coming up. This has been quite a year. Closing in on one full year in office, wanted to bring you a look at the highlights of marias 1on1 interviews with commanderinchief. The wideranging sitdowns touched on a variety of subjects including the mueller investigation, james comey, us policy toward north korea and the president s accurate prediction that tax reform would pass this year. We look at the president s first 100 days. We have done so much for so many people, i dont think there is a president ial period of time in the first 100 days where anyone has done nearly what we have been able to do and on top of it during the first 100 days a Supreme Court justice not just nominated but approved through a very hostile environment. Maria people scratching their heads why so many Obama Staffers are still here. Was it a mistake not to ask jim comey to step down from the fbi at the outset of your presidency . Is a too late . It is not too late but i have confidence in him. We will see what happens. Dont forget when jim comey came out he saved hillary, people dont realize, he saved her life. I call it comey one. I joke about it a little bit. She was guilty on every charge. Maria the last weeks of the Obama Presidency change the rules in terms of the intelligence agencies allowing them to share rod data. Why did he do that . I will let you figure that out but it is so obvious. When you look at susan rice and what is going on and so many people coming up to me and apologizing saying you were right when you said that. I didnt know how right i was. Maria Corporate Tax or individual tax . I think individual from my standpoint because the middle class has been taken advantage of for so many years but in terms of jobs i think both but probably corporate but they go handinhand despite their tremendous hostility for years, not just trump, this is for years it has been so hostile. When i used to come to washington because ive been a political person all my life even though not on this side of the equation but i have been very political. I use to see democrats and republicans who were best friends and during the day they would have dinner with their families at night, and restaurants, republicans maria would have coffee together. Then they go fight and have lunch. Today you dont see that. The level of hatred is incredible. Im not just saying in the last 90 days. This has been for the last few years. It is incredibly divisive. Maria has a gun in the way of getting things done . Wont get one democrat vote even though many of them think that is an incredible plan. Maria you redirected navy ships to go toward the korean peninsula. What are we doing in terms of north korea . You never know. I dont talk about the military. I am not like obama where they talk about in four months we will hit mosul and in the meantime they get ready and still fighting, mosul was supposed to last a weekend they have been fighting for many months. I dont want to talk about it. We are sending an armada, very powerful. We have submarines, very powerful, far more powerful than the aircraft carrier, that i can tell you. Maria Dow Jones Industrial average of 23,000 500 trillion in market value created since your election, largely because of this, that your policies will get implemented, where do we stand on the tax plan . Doing very well, had a fantastic vote as you know, budget is indirectly past, it will go through an iteration and end up doing very well and we will get our taxes. It is going to be hopefully before the end of the year but much sooner than that. People want to see it. I call it tax cuts, it is tax reform also but i call it the biggest ever in the history of this country and there is tremendous appetite, tremendous spirit for it not only by the people we are dealing with in congress but for the people out there that want to see something, 5000, can be 5000 average per individual or group. Maria your supporters say he has got fantastic policies, we wanted to see this through but the bickering and feuding gets in the way. Obviously the feuding with senator corker, a personal thing between you and john mccain. Do you worry this bickering, feuding gets in the way of your agenda . No and sometimes it helps to be honest with you so we will see what happens at the end but sometimes it helps. Sometimes it gets people to do what they are supposed to be doing. That is the way it is. I want what is right and for the most part they want what is right too. Maria it has been nine months. Have you changed being president . You see the extent of what we have to do and it is far greater then anybody would understand whether it is countries or war and peace and protection. Most important thing is protecting our people and we protect them from a lot of Different Things and elements, we have done a great job with isis, we have done a great job with our military, getting stronger and stronger. I have it to a point where it is the strongest it has ever been. Looking at the economy, it has been great. Regulations down to a level no one has seen, no one has done anything near what we have done, we had a lot of legislation passed, a lot of people say you have to get the taxes, have to get the healthcare, but we have, we passed legislation more than any other nine month period, since harry truman, now we passed harry truman. Maria there is a report your legal team, doing an interview with robert mueller, is that what you are going to do . No one has asked me to do that, there is no collusion. Senate hearings and nobody asked us to do it, they found no collusion. The other side admits the 0 collusion and Everybody Knows it and everybody admits it. The uranium situation with russia getting uranium, that is looking like a serious situation. Maria going to look into it . I dont know, up to them but senator grassley wants to look into it and others do, that to me is a very serious charge. Maria there was a lot happening in 2017. So many things, and talking tax reform. Two months ago before tax reform got past shows the president s resolve. A huge accomplishment for the Republican Controlled Congress and donald trump. We had a lot of pressure on the obamacare plan, donald trump has said he worked with Mitch Mcconnell and paul ryan and a little team delivered to the american people. The second matter, may not like having healthcare taken away, and lower taxes. Everyone likes infrastructure. Entitlement reform, how do you disagree with that . We have different opinions. The bid coin crypto currency, look at the chart, 14,200 one. What is next . Bid coin. Is this the worst birthday ever . Allegedly damaged 3000 worth of art, including two more holes on a date. Maria futures point to a higher open. This is the way you end trading in 2017, down by 62 points. A big payday for netflix chairman and ceo reed hastings. He is said to receive 30 million in Stock Options for 2018 in addition to his annual salary of 700,000, up from 21 million in options he received this year. What ever happened to nice to meet you . I will destroy the artwork on the wall. Making hometown look bad. In it together. Destroyed my warhols. Why was she had his home on a first date . A restaurant or movie theater. Is that a possibility . Of 14 million mansion just giving it to her. By the way, bruce wayne, my warhol 15 minutes of fame. I think andy warhol would approve a. The movie is among a handful of films competing for the box office this holiday weekend. Which one are you going to see . Mollys game is worth seeing. All these great films, and to see what he has done, work with the best directors there are and earned a lot. Maria he produced the newsroom for hbo and had a lot of hits. A lot of movies coming out this weekend but 2017, we were saying the last jedi was not the highest grossing movie of the year. The highest grossing movie wonder woman. And beauty in the beast. I would have voted for wonder woman. Domestically, the top five films. Female driven films. This is disney. And the last jedi and beauty and the beast. The star wars universe, the marvel universe, sony changed the game. They may have a huge percentage, they will be bigger. Cheryl we should a fullscreen of the highest grossing film. And looking at beauty and the beast, 504 million and star wars, we have until an end. Wonder woman and also spiderman did really well. I wanted to bring that back. The spiderman film for a lot of people never got it right. They never made him the teenager that had superpowers they wanted to make. Disney and sony working to create spiderman, made more than any of them. Cheryl what is the secret of disney. They understand people want to buy into a universe, and you could have all kinds of different characters. And the film universe changed the game in terms of how people go to a film knowing about back stories, other characters, spinoffs and things like that. Cheryl forbes released their list of 2017, the top grossing actors in 2017. The top spot went to actor in diesel. 1. 6 million, he just beat his fast and furious costar dwayne the rock johnson. Good morning im Cheryl Casone and for maria bartiromo. Its friday december 29. Your top stories at 7 00 a. M. Eastern time. A battle brewing over the tax bill. Republicans say it is a win for the nation as a whole. Changing tax reform has taken more than three decades. The average family of four they will have the lowest rate in more than 40 years. America will be competitive again now that they have the corporate rate down. On the global stage the tax bill forcing the competitors to actually compete. Looking at the markets at the final trading day of 2017 another strong open. It was a mixed bag again. Back here at home tragedy in new york. Flames ripped through an Apartment Building. Well have the latest in the investigation. In the deadliest fire in decades. As a winter storm bears down on the center of the country what you can expect as youre bringing in the new year this weekend. In the no color workforce. Automation is expected to reshape entire industries heading into 200018. In this inspiring kids to reach for the stars. All of that coming up this morning. And with me this morning i have Rasmussen Reports. Amy holmes. I have to apologize for her for not bringing you into the movie is segment. Youre very excited about that. I went to watch spiderman with my son and in full spiderman gear. We had two hours with a lot more coming up this morning. Hillary clinton and the former president ial candidate bill clintons reelection chief strategist is going to be with us along with the a former special assistant to President Trump informer press secretary Vice President mark lotter. You do not want to miss it. It is a final week. Were talking about the taxes and economic civil war. Thats what they are calling the federal tax overhaul. And the interview with cnn and yesterday the democrats said that the new law punishes up blue states and could be unconstitutional. He was on to say that new york is now considering restructured its own tax code. Joining us now to weigh in. Betsy mccoy. Your reaction. The fact is on the issue of constitutionality he is a laughably incorrect this issue was considered at length in 1913 when the 16th amendment was passed and in and get in 1986 with a the Tax Reform Act of that year. The fact is politicians in states like new york they spend a lot. They are on the defense now because their constituents are going to feel the four full pain of the state and local taxes. They are trying to blame federal tax reform. Its now their job to lower their own state and local taxes. For years and years and other democrats had been flaming dash slamming the federal tax code. Forgiving unfair advantage to homeowners. Those homeowners should not be able to deduct their property taxes in their mortgage interest payments. What about renters. In new york happens to have the highest percentage of renters to the entire nation. This tax reform starts to level the Playing Field. And the governor should be cheering that. Those that own in new york state in california and massachusetts those are the states where it they are saying their taxes are going up. Were talking about middleclass residents of the states. And theyre gonna start putting the heat on local politicians to lower those taxes because they are paying too much. The issue is not whether those taxes are deductible they are too darn high. He said that while he called it an obnoxious tax reform. He said tax reform is going to be destructive for the overall economy as a politicians in those states the states they have to get that. The population loss in new york and california. They had been exiting their states long before the change in federal tax reform those states are losing businesses and losing jobs and losing population and losing home values. Because their taxes are too high and people are voting with their feet to leave. It may shift the focus to blue states like here in new york city in california. But plenty of republicans and districts in california and new york voted against this as well because its can hurt their constituents. We were talking earlier that could this had political consequences for republicans. Certainly some of those republicans may be primary too but but i dont think that new yorkers who are suffering under this enormous tax burden are going to vote for a democrat and think there can they can get tax relief. At second happen. Hold on a second. Why did the gop congress put them in there. You just said thats not why they did it. They did it for political opportunity. For covering their own butts. But the fact is people in new york and in connecticut in california they have seen how their states have suffered under the burden of these extraordinarily high state and local taxes and the only remedy for these tax states is to lower taxes and control spending. I will say theres one thing that is happening here in new york and this might be what happens in other states as well. Residents of new york city that make less than 50,000. There is now a push for them to not pay income tax. If you live in new york city. You pay federal and state. And new york city tax. It is high. Theyre saying that can be done in other states as well. Lets look at our middle class. Lets take the tax burden off of those folks. You are still hitting the wealthy because youre a democrat and thats what you want. In many states following the federal changes. But let me underscore again because this is so important for california and new york particularly this opportunity to level the Playing Field somewhat between renters and owners is very important because for years if you rent you had been paying higher taxes to subsidize the deductions taken by homeowners. Are you concerned at all that this might distance dissonance ownership. As this can propria affect puppy tea ownership. In countries that dont even allow the deductibility of taxes associated with homeownership. The homeownership is far higher. Its really unrelated to these taxes. The fact is that he has been unfair to renters and im just amazed that andrew, of all people would not understand that. He knows it because in past years he is subjected to it. As is an opportunity for republicans and blue states to actually make some headway here. We talk about tax reform and we look at the people in poverty. I think 4 million americans who are in poverty are now off of the tax roll. Thats a lot of people. It really hits the core of our lower class. How does that messaging gets translated. You are seeing a revolution with states that i consider everybody is betting on the republican winning because the taxes have gone so steadily high in connecticut and people are expecting that there will be a real route in the election of a republican governor you made the perfect point. Businesses had been leaving connecticut for years. Then they been going to florida. I want to ask you about Something Else here. It has changed how Different Countries are doing business. We just found out that china there is a tax incentive. It would be exempt from them paying taxes on earnings. They are bidding to keep u. S. Companies overseas when its obvious that these companies are going to be very attractive to coming back and reestablishing for example in their manufacturing bases in the u. S. With the lowest corporate rates. There is a caveat. They are saying you have to invest in specific industries that we pick. They are a very high country. Im sure the irs the irish are thinking that. There are the down that rate. Ireland well had to and they are also under scrutiny for mina tax haven. What i will say is if you want free markets where you are getting it. The lower taxes we will see all sorts of loopholes that they will look out for. And kudos to the Trump Administration because you can already see companies sharing the wealth with these tax codes bank of america wells fargo at t offering bonuses to all of their workers. Raising the minimum wage within their own country in other words its not just can she go to shareholders. Employees of these companies are already trying to benefit from the corporate rate cuts. Ive iva political question question for you. Why has it become so bipartisan. It was passed with only republican votes. Not even democrats in red states. Is in a shame. The issue has been totally demagogue. And i see the Democratic Party at least its leadership in moving so far to the left that they call themselves the resistance. Their role is to resist as into share in governing. Its surprising to me that the democrats are so into this. The apocalyptic predictions. What happen when people see more in their paychecks. It will happen in february. It depends on who it is. And if you can repaint more or less. Lesson paychecks but in terms of payroll and getting your paycheck the withholding is definitely going to be lower. Betsy mccoy. Were talking about this early in the week. And then the governor came out and it continues. Thank you. Weve a lot more coming up. The northeast is said to ring bring in the new year with a record freezing temperatures. The north korea situation took an interesting turn yesterday. As the ships are caught giving north korean ships oil. And now its come out that south korea has ceased the ship they believe transferred oil to north korea. Joining us as a former cia operative what are your thoughts on this new development from china. Nobody should be surprised. China may be involved in skirting the sanctions. Theyve been they been doing this for years and years despite their comments of the past day or so where they said they have never authorized or allowed anyone within their control to skirt the sanctions. There is plenty of evidence that they had been doing this over the years. The latest issue comes after the latest round of sanctions are imposed in early december after they launched their last Ballistic Missile test. The problem that we are facing is what do we do. Now that weve got them photographic evidence and is not just one transfer. A hong kong registered ship. Instead of going to taiwan had stopped. And transferred that oil to a north korean ship which violates sanctions of course. What do we do. We cant just say okay we are frustrated we are upset because we dont really had that many options. The next course of action is we have to show that we are serious about this. The possibility of enforcing that. Sanctions on those countries that are engaged in business that is where were at right now. Very disappointed that they are allowing them. My view is that the president should say these things in the meeting with the National Security council and others. We are still in the process of gathering additional evidence to sit down with chinese authorities. We have photographic evidence. This is not just this one. Just keep it up there. And then move forward. The big question here is what people need to be watching is that is going to be a very important step. I almost wonder if we wanted this. My question to you is does this have the potential to be something of a President Trumps on red line moment that he is going to need to enforce. For years and years now. That is a dangerous thing. To talk about. We to understand that we are dealing with the only country that represents 90 or so of north koreas trade. They have the leverage in the sense swift to be very pragmatic. We went into the latest round of the sanctions that believing that china was going to enforce them. And frankly, this transferred they were talking about right now took place in october. The Satellite Photos were released in november. There has been a. Of time where there has been a great deal of discussion inside the administration and perhaps the presence tweet was prompted by the fact that some of this hit the media over the past few days including a south korea media. There has been a great deal of discussion and i suspect knowing to some degree how the administration works on this matter. That they have already got a game plan in place. There was talk recently about the u. S. Preparing a blood he knows the type action against north korea. What in the world could that consistent. There is the possibility of something short of a direct military action. That be speculation on my part. I dont want to leap to the only option be in the military conflict. You know, as making comments, the president job Approval Rating in latest tracking poll a high of 46 , the number nearly far lelz that of president obama, statement during his first year in office. Joining us now, former special assistant to President Trump. Along with former good morning, weve got two strategists for Hillary Clinton fwooit campaign chief strth to president clintonupon campaign, author, of he happy new year. Good morning mark i want to start with you going to start with take on 2017, under the president. What are highlights . Well, look i think, the president mark for you. I think under president clearly, about he has no honeymoon so he sunk right to kind of negative Approval Rating, he stayed there until now, if you look in contrast to obama, obama had an substantive honeymoon but deteriorated down to midterm elections, the real question here is has trump hit bottom, and will tax reform begin to bring him back . Some polls justain last few days show improvement, or are we going to see continued march down as mueller comes back with investigative report the president continues to use twitter. And he has again, you know there is a lot of questions now about what the doj fbi dual what they have in their hands not willing to turn that over, devin nunes on that, mark i want to ask you about this if you look to the achievements of President Trump 2017 one thing he doesnt get a lot of credit for rollback of regulations, that has been a market positive, economic positive, do you think that the messaging is loss in white house other americans are not getting the message, that the economy really has improved and the market . I think one of the things people starting to realize, realize even more, as paychecks go up in february due to tax cut plan, so you are starting to see that economic momentum people are feeling it we have seen in it some of the indicators, like consumer confidence, business confidence, even in the stock market, will open again today another record, so i think as those things continue the president is going to continue to get credit for it. A lot of rollbacks of regulations and things are behaving Corporate Board rooms takes a while for it to affiliate through the economy. Filter through economy earn people see growth happening under President Trump. Mark, any i want to ask you about the democrats strategy appears to be in terms of resist, resist, resist the president s agenda, we didnt see a single democrat vote for tax reform, even though in the past tax reform including Corporate Tax reform has been a bipartisan issue, do you think this is a smart strategy for democrats into 2018 or voters say what are you getting done . Well, i think the democrats had a o lot of success on health care. I think they managed to convince the public, and Even Community that the republicans didnt have a good plan on health care, and they in effect tried the same strategy, on the tax cut bill. I think that it is open question right now. This is really a big gamble the republicans have taken if taken continues to grow 3 to 4 percent rate i think will pay off for republicans, if it sinks back to 2 , then going to appear like giveaways you are correct democrats in republican states would have gone along with tax plan in this case they didnt there was a risk i think for democrats, as well. In an attempt to repeat what worked on health care i think an open question. Mark, i have a question justice jack brewer president has taken so much heat over composures of the last year when it comes to issues, surrounding race, surrounding refuge religion into 018 someone like miles excited about tax plan the message is loss for a lot of people on the other side because it cant get past those social issues, and some of the of the things upset about, in 2018, when we see president , who will step out, and be just a little bit more cautious on his approach and his responses, on these issues. I think you are going to continue to hear the president speak with his voice, but what i would expect is also that you are going to see the president going into places where maybe republican traditionally dont go where he can communicate directly to communities now starting to experience the benefits of the tax cut plan as you pointing out or in some other areas like new initiative to scomr infrastructure so many things to rebuild in niner cities in america, and that is something the president is very focused on, he is going to take that message, directly to people, and then in a way also challenge democrats to see are you willing to work with us, on any issue, including an issue that democrats have traditional impend very supportive of which is investing in infrastructure. Infrastructure is the one thing you think, i agree with you, ma, that we should see agreement i bipartisanship on this is swamp i want to stay with you on mid terms with Senate Alabama certified democrat jones yesterday, over that special election, you know moore refuses to concede wanted a special election was throwing out voter fraud accusations, and the President Trump endorsed him i am wondering if that was bad move for the party, and maybe a a worrisome for party going into mid terms in 2018. As president said in interview yesterday he felt you know first he endorsed senator strange running against judge moore in the primary and ended up losing then an issue of support on Party Nominee making sure in closely divided senate we have another in the senate going to vote for tax reform and infrastructure but people of alabama spoke, that is what we were encouraging them to do, and the new senator will be seated in a matter of week or so an opportunity to see is new senator, senator jones from alabama going to vote with nancy pelosi and Chuck Schumer and against tax cuts infrastructure, immigration or is he going to vote with people of alabama, that i think is going to really kind of foreshadowed the race that we are facing in 2018 you have 10 Senate Democrats coming from states that the president won, five states overwhelmingly, and many Senate Democrats find themselves in a hard place trying to explain to voters i wouldnt they stood against the tax cut plan. Yeah, i got to bring this up a funny side to all this, alabama released names of more than 22000 writein votes 22000, for that special election, i am going to see show this you there was lets vote for kermit the foregoing, Ellen Degeneris on list, god, the ape, chris jenner mark your reaction to yeah jones won, but people are voting for chris jenner. Well, look, it is 22000 write in votes gap between two was about 22000. And in fact, senator shelby and many editorials in the state called on republican voters, to put in writein candidates that is what they did you can say not only did democrats reject moore but so essentially did republicans. So i think everybody welcomes the additional if democrat into senate trump made a mistake zigzagging backandforth. Cheryl new york city hit by deadliest residential fire in decades Lauren Simonetti has details on this, good morning. The fire spread through every floor of the five stoifr Apartment Building in o bronx killing 12 including four children as young as one. The new york city deadliest fire at least a quarter of a century four in Critical Condition fighting for lives being new york city mayor bill de blasio side they were able to save at least 12 lives we have seen girls in nightgowns in the cold investigators trying to find out what caused this fire, well softbank winning bid to buy stake in uber nearly 8 billion dollars. The deal valuing uber 48 billion, which is about a 30 discount to the previous evaluation near 70 billion dollars the deal also good news for upper new ceo, he is taking over, for ousted ceo travis kalanick. Too late, class action lawsuits backlash from iphone are users apple apologizing for older uphones upcoming more slowly, the company says that it would not intentionly did degraded the experience to encourage to buying new iphone has taken 50 bucks out of the barometer replacement for next year brings cost to 29 dollars for anyone with iphone 6 and that starts in late january, then a Software Update available in the new year, too that should extended the battery life. Take a look at apple shares, in premarket trading not moving much you can see see a stock trading 171 dollars. Ally holmes is going to sue amy holmes, for the battery. Like this. I am with you, right i mean there you go. I guess so stock on fire, but what do you make really this is for them, for anything. I actually applaud this i think coming clean not going to stop further allegations from happening, people apple has been under pressure recent week or so there is bad checks coming from some asian suppliers some very sensationalist i never trust checks, usually end up being a ropeadope where you want to buy the stock, i actually am very bullish on texting next year point out appreciate apple cleaning plate people once done muttering about this going to like this move. What got me on this talking about iphone 6, 6s, some the iphone 7, jack those are not that old of a phone if you pay 1,000 dollars for a phone, you know. Dont expect the company to sabotage it. No question, and i think this these phones are so new, you are talking about within a 6 to 12month period, they already have a new phone coming out so do i agree with you though for them to come out say now, you at least expect to know what you are getting into. But addressed i need to get to breaking news we got another tweet from President Trump. Here is what he just tweeted a few seconds ago democrats have been told in fully turbulence can be no daca without desperately needed wall at southern border end to horrible chain mix ridiculous lottery system immigration, et cetera, we most of you protect our country at all costs we know amy that immigration is going to be there with infrastructure new year for the president. Absolutely one of the top issues, that put President Trump in the white house, his position on immigration, from where my point of view polling Border Security should be bipartisan should not have but question for democrats will be do they want to hold dreamers hostage while having their resistance to trump agenda. President trump six months gave them, i mean at least they agree you dont want to unfairly punish kids young adults been there life dont know country they came from. Americans want to have compassion, but deferred action right there in the act supposed to be decided by congress how this will be resolved should not be executive order. Fying out after new year more coming up future of republican tax reform how this will will shake out there are new concerns this could stretch irs we are going to discuss that the bodily truth what a man hairline can reveal about his health. Stand by for that. Its all right, to be a little town in little old city, life goes on for a little bitty while this is not a cloud. This is a tomato tracked from farm to table on a blockchain, helping keep shoppers safe. This is a financial Transaction Secure from hacks and threats others cant see. This is a skyscraper whose elevators use iot data and ai to help thousands get to work safely and efficiently. This is not the cloud you know. This is the ibm cloud. Xfinity mobile. A new kind of network designed to save you money. Call, visit, or go to xfinitymobile. Com. Cheryl here is a question for you, conyour hairline determine your health . There is a study shows male balan ball baldness may be an indicator. Board certified cardiologist talking about this before we saw you great to see you good morning. Thanks. What do you make of that . This is a study done in india recently that looked at about 2000 young yipdian men they looked to at group of men that were young under 40 that had known coronary Heart Disease case of heart attacks, and men who did not they looked at you know the differences in men what they realize is the young men that had early onset coronary disease under 40 had premature balling male pat earn baldness grey hair making correlation maybe this is showing early by logic aging on outside can reflect the n aging on inside, i was speaking with girlfriend last night i said, maybe subcontinuously cardiologist this is why i like guys with good hair. Just healthier. You know, a question for you, athlete has a question. Got to have pretty good hairline, but what can be done to help offset this is is this an issue you think diet exercise like you have heard, my entire life, are there other things that you can do, in order to take on these issues . You know this is a conversation i have to have with patients every day, because we have can when doctors talk to patients talk about what we call mooedfiable risk nonmooed abofooinl you cant control the fact graying early cant control that your mom or dad might have had Heart Disease you can control to some extent closeroll Blood Pressure moving every day active definitely not smoking you are not drinking to any excess so at the end of the day, if you have things that you cannot control, but that are a risk to you for instance your dad having a heart attack at 40 you need to be even more cognizant of controlling those risk factors. Mike block here. Hey mick. What what about environmental factors, i know where people live, about occupation, how much of that is really a part of this . Umhmm and stress. Stress. Yeah to some extent when we talk about occupation, there is actually another study came out about people who sit too long, big study that shows that people who sit more than 10 hours per day have a significantly increased risk of Heart Disease so when we talk about occupation, really for hart disease obviously if you are in occupation smoking around you that is a big factor other than that jobs you are kind of sitting all day long becomes a big risk fablth for hart disease. Dr. , we have been talking about men and heart Healthy Heart attacks hairlines so forth what about women . Hart disease is a big issue for women, are there outer, you know, can tell but heart health . I mean like i said study was really and in men do could it be translated into women as well, women who tend to age earlier . On your outward appearance sure there has been no real studies with that yet that have been large study, but i think would it probably be able to be translated to both for sure, i do want to touch on a point, and i thank you for bringing it up, because it happened yesterday in my office, Heart Disease is number one killer of women, and women are starting to die more of Heart Disease that about men we are not treating them the way we should treat them i thank fire writing that up i tell women if you are not getting the answer you want by one doctor go to another. I am sorry to hear that happened to one of your patients yesterday speaking of women and health, stress there was a study in the week i found fascinating stress of for womens inherits could be just as have an ill effect as you know obesity diabetes things like that. Is that true. Yeah, yes, you know, i am sure, you probably know women tend to hold in stress, that can you know increase bad enzymes hormones that increases bankrupt leads to Heart Disease to stroke, so you know unequivalently women hold in stress more tan can have ill effects on cardiovascular health. It is holidays stressful especially talking about the mom the wife is trying to keep everything to beingether. Thank you very much. Thanks guys have a great new year. Happy new year, coming up the impact of the republican tax plan the latest, homeowners race to pay property taxes before new year is it worth it . Plus, thanks for the memories snapchat feature for looking back on 2017, we are going to show it to you. [vo] progress is an unstoppable force. The season of audi sales event is here. Audi will cover your first months lease payment on select models during the season of audi sales event. Factor. 8 30 a. M. Tax man or he will this year homeowners racing to beat the property tax deadline before the law limiting state and local deductions goes into effect january 1, why this last minute effort, might not pay off. For some. Meanwhile, despite pushback from House Majority leader ken mccarthy says bill had democratically support. I had a number of democrats, individually come up tell me they liked the plan going to vote for it the last days they came to me said that they were getting whipped from own leadership that would not allow them to vote for the bill. We need to be able to break this logjam to be able to Work Together fine common ground. And be leagured how it can spell trouble for irs is this season. Goldman sachs taking a hit a from bill the company says legislation is going to slash Fourth Quarter earnings by 5 billion dollars details of blow fought giant. Looking at markets the final trading day, of 2017, right now the dow is higher by 74 points, s p, nasdaq plenty higher as well in europe, one market, holding on to green 5100 up by 64, turning to asia markets mixed over there kospi closed for a holiday. President trump is accusing u. S. Postal service of mailing it in tweeted, in last hour, he is suggesting usps charges more at expense of amazon, we are going to look at how news is hitting the tech titan shares this morning, and millions of football fans across america turned in for patriots epic super bowl comeback, tiebd out National Anthem protest we are having our favorite and least favorite moments from the year in sports, a police chase no oregon sending a suspect over the edge there he goes. Literally. Yeah what happened after he drove off that pier, tried to escape that and more video. Well, it is the last business day of the year, homeowners rushing to prepay property taxes, for 2018. But is this yearend tax scrabble worth it blake burman covering the story request the latest. Reporter good morning to you irs stepped in said you can make 2018 property tax prepayments, if you do it before the kaernld turns in few days here and also if at some point within recently if you have been given that 2018 property tax bill. That last point is what is led to a lot of questions about whether or not prepayments can be tax deductible in 2017 foundation says yet to become settled issue. I do think this is going to be open legal question, i would expect to see some litigation, on this subject, unfortunately that means for taxpayers uncertainty by the end of the 2017 tax year we are not going to be able to provide that for them. The prepayment rush from taxpayers who with likely impacted by 10,000 dollar cap on state and local income taxes and property taxes in revealing interview with New York Times yesterday President Trump suggested that had tax bill been bipartisan the salt scenario would have been different he said i quote, had they come to me for a bipartisan tax bill, i would have gone to mitch meaning Mitch Mcconnell and other republicans we could have worked something out you bipartisan that would have been a change to salt, or knockout of salt, he did not directly say it there capitol hill but the implication from the president seems to be if the democratic delegation in new york specifically Chuck Schumer had come to the table, then 10,000 dollar cap might have played out, a whole lot differentlys as you know not a single dpat voted for this tax bill they say, this is just to give away to wealthy corporations. You peter king in new york saying he couldnt do it. Right. I guess, said now schumer does, blake burman, live at the white house thank you very much, interesting stuff, lets bring in former irs commissioner vice chairman alliance gripe what do you make of homeowners trying to prepay property taxes that last minute by irs might not be valid . Thanks for having me, cheryl. Taxes assess withed irs saying if you have a tax that has been aassessed i got a postcard said my property taxes are, you i get the postcard beginning of the december, not due till february every year i pay it, in december, to get that benefit. That is fine is what irs is saying but if normally they dont bill you until january or february they are saying that is a nogo that is what is being said here. Mark mike block here the tax bill done, now a rost scrambling if this would be been made better more time on it what is missing what else would you include as a former irs commissioner guy who knows taxes . Oh i think that remains to be seen, michael. This is comprehensive reform no doubt lots of changes, and there is so much in here i would tell you that we are going to have to wait and see remember, there is going to be interactions some states talking about changing their koodz we are seeing some of the countries overvoovmake chan understand a very iterative pro my hope is unlike Affordable Care act we remember same thing went through one party going for it, and then what happened was there were never changes made here that is not to playbook we have to follow here, we have to see how it affects the economy, and we have to make changes both technically in nature and substantive as time unfolds. I want to ask what do you make of Governor Cuomo saying that he might sue over disparate impacts by blue states no longerer citizens no longer able to take deductions from state and local tax do you think this is a court case to be made here. Amy would i be very surprised, look, the sproement upheld Affordable Care act because of tax clause i think deference to the congress here. You mentioned, a moment ago about overseas countries changing things there is news that china, is offering new tax incentives to foreign investors, so basically say this will treeshl exempt companies from paying tax on earnings, but to have you reinvest in industry by Chinese Government dont you think other countries are going to start to react to u. S. Tax law trying to keep american money overseas if they can . Absolutely. There is no question about that. We are not a sole actor because of all the global corporations, and the companies are all taking a look what they want to do, right now, and governments around the world are going to look as well. Cheryl let me ask you about irs, since you are the commissioner, you you were you commissioner concern they have had a shrinking budget, next year the Agency Getting 11 billion in funding, but you say irs that they are lining up resources not able to help taxpayers in overhaul dont have staff basically, is that so . Well couple points i make first good news is that unlike, the usual practice where extenders in last minute this takes effect next year irs has time to adjust, and the Filing Season should not be affected everybody should calm down relax file taxes, as you normally would. Come january, february, march, that is one point. But the irs has a lot to do, the standards particularly on international take effect immediately. And you are going to have to have a lot of regulations, you need call centers because people are not affected till next year they are going to call ask irs questions so they have to staff up for that. Calling this week, this lining up at at county offices county officials cant handle crowds. Exactly, is to, yes, of course, the irs needs some Additional Resources here, this is a on top of their day job they have got challenges, with the Identity Theft the international, about Affordable Care act because mandate is relieved there is a lot of exchange of information takes place they have a lot to do. And a lot to do. To come back talk about how states are going to handle this, maybe this changes finally the dynamic at state level how taxation is handled in blue states anyway, thank you for your perspective. Thank you. But you dont miss irs right now . [laughter] laugh. Mark thank you very much like i am out of it. Coming up President Trump accuses the u. S. Postal service of mailing it in he tweeted earlier, suggesting that u. S. Ps charges more at expense of amazon, potential impact on amazon, is coming up next, plus, a in oregon sending a suspect literally wait for it over the edge. Goldman sachs expecting a hit from tax reform in Fourth Quarter gerri willis with details, good morning. Reporter good morning good to see you so tax reform is going to cost Goldman Sachs five billion dollars that is a hit, Fourth Quarter earnings due to repatriation taxes, and this is a twothirds of their cost of five billion loss it could be bad news for Goldman Sachs good news for us, interesting story today more interesting story is amazon down a half percent this morning, on Donald Trumps tweet essentially he says why is United States post office losing will billions a year charging amazon others little to deliver packages making amazon richer the post Office Dumber and poorer guess what . He is right, citigroup estimates a study they conducted for every package, the u. S. Ps they lose 1. 46, 1. 46, they deliver twothirds of all amazon packages delivered by u. S. Postal service part of amazon entire business model, they opened all warehouses near depos for u. S. Pa to get that last mile that last mile of a i delivery, to individuals who else, paid for by the u. S. Ps think this way, cheryl if every package from amazon had a little dollar two, dollars, you know stapled on front that is the amount of money, that the Postal Service is losing remember that first class mail subsidizes usps this is a down 40 , they are making up difference with parcels they just cant pay for them.
