Money. The usmca is nearing the finish line. U. S. Mexican and canadian trade representatives are in mexico city for a signing ceremony as House Democrats announced they have the votes to approve the trade deal. Adoption of the usmca is one of President Trumps Biggest Campaign promises and would be his biggest bipartisan policy achievement. Trump tweeting this americas great usmca trade bill is looking good. It will be the best and most important trade deal ever made by the usa. Good for everybody. Farmers, manufacturers, energy, unions, tremendous support. Importantly we will finally end our countrys worst trade deal nafta. Edward lawrence is joining us from washington with the latest on this. Edward . Hey, jackie, theres a victory lap going on by the democrats. House Speaker Pelosi says that she received a usmca deal that was a nonstarter and through their negotiations, they turned it into the Gold Standard for trade deals. Listen. Theres no question of course that this trade agreement is much better than nafta. But in terms of our work here, it is infinitely better than what was initially proposed by the administration. But a senior white house official pushing back saying this is basically the same agreement that the Trump Administration had negotiated with the two other parties, canada and mexico with a few changes that the democrats wanted. Here are some of those changes. Take a look at this, in enforcement, enforcement democrats say they removed language that allowed countries to block a dispute for workers they removed language and changing the labor section to allow for inspections of mexican plants to make sure they follow through, also adding penalties on goods not in compliance with usmca. Democrats also removing the exclusivity for pharmaceutical companies on biologics which was in there for ten years. That includes living vaccines and medicines. On the environment they added commitment that all parties will adapt environmental agreement in line with the nafta. Senator grassley a huge supporter in negotiating it saying he hopes the house gives the senate enough time to ratify. Im satisfied that Bob Lighthizer made reasonable compromises with the House Democrats in the areas of environment, labor enforcement. Im a little disappointed about the biologics sort of thing, but it doesnt change u. S. Law at all. So i think that we just move ahead. And u. S. Trade representative Robert Lighthizer walking a line when it comes to credit. He released this statement here saying quote after working with republicans, democrats and many other stake holders for the past two years, we have created a deal that will benefit American Workers, farmers, and ranchers for years to come. And the u. S. Trade representative is in mexico right now. In fact, right now having a ceremony for signing the new revised usmca. Hes there with the deputy Prime Minister of canada, who is speaking, as well as Jared Kushner and obviously the mexican delegation thats there. Now, one more issue here on trade, jackie, you talk about china. The chinese tariffs coming up with the december 15th, thats sunday, white house Economic Advisor larry kudlow says that as of right now, as of today, those tariffs are Going Forward in place. Its up to the president to make that final decision, if he wants to stop it or change direction related that, but as of right now, those tariffs are Going Forward. The administration according to my sources are looking for the chinese to show them something so they can make that move. We will see. Jackie . Edward lawrence, thank you. Here with more on the usmca trade deal is former trump trade and jobs advisor curtis ellis. Great to see you. Thanks for having me. A great day. A great day certainly, but also very interesting that nancy pelosi was very busy this morning, first the democrats announced the articles of impeachment at 9 00 and then at 10 00, they come out with usmca, very very difficult to give this one to donald trump. Very difficult, already some of the fringe, the left wing fringe in the party are criticizing her for doing this. They are saying giving trump a victory, no, this is giving American Workers, farmers, ranchers, and businesses a victory. This is giving america a victory, and nancy pelosi knows that her moderate members, the people who made her the speaker, that gave the democrats the majority need to show the voters that theyre actually doing something for the voters, not just playing political games. It is an interesting thing that it came together in one day, the same day on one hand youve got the political games. On the other day, you have a real accomplishment for america. Yeah, larry kudlow made some comments on it saying you potentially could see about three quarters of a percent impact to annual gdp, as a result of this deal. This is something really that can help america. Yes, you are going to see immediate investment in the Auto Industry. There is a survey of the auto manufacturers, and they expect to be putting billions of dollars into constructing new plants and upgrading existing plants because now were going to see the Auto Industry anchored firmly in north america. This gives business the certainty to make these investments. Thats what this is all about. It is about making north america the center of manufacturing in the world, with the United States at the hub of that. And we already have integrated our Auto Industry to a large degree between the United States, canada, and mexico. There is a danger of that slipping away to the far east, to china, and the new rules of origin that are in here, that 75 of the vehicles sold in the United States under nafta rules have to be made in north america. Thats up from 60 . Thats a huge increase. The steel and aluminium, the metals that go into the cars have to be from north america. These are really substantial important updates to this agreement. And when you look at usmca and what it took for the two sides to come together on this, you know, the president will say, the white house is saying this is really setting the template for future trade deals to come. This isnt even about the important impacts immediately that well see from this, but this is about china and other countries too. Absolutely. This is a template of an America First agreement that puts american interests first, and you brought up china, very important. Look, five of the ten top ten imports get from china are also available from mexico. We dont need china anymore. We have mexico. We have north america. We have other places in the world. So this is a bad day for mexico. We do five times as much business with mexico and canada as we do with china. Now that weve locked this down, we can now take on the main event of the biggest trade cheater in the world, and thats communist china. Quickly, curtis, im looking at the market, up 14 points, two big events this morning, you had the impeachment articles and usmca which some would argue is baked into the markets. It seems like the market is shrugging off the impeachment article. Yeah, maybe that would have been a bigger bump on the usmca if not for the impeachment, nobody takes impeachment seriously except for maybe nadler and schiff. Great to see you. Curtis, thank you very much for your time today. The market is on a roller coaster. It has been the last few days and today as we get word from House Democrats that they are going to vote for that usmca deal. But the uncertainty around u. S. And china trade negotiations, keeping some of these gains at bay, worries about those tariffs being implemented over the weekend. Joining me now are Richard Bernstein advisor portfolio strategist and bell point chief Market Strategist david nelson. Gentleme gentlemen, great to see you. Dan, lets start with you, you thought the usmca was baked in, it is positive but not a game changer here. I think at this point its been analyzed to death. Most of the experts say the incremental benefit from it will be pretty modest. The market is going to react to new news not incremental news. I dont think it is less of a big deal especially on a big week like this week where were much more focused on if the tariff will go through on sunday what the fed will say and ecb will say. Theres so much going on. Lets talk about some of that, david. Speaking of china, the president has basically said he has the final word on this, and from what we understand, there was a wall street journal story suggesting that the tariffs may be held off over the weekend, but that, you know, other people are saying look, he has to sign off on it. And he hasnt said either way. Hes the man in the room. Thats the key point. Thats what markets are looking at today. Thats why they are kind of flat lined right now. They kind of rose this morning because there was almost a hint from the white house that the tariffs are going to be pushed back, but to curtiss point earlier, he makes a great point, this is mainly its a big message to china that if you negotiate in good faith, you can actually get a good deal. It doesnt have to be a zero sum game. Everybody can win from this. This is certainly a win not just for the United States, a win for china, a win for mexico that we have come to the table and have a deal in place. China should look at this as a template and step up and bargain in good faith. You would think so. At the same time, some of the issues with china like intellectual property, they will be harder to iron out than i dont think anybody expects, you know, a signed sealed and delivered real comprehensive deal. We know china is an adversary in every sense of the word and will be so for the next decade or more. I think all this is going to be something around the edges. Maybe we get an ag buy, this gets push to 2020. We wont have a real resolution on this until we see who is in the white house next year. On the china front, curtis did make the point that this agreement going through is going to force Certain Industries to source from north america and that keeps us away from asia and puts the pressure on. Yeah, i think, you know, the real take away from usmca is that you get these huge promises about these big negotiations that are going to change everything and be the best deal of all time, but ultimately as i was mentioning before, you are getting really modest changes to the actual trade deal. I think you could see something similar, and thats kind of the direction were heading with china, you push for the wholesale changes, were probably going to get a phase one deal, which is again, minor, you know, adjustments around the edges and probably not going to ever get a phase two or three deal. From the markets perspective, the most important thing is are you going to get enough of a deal that stops the tariffs from going higher . I think that you probably will, but i think the other take away from, you know, usmca negotiations is that, you know, even if you think back to when we were signing that deal, almost days before, it felt like everything was falling apart and we werent going to get a deal. The fact the market has rallied a lot on optimism around the china deal, even if you arent positive on that, it may be true that it may feel like things are falling apart. The market may have to price it out first. Lets try to bring it full circle as quickly as you possibly can. Looking at a dow jones sitting under28,000. Under 28,000. So many things for investors to consider. What do you do with your money, maybe we will get a santa claus rally, maybe we have a shoe that drops, what do you do . You have to look at the elephant in the room. Securities analyst starts with Interest Rates. The reason we have been able to sustain multiple expansion all year. Year on year earnings are only up fractionally. Where are you going to put your money . With a ten year in the big 180s right now, you are getting that in the stock market and you are being paid to wait. I think it begs the question which is the better asset class and for me thats still equities. Good to see you, gentlemen. Thank you very much. Jackie the articles of impeachment are out. House democrats making their case to try and remove President Trump from office. Just moments ago, attorney general bill barr telling our jerry baker there was no obstruction of congress. I will say that on the other article of impeachment relating to obstruction, i dont believe its the case that where somebody including a branch of government is asserting a legal privilege that they have under the law that that constitutes obstruction. Jackie blake burman is live at the white house. He has more. Not a real surprise there to hear the attorney general bill barr come to the defense of the president today just like it wasnt really a big surprise either that the House Democrats officially lay out the articles of impeachment that they will be putting forth against the president. You just heard the ag there talk about one of them, obstruction of congress. The argument from democrats is that during the impeachment inquiry process, the president did not allow certain aides to testify and thus that is an obstruction of congress, say democrats. They are also going after the president rather for abuse of power as they say the evidence is clear that the president conditioned a white house meeting and foreign aid to ukraine in exchange for an investigation into the bidens. You saw the video of that press conference there earlier today. Here the top democrat on the House Judiciary Committee, jerry nadler. Listen. He endangers the constitution. He endangers our democracy. And he endangers our national security. The framers of the constitution prescribed a clear remedy for president s who so violate their oath of office. That is the power of impeachment. President trump responded on twitter earlier today after that press conference saying the following, in part, quote, nadler just said that i pressured ukraine to interfere in our 2020 election . Ridiculous and he knows that is not true. Both the president and foreign minister of ukraine said many times there was no pressure. Nadler and the dems know this, but refuse to acknowledge. Here was the Vice President s reaction earlier today in pennsylvania. Whats happening in washington, d. C. Today is a disgrace. Its nothing short of a partisan impeachment. I think the democrats are running down this president because they know they cant run against this president in 2020. The process from here on out jackie as we take a live look, the House Judiciary Committee will have to vote this forward for the entire house to take up. Democrats overwhelmly control the Judiciary Committee and overwhelmingly control the house, so it is expected at least that those two will move forward, if and when that does, a vote in the Judiciary Committee later this week and in the full house probably next week. Then there would be a full senate trial if it were to get to that point at the beginning of next year. You know the dynamics there, as the president then would be allowed to
