Industrial mobilization to make adequate ventilators particularly a short one to help the people of new york, detroit, new orleans, chicago, denver, seattle, all around this country as this virus bears down. The ventilators of the most important things for the patient to become more seriously ill. They are the lifeline for people. I personally have been working with fema and with hhs and Ventilator Companies making sure we can get what we need as quickly as possible. Virtually, every one of those companies whos been cooperative, patriotic, moving and trump time with us as soon as possible but we did have a problem with gm. On the one hand, we have ford and g moving forward on a similar project. Patriotically moving as fast as possible over the last several days, we ran into roadblocks. We cannot afford to lose a single day, particularly in the next 30 to 60 days. President trump, the defense production act is enhancing and accelerating, i salute him for doing so. Its going to make my job easier for the most part, we had tremendous from the private sector. Today was the right day to do it. My administration is marshaling full power of the American Government we will do that and thats what weve done. We will continue to do it until our work is one. Economics scientific, medical, military and Homeland Security, all of this for the virus. We are working to sign contracts immediately with the major Ventilator Companies in the country including ge. , medtronic hamilton, ill rub and via air, your all companies who do this, great companies. The fda will be reducing and waving unnecessary regulations to get this done. We are going to be getting rid of certain barriers for speed, want to to get done quickly. Weve been doing a long time. Theyve been making ventilators a long time. Hopefully General Motors will join. Under the normal conditions that you would be regular times, 29 times ventilators distributed in the u. S. Every year. In the next 100 days, first of all, weve already delivered thousands of them but within the next 100 days, we will either make or get in some form, over 100,000 Additional Units and to put it in other words the next 100 days, we see over three times the number of ventilators made during a regular here in the United States and that doesnt include all of the thousands and thousands weve given to the various states, a lot of them. We delivered thousands took new york and they didnt know they got them. We also had thousand put in a warehouse, that was also new york. They just found out they were there. We have to make sure when we deliver things, they get distributed. Earlier today, i spoke to the ceo of boeing, David Calhoun and boeing will be producing and donating face shields to help our medical nationals are the front lines and putting intricate terms of the plastic and quality of materials are important. They are going to be topoftheline and they are going to do thousands of these a week. Theyve already tested the production and they are ready to begin producing all of these shields, plastic shield back over the place. Boeing is also offering the use of their, what they call the cargo plane, the largest plane in the world. This is a picture of it, they called just a little while ago and that can take anything from us thats the biggest in the world. They are letting us use that for the distribution of product all over the country, especially the heavy product or large quantities of product and boeing will dedicate up to three planes to the mission of flying medical supplies anywhere we needed. Each plane can carry 63000 pounds of cargo. Also signed an executive order giving the department of defense and department of Homeland Security the authority to activate the Ready Reserve components of the armed forces. This will allow us to mobilize medical disaster and Emergency Response personnel, to help await our battle against the virus by activating thousands of experienced Service Members including retirees. We have a lot of people, retirees, military people coming back in to support the nation in this extraordinary time of need. They dont say how much, they dont say what are weakening paid . They just want to come back in. Its an incredible thing to say. Its beautiful. This afternoon, i signed into law 2. 2 trillion in urgently needed relief for our nations families, workers, businesses and americans of every race, religion and creed and the 2. 2 trillion goes to 6. 2 trillion, depending on needs. The largest bill ever signed. Not just emergency relief but of any kind. Weve never signed a bill of that magnitude. Incredibly, it was 96 to nothing in the senate and essentially the same thing in congress. They did it very quickly in the house. They did it very quickly. If you look at congress, what theyve been able to do, the house, i guess they would call it a voice, Something Like that rarely takes place. Ninetysix to nothing in the senate for the largest bill in the history of our country, thats pretty good. I want to think republicans and democrats for coming together for the whole of the nation, this is a great thing, a great victory. This will Save Companies that are incredible companies that are going to need help because of what happened. A month ago, they were outstanding, theyve had the best year theyve ever had and then we got hit. This will help them out. Thousands and millions of jobs, millions of jobs. I just want to thank everybody for working so hard. Include the people standing with me right here. The legislation extends a vital lifeline to American Families in American Workers with job retention, loans for Small Businesses in a big focus of the bill, Small Businesses. They are the energy, whatever you want to call it in terms of our nation to push people have no idea how big a factor peter can tell you this Small Businesses are in this country from an economic standpoint. From a job standpoint. We expand the Unemployment Benefits for workers very substantially in direct Cash Payments will go to american citizens, substantial. This legislation also provides a massive increase in funding for hospitals for the Disaster Relief fund and critical supplies occluding mass, respirators and pharmaceuticals of all types. Speaking of commerce articles, we are working on vaccines and getting good response and we are working on therapeutics and cures and we have interesting things happening. This afternoon, apple launched a new tool created in partnership with our task force, cdc and fema. Any individual who is concerned that they might have the virus can now download the free co vad dish 19 on their iphone. And answer a set of simple questions about the symptoms and risk factors. Its getting to be a modernized system. They will soon receive hhs recommendations on what to do next on whether they should get tested or not. Again, we want people only to get tested if they think they needed. In a few moments, secretary will discuss partnerships without private sector that are providing meals to millions of students while schools are closed. Theyve both been incredible in the job theyve done. Appreciate them very much. Grateful for the assistance of the ceo of panera bread company, theyve been incredible to us. The people of our country, the logistics. Throughout this ordeal, ive been awed and inspired by the American People more than anything else, more than anyone else. Americans of every walk of life have followed the guidelines and shown incredible compassion and sacrifice greatly on behalf of their fellow citizens. Every american to know that they are selfless and their heroic actions are saving lives and i want them to know. Im very proud to be the president. Very proud of the American People. Its an all out war against this virus. We are not testing nearly 100,000 patients a day, more than anybody in the world. Even a couple of weeks ago, we tested more than any other country in the world. That continues to grow. Widespread testing will allow us to monitor the spread of the virus and we are doing that quite accurately. Tony will speak about that and coordinates with the state and hotspots as they arise. All of is driven. This testing will enable us to publish updated guidelines for state and local leaders. To have the evidence they need to have mitigation measures, for each location is different. Some are very, very different, some are day and night. So mine great shape and some arent in great shape. That will give accurate information. America is bravely battling this pandemic through cutting edge science, rational, deliberate and determined vigilance, the effort will be spared and waiting this. Hopefully we will win soon and allow this and we will see whats going on around the world. You see italy and spain, all of these countries going through so much going through such hell. Its in strong communication, our professionals are dealing with it every day. So many countries but many are dealing directly and closely. We are in very good shape in terms of manufacturing at the right time. They were asking for ventilators today. They tested positive, its a terrible thing but hes going to be great. Im sure hes going to be totally great. They want ventilators, germany has ventilators, we are going to make a lot of ventilators. We are also going to help other countries. I want to thank everybody, i would to think Great American citizens and a lot of incredible things are happening. Really happening. Its too bad, we have the press conference we resigned, we signed the largest bill in history. I said think of it, 22 days ago, we had the greatest economy in the world. Everything was going beautifully. The stock market hit an alltime market, over 150th time. During my presidency. The world was looking good. Then we get hit by the invisible enemy and now you have countries all over the world reeling. Well be bigger and better and stronger than we were before. We will also have a by artist in place that works, we will have broken systems, we will have incredible systems. This might happen again, hopefully it wont but if it does, well be able to handle it. Very much more easily. Ill take a few questions. Tell about the negotiations with General Motors. What they are doing, was there a debate over cost . We dont want to think too much about cost when we talk about this. This is not cost. I wasnt happy where General Motors built plants and other locations so much during my term but they built a lot of plants and other countries. I wont name the countries but you can imagine. I didnt go into it with a favorable fear. I was extremely unhappy with ohio, they left ohio in the middle of a boom because we had 17 companies coming in and they were leaving one plant in ohio. What happens, i became the story. Not all these planes moving it but that you had one plant, they were leaving. Frankly, i think thats a good place to build the ventilators but well see. Well see how that works out. I wasnt too thrilled and fun without we had a deal for 40000 ventilators and all of a sudden it became six and the price became a big object. But peter is going to handle but people do a very good job. Maybe theyll change but we didnt want to play games. Two questions. One, the state quarantined and the treatments. First one, over the last 34 hours, governor in multiple states including florida, rhode island had orders for travelers, quarantine orders. They are intercepting people on highways, airports, they say the recommendation of your administration, is that true . If so i will let tony speak to that later but we are being very strong on quarantine, strong on people not leaving, especially certain states and going to other states where they have less of a problem. We are hearing constantly of people going from new york to florida and new york obviously is a hotspot. Thats why we are noting the hospitals in new york and medical centers in new york. Well let tony answer that but specifically, you have to understand that we are not playing games. In the dca, this morning he tweeted about it and im told it was coincidently not long after that tweet gm announced they reached an agreement to talk about an indiana plant which is a clean plant, it produces up to 10000 a month to to be delivered in a couple of weeks. Why the need after that . It wasnt after, it was before. We just were not getting fair with General Motors. We werent getting there. We are getting think with a lot of other companies and we have the people doing it for me. The room right here. We can talk to you later about it but we have to get these people on board. Were not looking to get into a big deal on price. We are not looking to be ripped off on price. We dont want prices to be double or triple what they should be. General motors will see what happened. Now they are talking but they werent talking the right way at the beginning. That was not right to the country. Last night you talk, he didnt think there was a need for 40 thousand ventilators. Today, if you are having them produced tens of thousands of ventilators. Theres a chance we wont need that many. I think frankly, theres a great chance we are not going to need that many but there are a lot of other people who will need them. We have countries all over the world that are friends of ours in week will help those countries. We are in a position to do things other countries cant. So we have an interesting position, we can make them because we are going to make over 100,000 pretty quickly. We can make them. If we dont need them from a thats okay. We can help italy, the uk, Boris Johnson specifically. When i say how are you feeling . The first thing he said to me, we need ventilators. The surplus all over the world, they want them. We are in the position to make them and other countries arent. First, can you followup on that . Governor cuomo said 30 to 40000 ventilators, the expert were advising him. What are you basing your assessment that he doesnt need that . I think you can ask that question to deborah but their estimates are high. I hope they are high. They could be extremely high. We are doing even hospitals based on pretty high estimate, they are doing them anyway. As i told john, if we do not need them, thats wonderful. We can help a lot of great people all over the world. We can help them live but i think his estimates are going to be very high. Dont forget, we sent thousands of ventilators to new york. They didnt know they got them. And we sent thousands of ventilators to new york, they have a warehouse in edison new jersey, thats an interesting thing. We sent them to edison new jersey, they were in the warehouse ready to go and new york never took them. So if they knew they were there. We have to get people lined up. We are im not blaming new york. This is something thats of the magnitude that nobodys ever seen before. The federal government said theyve done a hell of a job. We sent thousands of ventilators and they didnt know about at the time they were complaining. Thousand, 2000102104000 and they were going there in large numbers. Before that, many founders. We want to have so many we want more than we need because we can send them. Other countries have been our friend. The governors are not appreciative of the federal government has done and you suggested that some of the governors are not doing everything they need to, be specific, what the state of washington, i think the governor is a failed president ial candidate. He leveled out at zero. In the polls. Hes constantly tripping and i guess complaining would be a nice way of saying it. Weve done a great job for the state of washington. Michigan, she has no idea whats going on. All she does is say is the federal governments fault. Weve taken such great care of michigan. You know the great care weve taken. If you ask the governor of new jersey, how are we doing . I think he would say great. I think, hes a democrat. Governor cuomo has said, we are doing a great job. I saw the News Conference with they were thinking the people of pima an army of core engineers, build a hospital in three and a half days but its a big hospital. Medical facilities in different parts of new york. Governor cuomo has been appreciative but a couple people arent. Weve done a hell of a job. The government has stepped up. What more specifically you want the governor of washingto washington all i want them to do, very simple. I want them to be appreciative. I want them to say things that arent true, i want them to be appreciative. Weve done a great job. Not talking about me, im talking about mike pence, the task force, fema, theres no country in the world could have done with the army corps of engineers has done and is doing. Now they are going in and building literally, they are going into hotels and renovating hotels. I should be for governor studio. That should be for states to do. We have the army corps of engineers so keyed up and stocked up and they are psyched and incredible. Theres no games with these people. They are in the screaming get it done. Theyre not sitting around taking it easy. These are workers, incredible people. I think the army corps of engineers, when somebody for political reasons, wants to blame, i view that as we make the incredible people. Nobodys ever seen it. I would love to go there but with all that we are doing, we have this incredible hospital, it was supposed to be ready in three and half weeks because its under maintenance. A maintenance contract. We were able to get it done quickly. We were able to stock it up to the top. Its leaving tomorrow at 2 00. Leaving virginia, it will be in new york monday. Weeks ahead of schedule. I think the media and governors should appreciate it. I have to say, the media is been pretty good the governors have been really good except for a couple. With them, its just political. As trump . Or not. We have done a job the likes of which nobody has seen. When they are not appreciative to me, they are not appreciative to the army corps or to fema. Its not right. These people, they are working 24 hours a day. Mike pence, i dont know if he sleeps anymore. These are people should be preceded. He calls all the governors. Im a differen
